In all these discussions about open knowledge, open access, global education, et.al., my deepest concern goes out to the poorer countries of the world. It is not only how it can help them meaningfully but could they really have the means and attitude, the right frame of mind -- the psycho-emotional and socio-cultural profile or potential -- to be helped by these. Here are some experiences from the third world.: The biggest threats to universal education in the third world -http://www.developmentgoals.com/threats/universal-education.html; Open And Distance Learning In Professional Development In Third World Countries -- http://www.ou.nl/Docs/Campagnes/ICDE2009/Papers/Final_paper_296Cosmas.pdf
