U.S. nuke regulators weaken safety rules [20Jun11] - 0 views

  • Federal regulators have been working closely with the nuclear power industry to keep the nation's aging reactors operating within safety standards by repeatedly weakening standards or simply failing to enforce them, an investigation by The Associated Press has found.Officials at the U.S. Nuclear Regulatory Commission regularly have decided original regulations were too strict, arguing that safety margins could be eased without peril, according to records and interviews.The result? Rising fears that these accommodations are undermining safety -- and inching the reactors closer to an accident that could harm the public and jeopardize nuclear power's future.
  • Examples abound. When valves leaked, more leakage was allowed -- up to 20 times the original limit. When cracking caused radioactive leaks in steam generator tubing, an easier test was devised so plants could meet standards.Failed cables. Busted seals. Broken nozzles, clogged screens, cracked concrete, dented containers, corroded metals and rusty underground pipes and thousands of other problems linked to aging were uncovered in AP's yearlong investigation. And many of them could escalate dangers during an accident.

  • Commercial nuclear reactors in the United States were designed and licensed for 40 years. When the first were built in the 1960s and 1970s, it was expected that they would be replaced with improved models long before their licenses expired.That never happened. The 1979 accident at Three Mile Island, massive cost overruns, crushing debt and high interest rates halted new construction in the 1980s.Instead, 66 of the 104 operating units have been relicensed for 20 more years. Renewal applications are under review for 16 other reactors.As of today, 82 reactors are more than 25 years old.The AP found proof that aging reactors have been allowed to run less safely to prolong operations.
  • Last year, the NRC weakened the safety margin for acceptable radiation damage to reactor vessels -- for a second time. The standard is based on a reactor vessel's "reference temperature," which predicts when it will become dangerously brittle and vulnerable to failure. Through the years, many plants have violated or come close to violating the standard.As a result, the minimum standard was relaxed first by raising the reference temperature 50 percent, and then 78 percent above the original -- even though a broken vessel could spill radioactive contents."We've seen the pattern," said nuclear safety scientist Dana Powers, who works for Sandia National Laboratories and also sits on an NRC advisory committee. "They're ... trying to get more and more out of these plants."
  • Sharpening the pencilThe AP study collected and analyzed government and industry documents -- some never-before released -- of both reactor types: pressurized water units that keep radioactivity confined to the reactor building and the less common boiling water types like those at Fukushima, which send radioactive water away from the reactor to drive electricity-generating turbines.The Energy Northwest Columbia Generating Station north of Richland is a boiling water design that's a newer generation than the Fukushima plants.Tens of thousands of pages of studies, test results, inspection reports and policy statements filed during four decades were reviewed. Interviews were conducted with scores of managers, regulators, engineers, scientists, whistleblowers, activists and residents living near the reactors at 65 sites, mostly in the East and Midwest.
  • AP reporters toured some of the oldest reactors -- Oyster Creek, N.J., near the Atlantic coast 50 miles east of Philadelphia and two at Indian Point, 25 miles north of New York City on the Hudson River.Called "Oyster Creak" by some critics, this boiling water reactor began running in 1969 and is the country's oldest operating commercial nuclear power plant. Its license was extended in 2009 until 2029, though utility officials announced in December they will shut the reactor 10 years earlier rather than build state-ordered cooling towers. Applications to extend the lives of pressurized water units 2 and 3 at Indian Point, each more than 36 years old, are under NRC review.Unprompted, several nuclear engineers and former regulators used nearly identical terminology to describe how industry and government research has frequently justified loosening safety standards. They call it "sharpening the pencil" or "pencil engineering" -- fudging calculations and assumptions to keep aging plants in compliance.
  • Cracked tubing: The industry has long known of cracking in steel alloy tubing used in the steam generators of pressurized water reactors. Ruptures have been common in these tubes containing radioactive coolant; in 1993 alone, there were seven. As many as 18 reactors still run on old generators.Problems can arise even in a newer metal alloy, according to a report of a 2008 industry-government workshop.
  • Neil Wilmshurst, director of plant technology for the industry's Electric Power Research Institute, acknowledged the industry and NRC often collaborate on research that supports rule changes. But he maintained there's "no kind of misplaced alliance ... to get the right answer."Yet agency staff, plant operators and consultants paint a different picture:* The AP reviewed 226 preliminary notifications -- alerts on emerging safety problems -- NRC has issued since 2005. Wear and tear in the form of clogged lines, cracked parts, leaky seals, rust and other deterioration contributed to at least 26 of the alerts. Other notifications lack detail, but aging was a probable factor in 113 more, or 62 percent in all. For example, the 39-year-old Palisades reactor in Michigan shut Jan. 22 when an electrical cable failed, a fuse blew and a valve stuck shut, expelling steam with low levels of radioactive tritium into the outside air. And a 1-inch crack in a valve weld aborted a restart in February at the LaSalle site west of Chicago.
  • * A 2008 NRC report blamed 70 percent of potentially serious safety problems on "degraded conditions" such as cracked nozzles, loose paint, electrical problems or offline cooling components.* Confronted with worn parts, the industry has repeatedly requested -- and regulators often have allowed -- inspections and repairs to be delayed for months until scheduled refueling outages. Again and again, problems worsened before being fixed. Postponed inspections inside a steam generator at Indian Point allowed tubing to burst, leading to a radioactive release in 2000. Two years later, cracking grew so bad in nozzles on the reactor vessel at the Davis-Besse plant near Toledo, Ohio, that it came within two months of a possible breach, an NRC report said, which could release radiation. Yet inspections failed to catch the same problem on the replacement vessel head until more nozzles were found to be cracked last year.
  • Time crumbles thingsNuclear plants are fundamentally no more immune to aging than our cars or homes: Metals grow weak and rusty, concrete crumbles, paint peels, crud accumulates. Big components like 17-story-tall concrete containment buildings or 800-ton reactor vessels are all but impossible to replace. Smaller parts and systems can be swapped but still pose risks as a result of weak maintenance and lax regulation or hard-to-predict failures.Even mundane deterioration can carry harsh consequences.For example, peeling paint and debris can be swept toward pumps that circulate cooling water in a reactor accident. A properly functioning containment building is needed to create air pressure that helps clear those pumps. But a containment building could fail in a severe accident. Yet the NRC has allowed safety calculations that assume the buildings will hold.
  • In a 2009 letter, Mario V. Bonaca, then-chairman of the NRC's Advisory Committee on Reactor Safeguards, warned that this approach represents "a decrease in the safety margin" and makes a fuel-melting accident more likely.Many photos in NRC archives -- some released in response to AP requests under the federal Freedom of Information Act -- show rust accumulated in a thick crust or paint peeling in long sheets on untended equipment.Four areas stand out:
  • Brittle vessels: For years, operators have rearranged fuel rods to limit gradual radiation damage to the steel vessels protecting the core and keep them strong enough to meet safety standards.But even with last year's weakening of the safety margins, engineers and metal scientists say some plants may be forced to close over these concerns before their licenses run out -- unless, of course, new regulatory compromises are made.
  • Leaky valves: Operators have repeatedly violated leakage standards for valves designed to bottle up radioactive steam in an earthquake or other accident at boiling water reactors.Many plants have found they could not adhere to the general standard allowing main steam isolation valves to leak at a rate of no more than 11.5 cubic feet per hour. In 1999, the NRC decided to allow individual plants to seek amendments of up to 200 cubic feet per hour for all four steam valves combined.But plants have violated even those higher limits. For example, in 2007, Hatch Unit 2, in Baxley, Ga., reported combined leakage of 574 cubic feet per hour.
  • "Many utilities are doing that sort of thing," said engineer Richard T. Lahey Jr., who used to design nuclear safety systems for General Electric Co., which makes boiling water reactors. "I think we need nuclear power, but we can't compromise on safety. I think the vulnerability is on these older plants."Added Paul Blanch, an engineer who left the industry over safety issues, but later returned to work on solving them: "It's a philosophical position that (federal regulators) take that's driven by the industry and by the economics: What do we need to do to let those plants continue to operate?"Publicly, industry and government say that aging is well under control. "I see an effort on the part of this agency to always make sure that we're doing the right things for safety. I'm not sure that I see a pattern of staff simply doing things because there's an interest to reduce requirements -- that's certainly not the case," NRC chairman Gregory Jaczko said in an interview.
  • Corroded piping: Nuclear operators have failed to stop an epidemic of leaks in pipes and other underground equipment in damp settings. Nuclear sites have suffered more than 400 accidental radioactive leaks, the activist Union of Concerned Scientists reported in September.Plant operators have been drilling monitoring wells and patching buried piping and other equipment for several years to control an escalating outbreak.But there have been failures. Between 2000 and 2009, the annual number of leaks from underground piping shot up fivefold, according to an internal industry document.

