One of the oldest American foundations, the Russell Sage Foundation was established by Mrs. Margaret Olivia Sage in 1907 for "the improvement of social and living conditions in the United States." In pursuit of this mission, the foundation now dedicates itself to strengthening the methods, data, knowledge, and theoretical core of the social sciences as a means of diagnosing social problems and improving social policies. The foundation's program on Social Inequality supports research on the social, economic, political, and labor market consequences of rising economic inequalities in the United States. The program seeks Letters of Inquiry for investigator-initiated research projects that will broaden current understanding of the causes and consequences of rising economic inequalities. Priority will be given to projects that use innovative data or methodologies to address important questions about inequality. Examples of the kinds of topics that are of interest include, but are not limited to, economic well-being, equality of opportunity, and intergenerational mobility; the political process and the resulting policies; psychological and/or cultural change; education; labor markets; child development and child outcomes; neighborhoods and communities; families, family structure, and family formation; and other forms of inequality.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that advance human rights and rule of law; support civil society engagement and leadership on peacebuilding, coexistence, and conflict mitigation in Syria; provide support for survivors of torture and sexual and gender-based violence (SGBV); and promote peaceful coexistence, transitional justice, and accountability.

Since 1980, the United States-Japan Foundation has supported projects that have involved more than five thousand pre-college teachers in the U.S. and Japan in mutual study and learning on topics related to the U.S.-Japan relationship, including in-depth study of the culture, society, and history of both countries. Through these teachers, as well as through a variety of curriculum materials, Web-based collaborative activities, and partnerships between U.S. and Japanese schools, tens of thousands of young people in both countries have begun to study and understand their mutual connections and the importance of the friendship and partnership that binds the two nations so closely. Through its Pre-College Education Program, USJF supports activities that take advantage of new technology to bring Japanese and American teachers and students together; build human networks among teachers on both sides of the Pacific with a mutual interest in teaching and learning about Japan, the U.S., and U.S.-Japan relations, particularly in the fields of social studies and Japanese-language instruction; and/or invest in regions that have been underserved in terms of exposure to and resources for learning about the other country. The foundation also supports programs that enlist experts at institutions of higher learning and other NGOs in support of U.S.-Japan studies programs at the elementary, middle, and high school levels in both countries; present the products of research and policy studies and media programs on U.S.-Japan issues to an audience of pre-college students and their teachers; and enhance, expand, and preserve the study of the Japanese language at the pre-college level in the United States through teacher professional development opportunities, national standards, and performance assessments.

The objectives of this new funding opportunity is to provide financial assistance to the territories of American Samoa and Guam to provide, expand and improve the provision of independent living services in each respective territory. Centers for Independent Living (CILs) provide services to assist individuals with disabilities to achieve their maximum potential within their families and communities. CILs are consumer-controlled, community-based, cross-disability, non-residential, private nonprofit agencies. Required core services include:•Information and referrals; •Independent living skills training; •Peer counseling;•Individual and systems advocacy; and •Services that facilitate from nursing homes and other institutions to the community, assistance to individuals at risk of entering institutions, and transition of youth to postsecondary life. The problem that will be addressed is that there is currently no center for independent living (CIL) funded in American Samoa or Guam. The target population is individuals with disabilities. The CIL shall use the funds to provide services to individuals with a range of significant disabilities. The CIL shall (1) facilitate the development and achievement of independent living goals; (2) work to increase the availability and improve the quality of community options for independent living; (3) provide independent living services; (4) conduct activities to increase the capacity of communities within the service area of the CIL to meet the needs of individuals with significant disabilities; and (5) conduct resource development activities to obtain other funding.

PRM plans to end its gap-filling support through NGOs for the South Caucasus by the end of FY2019; we will continue to support UNHCR and ICRC. It is in this context that PRM will only consider NGO proposals which have exit scenarios that include the development and/or strengthening of the capacity of beneficiaries, communities and local stakeholders so that they can take responsibility and respond to community needs in a sustainable way. Proposals should include detailed information about how the proposed activities would complement government, other donors' and UN initiatives and/or plans. PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent vulnerable IDPs/refugees/returnees in Georgia and Armenia.

The Public Affairs Section of the U.S. Consulate General in Mumbai (PAS Mumbai) seeks proposals for a project entitled "LGBT Pride Month Film Festival 2020." The three-day program in Mumbai would center around the screenings to the general public of seven to ten American films that outline the legal and social aspects of the struggle for gay rights in the United States or that illustrate how the perceptions of gay people by Hollywood and the general public have changed over time, in particular how gay characters are portrayed in film. Attendance at the festival and film screenings will be free and open to the general public

The Public Affairs Section of the U.S. Consulate General in Mumbai (PAS Mumbai) seeks proposals for a project entitled, "Promoting Diversity and Tolerance through Interfaith and Interclass Community Service Projects." Under this project, the grantee will work with local partners and the consulate to identify up to 500 youth, aged 12-25 from different cultural, religious, and socio-economic backgrounds, to participate in the program to be held in a secondary city in one of the following four western Indian states: Chhattisgarh, Gujarat, Madhya Pradesh, or Maharashtra.

The Regional English Language Office (RELO) in the Public Affairs Section of the U.S. Embassy Islamabad of the U.S. Department of State (hereafter referred to as "RELO Pakistan") is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). RELO Pakistan's purpose in funding projects under this opportunity is to improve human capacity by creating a healthier, better educated, and more skillful workforce. The educators and youth who participate in this program will increase their English language proficiency and critical thinking skills, becoming more productive members of their community. They will be able to apply the new skills learned in the program to improve their teaching (educators) or to make them more competitive for future education employment opportunities (students).

