The National Institute on Minority Health and Health Disparities (NIMHD) invites applications for the Minority Health and Health Disparities Research Training (MHRT) awards. The Program supports research training activities in Minority health and health disparities research for individuals from diverse backgrounds, including groups underrepresented in biomedical, behavioral, clinical and social sciences research, at domestic institutions and/or at specified foreign low and middle income (LMIC) locations. This program is intended to promote both domestic and international training opportunities in a diverse and inclusive environment for eligible undergraduate, post-baccalaureate and graduate students, as well as for eligible residents, fellows and postdoctoral students.

The purpose of the HHS OMH is to improve minority health and the quality of health care minorities receive and to work to eliminate racial and ethnic disparities, including through awarding grants and cooperative agreements with organizations in communities of color to develop specific efforts to improve the health status of racial and ethnic minorities. To support HHS Secretary Price’s three priorities, combating opioid abuse, childhood and adolescent obesity, and serious mental illness , OMH is supporting initiatives to reduce significant health disparities impacting minorities and/or disadvantaged populations through the implementation of evidence-based strategies with the greatest potential for impact. Opioid Abuse Deaths from drug overdoses, driven by prescription and illicit opioid overdoses, have been identified as a significant public health crisis in the United States.

The purpose of the Research Centers in Minority Institutions (RCMI) Program is to expand the national capacity for research in the health sciences by providing cooperative agreement support to institutions that offer doctorate degrees in the health professions or in a health-related science and have a historical and current commitment to educating underrepresented students, and for institutions that deliver health care services, providing clinical services to medically underserved communities. The primary goals of the RCMI specialized centers are to: (1) enhance institutional research capacity within the areas of basic biomedical, behavioral, and/or clinical research; (2) enable all levels of investigators to become more successful in obtaining competitive extramural support, especially from NIH, particularly on diseases that disproportionately impact Minority and other health disparity populations; (3) foster environments conducive to career enhancement with a special emphasis on development of new and early career investigators; (4) enhance the quality of all scientific inquiry and promote research on Minority health and health disparities; and (5) establish sustainable relationships with community-based organizations that will partner with the RCMI Institution.

Through this funding opportunity announcement (FOA), the National Center for Complementary and Integrative Health (NCCIH) solicits grant research applications to study minor cannabinoids and terpenes in the cannabis plant as it relates to pain and nociception. Minor cannabinoids are defined as any and all cannabinoids from the cannabis plant other than Δ9-tetrahydrocannabinol (Δ9-THC). Cannabinoids and terpenes of particular interest include the following: Cannabidiol (CBD), Cannabigerol (CBG), Cannabinol (CBN), Cannabichromene (CBC), Myrcene, β-caryophyllene, Limonene, α-terpineol, Linalool, α-phellandrene, α-pinene, β-pinene, γ-terpinene, and α-humulene. This initiative intends to support highly innovative basic and/or mechanistic studies in appropriate model organisms and/or human subjects aiming to identify, describe and determine whether minor cannabinoids and/or terpenes can help treat pain.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is accepting applications for fiscal year (FY) 2018 Minority AIDS Initiative: Service Integration grant program. The purpose of this program is to integrate evidence-based, culturally competent mental and substance use disorder treatment with HIV primary care and prevention services. The population of focus is individuals with a serious mental illness (SMI) or co-occurring disorder (COD) living with or at risk for HIV and/or hepatitis in at-risk populations, including racial and ethnic Minority communities. SAMHSA expects that this program will reduce the incidence of HIV and improve overall health outcomes for individuals with SMI or COD. While there has been an overall decline in new HIV infections in the U.S. from 2008-2014, racial and ethnic Minority communities continue to experience disproportionate impacts of HIV.

This funding opportunity announcement (FOA) solicits applications for Minority PDX (Minority patient-derived xenografts) Development and Trial Centers (M-PDTCs). The M-PDTCs will join the PDTC Research Network (PDXNet) and be focused upon development and pre-clinical testing of models derived from racial/ethnic Minority populations. The PDXNet is a National Cancer Institute (NCI) program established to coordinate collaborative, large-scale model development and pre-clinical testing of targeted therapeutic agents to advance the vision of cancer precision medicine.