#Radiation in Japan: Spiders in Iitate-mura Concentrating Radioactive Silver 1,000 Time... - 0 views

  • Dr. Bin Mori is a professor emeritus at University of Tokyo, Faculty of Agriculture. Since the beginning of the Fukushima nuclear crisis on March 11, the professor has been writing his blog focusing on the effect of radiation in plants and remediation of agricultural land.I have featured his autoradiographs of dandelion and horsetail on my blog before.In his post on October 30, Professor Mori wrote about his discovery, probably the world first, he made in spiders (Nephila clavata) he caught in Iitate-mura, Fukushima Prefecture, where the villagers were forced to evacuate after being designated as "planned evacuation zone". The spiders, he found, had radioactive silver (Ag-110m) at 1,000 times the concentration in the environment.The following is my translation of Dr. Mori's October 30 blog post, with his express permission:
  • Since it was difficult to collect plants in the rain in Iitate-mura, I caught instead "nephila clavatas" in the bamboo groves and cedar forest.
  • I don't know whether the spiders eat dirt itself, but I thought they may have concentrated radioactive cesium in their bodies as they were at the top of the food chain in the forest, eating butterflies, horseflies, and drone beetles that they caught in their webs.

  • I put 4 nephila cravatas together in the germanium semiconductor detector, and analyzed radioactive cesium (Cs-137 and Cs-134) (Picture 1). Then I noticed an unknown energy peak at 657.8keV, right next to the energy peak of Cs-137 at 661.7keV (Chart 2).
  • When I identified this peak, it turned out to be one of the 4 gamma-ray peaks from Ag-110m (nuclear isomer of silver, half life 249.5 days). The other 3 peaks were also detected (Chart 3).
  • So, the conclusion is that nephila clavatas have concentrated a minute amount of radioactive silver (Ag-110m), which is one of the radioactive fallout materials from Fukushima I Nuclear Power Plant.

  • I have been rereading a 1982 book by Bertrand Goldschmidt titled “The Atomic Complex: A Worldwide Political History of Nuclear Energy.”
  • The two self-assigned homework projects are as part of a reflective effort to understand more about how human society moved from a period of optimism based on a vision of “Atoms for Peace” to a period where someone reading the advertiser supported press would believe that sensible people would logically consider giving up the whole technology out of fear of radiation and its health consequences.One of the hopeful lessons I have learned so far is that the initial conditions of our current fight to defend and expand the safe use of atomic energy are far different from those that faced the people engaged in the earliest battles against a well organized opposition to nuclear technology development. We have a much better chance of success now than we did then – and there are several reasons why that is true.
  • One condition that is vastly different is the ability of nuclear professionals to have their voices heard. No longer are most people who understand nuclear energy isolated in small communities with few media outlets. In the 1970s, a large fraction of nuclear professionals were located near remotely sited national laboratories or power stations. Today, though many still work at national labs or in small market communities like Lynchburg, VA, we are all globally connected to a vast network on the Internet. We have Skype, YouTube and blogs. Some of us know that major decision makers and journalists read or listen to our words on a regular basis. We are no longer shy about responding to misinformation and unwarranted criticism.

  • The encouraging thing about that response is that it happened on the SAME DAY as the AP report was released. After Dan published his report, he notified the world via Twitter that the post was up. I have already had the opportunity to retweet his announcement and to share his link in a conversation related to a Huffington Post article titled U.S. Nuclear Regulators Weaken Safety Rules, Fail To Enforce Them: AP Investigation and in a conversation on Joe Romm’s Climate Progress titled AP Bombshell: U.S. Nuclear Regulators “Repeatedly” Weaken Safety Rules or are “Simply Failing to Enforce Them”.Think about that – it has been just 24 hours since the AP story hit the wires, yet nuclear professionals are already sharing a completely different side of the story without the filter of someone else deciding what is important.
  • However, the AP reporter, most likely someone who has never worked on an old car or repaired an old submarine, took a lot of stories out of context. He added a number of scary sounding inferences about the relationship between the regulators and the regulated. In response to the story, Dan Yurman, who blogs at Idaho Samizdat and was a professional journalist before he became a nuclear professional, reached out for real expertise.
  • He interviewed Dr. John Bickel, a man who has about 39 years worth of professional experience in plant aging, defense in depth and other safety related issues. You can read Dan’s excellent article at Associated Press Nukes the NRC on Reactor Safety.
  • It should be no secret to anyone that the average age of nuclear power plants in the US increases by almost exactly one year with every passing year. We are only officially building one plant right now, with four more that will enter that category as soon as the NRC issues the construction and operating licenses. It is also no secret that the NRC and the industry have been working hard to address aging as part of the effort to relicense plants for an additional 20 years, a process that is complete for more than 60 plants so far.
  • Another thing that is different about the fight over using atomic energy now, compared to the fight that happened in the late 1960s through the 1990s is that the opposition has a much less capable base of leaders. In the previous phase of the battle, the antinuclear movement grew out of a morally understandable effort to stop testing nuclear weapons in the earth’s atmosphere.
  • That effort was inspired by real world events like showering a Japanese fishing vessel with lethal doses of fallout from an ill-timed test in the middle of the Pacific ocean. It was led by some of the world’s most renowned atomic scientists, many of whom bore a deep moral guilt for their wartime efforts to build the Bomb in the first place.
  • When that effort succeeded in convincing the US, the UK and Russia to agree to stop atmospheric testing in 1963, some of the organizations that had been formed to do the heavy lifting saw substantial decreases in membership and contributions. After all, they could have easily hung up a large banner saying “Mission Accomplished” and closed up shop. Some did just that. Some persisted for a while with a variety of related issues like fighting against antiballistic missile installations and medium range rockets.
  • The groups organized against nuclear energy today are no longer led by world renowned scientists, though they do have some media celebrities with spotty professional histories and puffed up resumes. In many cases, they are grayer than I am and less well versed in the techniques of modern communications. Their fellow travelers on blogs and message boards routinely expose their own ignorance and sometimes their near illiteracy.
  • In contrast to the past, many of the renowned nuclear scientists and engineers in the profession today have no guilt at all. They did not participate in developing fearful weapons of mass destruction. Instead, they have spent their lives participating in an enterprise that provides massive quantities of emission free, low cost power to the people of the world. Seasoned professionals like Ted Rockwell, Margaret Harding, Meredith Angwin and Gail Marcus are out there blogging away and telling people what they know to be true about nuclear energy.
  • Enthusiastic younger people like Kirk Sorensen, Jack Gamble, and Suzy Hobbs are sharing optimistic visions for the future and explaining why they have chosen to support nuclear energy development, often in the face of numerous friends who disagree
  • I am encouraged. Atomic energy is alive and well; there is nothing that humans can do to eliminate its existence. We are entering a golden age of nuclear energy where facts and reality will overcome fictional tall tales spun by folks like Arnie Gundersen or Paul Blanche.

