NIJ is seeking investigator-initiated proposals to conduct research that examines criminal justice tools, protocols, and policies concerning drug trafficking, markets and use, and the effects of drug legalization and decriminalization on law enforcement, applicable to State, tribal and local jurisdictions. The U.S. Consulate General Hong Kong Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This annual notice of funding opportunities outlines our funding priorities and areas of interest, as well as procedures for submitting requests for funding. Please note that this notice supplements specific notices of funding opportunities that may be posted both here and on other relevant sites throughout the year. Any organization interested in applying for funding should carefully follow all instructions below.

Eligible topics for projects are broadly defined to include democracy and human rights, security and foreign policy issues, economic and civic development, and support for regional stability in Southeastern Europe. Typically grant awards range from $3,000 to $5,000, though some exceptional projects are funded up to $10,000, and supplement other funding. The deadline for submitting proposals is August 1, 2017. New grantees will be given priority over previous grantees. Funding for NGO grants is decided through a competitive application process, and each proposal is reviewed by an internal embassy committee. Eligibility for this NOFO is limited to: Slovenian not-for-profits/NGOs/social enterprises, Slovenian educational and research institutions and public entities.

This competition provides funding to support the development, implementation, expansion, evaluation, and dissemination of evidence-based instructional approaches and professional development activities and programs in American history, civics and government, and geography in elementary and secondary schools. This competition includes an absolute priority for projects serving high-need students to help these students improve learning outcomes for these students. This competition includes an absolute priority for projects that show potential to improve student achievement in, and teaching of, these subjects, and that demonstrate innovation, scalability, accountability, and a focus on underserved populations. Additionally, we include a competitive preference priority for projects that leverage technology to support professional development and instructional practice, which may lead to increased student engagement and help accelerate learning. This competition also includes a requirement for applicants to propose project-specific performance measures and performance targets consistent with the objectives of the proposed project.

The Political Science Program supports scientific research that advances knowledge and understanding of citizenship, government, and politics. Research proposals are expected to be theoretically motivated, conceptually precise, methodologically rigorous, and empirically oriented. Substantive areas include, but are not limited to, American government and politics, comparative government and politics, international relations, political behavior, political economy, and political institutions. In recent years, program awards have supported research projects on bargaining processes; campaigns and elections, electoral choice, and electoral systems; citizen support in emerging and established democracies; democratization, political change, and regime transitions; domestic and international conflict; international political economy; party activism; political psychology and political tolerance. The Program also has supported research experiences for undergraduate students and infrastructural activities, including methodological innovations, in the discipline.

The Public Affairs Section at the U.S. Embassy Kuala Lumpur will help select the Malaysian partner institution and vet participants in the content production training. The U.S. Embassy Kuala Lumpur will be closely involved in the grant administration. The Embassy is seeking an organization with experience in creating CVE-focused programs and content in Malaysia to produce documentaries, podcasts, and social media posts effective in countering violent extremism. A successful proposal will integrate the training of a diverse collection of young, local talent to produce their own content effective in supporting CVE efforts. Specific Objectives: 1. Production of at least three documentaries (video, radio and/or online) focused on contemporary domestic/regional issues related to extremism in Malaysia. 2. The project should provide for the training of a diverse collection of Malaysian content designers, representing several backgrounds, to produce effective CVE-focused content. 3. The proposal should include a plan to publicize the content throughout the country in a wide variety of distribution channels including: a. National/regional media b. Road Shows c. Radio d. Online

The purpose of this program is to support USAID's goal of promoting inclusive development through the establishment of an umbrella Empowerment and Inclusion Solicitation and Management mechanism (EISM). In particular, EISM will focus on reducing risks to and reinforcing the capacities of communities, NGOs, and governments to provide services, to protect and promote the rights of vulnerable and marginalized populations as defined earlier in this document, and to expand access to opportunities that support their full participation in society.

CTR will prioritize proposals that efficiently meet NOFO and programmatic goals at the lowest technically acceptable cost.ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Partnership for Nuclear Threat Reduction (PNTR) which works to prevent states and terrorist groups from diverting, acquiring, or proliferating nuclear material, technology, or expertise that could be used to attack the United States. In particular, PNTR works to strengthen nuclear security practices and mitigating threats from radicalized or coerced personnel at sensitive nuclear facilities. All known cases of theft involving nuclear material have been led or abetted by insiders. To address this threat, PNTR focuses efforts to prevent radicalized, disgruntled, or coerced insiders from diverting nuclear material, technology, and expertise. PNTR does not provide physical security upgrades or guard force training. ObjectivesPNTR partners with nuclear scientists, technicians, and engineers, security personnel, institutional trainers, and technical organization decision-makers to promote technical cooperation and enhance nuclear security best practices. PNTR projects broadly fall into one of three categories, listed in no particular order: * Insider Threat Mitigation: Activities to develop and implement trustworthiness programs and related regulatory guidance (i.e. human reliability program, fitness-for-duty, etc.) at a facility, organizational, or national level and/or mitigate the risk of an insider threat.

