A Visit to J-Village: Fukushima Workers Risk Radiation to Feed Families Pt2 [22Sep11] - 0 views

  • Part 2: Workers Pushed to Their Limits TEPCO is preparing to spend decades in J-Village. Workers have spread gravel around the large soccer stadium and in a number of adjacent areas. Here they have placed row after row of gray trailers. There are 40 per row and they sit two stories high, extending right up to the blue plastic seats in the stands. The stadium's large scoreboard still hangs behind this makeshift community. The stadium clock has stopped at 2:46 p.m., which was the moment when the earthquake cut off the electricity here and at the power plant 20 kilometers (12 miles) away. Next door TEPCO has built a laundromat with more than a hundred washing machines. Behind the main building in J-Village, buses are parked on the former soccer fields and debris is stored in large plastic bags on the tartan track.

  • Hiroyuki Watanabe is a city council member from Iwaki, the city that lies to the south of J-Village. For the past two years, he has been trying to determine where TEPCO recruits its workers. "The structure is dodgy," says Watanabe. "It is amazing that one of Japan's largest companies pursues such business practices." In fact, TEPCO has been using shadowy practices to acquire its workers for a number of years. In 2008, Toshiro Kitamura from the Japan Atomic Industrial Forum criticized the Japanese power company for "outsourcing most of its maintenance work of nuclear power plants to multi-layered contractors." The industry expert's main concern, however, was the safety risk, since these workers are not as familiar with the reactors as permanent employees.
  • According to Watanabe, TEPCO has budgeted up to €1,000 per person per day to pay the workers. But unskilled workers, he says, often receive only about €100 of that money. "These are men who are poor or old, with no steady job and limited employment opportunities," he says. Some of them don't even have a written employment contract, he contends. When they reach their radiation exposure limit, he adds, they lose their jobs and the employment agency finds a replacement.

  • TEPCO announced on August 1 that the highest radiation of over 10 sieverts/hour (or 10,000 millisieverts/hour) was detected on the surface of the exhaust duct between Reactor 1 and Reactor 2 at Fukushima I Nuclear Power Plant. The workers who measured the radiation were exposed to maximum 4 millisieverts of radiation.
  • Prior to this reading, the highest radiation measured was 4,000 millisievert/hour [or 4 sieverts/hour] measured inside the reactor building of Reactor 1 in June.   • While the 2011 earthquake and worries surrounding Fukushima have brought the threat of radioactivity back into the public consciousness, many people still don't realize that radioactive contamination is a worldwide danger. Radionuclides are in the top six toxic threats as listed in the 2010 report by The Blacksmith Institute, an NGO dedicated to tackling pollution. You might be surprised by the locations of some of the world’s most radioactive places — and thus the number of people living in fear of the effects radiation could have on them and their children.

  • The Hanford Site, in Washington, was an integral part of the US atomic bomb project, manufacturing plutonium for the first nuclear bomb and "Fat Man," used at Nagasaki. Although decommissioned, it still holds two thirds of the volume of the country’s high-level radioactive waste — about 53 million gallons of liquid waste, 25 million cubic feet of solid waste and 200 square miles of contaminated groundwater underneath the area, making it the most contaminated site in the US. The environmental devastation of this area makes it clear that the threat of radioactivity is not simply something that will arrive in a missile attack, but could be lurking in the heart of your own country.

  • For years, there have been allegations that the ‘Ndrangheta syndicate of the Italian mafia has been using the seas as a convenient location in which to dump hazardous waste — including radioactive waste — charging for the service and pocketing the profits. An Italian NGO, Legambiente, suspects that about 40 ships loaded with toxic and radioactive waste have disappeared in Mediterranean waters since 1994. If true, these allegations paint a worrying picture of an unknown amount of nuclear waste in the Mediterranean whose true danger will only become clear when the hundreds of barrels degrade or somehow otherwise break open. The beauty of the Mediterranean Sea may well be concealing an environmental catastrophe in the making.