Citizens' forum queries nuclear 'experts' [23Oct11] - 0 views

  • To whom does scientific debate belong? That was a central question raised by many of the 200-plus people who attended a citizens' forum in Tokyo on Oct. 12, as they criticized the ways in which the Japanese government and radiation specialists working for it are assessing and monitoring the health effects of the ongoing nuclear disaster at the Fukushima No. 1 nuclear power plant. The daylong conference, organized by the Japanese citizens' groups SAY-Peace Project and Citizens' Radioactivity Measuring Station (CRMS), featured experts who dispute much of the evidence on which the government has based its health and welfare decisions affecting residents of Fukushima Prefecture and beyond. Organizers of the event were also demanding that the government take into consideration the views of non-experts — and also experts with differing views from those of official bodies such as the International Commission on Radiological Protection (ICRP). The Japanese government has constantly referred to the ICRP's recommendations in setting radiation exposure limits for Fukushima residents.
  • One of the driving forces for the citizens' forum was a desire to challenge the conduct and much of the content of a conference held Sept. 11-12 in Fukushima, titled the "International Expert Symposium in Fukushima — Radiation and Health Risk." That conference, sponsored by the Nippon Foundation, involved some 30 scientists from major institutions, including the ICRP, the World Health Organization, the International Atomic Energy Agency and the United Nations Scientific Committee on the Effects of Atomic Radiation. Although the proceedings were broadcast live on U-stream, the event itself was — unlike the Tokyo forum — closed to the public. Some citizens and citizens' groups claimed that this exclusion of many interested and involved parties — and the event's avowed aim of disseminating to the public "authoritative" information on the health effects of radiation exposure — ran counter to the pursuit of facilitating open and free exchanges among and between experts and citizens on the many contentious issues facing the nation and its people at this critical time.
  • In particular, there was widespread criticism after the Fukushima conference — which was organized by Shunichi Yamashita, the vice president of Fukushima Medical University and a "radiological health safety risk management advisor" for Fukushima prefectural government — that its participants assumed from the outset that radioactive contamination from the plant's wrecked nuclear reactors is minimal. Critics also claimed that the experts invited to the conference had turned a collective blind eye to research findings compiled by independent scientists in Europe in the aftermath of the 1986 Chernobyl nuclear disaster in present-day Ukraine — specifically to findings that point to various damaging health consequences of long-term exposure to low-level radiation. So it was that those two citizens' groups, angered by these and other official responses to the calamity, organized the Oct. 12 conference held at the National Olympics Memorial Youth Center in Shibuya Ward. Among the non-experts and experts invited to attend and exchange their views were people from a wide range of disciplines, including sociology, constitutional law and pediatrics. On the day, some of the speakers took issue with the stance of the majority of official bodies that the health damage from Chernobyl was observed only in a rise in the number of cases of thyroid cancers.

