    In all these discussions about open knowledge, open access, global education, et.al., my deepest concern goes out to the poorer countries of the world. It is not only how it can help them meaningfully but could they really have the means and attitude, the right frame of mind -- the psycho-emotional and socio-cultural profile or potential -- to