This initiative seeks applications that propose to stimulate and expand research in the health of minority men. Specifically, this initiative is intended to: 1) enhance our understanding of the numerous factors (e.g., sociodemographic, community, societal, personal) influencing the health promoting behaviors of racial and ethnic minority males across the life cycle, and 2) encourage applications focusing on the development and testing of culturally and linguistically appropriate health-promoting interventions designed to reduce health disparities among racially and ethnically diverse males age 18 and older.

The Communities Building Healthier Environments for a Stronger Nation Initiative ('Communities Initiative') intends to demonstrate the effectiveness of community-based networks in improving health outcomes among racial and ethnic minority and/or other disadvantaged populations. This program seeks to improve health outcomes through the establishment of integrated networks that collaboratively employ evidence-based disease management and preventive health activities; build the capacity of communities to address social determinants and barriers to healthcare access; and increase access to and utilization of preventive health care, medical treatment, and supportive services. The Communities Initiative specifically targets the unmet healthcare and supportive service needs of racial and ethnic minority populations at highest risk for poorer health outcomes. Health services provided under the Communities Initiative will not be denied to any person based on race, color, or national origin. Populations at highest risk include, but are not limited to, individuals who are newly diagnosed and lack a medical home; individuals who experience difficulty in adhering to a prescribed medical treatment plan; individuals with a chronic disease that is not well managed; and individuals that are unstably housed. Specific health areas to be addressed by the Communities Initiative include asthma, cardiovascular disease, diabetes, HIV/AIDS, Hepatitis B or C, obesity/overweight, and mental disorders. Community health programs are required to address social determinants of health, and improve coordination of health, social, and supportive services to significantly improve health outcomes among minority and/or disadvantaged communities. The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2013 National Resource Center for Mental Health Promotion and Youth Violence Prevention (YVP-RC) cooperative agreement. The purpose of this jointly funded program is to serve as a national resource and training center to increase the effectiveness of youth violence prevention, prevention of mental, emotional and behavioral disorders, and promotion of the healthy development of children and youth. The YVP-RC will also provide technical assistance for SAMHSA's Safe Schools/Healthy Students (SS/HS) and Linking Actions for Unmet Needs in Children's Health (Project LAUNCH) grant programs. Funding for this announcement is from the Youth Violence Prevention program in the amount of $4.599 million (74 percent) and $1.572 million (26 percent) from Project LAUNCH. It is SAMHSA's intent that the YVP-RC provide states/tribes, organizations, and communities with the resources they need to eliminate or reduce the impact of risk factors and promote positive and protective factors for children, youth, young adults, and their families. This program will advance the dissemination and use of prevention research to inform development and implementation of policies and programs across state and tribal agencies. Planning and implementation of statewide prevention programming and policies will be accomplished through the use of a public health approach. The YVP-RC also seeks to address health disparities among racial and ethnic minorities by ensuring that YVP-RC recipients are encouraged to develop and implement strategies to decrease differences in prevalence, access, service use, and outcomes among racial and ethnic minority children, youth, young adults, and families served.