  • Eisuke Matsui, a lung cancer specialist who is a former associate professor at Gifu University's School of Medicine, argued in his papers submitted to the conference that the victims of Chernobyl in the neighboring present-day country of Belarus have suffered from a raft of other problems, including congenital malformations, type-1 diabetes and cataracts. Matsui cited a lengthy and detailed report of research by the Russian scientists Alexey V. Yablokov, Vassily B. Nesterenko and Alexey V. Nesterenko that was published in 2007, and republished in English in 2009 by the New York Academy of Sciences under the title "Chernobyl: Consequences of the Catastrophe for People and the Environment." Matsui stressed that, based on such evidence, the Japanese government should approve group evacuations of children — at the expense of the plant's operator, Tokyo Electric Power Co. — from certain parts of Fukushima Prefecture. He cited some areas of the city of Koriyama, 50 to 60 km from the stricken nuclear plant, where soil contamination by radioactive cesium-137 has reached 5.13 Curies per sq. km. That is the same as in areas of Ukraine where residents were given rights to evacuate, Matsui said. In fact in June, the parents of 14 schoolchildren in Koriyama filed a request for a temporary injunction with the Fukushima District Court, asking it to order the city to send their children to schools in safer areas.
  • In the ongoing civil suit, those parents claim that the children's external radiation exposure has already exceeded 1 millisievert according to official data — the upper yearly limit from all sources recommended by the ICRP for members of the public under normal conditions. Following a nuclear incident, however, the ICRP recommends local authorities to set the yearly radiation exposure limit for residents in contaminated areas at between 1 and 20 millisieverts, with the long-term goal of reducing the limit to 1 millisievert per year. Meanwhile, Hisako Sakiyama, former head researcher at the National Institute of Radiological Sciences, delved into the non-cancer risks of exposure to radiation. In her presentation, she referred to a report compiled in April by the German Affiliate of International Physicians for the Prevention of Nuclear War (IPPNW). Titled "Health Effects of Chernobyl: 25 years after the reactor catastrophe," this documents an alarmingly high incidence of genetic and teratogenic (fetal malformation) damage observed in many European countries since Chernobyl.
  • Sakiyama also pointed out that the German report showed that the incidence of thyroid cancer due to radiation exposure was not limited to children. For instance, she cited IPPNW survey findings from the Gomel district in Belarus, a highly-contaminated area, when researchers compared the incidence of thyroid cancer in the 13 years before the Chernobyl explosion and the 13 years after. These findings show that the figures for the latter period were 58 times higher for residents aged 0-18, 5.3 times higher for those aged 19-34, 6 times higher for those aged 35-49, and 5 times higher for those aged 50-64. "In Japan, the government has a policy of not giving out emergency iodine pills to those aged 45 and older (because it considers that the risk of them getting cancer is very low),"' Sakiyama said. "But the (IPPNW) data show that, while less sensitive compared to children, adults' risks go up in correspondence with their exposure to radioactivity."
  • Further post-Chernobyl data was presented to the conference by Sebastian Pflugbeil, a physicist who is president of the German Society for Radiation Protection. Reporting the results of his independent research into child cancers following the Chernobyl disaster, he said that "in West Germany ... with an exposure of 1 millisievert per year, hundreds of thousands of children were affected." He noted, though, that any official admissions regarding health damage caused by the 1986 disaster in the then Soviet Union came very slowly and insufficiently in Europe. Indeed, he said the authorities denied there were health risks for years afterward. In response, an audience member who said he was a science teacher at a junior high school in Kawaguchi, Saitama Prefecture, asked Pflugbeil to exactly identify the level of exposure beyond which residents should be evacuated. While acknowledging that was a very difficult question, the German specialist noted later, however, that he would think pregnant women should probably leave Fukushima — adding, "I have seen many cases over the years, but I come from Germany and it's not easy to judge (about the situation in Japan)."
  • At a round table discussion later in the day, as well as discussing specific issues many participants made the point that science belongs to the people, not just experts — the very point that underpinned the entire event. As Wataru Iwata, director of the Fukushima-based citizens' group CRMS, one of the forum's organizers (which also conducts independent testing of food from in and around Fukushima Prefecture) put it: "Science is a methodology and not an end itself." In the end, though the citizens' forum — which ran from 9:30 a.m. to 10 p.m. — arrived at no clear-cut conclusions, organizers said that that in itself was a good outcome.   • The triple whammy against nuclear power beginning with the 1979 partial meltdown at Three Mile Island, followed by 1986′s Chernobyl  disaster and now Fukushima, effectively present a “three strikes and you’re out” call against civilian nuclear energy power generation for the foreseeable future.That said, with the trillions of dollars already invested in 436 nuclear power plants (NNP) worldwide, according to the International Atomic energy Agency (IAEA),  the industry has begun to push back, and “ground zero” is emerging as Europe, not Japan, with the lawyers circling.
  • In the wake of Fukushima, German Chancellor Angela Merkel announced on 30 May that Germany, the world’s fourth-largest economy and Europe’s biggest, would shut down all of its 17 would abandon nuclear energy completely between 2015 and 2022, an extraordinary commitment, given that Germany’s 17 NPPS Germany produce about 28 percent of the country’s electricity.If Berlin’s announcement sent nuclear power proponents seating, worse was to follow, as Switzerland is examining a proposal to phase out the country’s five nuclear plants by 2034.Finally, if any doubts existed about Europe’s commitment of nuclear energy, on 12-13 June in a referendum in which 56 percent of Italian voters participated, an eye-watering 94 percent voted against nuclear power.  Following the 1987 Chernobyl disaster, Italy decided to shut down its four NPPs and the last operating plant closed in 1990. Berlusconi spent the days leading up to the polls challenging the nuclear power measure in court, declaring he wouldn’t vote and suggesting his fellow Italians stay at home too. They didn’t, and Berlusconi’s electoral defeat has ended nuclear possibilities for Italy for the foreseeable future. In 2010, 22.2 percent of Italy’s power came from renewable energy sources. 64.8 percent were from fossil fuels, and 13 percent were imported sources, including French nuclear power. The stinging defeat at the polls is a boon for Italy’s nascent renewable energy industry.
  • The German nuclear industry has begun to fight back, insisting that its shutdown would cause major damage to the country’s industrial base. Utilities E.ON AG and Vattenfall Europe AG have already announced that they will seek billions of euros in compensation, and RWE AG and EnBW Energie Baden-Wuerttemberg AG are expected to follow soon.   • The Senate Energy and Water Development Appropriations Subcommittee included extensive language in their FY 2012 committee report about nuclear energy.  They wrote of being “extremely concerned that the United States continues to accumulate spent fuel from nuclear reactors without a comprehensive plan to collect the fuel or dispose of it safely, and as a result faces a $15,400,000,000 liability by 2020,” called for the development of “consolidated regional storage facilities,” and mandated research on dry cask storage, advanced fuel cycle options, and disposal in geological media.  The appropriators provided no funding for the Next Generation Nuclear Plant program or Light Water Reactor Small Modular Reactor Licensing Technical Support.  In a separate section, they direct the Nuclear Regulatory Commission to contract with the National Academy of Sciences for a study on the lessons learned from the Fukushima nuclear disaster, and discuss beyond design-basis events and mitigating impacts of earthquakes.   • The government will set more stringent standards for radiation levels in food following new recommendations on the issue by the Food Safety Commission. According to the commission, health problems would emerge if accumulated radiation exposure over an individual's lifetime exceeded 100 millisieverts. Health minister Yoko Komiyama said Oct. 27 the new standards would take effect early next year and would be more strict than the temporary ones now in place. She cited the "need to secure food safety." Komiyama's announcement came on the day the commission issued its new report revising its position on health dangers from radiation contaminated food.
  • It revised past statements that the 100-millisievert limit included external exposure to radiation from the environment. Commission members said appraising radiation exposure from the environment was outside of their jurisdiction. The lifetime figure of 100 millisieverts is based on the assumption that radiation exposure comes only from food and does not include any external radiation exposure. The commission's recommendation will serve as the basis for new maximums for radiation levels in food from the Ministry of Health, Labor and Welfare, which are expected to be ready early next year. Health ministry officials will have to wrestle with how to incorporate health effects from external radiation exposure into the new guidelines. Parts of Fukushima Prefecture have recorded high levels of radiation following the disaster at the nuclear power plant there.
  • Another key issue is whether to issue different guidelines for different age groups. Children are more easily affected by radiation than adults, but there are concerns that establishing different standards for different ages will cause confusion among consumers. Health ministry officials have estimated that if individuals ate food tainted with radioactive materials from the Fukushima nuclear accident for one year, the average level of radiation exposure across all age groups would be about 0.1 millisievert. Based on that estimate, a person who lived to 100 would be exposed to about 10 millisieverts of radiation over a lifetime. The temporary food radiation standards now in place were calculated on the premise that total annual radiation exposure from food should not exceed 17 millisieverts. The temporary standards for vegetables and meat were set at 500 becquerels of radioactive cesium per kilogram. That standard was used by the farm ministry to decide if orders should be implemented to ban shipments of food products exceeding the standard. According to calculations by the International Commission on Radiological Protection, if an adult consumed 200 grams of food containing 500 becquerels of cesium-137 per kilogram every day for a year, the total annual exposure amount would be about 0.5 millisievert.

  • All areas of Japan should be tested to assess how radioactive the soil and water are because the winds can blow the radioactive pollution hundreds of miles from the point source at Fukushima. Under no circumstances should radioactive rubbish and debris be incinerated as this simply spreads the isotopes far and wide to re-concentrate in food and fish. All batches of food must be adequately tested for specific radioactive elements using spectrometers. No radioactive food must be sold or consumed, nor must radioactive food be diluted for sale with non-radioactive food as radioactive elements re-concentrate in various bodily organs. All water used for human consumption should be tested weekly. All fish caught off the east coast must be tested for years to come. All people, particularly children, pregnant women and women of childbearing age still living in high radiation zones should be immediately evacuated to non-radioactive areas of Japan. All people who have been exposed to radiation from Fukushima – particularly babies, children, immunosuppressed, old people and others — must be medically thoroughly and routinely examined for malignancy, bone marrow suppression, diabetes, thyroid abnormalities, heart disease, premature aging, and cataracts for the rest of their lives and appropriate treatment instituted. Leukemia will start to manifest within the next couple of years, peak at five years and solid cancers will start appearing 10 to 15 years post-accident and will continue to increase in frequency in this generation over the next 70 to 90 years. All physicians and medical care providers in Japan must read and examine Chernobyl–Consequences of the Catastrophe for People and the Environment by the New York Academy of Sciences to understand the true medical gravity of the situation they face. I also suggest with humility that doctors in particular but also politicians and the general public refer to my web page, nuclearfreeplanet.org for more information, that they listen to the interviews related to Fukushima and Chernobyl on my radio program at ifyoulovethisplanet.org and they read my book NUCLEAR POWER IS NOT THE ANSWER. The international medical community and in particular the WHO must be mobilized immediately to assist the Japanese medical profession and politicians to implement this massive task outlined above. The Japanese government must be willing to accept international advice and help. As a matter of extreme urgency Japan must request and receive international advice and help from the IAEA and the NRC in the U.S., and nuclear specialists from Canada, Europe, etc., to prevent the collapse of Fukushima Dai-ichi Unit 4 and the spent fuel pool if there was an earthquake greater than 7 on the Richter scale.As the fuel pool crashed to earth it would heat and burn causing a massive radioactive release 10 times larger than the release from Chernobyl. There is no time to spare and at the moment the world community sits passively by waiting for catastrophe to happen. The international and Japanese media must immediately start reporting the facts from Japan as outlined above. Not to do so is courting global disaster.

