    The NSF ADVANCE program contributes to the National Science Foundation's goal of a more diverse and capable science and engineering workforce.1 In this solicitation, the NSF ADVANCE program seeks to build on prior NSF ADVANCE work and other research and literature concerning gender, racial, and ethnic equity. The NSF ADVANCE program goal is to broaden the implementation of evidence-based systemic change strategies that promote equity for STEM2 faculty in academic workplaces and the academic profession. The NSF ADVANCE program provides grants to enhance the systemic factors that support equity and inclusion and to mitigate the systemic factors that create inequities in the academic profession and workplaces. Systemic (or organizational) inequities may exist in areas such as policy and practice as well as in organizational culture and climate. For example, practices in academic departments that result in the inequitable allocation of service or teaching assignments may impede research productivity, delay advancement, and create a culture of differential treatment and rewards. Similarly, policies and procedures that do not mitigate implicit bias in hiring, tenure, and promotion decisions could lead to women and racial and ethnic minorities being evaluated less favorably, perpetuating historical under-participation in STEM academic careers and contributing to an academic climate that is not inclusive.

    The IUSE initiative provides a Foundation-wide framework of investments to support the agency's commitment to the highest caliber undergraduate STEM education. By improving the quality and effectiveness of undergraduate education in all STEM fields, IUSE investments enable NSF to lead national progress toward a diverse and innovative workforce and a STEM-literate public. Through the IUSE framework, NSF coordinates its investments in undergraduate programs and undergraduate STEM education to maximize impact, and to use shared metrics and appropriate program evaluation approaches. These investments are made across all directorates and address both STEM education in general and specific disciplinary needs. IUSE investments support a variety of activities including the inclusion of inquiry-based and active learning approaches in undergraduate STEM instruction, efforts to increase undergraduate STEM research experiences and courses, and research on the persistence and graduation of students in STEM programs.     The goal of this NOAA Environmental Literacy Grants (ELG) Federal Funding Opportunity (FFO) is to build the capacity of informal educators (including interpreters and docents) and/or formal educators (pre- or in-service) to use NOAA data and data access tools to help K-12 students and/or the public understand and respond to global change. Successful projects will enhance educators' ability to use the wealth of scientific data, data visualizations, data access technologies, information products, and other assets available through NOAA (plus additional sources, if desired) to engage K-12 students and/or other members of the public in a minimum of two U.S. states or territories. Partnerships with NOAA entities and/or involvement of NOAA scientists to facilitate the use of such assets by educators are strongly encouraged.     The Broadening Participation in Engineering (BPE) Program is a Directorate-wide initiative dedicated to supporting the development of a diverse and well-prepared engineering workforce. Across every educational juncture (e.g., elementary, secondary, and postsecondary levels), efforts to improve engineering interests, preparation, connections, experiences, and opportunities among underrepresented groups is of major importance to BPE. BPE is interested in funding projects that bring together multiple groups (e.g., school districts, community colleges, engineering schools, industry, philanthropy, government, etc.) and offer the greatest return on investment by producing outcomes that are scalable, sustainable, and applicable to various contexts, settings, and demographics within the engineering enterprise. For example, it is interested research projects thathelp us to analyze and understandthe problem of insufficient interest and poorly sustained participation in engineering across underrepresented demographic groups; insignificant preparation and scarce opportunities for members of underrepresented demographic groups to learn meaningful, relevant engineering and other STEM-related content; insufficient access to support systems and social networks that raises career awareness about different engineering pathways among underrepresented groups; and structural inequalities and biases within educational and workforce systems that may influence engineering persistence.

    The aims of Science Learning+ are to strengthen the research and knowledge base; bridge the practice and research gap; and/or share knowledge and experience in informal science,technology, engineering and mathematics (STEM) experiences. Furthermore, the initiative seeks to support practice-based research which falls within or across the following priority areas: understanding learning; engagement in STEM; skills development; equity; diversity; access to informal learning settings; and measurement of outcomes. Proposals must address at least one priority area and include:collaborations between at least one organization in the US and one in the UK/Republic of Ireland.     An "Ideas Lab" is a new merit review strategy being used at the National Science Foundation to address grand challenges in STEM research and education. The Ideas Lab process is modeled on the "IDEAS Factory" program http://www.epsrc.ac.uk/funding/routes/network/ideas/Pages/experience.aspx developed by the Engineering and Physical Sciences Research Council (EPSRC) of the United Kingdom. The Ideas Lab process starts with submission of a brief application to participate in the Ideas Lab, indicating a Principal Investigator's interest in and preliminary ideas regarding the specific Ideas Lab topic. A diverse sub-set of participants from a range of disciplines and backgrounds will be selected from the submitted applications by NSF and will be brought together in an intensive, interactive and free-thinking environment, where participants immerse themselves in a collaborative dialog in order to construct bold and innovative approaches. In the IDEAS Factory model, the five-day Ideas Lab culminates with the development of multidisciplinary collaborative concepts by teams of participants; a sub-set of these teams are then invited to submit full proposals. This Dear Colleague Letter only invites applications to participate in Phase I of the IUSE Ideas Labs (i.e., the 5-day immersive activity). Full proposals will not be invited at the end of the three IUSE Phase I Ideas Labs.

    A well-prepared, innovative science, technology, engineering and mathematics (STEM) workforce is crucial to the Nation's health and economy. Indeed, recent policy actions and reports have drawn attention to the opportunities and challenges inherent in increasing the number of highly qualified STEM graduates, including STEM teachers. Priorities include educating students to be leaders and innovators in emerging and rapidly changing STEM fields as well as educating a scientifically literate populace. Both of these priorities depend on the nature and quality of the undergraduate education experience. In addressing these STEM challenges and priorities, the National Science Foundation invests in evidence-based and evidence-generating approaches to understanding STEM learning; to designing, testing, and studying instruction and curricular change; to wide dissemination and implementation of best practices; and to broadening participation of individuals and institutions in STEM fields.
