Perinatal Hepatitis B Prevention Program - Auxiliary Prevention Projects - 0 views

    i. Purpose: The purpose of these activities is to support the goals of the HHS Action Plan for the Prevention, Care, and Treatment of Viral Hepatitis, 2014-2016 (available at http://aids.gov/pdf/viral-hepatitis-action-plan.pdf) by ensuring Hepatitis B-infected pregnant women are identified so that their infants can receive timely post-exposure prophylaxis, improvements in post-vaccination serologic testing to improve efficiencies, and data collection to assess infant outcomes ii. Outcomes: Increased identification of Hepatitis B-infected pregnant women; increased rates of post-vaccination serologic testing among infants born to Hepatitis B-infected pregnant women; and assessment of factors associated with infant outcomes iii. Strategies and Activities: Collaborations: To maximize opportunities for Hepatitis B prevention through vaccination, referral for care, and treatment of persons found to have chronic Hepatitis B infection, this FOA encourages Perinatal Hepatitis B Prevention Program collaborations and service integration as a program imperative of the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention. Such collaborations can increase efficiency, reduce redundancy, eliminate missed opportunities, and improve outcomes through the use of shared data and services. a. With CDC-funded programs: Applicants should create and build upon internal health department collaborations to improve identification of Hepatitis B-infected pregnant women; screen their household and sexual contacts for Hepatitis B and complete vaccination of susceptible persons; refer persons with chronic Hepatitis B infection for care and treatment; and report infants, household, and sexual contacts with chronic Hepatitis B infection to the National Notifiable Diseases Surveillance System. b.     This notice announces the opportunity to apply for funding under the Ryan White HIV/AIDS (RWHAP) Program Part A Planning Council and Planning Body Technical Assistance (TA) Cooperative Agreement. The goal of this cooperative agreement is to provide comprehensive technical assistance to RWHAP Part A Planning Councils and Planning Bodies (Planning Councils/Bodies) to enable them to enhance their abilities to successfully meet legislative responsibilities. In an effort to meet goals and legislative responsibilities, the Health Resources and Services Administration (HRSA) will engage an organization with national reach to provide Planning Council- and transitional grant area (TGA) Planning Body-related technical assistance to recipients, jurisdictional leadership, and Planning Councils/Bodies support staff. Comprehensive site visits conducted by the HIV/AIDS Bureau (HAB) Division of Metropolitan HIV/AIDS Programs (DMHAP) for each of the 52 RWHAP Part A jurisdictions have identified a critical need for an ongoing, comprehensive technical assistance mechanism for Part A Planning Councils/Bodies. This technical assistance and support will enable them to enhance their abilities to successfully meet legislative requirements, strengthen their role in providing essential engagement of people with HIV, and increase the involvement of prevention and care and treatment providers in the RWHAP Part A planning process. The recipient of this cooperative agreement will offer a full range of technical assistance delivered through both in-person and virtual methods, including but not limited to creating and updating resource guidance tools.

    This notice announces the opportunity to apply for funding under the fiscal year (FY) 2019 RWHAP Integrated HIV/AIDS Planning and Resource Allocation Cooperative Agreement. The purpose of this cooperative agreement is to provide tools, training and technical assistance to RWHAP Parts A and B recipients and their planning bodies. RWHAP Parts A and B recipients and planning bodies submit Integrated Plans/ Statewide Coordinated Statements of Need (SCSN) to HRSA and the Centers for Disease Control and Prevention (CDC) in response to legislative and programmatic requirements. Recipients and planning bodies must use Integrated Plans/SCSN to better inform and coordinate HIV prevention and care program planning, priority setting, resource allocation, and continuous quality improvement efforts to meet the HIV service delivery needs within their jurisdictions. The primary goals of this cooperative agreement are to ensure that RWHAP Part A and B recipients and planning bodies: 1) develop an Integrated Plan/SCSN for their jurisdiction that reflects the community's vision and values regarding how best to develop a comprehensive and coordinated system of HIV prevention and care that can address unmet need among people living with HIV (PLWH); and 2) use the Integrated Plan/SCSN as a guide to end the HIV epidemic within their jurisdiction.