Anna Kireeva, Charles Digges, 13/08-2012 Norway’s Ministry of Petroleum and Energy sent an official letter to Norwegian grid operator Statnett in which it said that planned imports of electricity via links between Norwegian and Russian energy networks were not to proceed until Kola NPPs reactor Nos 1 and 2 are taken offline.

  • As efforts to end the nuclear disaster at Tokyo Electric Power Co.'s Fukushima No. 1 nuclear power plant drag on, it is important for the central and local governments to step up their efforts to closely examine the health conditions of people concerned and to decontaminate areas contaminated by radiation.
  • The people who have been most affected by radiation from the Fukushima plant are workers, both from Tepco and from subcontractors, who have been trying to bring the radiation-leaking plant under control. In the nation's history, these workers rank second only to the victims of the atomic bombings of Hiroshima and Nagasaki in terms of their exposure to radiation, therefore the possibility cannot be ruled out that they will develop cancer. Tepco and the central government must do their best to prevent workers' overexposure to radiation and take necessary measures should workers become overexposed to radiation. It is of great concern that little has been disclosed regarding the conditions of the workers at the Fukushima No. 1 nuclear power plant. Tepco and the central government should disseminate information on the actual working conditions of these people, even if such information seems repetitious and includes what they regard as minor incidents. People are forgetful. They need to be informed. Such information will help raise people's awareness about the issue of radiation and its impact on health.
  • It must not be forgotten that exposure to radiation has long-term effects on human health. In the Hiroshima and Nagasaki atomic bombings, the number of leukemia cases started to increase among bombing survivors two years after the bombs were dropped. In the case of the 1986 Chernobyl accident, thyroid cancer began to appear among children several years after the disaster happened. Particular attention should be paid to the health of children. In view of these facts, it is logical that the Fukushima prefectural government has developed a program to monitor the health of all residents in the prefecture, who number about 2 million, throughout their lifetime. It has also started examining the thyroids of some 360,000 children who are age 18 or younger. Detailed and long-term area-by-area studies should be carried out to record cancer incidences. In August, the Nuclear Safety Commission of Japan estimated that the Fukushima accidents released a total of 570,000 terabecquerels of radioactive substances, including some 11,000 terabecquerels of radioactive cesium 137.

  • But a preliminary report issued in late October, whose chief writer is Mr. Andreas Stohl of the Norwegian Institute for Air Research, estimates that the accidents released about 36,000 terabecquerels of radioactive cesium 137 from their start through April 20. It is more than three times the estimate by Japan's Nuclear Safety Commission and 42 percent of the estimated release from Chernobyl. On the basis of measurements by a worldwide network of sensors, the report says that 19 percent of the released cesium 137 fell on land in Japan while most of the rest fell into the Pacific Ocean. It holds the view that a large amount of radioactive substances was released from the spent nuclear fuel pool of the No. 4 reactor, pointing out that the amount of radioactive emissions dropped suddenly when workers started spraying water on the pool.
  • The report reinforces the advice that local residents in Fukushima Prefecture should try to remember and document in detail their actions for the first two weeks of the nuclear disaster. This will be helpful in estimating the level of their exposure to radiation. But it must be remembered that sensitivity to radiation differs from person to person. It may be helpful for individuals to carry radiation dosimeters to measure their exposure to radioactive substances. As for internal radiation exposure from food and drink, the Food Safety Commission on Oct. 27 said that a cumulative dose of 100 millisieverts or more in one's lifetime can cause health risks. But when it had mentioned the limit of 100 millisieverts in July, it explained that the limit covered both external and internal radiation exposure. Its new announcement means that the government has not set the limit for external radiation exposure. It also failed to clarify whether the new dose limit is safe enough for children and pregnant women
  • The day after the commission's announcement, health minister Yoko Komiyama said the government will lower the allowable amount of radiation in food from the current 5 millisieverts per year to 1 millisieverts per year. The new standard will be applied to food products shipped in and after April 2012. The government will set the amount of allowable radioactive substances for each food item. The health ministry estimates that at present, internal radiation exposure among various age groups from food in the wake of the Fukushima No. 1 accidents is about 0.1 millisieverts per year on the average and that if the new standard is enforced, the lifetime radiation dose will not exceed 100 millisieverts. It is important for the central and local governments to establish a system to closely measure both outdoor radiation levels and radiation levels in food products and to take necessary measures. In areas near Fukushima No. 1 power plant, many hospitals' functions have weakened because doctors and nurses have left. Urgent efforts must be made to beef up medical staffing at these hospitals.

If, between 2011 and 2015, investment in the MENA region runs one-third lower than the $100 billion per year required, consumers could face a near-term rise in the oil price to $150/barrel.Oil demand rises from 87 million barrels per day (mb/d) in 2010 to 99 mb/d in 2035, with all the net growth coming from the transport sector in emerging economies. China’s per-capita emissions match the OECD average in 2035. Were the new policies not implemented, we are on an even more dangerous track, to an increase of 6°C.“As each year passes without clear signals to drive investment in clean energy, the “lock-in” of high-carbon infrastructure is making it harder and more expensive to meet our energy security and climate goals,” said Fatih Birol, IEA Chief Economist. The WEO presents a 450 Scenario, which traces an energy path consistent with meeting the globally agreed goal of limiting the temperature rise to 2°C. Four-fifths of the total energy-related CO2 emissions permitted to 2035 in the 450 Scenario are already locked-in by existing capital stock, including power stations, buildings and factories. Without further action by 2017, the energy-related infrastructure then in place would generate all the CO2 emissions allowed in the 450 Scenario up to 2035. Delaying action is a false economy: for every $1 of investment in cleaner technology that is avoided in the power sector before 2020, an additional $4.30 would need to be spent after 2020 to compensate for the increased emissions.

