The purpose of this Funding Opportunity Announcement (FOA) is to support observational or intervention research focused on reducing cancer health disparities in tobacco use in the United States. Specifically, this FOA is intended to stimulate scientific inquiry focused on innovative tobacco control policies. Applicants may propose projects in which the primary outcome of interest is on reducing tobacco use cancer health disparities in vulnerable populations by utilizing tobacco prevention and control strategies. The long-term goal of this FOA is to reduce cancer health disparities in health outcomes thereby reducing the excess disease burden of tobacco use within these groups. Applicants submitting applications related to health economics are encouraged to consult NOT-OD-16-025 to ensure that the research projects align with NIH mission priorities in health economics research.

The campaign will focus on a priority population of low-income, African American adults who use tobacco in Greater Cincinnati's urban core. The ultimate goal is to encourage members of the priority population to reduce tobacco use or quit completely, offering substitutes for tobacco use and celebrating those who reduce or quit tobacco.  The marketing and community relations campaign will need to employ both traditional media tactics (i.e. radio, bus advertising, social media ads) and nontraditional tactics (i.e. public art and built environment installations, events, community relations). Interact for Health is open to two models: A sole organization to cover the entire scope of the campaign. One lead organization, working with partners, to cover the entire scope of the campaign. Applicants should note that the Request for Applications for an external evaluator for the marketing and community relations campaign is happening simultaneously.

Interact for Health seeks applications from an experienced external evaluator to design and implement a multi-year evaluation that will assess the short-term and intermediate impact of the tobacco marketing and community relations campaign. The evaluation will focus on examining the impact of the campaign on changes in social norms, attitudes, knowledge and behavior of the priority population: low-income, African American adults who use tobacco and live in Greater Cincinnati's urban core. The ultimate goal of the campaign is to encourage members of the priority population to reduce tobacco use or quit completely. It is anticipated that the three-year evaluation will begin in the fourth quarter of 2019 and run through 2022. Applicants should note that the Request for Applications for a marketing and community engagement consultant is happening simultaneously.

Purpose: Through a collaborative FOA, CDC seeks to fund a consortium of public health oriented national networks to impact tobacco-related and cancer health disparities within specific target populations. The target populations are: 1). African Americans; 2). American Indians/Alaskan Natives; 3). Asian Americans/Pacific Islanders/Hawaiian Natives; 4). Latinos/Hispanics; 5). Lesbian, Gay, Bisexual and Transgender persons; 6). Persons with Low Socioeconomic Status; 7). Persons with Mental Health and Substance Abuse Disorders; and 8). Geographically Defined Populations with High Commercial Tobacco Use and Related Health Disparities. This tailored strategy is needed to achieve the benefits of an overall population-based approach to commercial tobacco use prevention and cancer prevention and control and the achievement of health equity for all populations.

CDC announces the availability of fiscal year 2018 (FY18) funds to implement DP18-1813 Racial and Ethnic Approaches to Community Health (REACH). This 5-year initiative is to improve health, prevent chronic diseases, and reduce health disparities among racial and ethnic populations with the highest risk, or burden, of chronic disease, specifically for African Americans/Blacks, Hispanic Americans, Asian Americans, Native Hawaiian/Other Pacific Islanders, American Indians, and Alaska Natives, by: Supporting culturally tailored interventions to address the preventable health behaviors of tobacco use, poor nutrition and physical inactivity Linking community and clinical efforts to increase access to health care and preventive care programs at the community level Supporting implementation, evaluation and dissemination of practice- and evidence-based strategies on the four topic areas of tobacco, nutrition, physical activity, and community-clinical collaborations that ultimately lead to reduced health disparities in chronic conditions of hypertension, heart disease, Type 2 diabetes, and obesity Funding will support recipients that: Have a history of successfully working with an established community coalition to address issues relating to health or other disparities. Select strategies that address the health disparities in the community based on results from a community health needs assessment process. Have organizational capacity to effectively, efficiently, and immediately implement locally tailored evidence- and practice-based strategies

NIDA and the following NIH Institutes, Centers, and Programs, NIAAA, NICHD, NIMH, NIMHD, NINDS, and ECHO intend to publish a funding opportunity announcement to solicit applications to propose and test the feasibility of research study designs addressing the impact of pre- and postnatal substance exposure (including opioids, opioid treatment medications, cannabis, alcohol, tobacco, other prescription or illicit substances, alone or in combination) on brain, social, and behavioral development, mental illness, and substance use. In addition to planning and testing the feasibility of study designs, awardees will be expected to participate in several grantee meetings to share lessons learned and begin to develop the network of sites needed to conduct this study.

The purpose of this funding opportunity announcement (FOA) is to encourage exploratory developmental research to improve Native American (NA) health. Such research can include: conducting secondary analysis of existing data (such as databases that the Tribal Epidemiology Centers have collected); merge various sources of data to answer critical research questions; conduct pilot and feasibility studies; and/or assess and validate measures that are being developed and/or adapted for use in NA communities. For the purposes of this FOA, the term 'Native Americans' includes the following populations: Alaska Native, American Indian, and Native Hawaiian. The term 'Native Hawaiian' means any individual whose ancestors were natives, prior to 1778, belonging to the area that now comprises the State of Hawaii. Studies should: be culturally appropriate and result in promoting the adoption of healthy lifestyles; improve behaviors and social conditions and/or improve environmental conditions related to chronic disease; prevent or reduce the consumption of tobacco, alcohol, and other drugs; improve mental health outcomes; reduce risk of HIV infection; improve treatment adherence and/or health-care systems adopting standards of care to improve overall quality of life.
