    The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2015 PPHF-2015 Cooperative Agreements for State-Sponsored Youth Suicide Prevention and Early Intervention (Short Title: State/Tribal Youth Suicide Prevention Cooperative Agreements) (PPHF-2015). The purpose of this program is to support states and tribes (including Alaska Villages and urban Indian organizations) in developing and implementing statewide or tribal youth suicide prevention and early intervention strategies. The programs include collaboration among youth-serving institutions and agencies and should include schools, educational institutions, juvenile justice systems, foster care systems, substance abuse and mental health programs, and other child and youth supporting organizations; these efforts should include both a strong community component and a strong health system component. The ultimate goal of this program is to reduce suicide deaths and non-fatal suicide attempts. SAMHSA has demonstrated that behavioral health is essential to health, prevention works, treatment is effective, and people recover from mental and substance use disorders. Behavioral health services improve health status and reduce health care and other costs to society. Continued improvement in the delivery and financing of prevention, treatment and recovery support services provides a cost effective opportunity to advance and protect the nation's health. To continue to improve the delivery and financing of prevention, treatment and recovery support services, SAMHSA has identified six Strategic Initiatives to focus the Agency's work on improving lives and capitalizing on emerging opportunities. This project seeks to further refine a methodology for obtaining drug early warning indicators from expanded testing of urine samples that were previously collected and tested as part of an existing drug test protocol.     The purpose of this Funding Opportunity Announcement (FOA) is to encourage applications for Phased Innovation (R21/R33) projects to determine whether reductions in illicit drug use are associated with positive changes in health-related and other functional outcomes in individuals with substance use disorders (SUDs).  Functional outcomes include, for example, reductions in morbidity, mortality, criminal justice involvement, overall healthcare expenditures.  This FOA provides support for up to two years (R21 phase) for research planning activities and feasibility studies, followed by possible transition to expanded research support (R33 phase).  The transition to the R33 phase will be determined by NIH program evaluation of successful achievement of the milestones set for the R21 phase. The ultimate goal of this FOA is to provide evidence that will enable regulatory authorities to accept reductions in illicit drug use as a valid outcome measure in clinical trials of pharmacotherapies for the treatment of SUDs.

The HEALing Communities Study will test the immediate impact of implementing an integrated set of evidence-based interventions across healthcare, behavioral health, justice, and other community-based settings to prevent and treat opioid misuse and Opioid Use Disorders (OUD) within highly affected communities. Highly affected communities of interest could include counties or cities within states that are burdened with higher than average rates of overdose mortality and opioid-related morbidity, and other complications. Combined, all the communities participating in a single research site application must demonstrate having experienced at least 150 opioid related overdose fatalities in the past year, based on the most recent complete year of data available (15% of these deaths must be in rural communities). States within the top third for age-adjusted drug overdose death rates in 2016, (per the Centers for Disease Control) are of special interest. The integrated set of evidence-based prevention and treatment interventions should be designed to achieve the following goals: reduce overdose fatalities, and events; decrease the incidence of OUD; and increase the number of individuals receiving medication-assisted treatment, retained in treatment beyond 6 months, and receiving recovery support services compared to baseline.

    THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Basic Center Program (BCP). THE BCP works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth up to age 18 years of age and their families. BCPs provide youth with emergency shelter, food, clothing, counseling and referrals for health care. Basic centers can provide temporary shelter for up to 21 days for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements. Additional services may include: street-based services; home-based services for families with youth at risk of separation from the family; drug abuse education and prevention services. THE PRIMARY purpose of the BCP is to provide counseling services to youth who have left home without permission of their parents or guardians have been forced to leave home, or other homeless youth who might end up in contact with law enforcement or in the child welfare, mental health, or juvenile justice systems. THE AWARD process for FY2018 BCP allows for annual awards over a three-year project period as funds are available.

The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent overdose from prescription and illicit opioids by developing and piloting, or rigorously evaluating novel primary or secondary prevention interventions. The intent of this Notice of Funding Opportunity (NOFO) is to: (1) build the scientific base for the primary or secondary prevention of opioid overdose, and (2) encourage collaboration of scientists from a spectrum of disciplines including public health, epidemiology, law enforcement, social work, economics, and criminal justice to perform research that can identify ways to prevent opioid overdose more effectively. Interventions can be strategies, programs, or policies. Ultimately, this research is intended to improve state and local health departments’ ability to implement and improve interventions focused on preventing opioid-related deaths. Researchers are expected to develop and pilot, or rigorously evaluate novel primary or secondary prevention interventions that address prescription or illicit opioid overdose. Primary prevention approaches are expected to aim to prevent opioid misuse, abuse, and overdose before it occurs. Secondary prevention approaches are expected to focus on the more immediate responses to opioid overdose, such as emergency department services and linkage to treatment immediately following a nonfatal overdose.

    The Campus Program encourages a comprehensive coordinated community approach that enhances victim safety, provides services for victims and supports efforts to hold offenders accountable. The funding supports activities that develop and strengthen trauma informed victim services and strategies to prevent, investigate, respond and prosecute sexual assault, domestic violence, dating violence and stalking. The development of campus-wide coordinated responses involving campus victim service providers, law enforcement/campus safety officers, health providers, housing officials, administrators, student leaders, faith-based leaders, representatives from student organizations, and disciplinary board members is critical. To be effective, campus responses must also link to local off-campus criminal justice agencies and service providers, including local law enforcement agencies, prosecutors' offices, courts, and nonprofit, nongovernmental victim advocacy and victim services organizations. Campuses are encouraged to create or revitalize large-scale efforts that treat sexual assault, domestic violence, dating violence, and stalking as serious offenses by adopting effective policies and protocols, developing victim services and programs that prioritize victim safety, ensuring offender accountability, and implementing effective prevention approaches. Colleges and universities should demonstrate to every student that these crimes will not be tolerated, that perpetrators will face serious consequences, and that holistic services are available for victims.