US LLC Rules Allow Nuclear Power Companies To Take Profits, Dump Risk On Taxpayers [09N... - 0 views

  • US nuclear power plants mostly exist in a legal “get out of jail free” land of LLC (Legal Liability Corporation) ownership. While big energy conglomerates like Entergy own the bulk of the commercial nuclear power plants in the US, these plants are owned by individual LLC companies that have one asset, the power plant. Through a network of LLC companies and holding companies these energy giants are able to suck all the profits out of these nuclear power plants but shoulder none of the risk if something goes bad.
  • The US has a nuclear accident liability law, Price-Anderson. This law sets up a limited fund that all licensed nuclear plant owners would pay into in the event of an accident. They only pay premiums into this fund after an accident happens. Under this law each plant is required to have $300 million in liability insurance that would pay before Price-Anderson would kick in. Proving any other sort of cash reserves, ability to pay for an extended outage or an accident (including Price-Anderson premiums) has been largely voluntary by the power companies. Even when proof of financial assets is asked for by the NRC it is calculated based on projected income estimates done by the power company. The NRC admits they are out of their expertise when it comes to finance and also does no investigation to assure these estimates have any basis in fact. The NRC has also complained repeatedly that deregulation of the energy industry is causing a lack of safety and maintenance to become a large problem as companies try to extract as much profit as possible up and out of these LLC companies to the parent company, leaving insufficient money to safely operate these nuclear plants. Many of these plants in LLC situations are among the aging reactor fleet from the 1960′s & 1970′s. As these plants ask for operating license extensions from the NRC, financial soundness is not part of the review.
  • If a nuclear power plant has a major accident, is found to have an expensive damage situation or is facing decommissioning the LLC that owns it can file for bankruptcy and walk away. The parent company has no financial risk or liability. The NRC has expressed doubt about being able to “pierce the corporate veil” in court and has diverted into settlements every time it has run into this issue with an aging plant facing a financial crisis. The NRC also has no special standing in a bankruptcy case where they can compel Price-Anderson premium payments or for the nuclear power company to pay funds towards decommissioning. It is not totally clear where the decommissioning trust fund lies as these funds are “sold” along with the plant when a new company takes over a nuclear power plant.

Nuclear safety: A dangerous veil of secrecy [11Aug11] - 0 views

  • There are battles being fought on two fronts in the five months since a massive earthquake and tsunami damaged the Daiichi nuclear power plant in Fukushima, Japan. On one front, there is the fight to repair the plant, operated by the Tokyo Electric Power Company (TEPCO) and to contain the extent of contamination caused by the damage. On the other is the public’s fight to extract information from the Japanese government, TEPCO and nuclear experts worldwide.
  • The latter battle has yielded serious official humiliation, resulting high-profile resignations, scandals, and promises of reform in Japan’s energy industry whereas the latter has so far resulted in a storm of anger and mistrust. Even most academic nuclear experts, seen by many as the middle ground between the anti-nuclear activists and nuclear lobby itself, were reluctant to say what was happening: That in Fukushima, a community of farms, schools and fishing ports, was experiencing a full-tilt meltdown, and that, as Al Jazeera reported in June, that the accident had most likely caused more radioactive contamination than Chernobyl
  • As recently as early August, those seeking information on the real extent of the damage at the Daiichi plant and on the extent of radioactive contamination have mostly been reassured by the nuclear community that there’s no need to worry.

