    The purpose of this Funding Opportunity Announcement (FOA) is to reduce the burden of cancer and improve the quality of cancer care in rural areas among low-income and/or underserved populations. The FOA encourages two types of applications: 1) observational research that includes pilot testing of intervention to understand and address predictors of cancer care/treatment and outcomes in rural low-income and/or underserved populations; or 2) intervention research to address known predictors of cancer care/treatment and outcomes in rural low-income and/or underserved populations. Specifically, the focus for observational studies (with pilot testing) is understanding and addressing the predictive and/or mediating role of social determinants of health, barriers to care, and treatment; and the focus for interventional research is on addressing quality of care related to cancer diagnosis, treatment and/or survivorship. Most existing cancer control interventions are not ready for direct implementation and dissemination in low-income rural areas, so proposals should seek to develop, adapt, and/or implement, and test interventions.

    The Research on Education and Learning (REAL) program represents the substantive foci of three previous EHR programs: Research and Evaluation on Education in Science and Engineering (REESE), Research in Disabilities Education (RDE), and Research on Gender in Science and Engineering (GSE). What is distinctive about the new REAL program is the emphasis placed on the accumulation of robust evidence to inform efforts to (a) understand, (b) build theory to explain, and (c) suggest interventions (and innovations) to address persistent challenges in STEM interest, education, learning, and participation. The program supports advances in research on STEM (science, technology, engineering, and mathematics) learning and education by fostering efforts to explore all aspects of education research from foundational knowledge to improvements in STEM learning and learning contexts, both formal and informal, from childhood through adulthood, for all groups, and from the earliest developmental stages of life through participation in the workforce, resulting in increased public understanding of science and engineering. The REAL program will fund research on, human learning in STEM; learning in STEM learning environments, and broadening participation research.

    The purpose of the Jobs Plus Pilot program is to develop locally-based, job-driven approaches to increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus Pilot program addresses poverty among public housing residents by incentivizing and enabling employment through earned income disregards for working families, and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling. Ideally, these incentives will saturate the target developments, building a culture of work and making working families the norm. The Jobs Plus Pilot program consists of the following three core components: Employment-Related Services Financial Incentives – Jobs Plus Earned Income Disregard (JPEID) Community Supports for Work Applicants are encouraged to develop key partnerships to connect participants with any other needed services to remove barriers to work. An Individualized Training and Services Plan (ITSP) should be developed for each participant to establish goals and service strategies, and to track progress. Background HUD, the Rockefeller Foundation, and the MDRC, through a public-private partnership, designed and supported the Jobs Plus program model between 1998 and 2003. HUD has issued two separate evaluation reports on the demonstration, in an effort to identify and document the most promising approaches to increasing employment among families in public housing. Each evaluation showed ongoing positive effects for residents when the program was well-implemented and included the three core elements.

    The U.S. Embassy in Moldova seeks to support independent voices in the Moldovan media landscape through the development of good quality local production capacity in the Republic of Moldova in the interests of plurality of views and editorial independence. Specifically, this initiative seeks to support the development of the community of filmmakers and digital content creators who use their medium to present an alternative vision of Moldovan society and culture. The U.S. Embassy seeks a qualified implementing partner that will select, mentor and monitor a series of sub-grantees from the Moldovan creative community.The project will include two major components: 1. Planning and administration of sub-grantees applying for production related initiatives. The grant recipient must solicit applications from emerging or established Moldovan filmmakers, NGOs and creative studios based on an open competition, and select participants based on merit, potential and proposed project goals and outcome. 2. Mentorship of filmmakers, studios and NGOs that successfully pass the selection stage for film production, film festivals, and other non-news production projects. Grant recipient need to mentor the funds recipients in all the cycles of the projects: Planning, Script writing (where necessary), Pitching, Production, Distribution, Fundraising etc. The funding competitions to be announced by the grant recipient of this funding opportunity should be opened to individuals and entities from/registered in the Republic of Moldova and can include different formats, i.e. documentary, narrative, animation, or experimental formats. The themes and goals shall be discussed together with the U.S. Embassy team and the grant recipient.