The United States Agency for International Development (USAID) Mission for Sri Lanka and Maldives will support the Increased Demand and Engagement for Accountability (IDEA) activity for Sri Lanka. This is a three-year activity designed to ensure that Sri Lanka has a vibrant civil society which empowers citizen participation to advance democratic values and government accountability around a range of governance and reform issues. The activity will build upon civil society engagement for good governance and accountability and will complement other U.S. government (USG) and USAID programming that supports democratic governance. Whereas much of USAID's assistance in Sri Lanka includes an element of support to civil society, this activity will focus on strengthening the civil society sector as a whole with an emphasis on working in all regions of Sri Lanka and supporting CSO participation in national and local governance processes.

The Fellowship Program for Advanced Social Science Research on Japan is a joint activity of the Japan-U.S. Friendship Commission (JUSFC) and the National Endowment for the Humanities. Awards support research on modern Japanese society and political economy, Japan's international relations, and U.S.-Japan relations. The program encourages innovative research that puts these subjects in wider regional and global contexts and is comparative and contemporary in nature. Research should contribute to scholarly knowledge or to the general public's understanding of issues of concern to Japan and the United States. Appropriate disciplines for the research include anthropology, economics, geography, history, international relations, linguistics, political science, psychology, public administration, and sociology. Awards usually result in articles, monographs, books, digital materials, archaeological site reports, translations, editions, or other scholarly resources.

The U.S. State Department, Bureau of Intelligence and Research (INR), Office of Outreach, invites organizations with substantial and wide-reaching experience in administration of research and training programs to apply for funding to conduct nationwide competitive programs supporting U.S. scholars, students, and institutions in advanced research and language training on the countries of Eastern Europe and the independent states of the former Soviet Union. U.S.-based nonprofit organizations and educational institutions may submit proposals for the Program for Research and Training on Eastern Europe and the Independent States of the Former Soviet Union (Title VIII) that 1) support and sustain American expertise on the countries of Eastern Europe and the independent states of the former Soviet Union, 2) bring American expertise to the service of the U.S. government, and 3) further U.S. foreign policy goals. All proposals must make an explicit connection to U.S. foreign or national security policy, and demonstrate how the proposed program will contribute to U.S. knowledge, expertise, and national capability. The program also aims to support outreach and build relationships with the U.S. academic and nonprofit communities. Intelligence Community analysts and State Department policy makers benefit from engagement with those communities to explore new ideas and perspectives and create new knowledge and research.

The Hubert H. Humphrey Fellowship Program was established by presidential initiative in 1978. The goals of the Humphrey Program are to build mutual understanding and strengthen U.S. engagement with professionals from designated countries who are well placed to address their countries' development needs in key areas, including public health, education, sustainable development, and democratic institution-building. Each year the Humphrey Program brings accomplished professionals from approximately 100 countries in North Africa and the Middle East, Sub-Saharan Africa, East Asia and the Pacific, South Asia, Central Asia, Latin America, the Caribbean, Eastern Europe, and Eurasia to the United States for one academic year, preceded by U.S.-based pre-academic English instruction for participants who need it. The list of eligible U.S. embassies and Fulbright commissions (posts) that may nominate candidates for the Humphrey Program is determined each year by ECA in consultation with the Department of State's six regional bureaus. The academic-year program combines non-degree graduate study, leadership training, and opportunities for substantive professional collaboration with U.S. counterparts. U.S. embassies or binational Fulbright commissions nominate candidates for the Humphrey Program based on the candidates's professional backgrounds, academic qualifications, and leadership potential. The Humphrey Program provides these emerging leaders with an opportunity to understand U.S. society and culture and participate with U.S. colleagues in current approaches to the fields in which they work, providing a basis for on-going cooperation between U.S. citizens and their professional counterparts in other countries.

The FY 2016 CVE Grant Program supports programs, projects and activities that prevent recruitment or radicalization to violence by interrupting those efforts, building community-level resilience to them, and identifying the early signs of radicalization to violence and providing appropriate interventions through civic organizations, law enforcement or other entities. Community resilience in the CVE context means those communities where violent extremists routinely meet disinterest and opposition, recruitment attempts routinely fail, and communities know what tools and support are available to assist individuals that may be on a path towards violence.

The Office of Citizen Exchanges, SportsUnited Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2016 International Sports Programming Initiative. Sports Diplomacy programs can be an important tool for advancing foreign policy goals and connecting with audiences with whom traditional diplomacy proves challenging, including at-risk youth, women, minorities, people with disabilities, and non-English speakers. Sports Diplomacy enhances cross-cultural understanding and opens new avenues of dialogue and collaboration between individuals and nations. In support of U.S. Department of State foreign policy objectives, ECA's sports diplomacy programs create both people-to-people and institutional linkages through sport. The Office of Citizen Exchanges welcomes proposals that directly respond to the Sport for Social Change theme outlined below. The award recipient will be responsible for planning, overseeing, and/or implementing the exchanges including the administration of at least four two-way exchange programs.