  • The money trail can be tough to follow - Westinghouse, Duke Energy and the Nuclear Energy Institute (a "policy organisation" for the nuclear industry with 350 companies, including TEPCO, on its roster) did not respond to requests for information on funding research and chairs at universities. But most of the funding for nuclear research does not come directly from the nuclear lobby, said M.V. Ramana, a researcher at Princeton University specialising in the nuclear industry and climate change. Most research is funded by governments, who get donations - from the lobby (via candidates, political parties or otherwise).
  • “There's a lot of secrecy that can surround nuclear power because some of the same processes can be involved in generating electricity that can also be involved in developing a weapon, so there's a kind of a veil of secrecy that gets dropped over this stuff, that can also obscure the truth” said Biello. "So, for example in Fukushima, it was pretty apparent that a total meltdown had occurred just based on what they were experiencing there ... but nobody in a position of authority was willing to say that."
  • This is worrying because while both anti-nuclear activists and the nuclear lobby both have openly stated biases, academics and researchers are seen as the middle ground - a place to get accurate, unbiased information. David Biello, the energy and climate editor at Scientific American Online, said that trying to get clear information on a scenario such as the Daiichi disaster is tough.
  • "'How is this going to affect the future of nuclear power?'That’s the first thought that came into their heads," said Ramana, adding, "They basically want to ensure that people will keep constructing nuclear power plants." For instance, a May report by MIT’s Center For Advanced Nuclear Energy Systems (where TEPCO funds a chair) points out that while the Daiichi disaster has resulted in "calls for cancellation of nuclear construction projects and reassessments of plant license extensions" which might "lead to a global slow-down of the nuclear enterprise," that  "the lessons to be drawn from the Fukushima accident are different."
  • "In the United States, a lot of the money doesn’t come directly from the nuclear industry, but actually comes from the Department of Energy (DOE). And the DOE has a very close relationship with the industry, and they sort of try to advance the industry’s interest," said Ramana. Indeed, nuclear engineering falls under the "Major Areas of Research" with the DOE, which also has nuclear weapons under its rubric. The DOE's 2012 fiscal year budge request to the US Congress for nuclear energy programmes was $755m.
  • "So those people who get funding from that….it’s not like they (researchers) want to lie, but there’s a certain amount of, shall we say, ideological commitment to nuclear power, as well as a certain amount of self-censorship."  It comes down to worrying how their next application for funding might be viewed, he said. Kathleen Sullivan, an anti-nuclear specialist and disarmament education consultant with the United Nations Office of Disarmament Affairs, said it's not surprising that research critical of the nuclear energy and weapons isn't coming out of universities and departments that participate in nuclear research and development.
  • "It (the influence) of the nuclear lobby could vary from institution to institution," said Sullivan. "If you look at the history of nuclear weapons manufacturing in the United States, you can see that a lot of research was influenced perverted, construed in a certain direction."
  • Sullivan points to the DOE-managed Lawrence Berkeley National Laboratory at the University of California in Berkley (where some of the research for the first atomic bomb was done) as an example of how intertwined academia and government-funded nuclear science are.
  • "For nuclear physics to proceed, the only people interested in funding it are pro-nuclear folks, whether that be industry or government," said Biello. "So if you're involved in that area you've already got a bias in favour of that technology … if you study hammers, suddenly hammers seem to be the solution to everything."
  • And should they find results unfavourable to the industry, Ramana said they would "dress it up in various ways by saying 'Oh, there’s a very slim chance of this, and here are some safety measure we recommend,' and then the industry will say, 'Yeah,yeah, we’re incorporating all of that.'" Ramana, for the record, said that while he's against nuclear weapons, he doesn't have a moral position on nuclear power except to say that as a cost-benefit issue, the costs outweigh the benefits, and that "in that sense, expanding nuclear power isn't a good idea." 
  • The Center for Responsive Politics - a non-partisan, non-profit elections watchdog group – noted that even as many lobbying groups slowed their spending the first quarter of the year, the Nuclear industry "appears to be ratcheting up its lobbying" increasing its multi-million dollar spending.
  • Among the report's closing thoughts are concerns that "Decision-making in the  immediate aftermath of a major crisis is often influenced by emotion," and whether"an accident like Fukushima, which is so far beyond design basis, really warrant a major overhaul of current nuclear safety regulations and practises?" "If so," wonder the authors, "When is safe safe enough? Where do we draw the line?"
  • The Japanese public, it seems, would like some answers to those very questions, albeit from a different perspective.  Kazuo Hizumi, a Tokyo-based human rights lawyer, is among those pushing for openness. He is also an editor at News for the People in Japan, a news site advocating for transparency from the government and from TEPCO. With contradicting information and lack of clear coverage on safety and contamination issues, many have taken to measuring radiation levels with their own Geiger counters.
  • "The public fully trusted the Japanese Government," said Hizumi. But the absence of "true information" has massively diminished that trust, as, he said, has the public's faith that TEPCO would be open about the potential dangers of a nuclear accident.
  • A report released in July by Human Rights Now highlights the need for immediately accessible information on health and safety in areas where people have been affected by the disaster, including Fukushima, especially on the issues of contaminated food and evacuation plans.
  • A 'nuclear priesthood' Biello describes the nuclear industry is a relatively small, exclusive club.
  • The interplay between academia and also the military and industry is very tight. It's a small community...they have their little club and they can go about their business without anyone looking over their shoulder. " This might explain how, as the Associated Press reported in June, that the U.S. Nuclear Regulatory Commission was "working closely with the nuclear power industry to keep the nationalise ageing reactors operating within standards or simply failing to enforce them."
  • However, with this exclusivity comes a culture of secrecy – "a nuclear priesthood," said Biello, which makes it very difficult to parse out a straightforward answer in the very technical and highly politicised field.  "You have the proponents, who believe that it is the technological salvation for our problems, whether that's energy, poverty, climate change or whatever else. And then you have opponents who think that it's literally the worst thing that ever happened and should be immediately shut back up in a box and buried somewhere," said Biello, who includes "professors of nuclear engineering and Greenpeace activists" as passionate opponents on the nuclear subject.
  • In fact, one is hard pressed to find a media report quoting a nuclear scientist at any major university sounding the alarms on the risks of contamination in Fukushima. Doing so has largely been the work of anti-nuclear activists (who have an admitted bias against the technology) and independent scientists employed by think tanks, few of whom responded to requests for interviews.
  • So, one's best bet, said Biello, is to try and "triangulate the truth" - to take "a dose" from anti-nuclear activists, another from pro-nuclear lobbyists and throw that in with a little bit of engineering and that'll get you closer to the truth. "Take what everybody is saying with a grain of salt."
  • Since World War II, the process of secrecy – the readiness to invoke "national security" - has been a pillar of the nuclear establishment…that establishment, acting on the false assumption that "secrets" can be hidden from the curious and knowledgeable, has successfully insisted that there are answers which cannot be given and even questions which cannot be asked. The net effect is to stifle debate about the fundamental of nuclear policy. Concerned citizens dare not ask certain questions, and many begin to feel that these matters which only a few initiated experts are entitled to discuss.  If the above sounds like a post-Fukushima statement, it is not. It was written by Howard Morland for the November 1979 issue of The Progressive magazine focusing on the hydrogen bomb as well as the risks of nuclear energy.
  • The US government - citing national security concerns - took the magazine to court in order to prevent the issue from being published, but ultimately relented during the appeals process when it became clear that the information The Progressive wanted to publish was already public knowledge and that pursuing the ban might put the court in the position of deeming the Atomic Energy Act as counter to First Amendment rights (freedom of speech) and therefore unconstitutional in its use of prior restraint to censor the press.
  • But, of course, that's in the US, although a similar mechanism is at work in Japan, where a recently created task force aims to "cleanse" the media of reportage that casts an unfavourable light on the nuclear industry (they refer to this information as "inaccurate" or a result of "mischief." The government has even go so far as to accept bids from companies that specialise in scouring the Internet to monitor the Internet for reports, Tweets and blogs that are critical of its handling of the Daiichi disaster, which has presented a unique challenge to the lobby there.
  • "They do not know how to do it," he said of some of the community groups and individuals who have taken to measure contamination levels in the air, soil and food
  •  Japan's government has a history of slow response to TEPCO's cover-ups. In 1989, that Kei Sugaoka, a nuclear energy at General Electric who inspected and repaired plants in Japan and elsewhere, said he spotted cracks in steam dryers and a "misplacement" or 180 degrees in one dryer unit. He noticed that the position of the dryer was later omitted from the inspection record's data sheet. Sugaoka told a Japanese networkthat TEPCO had instructed him to "erase" the flaws, but he ultimately wrote a whistleblowing letter to METI, which resulted in the temporary 17 TEPCO reactors, including ones at the plant in Fukushima.
  • the Japanese nuclear lobby has been quite active in shaping how people see nuclear energy. The country's Ministry of Education, together with the Natural Resources Ministry (of of two agencies under Japan's Ministry of Economy, Trade and Industry - METI - overseeing nuclear policies) even provides schools with a nuclear energy information curriculum. These worksheets - or education supplements - are used to inform children about the benefits of nuclear energy over fossil fuels.
  • There’s reason to believe that at least in one respect, Fukushima can’t and won’t be another Chernobyl, at least due to the fact that the former has occurred in the age of the Internet whereas the latter took place in the considerably quaint 80s, when a car phone the size of a brick was considered the height of communications technology to most. "It (a successful cover up) is definitely a danger in terms of Fukushima, and we'll see what happens. All you have to do is look at the first couple of weeks after Chernobyl to see the kind of cover up," said Biello. "I mean the Soviet Union didn't even admit that anything was happening for a while, even though everybody was noticing these radiation spikes and all these other problems. The Soviet Union was not admitting that they were experiencing this catastrophic nuclear failure... in Japan, there's a consistent desire, or kind of a habit, of downplaying these accidents, when they happen. It's not as bad as it may seem, we haven't had a full meltdown."
  • Fast forward to 2011, when video clips of each puff of smoke out of the Daiichi plant make it around the world in seconds, news updates are available around the clock, activists post radiation readings on maps in multiple languages and Google Translate picks up the slack in translating every last Tweet on the subject coming out of Japan.

  • Eating 1 kg of the meat is roughly equal to a radiation dose of 82.65 microsieverts for a period during which radioactive cesium remains in one's body. If a person eats food with radioactive cesium, half the amount remains in the body for nine days for a baby younger than 1. But the duration gets longer as people age, and it takes 90 days for those aged 50. The 82.65 microsieverts compares with the 100 microsieverts of radiation a person would be exposed to during a one-way air trip from Tokyo to New York.
  • Where has tainted beef been sold? At various shops and restaurants in all prefectures except for Okinawa. Every cow has a 10-digit identification number and the Agriculture, Forestry and Fisheries Ministry can trace the buyers of beef from contaminated cows.
  • At what level of radiation does the government ban distribution of contaminated meat? For radioactive cesium in meat, eggs and fish, the maximum limit is 500 becquerels per kg, the same level as in the European Union and Thailand.   • Hormonal and other irregularities were detected in the thyroid glands of 10 out of 130 children evacuated from Fukushima Prefecture, a Nagano Prefecture-based charity dedicated to aid for the victims of the 1986 Chernobyl nuclear accident said Tuesday. The Japan Chernobyl Foundation and Shinshu University Hospital did blood and urine tests on youngsters aged up to 16, including babies under age 1, for about a month through the end of August in Chino, Nagano, when the children stayed there temporarily after evacuating from Fukushima. No clear link has been established between the children's condition and the radiation from the crippled Fukushima No. 1 nuclear plant, according to the nonprofit organization. "At present, we cannot say the children are ill, but they require long-term observation," said Minoru Kamata, chief of the foundation.
  • As a result, one child was found to have a lower-than-normal thyroid hormone level and seven had thyroid stimulation hormone levels higher than the norm. The remaining two were diagnosed with slightly high blood concentrations of a protein called thyroglobulin, possibly caused by damage to their thyroid glands. Tritium leaks hit three-quarters of U.S. nuclear plants [27Jun11] - 1 views