    This Funding Opportunity Announcement (FOA) solicits a single five-year grant application from eligible institutions/organizations to serve as the Coordination Center (CC) for the Programs to Increase Diversity Among Individuals Engaged in Health-Related Research (PRIDE) Summer Institutes (SIs). This FOA runs in parallel with a separate FOA that solicits applications for the PRIDE SIs (described in detail in RFA-HL-19-002). PRIDE SIs are designed to provide research education experiences that enable junior faculty who are underrepresented in the biomedical sciences (as defined by NOT-OD-18-122) to further develop their research skills and knowledge to become competitive NIH grants applicants and scientists.     The Tribal Colleges and Universities Program (TCUP) provides awards to Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, economics, statistics, and other social and behavioral sciences as well as natural sciences), technology, engineering and mathematics (STEM) education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP), TCU Enterprise Advancement Centers (TEA Centers), and Preparing for TCUP Implementation (Pre-TI). Collaborations that involve multiple institutions of higher education led by TCUP institutions are supported through Partnerships for Geoscience Education (PAGE) and Partnerships for Documentary Linguistics Education (PADLE). Finally, research studies that further the scholarly activity of individual faculty members are supported through Small Grants for Research (SGR) and Science Education Alliance Phage Hunters Advancing Genomics and Evolutionary Science in Tribal Colleges and Universities (SEA-PHAGES in TCUs). Through the opportunities highlighted above, as well as collaborations with other National Science Foundation (NSF) units and other organizations, TCUP aims to increase Native individuals' participation in STEM careers and improve the quality of STEM programs at TCUP-eligible institutions.     The purpose of ACCESS activity is to build the capacity of Ministry of Public Health (MOPH) actors at the district level and below in all districts in the implementation regions, to design, develop, manage, deliver, monitor and evaluate health services and programs in their catchment areas. The activity will also engage with regional health authorities with limited interventions to ensure coordination, planning and effective management of health activities in their districts. Work at the national level will focus on informing policy, guideline development, as well as advocacy on key health service delivery issues. ACCESS will work to improve the clinical skills and health governance skills of primary health care providers to deliver high quality, accessible preventive and curative health services. To expand the reach of the public health system, the activity will work to improve the skills and motivation of community health volunteers to deliver quality health services and ensure they work under the supervision of their respective CSB. Finally, ACCESS will promote positive health behaviors, including care seeking behaviors in the target communities through a comprehensive and contextualized social and behavior change (SBC) approach and improve the capacity of the MOPH and local institutions to design, implement, and monitor and evaluate SBC activities.

The initiative is developing a National Network composed of NSF INCLUDES Design and Development Launch Pilots, NSF INCLUDES Alliances, NSF-funded broadening participation projects, other relevant NSF-funded projects, scholars engaged in broadening participation research, and other organizations that support the development of talent from all sectors of society to build the STEM workforce.     With this Funding Opportunity Announcement, the Office of American Indian, Alaskan Natives and Native Hawaiian Program is proposing to award one new cooperative agreement to fund a National Resource Center on "American Indian, Alaskan Native and Native Hawaiian Long Term Services and Support, NRCAIANNHLTSS. This Center will address the unmet need of tribal-specific and culturally appropriate LTSS information and guidance to tribes. The outcomes of the FOA will be: 1. LTSS information and guidance to tribes. The National Resource Center on American Indian, Alaskan Native and Native Hawaiian Long Term Services and Supports (NRCAIANNHLTSS). This center will address the unmet need of tribal-specific and culturally appropriate LTSS information and guidance to tribes. The outcomes of the FOA will be to; 1) to create a network of navigators that will assist tribes in development of appropriate LTSS in response to identified, tribe-specific needs; and 2) based on documented best practices, the Center will develop a practical and hands on toolkit for tribes to assist in implementing LTSS in their individual tribal communities. The Resource Center will target its services to the 270 tribes that receive Title VI grants, however it will also have publicly-available resources that are accessible to all tribes and organizations that work with the American Indian, Alaskan Native and Hawaiian populations.