    This announcement solicits applications for the Rural Health Network Development Planning Grant Program (¿Network Planning¿).   The purpose of the Network Planning program is to assist in the development of an integrated healthcare network, if the network participants do not have a history of formal collaborative efforts.  Health care networks can be an effective strategy to help smaller rural health care providers and health care service organizations align resources and strategies, achieve economies of scale and efficiency, and address challenges more effectively as a group than as single providers.  The Network Planning program promotes the planning and development of healthcare networks in order to: (i) achieve efficiencies; (ii) expand access to, coordinate, and improve the quality of essential health care services; and (iii) strengthen the rural health care system as a whole.  The health care system is undergoing a significant amount of change and this can be particularly challenging for small rural providers.  The goals of the Network Planning program represent ways to help rural providers better serve their communities given changes taking place in health care, as providers move from focusing on the volume of services to focusing on the value of services.  This program brings together key parts of a rural health care delivery system, particularly those entities that may not have collaborated in the past under a formal relationship, to work together to establish and improve local capacity and coordination of care.  Furthermore, this program supports one year of planning with the primary goal of helping networks create a foundation for their infrastructure and focusing member efforts to address important regional or local community health needs.

    This Funding Opportunity Announcement (FOA), issued by the Office of Population Affairs (OPA), invites applications from public or private nonprofit entities to conduct research that will lead to feasible and effective strategies to increase access to quality Title X family planning services among hard to reach populations or provide family planning services in resource limited areas, as well as among individuals who misuse opioids and/or other substances, including those with substance use disorders (SUDs). Applicants should address only ONE priority area per application, but an entity may submit multiple applications.     The purpose of this Funding Opportunity Announcement (FOA) is to stimulate research evaluating the effect of care planning on self-management of late effects of cancer therapy; adherence to medications, cancer screening, and health behavior guidelines; utilization of follow-up care; survivors' health and psychosocial outcomes. How organizational-level factors influence the implementation of care planning and its associated costs is also of interest. Specifically, the FOA aims to stimulate research that will: 1) develop and test metrics for evaluating the impact of survivorship care planning; 2) evaluate the impact of survivorship care planning on cancer survivors' morbidity, self-management and adherence to care recommendations, utilization of follow-up care; 3) evaluate effects of planning on systems outcomes, such as associated costs and impact on providers and organizations implementing the care planning; and 4) identify models and processes of care that promote effective survivorship care planning.     This notice solicits applications for the Rural Communities Opioid Response Program- Planning (RCORP-Planning).  The purpose of RCORP-Planning is to support treatment for and prevention of substance use disorder, including opioid use disorder (OUD), in rural counties at the highest risk for substance use disorder. The overall goal of RCORP-Planning is to reduce the morbidity and mortality associated with opioid overdoses in high-risk rural communities by multi-sector consortiums (as defined in the  "Eligibility Information" section) planning to strengthen their organizational and infrastructural capacity to address one or more of the following focus areas at the community, county, state, and/or regional levels: Prevention:  reducing the occurrence of opioid use disorder among new and at-risk users, as well as fatal opioid-related overdoses, through activities such as community and provider education, and harm reduction measures including the strategic placement and use of overdose reversing devices, such as naloxone, and syringe services programs; (See page 20 for additional information) Treatment:  implementing or expanding access to evidence-based practices for opioid addiction/OUD treatment, such as medication-assisted treatment (MAT) including developing strategies to eliminate or reduce treatment costs to uninsured and underinsured patients; and Recovery:  expanding peer recovery and treatment options that help people start and stay in recovery.     CDC’s Healthy Community Design Initiative is part of the National Center for Environmental Health's Division of Emergency and Environmental Health Services. The Initiative works to improve public health by: • Linking public health surveillance with community design decisions; • Improving community design decisions through tools such as Health Impact Assessment; • Educating decision makers on the health impact of community design; • Building partnerships with community design decision makers and their influencers.     To that end, CATCH is accepting applications for its CATCH Planning and Implementation Grants program and CATCH Resident Grants program. 1) Planning and Implementation Grants: Grants of up to $10,000 will be awarded to individual pediatricians and fellowship trainees for the planning of innovative community-based child health initiatives that ensure all children in the community have access to healthcare services not otherwise available. Priority will be given to projects that serve communities with the greatest health disparities. Outreach must be to the community at large, not to practice or clinic patients only, and all initiatives should incorporate screening for or connecting children to medical homes and available insurance programs. All pediatricians are eligible to apply regardless of employment setting or retirement status. 2) Resident Grants: Grants of up to $2,000 will be awarded to pediatric residents for the planning and/or implementation of community-based child health initiatives. Projects must include planning activities or demonstrate completed planning activities, and may include implementation activities.