  • Radioactive tritium has leaked from three-quarters of U.S. commercial nuclear power sites, often into groundwater from corroded, buried piping, an Associated Press investigation shows.
  • The number and severity of the leaks has been escalating, even as federal regulators extend the licenses of more and more reactors across America. Tritium, which is a radioactive form of hydrogen, has leaked from at least 48 of 65 sites, according to U.S. Nuclear Regulatory Commission records reviewed as part of the AP's yearlong examination of safety issues at aging nuclear power plants. Leaks from at least 37 of those facilities contained concentrations exceeding the federal drinking water standard — sometimes at hundreds of times the limit.
  • While most leaks have been found within plant boundaries, some have migrated offsite. But none is known to have reached public water supplies. STORY: Regulators weaken safety standards for nuclear reactors At three sites — two in Illinois and one in Minnesota — leaks have contaminated drinking wells of nearby homes, the records show, but not at levels violating the drinking water standard.   • Any exposure to radioactivity, no matter how slight, boosts cancer risk, according to the National Academy of Sciences. Federal regulators set a limit for how much tritium is allowed in drinking water, where this contaminant poses its main health risk. The U.S. Environmental Protection Agency says tritium should measure no more than 20,000 picocuries per liter in drinking water. The agency estimates seven of 200,000 people who drink such water for decades would develop cancer.

  • Like rust under a car, corrosion has propagated for decades along the hard-to-reach, wet underbellies of the reactors — generally built in a burst of construction during the 1960s and 1970s. There were 38 leaks from underground piping between 2000 and 2009, according to an industry document presented at a tritium conference. Nearly two-thirds of the leaks were reported over the latest five years
  • For example, at the three-unit Browns Ferry complex in Alabama, a valve was mistakenly left open in a storage tank during modifications over the years. When the tank was filled in April 2010, about 1,000 gallons (3,785 liters) of tritium-laden water poured onto the ground at a concentration of 2 million picocuries per liter. In drinking water, that would be 100 times higher than the EPA health standard. And in 2008, 7.5 million picocuries per liter leaked from underground piping at Quad Cities in western Illinois — 375 times the EPA limit.
  • Subsurface water not only rusts underground pipes, it attacks other buried components, including electrical cables that carry signals to control operations. A 2008 NRC staff memo reported industry data showing 83 failed cables between 21 and 30 years of service - but only 40 within their first 10 years of service. Underground cabling set in concrete can be extraordinarily difficult to replace.
  • Under NRC rules, tiny concentrations of tritium and other contaminants are routinely released in monitored increments from nuclear plants; leaks from corroded pipes are not permitted. The leaks sometimes go undiscovered for years, the AP found. Many of the pipes or tanks have been patched, and contaminated soil and water have been removed in some places. But leaks are often discovered later from other nearby piping, tanks or vaults. Mistakes and defective material have contributed to some leaks. 110 Volunteers and Residents to "Decon" High Radiation Area in Fukushima City [29Oct11] - 0 views

  • 110 volunteers from all over the country with good intentions, who chose to go to one of the very high radiation area (Onami District) in Fukushima City in Fukushima Prefecture to do the decontamination work.Part of Onami District was "decontaminated" back in August as the "model" decontamination by the cleaning contractors hired by the city. In most locations, the radiation was hardly reduced, and in some locations the radiation after the "decontamination" went up. (Take a look at the results of the decon in August in my Japanese blog post.)
  • As you see in the photo by Yomiuri Shinbun, the district is in the mountains. Radioactive materials will continue to come from the mountains, no matter how (and how many times) they "decon" the roads and houses.But Japanese media reports the effort by the volunteers and the residents of Onami District of Fukushima City trying to decontaminate, as if it's a good thing.   • The city plans to decontaminate the entire 110,000 households in the city. Onami District is the first to be decontaminated, and the contractors hired by the city have been working since mid October. However, the city felt it was difficult to proceed only with the government effort, and decided to call for volunteers.
  • Today, 110 volunteers that applied for the work and the area residents participated. They would do the work in the locations with relatively low radiation. After fitted with gloves, masks and personal survey meters, they went to the private residences or public meeting halls whose roofs and walls had been already washed by the contractors with pressure washers. They collected dead leaves, removed weeds, and put in new soil where the surface of the soil had been removed.
  • Volunteers came from from all over Japan including the Tokyo Metropolitan area, Hokkaido, Gifu Prefecture, and Osaka. Rie Koike (age 36) came from Kawaguchi City in Saitama Prefecture with her colleagues at work. She said, "The residents are in a different situation not of their making. I wanted to help them in any way I could."From what I see in the photo, this "decon" looks no different from the one I posted on October 26, calling the house and yard cleaning "decontamination". The difference is that there are radioactive materials in the soil, on the stones, on the house, everywhere, which the flimsy masks and work gloves do not block.
  • But the volunteers can feel good about themselves for their hard work, the residents can feel as if they've reduced the radiation, and the city and the prefecture and the national government save a good chunk of money. Win-win for everyone.I personally think it is unconscionable for the city to call for volunteers who are in no way trained in any kind of proper decontamination technique (if there is such a thing, that is). And to have a woman in the child-bearing age , like the one Yomiuri interviewed, do the work like this is totally beyond me.

China environment minister says nuclear safety risks climbing [26Oct11] - 0 views

  • China is facing increasing safety risks from its nuclear power plants as existing facilities age and a large number of new reactors go into operation, the country's environmental minister said in comments published on Wednesday. "The safety standards of China's early-phase nuclear facilities are relatively low, operation times are long, some facilities are obsolete and the safety risks are increasing," said Zhou Shengxian in a speech published on the website of China's parliament, the National People's Congress (www.npc.gov.cn).Zhou told legislators that the scale and pace of nuclear construction had accelerated, a larger range of technologies had been introduced, and potential sources of radiation had become more widespread, making it harder to monitor safety.China has 13 nuclear reactors in operation and another 28 under construction, but it has suspended all new project approvals in the wake of the tsunami in northeast Japan, which left the Fukushima Daiichi reactor on the brink of meltdown.
  • After the suspension, Beijing launched a nationwide inspection of all nuclear sites, including reactors already operating and those under construction, and is drawing up comprehensive new industry guidelines.The government originally planned to increase capacity to more than 80 gigawatts by 2020, up from 10.9 gigawatts at the end of last year, but disquiet about safety in the wake of Fukushima disaster has forced it to revise its plans.Experts have expressed concern about the use of old second-generation reactor designs, a lack of qualified safety and operational staff, and construction of nuclear plants in earthquake and flood-prone regions in the country's interior.Zhou said the country was steadily improving its nuclear safety monitoring system and its ability to decommission and control pollution at aging nuclear facilities.
