The Department of Education is issuing a notice inviting applications for new awards for fiscal year (FY) 2018 for Personnel Development to Improve Services and Results for Children with Disabilities-Preparation of Special Education, Early Intervention, and Related Services Leadership Personnel, Catalog of Federal Domestic Assistance (CFDA) number 84.325D.

The Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS), in consultation with the Department of Education (ED), will be soliciting applications from eligible States and Territories to carry out the activities of the Preschool Development Grant Birth through Five (PDG B-5). The new PDG B-5 grant seeks to empower State governments to develop, update, or implement a strategic plan to facilitate collaboration and coordination among early childhood care and education programs in a mixed delivery system to prepare low-income and disadvantaged Children to transition into the local educational agency or elementary school. States may pursue a range of activities as outlined in this announcement to align and strengthen existing funding streams, coordinate delivery models, improve the use of existing resources, encourage partnerships among providers and stakeholders, and maximize parental choice in a mixed delivery system.

THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Street Outreach Program (SOP). SOP WORKS to increase young people’s personal safety, social and emotional well-being, self-sufficiency, and to help them build permanent connections with families, communities, schools, and other positive social networks. These services, which are provided in areas where street youth congregate, are designed to assist such youth in making healthy choices and to provide them access to shelter and services which include: outreach, gateway services, screening and assessment, harm reduction, access to emergency shelter, crisis stabilization, drop-in centers, which can be optional, and linkages/referrals to services. THE AWARD process for FY2018 SOP allows for annual awards over a three-year project period, as funds are available.

The Early Intervention and Early Learning in Special Education (Early Intervention) topic supports research that contributes to the improvement of developmental outcomes and school readiness of infants, toddlers, and young children (from birth through age 5) with disabilities or at risk for disabilities. The long-term outcome of this program will be an array of tools and strategies (e.g., assessment tools, curricula, programs, services, interventions) that have been documented to be effective for improving developmental outcomes or school readiness of infants, toddlers, and young children with disabilities or at risk for disabilities.

Purpose of Program: The purposes of this program are to (1) help address State-identified needs for personnel preparation in special education, early intervention, related services, and regular education to work with children, including infants and toddlers, with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research and experience, to be successful in serving those children.

The purposes of this program are to (1) help address State-identified needs for personnel preparation in special education, early intervention, related services, and regular education to work with children, including infants and toddlers, with disabilities; and (2) ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research and experience, to be successful in serving those children.

The purpose of this program is to reduce fatal and serious injuries among infants, children, and youth by supporting collaborative improvement among Title V agencies working to address child safety, including sudden unexpected infant deaths (SUID) and bullying. The program will accomplish this through two components: (1) providing capacity building services to Title V agencies in implementing effective child safety interventions in priority topic areas that are responsive to common state performance measures identified in the Title V State Action Plans; and (2) maintaining a coalition of national, state, and local agencies and other key stakeholders that support improvements in the adoption of evidence-based policies, programs, and practices. For the purposes of this notice of funding opportunity (NOFO), the term child safety applies to children ages 0-19 years nationally, and includes reductions in injury-related deaths, hospitalizations, and emergency department (ED) visits; SUID; and bullying. CSN will serve as the principal technical assistance provider to Title V agencies in their improvement efforts to address injury-related National Performance Measures (NPMs) pertaining to injury hospitalization (NPM 7), safe sleep behaviors (NPM 5), and bullying prevalence (NPM 9).

The Brady Education Foundation seeks to close the achievement/opportunity gap for children at risk for poor school outcomes due to environmental factors associated with poverty. To advance this mission, the foundation is accepting stage-one applications for projects related to the development and evaluation of programs that are consistent with a strength-based approach and show promise of being feasible, effective, and sustainable. 1) Program Development: One-year grants will be awarded to projects aimed at developing and testing the feasibility of new programs that promote positive cognitive and/or achievement outcomes for children (birth through 18 years) from underserved groups and/or low-resourced communities. Priority will be given to programs/projects that represent strong collaborative relationships between researchers, practitioners, and other community stakeholders (as appropriate), and where the community/population being studied is reflected by the composition of the project's leadership team; programs/projects consistent with strength-based approaches rather than deficit models; programs/projects that leverage other funding; and/or programs/projects that, in addition to showing promise of being effective, show promise of being affordable, accessible, and sustainable. Past Program Development grants have ranged between $25,000 and $276,000.

The Kenneth B. and Mamie P. Clark Fund, supports research and demonstration activities that promote the understanding of the relationship between self-identity and academic achievement with an emphasis on children in grade levels K-8. This grant will alternate every other year between an early career psychologist and a graduate student. The 2013 grant will support a graduate student.

Competitive applicants will 1) demonstrate a collaborative partnership with their program partners, and 2) pursue research questions that directly inform local, State, or Federal policy relevant to early care and education practice. The purpose of this funding opportunity announcement (FOA) is to award one cooperative agreement to develop a state-of-the-art foster/adoptive parent training program to include intensive preparation and development components that reflect the capacities required of successful foster/adoptive parents. This is intended to be a product that could be utilized by all states, tribes, and territories and consistently applied wherever implemented. Development of this program would include research on the common characteristics of individuals and their foster/adoptive families that have succeeded in terms of well-being and stability. Common characteristics of families that are more likely to foster and/or adopt harder to place children/youth and are successful and remain committed to the relationship will be identified and integrated into the program. The program would be inclusive of development, training, and capacity needs of individuals/families that are interested in becoming foster parents, as well as those who are interested in fostering with the intention to eventually adopt; therefore many concepts would be in common for foster and adoptive parents. There would be particular focus for foster parents on working on reunification efforts with birth parents and for adoption there would be particular focus on the common adoption issues pertinent to all types of adoption, i.e., child welfare, private domestic, and international. The initial year would entail an extensive review of all current training and preparation programs and include new intervention strategies that foster/adoptive parents should be skilled in as they develop as foster and adoptive parents. The initial year would also involve the basic development of the new intensive training modules.

The mission of NewSchools Venture Fund is to reimagine public education through powerful ideas and passionate entrepreneurs so that all children-especially those in underserved communities-have the opportunity to succeed. The Fund's Diverse Leaders program invests in entrepreneurs with bold ideas to grow, advance, and support Black and Latino leadership in education. Ideas may include efforts to recruit new diverse leaders, accelerate the careers of diverse leaders, create networks of diverse leaders, etc. Nonprofit organizations and social entrepreneurs are eligible to apply for one-year grants ranging from $100,000 to $200,000. The application deadline is September 7, 2018. The Fund's Innovative Schools program invests in teams of educators planning to launch new nonprofit public schools that prepare young people to finish high school prepared and inspired to create and live the lives they want. Planning grants of $200,000 will be provided; at the end of the planning phase, teams may apply for an investment that would support their first two to three years of operation.