The purpose of SYT-P is to provide funding to states/territories/tribes (hereafter known as "states") to develop a comprehensive strategic plan in order to improve treatment for adolescents (ages 12-18) and/or transitional aged youth (ages 16-25) with substance use disorders (SUD) and/or co-occurring substance use and mental disorders (hereafter known as "the population of focus"). The plan will help to assure that youth have access to evidence-based assessments and treatment models and recovery services by strengthening the existing infrastructure system. SYT-P is designed to bring together stakeholders across the systems serving adolescents and transitional aged youth to plan for a coordinated state-wide network to develop policies, expand workforce capacity, disseminate evidence-based practices (EBPs), and implement financial mechanisms and other reforms. The aim is to improve the integration and efficiency of the treatment and recovery support system serving the population of focus. SYT-P seeks to address behavioral health disparities among racial and ethnic minorities by encouraging the implementation of strategies to decrease the differences in access, service use and outcomes among the racial and ethnic minority populations served.

    Office of Research on Women's Health (ORWH) is updating the trans-NIH Strategic Plan for Women's Health Research. NIH is publishing this Notice to solicit input from the basic, clinical and translational scientists as well as advocacy and patient communities on topics under consideration for the next strategic plan.     This funding opportunity announcement (FOA) invites applications for 3-year planning projects for trials in either of two age ranges (25 to 50 or ? 50 years of age) to determine the effects of sustained (e.g. 5-year) caloric restriction (CR) and other interventions that modify the amount, timing, or composition of nutrient intake on risk factors for aging-related conditions and mechanisms that may influence health span and longevity. Proposed projects must plan for trials with a minimum of three arms: a control group, a CR group, and at least one other nutritional intervention that modifies level, timing, or composition of nutrient intake. Narrower age ranges within the younger and older age groups may be proposed. The projects will support organizational, planning, and protocol development activities, addressing elements such as selection and design of interventions, recruitment, eligibility criteria, selection of pre-specified study outcomes, outcome ascertainment, behavioral interventions to achieve and maintain adherence, adherence measurement, and outcome analysis. The projects will also support pilot studies and data analyses needed for these planning activities.

    The purpose of this Notice of Funding Opportunity (NOFO) is to reduce risky alcohol use among women of childbearing age through system-level implementation of alcohol screening and brief intervention (SBI) in health systems providing women’s health services. Risky alcohol use can result in a variety of negative health and social consequences, such as motor vehicle crashes, intimate partner violence, and fetal alcohol spectrum disorders. It is costly, results in over 88,000 deaths annually, and can affect serious medical conditions, such as hypertension, liver disease and certain types of cancer. Health professionals are uniquely positioned to intervene with patients with acute and chronic health conditions caused or exacerbated by risky alcohol use. Alcohol SBI implementation efforts within health systems will focus on development and implementation of: a training and technical assistance plan; alcohol SBI protocols in primary care clinics; system-level approaches that facilitate uptake (e.g., electronic health record integration and performance metrics); an evaluation plan assessing feasibility and impact of system-level implementation; a dissemination plan on promising models and lessons learned; and a sustainability plan. Expected performance outcomes include documenting provider/clinic readiness to conduct alcohol SBI, documenting implementation barriers and proposed solutions, tracking clinic-level data on alcohol SBI, and assessing the use of system-level strategies.

    The primary purpose of this cooperative agreement is the establishment of a rural residency planning and development TA center to support HRSA's anticipated Rural Residency Planning and Development (RRPD) program, planned to start in FY 2019. The RRPD-TA awardee will identify and work with potential RRPD applicants to share resources and conduct preparatory work in anticipation of supporting the RRPD awardees. Contingent on the availability of resources, the secondary purpose of this cooperative agreement is to provide TA to other entities that a) would have been eligible for the RRPD program but did not apply, and b) were not selected for a RRPD program award.     National AIDS Control Organization (NACO) has implemented a series of activities to track trends in the HIV epidemic and measure the impact of the national program. A strategic objective of PEPFAR India in COP 2017 is to ensure availability of high-quality data for planning and decision-making, and to harmonize NACO’s efforts for a coordinated HIV response. This NOFO will support monitoring the epidemic trends and continuous quality improvement (CQI) to improve data quality and its efficient use through targeted technical assistance (TA) and limited introduction of new techniques and approaches. The recipient will strengthen the individual and organizational capacities, data quality and reporting systems to inform program and health systems’ planning, and provide evidence for implementation of health policies and best practices. The recipient will collaborate with NACO to develop/strengthen and implement the national HIV strategic information (SI) plan. The recipient will provide TA to health departments and selected public service delivery sites (Targeted Interventions, which are combination prevention sites for key population, Integrated Counseling and Testing Centers and antiretroviral treatment (ART) centers) to strengthen capacities for data management and use for decision-making. Interventions will be implemented in PEPFAR-prioritized districts in two high prevalence states in India.