The Tinker Foundation, based in New York City, promotes the interchange of information within the community of those concerned with the affairs of Latin America. Emphasis is placed on those activities that have strong public policy implication, offer innovative solutions to the problems facing these regions today, and incorporate new mechanisms for addressing environmental, economic, and governance issues. Dr. Edward Larocque Tinker created the Tinker Foundation in 1959, and his lifelong devotion to the Iberian tradition in the Old and New Worlds gave definition to the Foundation's overall purpose. Tinker Foundation Field Research Grants The Tinker Foundation's Field Research Grants Program is designed to provide budding scholars with a first-hand experience of their region of study, regardless of academic discipline. The grants provide graduate students with funds for travel to and within Latin America to conduct pre-dissertation research. Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. The Public Affairs Section (PAS) of the U.S. Embassy in New Delhi announces an open competition through the Public Diplomacy Grants program for a Cooperative Agreement to implement one or both activities of a "TechCamp" project focused on growing women-owned social enterprises in India and Pakistan which includes a workshop and follow-on. The Public Affairs Section of the U.S. Consulate General in Chennai (PAS Chennai) is soliciting proposals for a project entitled, "Countering Disinformation in South India: A Regional Media Literacy Initiative." In the South Indian context, regional language media (TV, radio, print, and digital media) serve as the primary source of information for the 170 million citizens of South India (Tamil Nadu, Karnataka, Kerala, the Union State of Puducherry, and the Andaman & Nicobar Islands). This project focuses on regional language media professionals due to both their substantive reach and the fact that existing English-language trainings and resources on countering misinformation and disinformation may not be accessible to them.

The U.S. Embassy Ankara, Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to Support Shared Security, Strengthen Economic Prosperity or Reinforce U.S. - Turkish Shared Values. Priority Region: Projects located outside Turkey's largest cities are considered stronger. Program Objectives: * Support Shared Security - Projects that support and advance cooperation between the U.S. and Turkey on defeating ISIS/Daesh and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. * Strengthen Economic Prosperity - Projects which promote trade and investment with the United States, and support entrepreneurship and innovation. The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) outlining project concepts and capacity to manage programs that will contribute to stabilization in Iraq by advancing human rights and rule of law; promoting reconciliation, accountability, and atrocities prevention; strengthening effective governance and increasing political participation; and protecting and empowering women, youth, and marginalized populations, including ethnic and religious minorities. The U.S. Embassy in Moldova seeks to support independent voices in the Moldovan media landscape through the development of good quality local production capacity in the Republic of Moldova in the interests of plurality of views and editorial independence. Specifically, this initiative seeks to support the development of the community of filmmakers and digital content creators who use their medium to present an alternative vision of Moldovan society and culture. The U.S. Embassy seeks a qualified implementing partner that will select, mentor and monitor a series of sub-grantees from the Moldovan creative community.The project will include two major components: 1. Planning and administration of sub-grantees applying for production related initiatives. The grant recipient must solicit applications from emerging or established Moldovan filmmakers, NGOs and creative studios based on an open competition, and select participants based on merit, potential and proposed project goals and outcome. 2. Mentorship of filmmakers, studios and NGOs that successfully pass the selection stage for film production, film festivals, and other non-news production projects. Grant recipient need to mentor the funds recipients in all the cycles of the projects: Planning, Script writing (where necessary), Pitching, Production, Distribution, Fundraising etc. The funding competitions to be announced by the grant recipient of this funding opportunity should be opened to individuals and entities from/registered in the Republic of Moldova and can include different formats, i.e. documentary, narrative, animation, or experimental formats. The themes and goals shall be discussed together with the U.S. Embassy team and the grant recipient.

CAO Islamabad's purpose in funding projects under this opportunity is to further contributions to economic growth and development of human and government capacity in Pakistan, while developing people-to-people ties and increasing understanding of and support for U.S.-Pakistan relations and American values and policy among the Pakistani public. Programming funded under this NOFO will help to strengthen ties between the United States and Pakistan through programming that highlights shared values and promotes bilateral cooperation. To that end, all programs must include American content and/or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Proposals must contain a clear plan to measure and evaluate the impact of the program. Preference will be given to proposals that target audiences outside the urban centers of Islamabad, Karachi, Lahore, and Peshawar and socio-economically disadvantaged and/or vulnerable populations. While proposals that include exchanges outside of Pakistan are welcome, proposals with the majority of activities conducted in Pakistan will be given preference. We encourage recipient organizations to include links to American businesses to promote the growth of U.S.-Pakistan economic ties when possible. We welcome proposals from qualified organizations that have not received CAO funding in the past as well as existing and/or previous PAS grantees, including PAS and U.S. Department of State University Partnership participants, and from members of the Pakistan-U.S. Alumni Network (PUAN).

NIJ wants to encourage new, exploratory, and developmental research projects by providing support for the early stages of study development. To help facilitate this process and ensure these projects result in tangible and mutually beneficial studies, NIJ will provide small grants to scientists or technologists who wish to facilitate a new tribal-researcher investigator partnership.

Proposed activities should primarily support non-Syrian refugees in Turkey. PRM will consider funding only those projects that include a target beneficiary base of at least 51 percent non-Syrian refugees and asylum seekers. Interested NGOs should consider whether sufficient numbers of the target population are currently within their geographical reach to be able to meet this requirement, and whether - if that is not the case - they are willing to open a project in an area of high concentration of non-Syrians.
