The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. The program funds research to develop models, analytical tools, data and metrics that can be applied in the science policy decision making process and concern the use and allocation of scarce scientific resources. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across the broad array of science and innovation policy challenges. Proposals also may develop methodologies to analyze science, technology and innovation data, and to usefully convey that information to a variety of audiences. Proposals that create and improve science, engineering and innovation data, including the design of new metrics and indicators, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations, are encouraged.

This FOA encourages Research Conference Grant (R13) applications from institutions and organizations that propose to develop interdisciplinary research teams. Teams must include investigators from the social and/or behavioral sciences, and may include the life and/or physical sciences.  The goal is to broaden the scope of investigation into scientific problems, yield fresh and possibly unexpected insights, and increase the sophistication of theoretical, methodological, and analytical approaches by integrating the analytical strengths of two or more disparate scientific disciplines while addressing gaps in terminology, approach, and methodology.  This program will allow investigators from multiple disciplines to hold meetings in order to provide the foundation for developing interdisciplinary research projects.

Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) is one of the thirteen principal federal statistical agencies within the United States. It is responsible for the collection, acquisition, analysis, reporting and dissemination of objective, statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers and the public. NCSES uses this information to prepare a number of statistical data reports as well as analytical reports including the National Science Board's biennial report, Science and Engineering (S&E) Indicators, and Women, Minorities and Persons with Disabilities in Science and Engineering. The Center would like to enhance its efforts to support analytic and methodological research in support of its surveys, and to engage in the education and training of researchers in the use of large-scale nationally representative datasets. NCSES welcomes efforts by the research community to use NCSES data for research on the science and technology enterprise, to develop improved survey methodologies for NCSES surveys, to create and improve indicators of S&T activities and resources, and strengthen methodologies to analyze and disseminate S&T statistical data. This funding opportunity announcement (FOA) invites Cooperative Agreement (U01) applications from multi-disciplinary and synergistic teams of investigators proposing to identify and characterize the full spectrum of somatic variation in human brain samples and to assess the relationship of such variation with the pathophysiology of neuropsychiatric disorders.  This FOA seeks to support applications exploring the extent of somatic variations across different brain regions in one or more psychiatric disorders using state-of-the-art genomic, computational, single-cell and other relevant approaches.  Awards made under this FOA and the companion FOA (PAR-14-173) will be governed by a Brain Somatic Mosaicism (BSM) Network Steering Committee to accelerate scientific progress through the coordination of research strategies, analytical methods and data.  The ultimate goal of this FOA and the companion FOA (PAR-14-173) is to address gaps in our understanding of the role of somatic genomic perturbations in the etiology of neuropsychiatric disorders.

This Funding Opportunity Announcement (FOA) aims to stimulate the broader research community to utilize a resource funded through the American Recovery and Reinvestment Act of 2009 (Recovery Act) to generate and evaluate hypotheses about the complex interrelationships and multi-directional influences among genetics, brain maturation, neurocognitive function, and psychiatric symptoms during development. This FOA is a strategic effort to disseminate this data resource, stimulate the broader research community to use the resource, and accelerate research on neurodevelopment and trajectories of risk for mental illness. Research that employs analytic techniques which demonstrate or promote methodological advances in alcohol-related epidemiologic research is also of interest.

The nuclear theory program encompasses the structure and reactions of nuclei, and of hadrons in few-nucleon and nuclear environments, and the quark/gluon substructure expressed by QCD.  Supported research includes contributions to broad theoretical advances as well as model building and applications to experimental programs at facilities such as NSCL, RHIC and Jefferson Laboratory, and to astrophysical phenomena. The purpose of this Funding Opportunity Announcement [FOA] submitted through the Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative is to stimulate the development and validation of novel tools and analytical methods to target, identify and characterize non-neuronal cells in the brain. This FOA complements previous and ongoing cell-census and tool development efforts initiated under BRAIN, RFA-MH-14-215 and RFA-MH-14-216, that have focused almost exclusively on neuronal cells. The cutting-edge tools and methods developed under this opportunity should focus specifically on providing improved points of entry into non-neuronal cell-types (glial and vascular) to enable their inventory and characterization within the CNS and help define how these cells interact among each other and with neuronal cells to impact functional circuitries. Plans for validating the utility of the tool/technology/method and demonstrating its advantage over currently available approaches will be an essential feature of a successful application. Tools that can be used in several species or model organisms rather than in a single species are especially desirable.

The purpose of this FOA is to promote the integration of experimental, analytic, and theoretical capabilities for large-scale analysis of neural systems and circuits. This FOA seeks applications for exploratory research studies that use new and emerging methods for large scale recording and manipulation of neural circuits across multiple brain regions. Applications should propose to elucidate the contributions of dynamic circuit activity to a specific behavioral or neural system. Applications should seek to understand circuits of the central nervous system by systematically controlling stimuli and/or behavior while actively recording and/or manipulating relevant dynamic patterns of neural activity and by measuring the resulting behaviors and/or perceptions. Studies should incorporate rich information on cell-types, on circuit functionality and connectivity, and should be performed in conjunction with sophisticated analysis of complex, ethologically relevant behaviors. Applications should propose teams of investigators that seek to cross boundaries of interdisciplinary collaboration by bridging fields and linking theory and data analysis to experimental design. Exploratory studies supported by this FOA are intended to develop experimental capabilities and quantitative, theoretical frameworks in preparation for a future competition for larger-scale, multi-component, Team-Research Circuit Programs (U19) awards.
