While the RSD is not strictly an open framework it is openly available to anyone who wishes to read about it or download it. It has been developed by the University of Adelaide and partner institutions.
I used it as a reference when I was developing my marking rubrics for the Engineering Management and Professional Practice course. My EMPP program delivered soft skills training to 851 engineering graduates in 230 projects over a four year period.
While it is used to provide rigour in the teaching of academic research skills it is also applicable to the teaching of the scientific method to children of all ages.