Up to 100 tons of radioactive waste were released by an explosion, contaminating a massive area. The explosion was kept under wraps until the 1980s. Starting in the 1950s, waste from the plant was dumped in the surrounding area and into Lake Karachay. This has led to contamination of the water supply that thousands rely on daily. Experts believe that Karachay may be the most radioactive place in the world, and over 400,000 people have been exposed to radiation from the plant as a result of the various serious incidents that have occurred — including fires and deadly dust storms. The natural beauty of Lake Karachay belies its deadly pollutants, with the radiation levels where radioactive waste flows into its waters enough to give a man a fatal dose within an hour.

  • Once the location for the Soviet Union’s nuclear weapons testing, this area is now part of modern-day Kazakhstan. The site was earmarked for the Soviet atomic bomb project due to its “uninhabited” status — despite the fact that 700,000 people lived in the area. The facility was where the USSR detonated its first nuclear bomb and is the record-holder for the place with the largest concentration of nuclear explosions in the world: 456 tests over 40 years from 1949 to 1989. While the testing carried out at the facility — and its impact in terms of radiation exposure — were kept under wraps by the Soviets until the facility closed in 1991, scientists estimate that 200,000 people have had their health directly affected by the radiation. The desire to destroy foreign nations has led to the specter of nuclear contamination hanging over the heads of those who were once citizens of the USSR.

Even today, the word Chernobyl conjures up horrifying images of human suffering.

Six months after a tsunami turned Japan’s northeast into a tangled mess of metal, concrete, wood and dirt, legions of workers have made steady progress hauling away a good portion of the more than 20 million tonnes of debris covering ravaged coastal areas. The Environment Ministry says it expects to have it all removed by next March, and completely disposed of by 2014. Now, once again, they are facing this invisible killer. This time, the mistake is of their own making. "I’m afraid," says Shoji Sawada, a theoretical particle physicist who is opposed to the use of nuclear energy .  Sawada has been carefully monitoring the fallout from the accident at the Fukushima Daiichi power plant. “I think many people were exposed to radiation. I am afraid [they] will experience delayed effects, such as cancer and leukemia.” Evacuation zone Japan's government maintains a 20-kilometre evacuation zone around the Fukushima Daiichi plant, with no unauthorized entry allowed. The government has urged people within a 30-km radius of the plant to leave, but it's not mandatory. Some people say the evacuation zone should include Fukushima City, which is 63 km away from the plant. At the moment, the roughly 100,000 local children are kept indoors, schools have banned soccer and outdoor sports, pools were closed this summer, and building windows are generally kept closed. A handful of people argue the government should evacuate all of Fukushima prefecture, which has a population of about 2 million.  Sawada dedicated his career to studying the impact radiation has on human health, particularly among the survivors of Japan’s atomic bombings. His interest is both professional and personal. When he was 13 years old, his mother urged him to flee their burning home in Hiroshima. She died, trapped beneath rubble . “I think Tokyo Electric Power Company [TEPCO], as well as the Japanese government, made many mistakes,” he says. Among 527 samples: 199 → 10 Bq/kg 65 → 10~20 Bq/Kg 3 → 20~30 Bq/Kg 1 → 30~35 Bq/Kg Newspaper says, adults take 100 days to detox it all, children take 30 days to detox it all.

Their exposure of 19 millisieverts is just below the annual limit set by an international nuclear safety body, it said.
  • The greatest exposure was in the town of Iitate, where residents were allowed to take their time to leave, located 40 km (25 miles) northwest of the plant and outside the 20 km evacuation zone imposed by the government.

In addition, the government has declared the “safe” allowable limits for radiation exposure can be changed from the internationally accepted levels of 1 mSv to 20 mSv a year. Women and children are particularly sensitive to radiation exposure. Subjecting children to 20mSv a year for five years will result in about 1 in 30 developing cancer. After Chernobyl anyone likely to be exposed to more than 5 mSv a year was evacuated, and those in areas of 1-5 mSv were offered relocation and bans were placed on eating locally produced food.