    For many decades, an increasing number of women have obtained STEM doctoral degrees, however, women, particularly women of color, continue to be significantly underrepresented in almost all STEM academic positions.  While the degree of underrepresentation varies among STEM disciplines, women's advancement to senior professorial ranks and leadership roles is an issue in all fields.  The underrepresentation of women is also a critical issue for the nation, at large, as its need to develop a globally competitive and diverse workforce increases. Research has shown that women's representation and advancement in academic STEM positions are affected by many external factors that are unrelated to their ability, interest and technical skills (Spencer, et al, 1999; Halpern and Tan, 2001; Hyde, 2005; National Academy of Sciences, 2007).  Such factors include, but are not limited to: stereotype threat, societal impacts, organizational constraints of academic institutions; differential effect of work and family demands; implicit and explicit bias; and lack of women in academic leadership and decision-making positions.  The cumulative effect of such diverse factors has been to create infrastructural barriers that impact the number of women entering, persisting and advancing in STEM careers. Thus, the goal of the ADVANCE program is to develop systemic approaches to increase the representation and advancement of women in academic STEM careers, thereby contributing to the development of a more diverse science and engineering workforce.  ADVANCE also has as its goal to seminally contribute to and inform the general knowledge base on gender equity in the academic STEM disciplines.

    The Developmental Disabilities Assistance and Bill of Act (DD Act), requires that the programs authorized under the law are culturally competent to ensure that individuals with developmental disabilities, regardless of background, are full participants in all aspects of community life. According to the DD Act, Sec. 101. [42 USC 15001] c Policy. "It is the policy of the United States that all programs receiving assistance under this title shall be carried out in a manner consistent with the principles that Services, supports, and other assistance should be provided that demonstrate respect for personal preferences, and cultural differences; Specific efforts must be made to ensure that individuals with developmental disabilities from racial and ethnic minority backgrounds and their families enjoy increased and meaningful opportunities to access and use community services, individualized supports available to other individuals with developmental disabilities and their families; Recruitment efforts in disciplines related to developmental disabilities in pre-service training, community training, practice, administration, and Policymaking must focus on bringing larger numbers of racial and ethnic minorities into the disciplines in order to provide appropriate skills, knowledge, role models, and sufficient personnel to address the growing needs of an increasingly diverse population." The DD Act has long identified the importance of cultural competence and improving expectations and outcomes for people with developmental disabilities, including those from culturally and linguistically diverse backgrounds.

    The purpose of the Research Centers in Minority Institutions (RCMI) Program is to expand the national capacity for research in the health sciences by providing cooperative agreement support to institutions that offer doctorate degrees in the health professions or in a health-related science and have a historical and current commitment to educating underrepresented students, and for institutions that deliver health care, and provide clinical services to medically underserved communities.     The Pop Culture Collaborative represents an innovative hub for high impact partnerships and grants designed to help organizations and individuals leverage the reach and power of pop culture for social justice goals. Their 'Pop Up' Rapid Response Grants are designed to support a short-term project developed in connection to a recent or upcoming acute political or cultural time hook, and must be intended to reach an audience of more than a million people or engage artists, producers, and/or organizers that do so. Funded projects must impact, support, or connect with at least one of these community groups: people of color, immigrants, refugees, or Muslims.     AGEP is committed to the national goal of increasing the numbers of underrepresented minorities (URMs), including those with disabilities, entering and completing science, technology, engineering, and mathematics (STEM) graduate education and postdoctoral training to levels representative of the available pool. URMs include African Americans, Hispanic Americans, American Indians, Alaska Natives, Native Hawaiians and other Pacific Islanders.