The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2015 PPHF-2015 Cooperative Agreements for State-Sponsored Youth Suicide Prevention and Early Intervention (Short Title: State/Tribal Youth Suicide Prevention Cooperative Agreements) (PPHF-2015). The purpose of this program is to support states and tribes (including Alaska Villages and urban Indian organizations) in developing and implementing statewide or tribal youth suicide prevention and early intervention strategies. The programs include collaboration among youth-serving institutions and agencies and should include schools, educational institutions, juvenile justice systems, foster care systems, substance abuse and mental health programs, and other child and youth supporting organizations; these efforts should include both a strong community component and a strong health system component. The ultimate goal of this program is to reduce suicide deaths and non-fatal suicide attempts. SAMHSA has demonstrated that behavioral health is essential to health, prevention works, treatment is effective, and people recover from mental and substance use disorders. Behavioral health services improve health status and reduce health care and other costs to society. Continued improvement in the delivery and financing of prevention, treatment and recovery support services provides a cost effective opportunity to advance and protect the nation's health. The National Workforce Diversity Pipeline Program (NWDP) seeks to address health disparities among racial and ethnic minorities by supporting networks of institutions focused on, and with demonstrated commitment and capacity to establish pipeline programs to increase minority and disadvantaged students' (Appendix A) awareness of and pursuit in the areas of health care and behavioral health and increase the availability of STEM education programs.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Cooperative Agreements for State Adolescent and Transitional Aged Youth Treatment Enhancement and Dissemination Planning [State Youth Treatment - Planning (SYT-P)]. The purpose of SYT-P is to provide funding to states/territories/tribes (hereafter known as "states") to develop a comprehensive strategic plan in order to improve treatment for adolescents (ages 12-18) and/or transitional aged youth (ages 16-25) with substance use disorders (SUD) and/or co-occurring substance use and mental disorders (hereafter known as "the population of focus"). The plan will help to assure that youth have access to evidence-based assessments and treatment models and recovery services by strengthening the existing infrastructure system. SYT-P is designed to bring together stakeholders across the systems serving adolescents and transitional aged youth to plan for a coordinated state-wide network to develop policies, expand workforce capacity, disseminate evidence-based practices (EBPs), and implement financial mechanisms and other reforms. The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2015 National Consumer and Consumer Supporter Technical Assistance Centers (Short Title: Consumer and Consumer Supporter TA Centers) grants. The purpose of this program is to provide technical assistance to promote consumer-directed approaches for adults with serious mental illnesses. Such programs maximize consumer self-determination and recovery, promote access to treatment, and assist people with serious mental illness by decreasing their dependence on expensive social services and avoiding psychiatric hospitalization. The entities responsible for providing technical assistance for this program may be either consumer or consumer supporter organizations. (See Appendix III of the RFA for Definition of Consumer and Consumer Supporter Organizations.) The primary recipients of the Consumer and Consumer Supporter TA Centers' technical assistance activities will be consumers, consumer organizations, or consumer supporter organizations. The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for a fiscal year (FY) 2015 Suicide Prevention Resource Center grant. The purpose of this program is to build national capacity for preventing suicide by providing technical assistance, training, and resources to assist states, tribes, organizations, SAMHSA Garrett Lee Smith and other SAMHSA grantees, and individuals to develop suicide prevention strategies (including programs, interventions, and policies) that advance the National Strategy for Suicide Prevention (NSSP), with the overall goal of reducing suicides and suicidal behaviors in the nation. This work includes support of the National Action Alliance for Suicide Prevention (Action Alliance), and working to advance high-impact objectives of the NSSP. The Suicide Prevention Resource Center (SPRC) is the nation's only technical assistance center whose mission is to advance the NSSP, a roadmap for action that if fully implemented would significantly reduce the number of suicide attempts and deaths within this country. Full implementation of the NSSP requires multiple approaches at multiple levels among multiple entities. Effective approaches require a comprehensive, sustained, data-drive strategy; an active, effective community component as well as an active, effective, clinical systems approach; and community systems that include a wide range of public and private partners. SPRC's work must target approaches, systems, and entities with the highest potential to prevent suicidal crises and save the most lives. All of SPRC's efforts are driven by the ultimate goal of reducing suicide attempts and deaths in this country. The Office on Women's Health (OWH) provides national leadership and coordination to improve the health of women and girls through policy, education, and model programs. OWH works with numerous government agencies, non-profit organizations, consumer groups, and associations of health care professionals to advance this mission. OWH has a history of working to stop violence against women and girls in the United States and around the world through education, programs and policy. In past years, OWH has focused on how violence affects women with disabilities, men as partners in prevention of violence, and the role of colleges and universities in preventing sexual assault and violence against women. From 2010 â€" 2013, OWH implemented the Health and Wellness Initiative for Women Attending 3 Minority Institutions, which supported eight Minority-serving institutions (two Hispanic-Serving Institutions, four Historically Black Colleges and Universities, and two Tribal Colleges and Universities) in conducting women’s health promotion activities, expanding health services and resources for women, and offering on-going HIV education and screening sessions. Additionally, each grantee created institutional policies and partnerships that addressed the prevention of violence against women.
