 In this Funding Opportunity Announcement (FOA), applications are solicited for: i.) systems biology studies on regulatory and metabolic networks of microbes, microbial consortia, and microbe-plant interactions involved in biogeochemical cycling of carbon, ii.) development and application of -omics approaches to investigate microbial community functional processes involved in carbon cycling in terrestrial ecosystems.

SRP Center grants will support problem-based, solution-oriented research Centers that consist of multiple, integrated projects representing both the biomedical and environmental science and engineering disciplines; as well as cores tasked with administrative, community engagement, research translation, training, and research support functions.

The Naval Facilities Engineering and Expeditionary Warfare Center, through the Living Marine Resources (LMR) program, is soliciting pre-proposals for efforts related to any one of the two (2) need topics listed below. If invited, offerors will be asked to submit a full proposal. BEHAVIORAL RESPONSE RESEARCH TO STUDY THE EFFECTS OF SOUND ON MARINE MAMMALS ANDMARINE SPECIES HEARING RESEARCH RELATED TO THE ACOUSTIC EFFECTS CRITERIA. 

The NOAA Marine Debris Program, authorized in the Marine Debris Act (33 U.S.C. 1951-1958), provides funding to support eligible organizations to educate the public about the issue of marine debris through dedicated activities to prevent the introduction of marine debris. Funding for this purpose comes through the NOAA Marine Debris Program as appropriations to the Office of Response and Restoration, National Ocean Service.

The U.S. Environmental Protection Agency (EPA) is soliciting proposals from eligible applicants to plan, prepare, and provide technical support for delivery of national training workshops to build the capacity of permitting authorities to implement the National Pollutant Discharge Elimination System (NPDES) program. 

The U.S. Environmental Protection Agency (EPA) is soliciting applications from eligible applicants as described in Section III.A to provide training and technical assistance for small public water systems to help such systems achieve and maintain compliance with the Safe Drinking Water Act (SDWA), and to provide training and technical assistance for small publicly owned wastewater systems, communities served by onsite/decentralized wastewater systems, and private well owners to improve water quality under the Clean Water Act (CWA). 

The solar and heliospheric research communities are dedicated to promoting enhanced understanding of, and predictive capabilities for, solar disturbances that propagate to the Earth. Broad-based, grass-roots associations such as SHINE have developed to focus community effort on these scientific questions.

The objective of this Funding Opportunity Announcement is to establish and administer a University Coalition for Basic and Applied Fossil Energy Research and Development. This includes establishing and initial, technically sound base membership and providing a mechanism for flexible addition of new members in the future. The Coalition will be operated by a fully accredited U.S. college or university, or group of universities, with the majority of the Research and Development funds to be utilized by university and academic members to perform basic and applied fossil energy related research projects. Projects conducted through the Coalition should be technically aligned with and complimentary to the Department of Energy Office of Fossil Energy goals and objectives.

A recent study by Oak Ridge National Lab has shown that there is up to 60 GW of new hydropower development potential available in the United States. Most of the available sites come with challenges with regard to environmental and social sustainability and cost effective development. To address these challenges, DOE?s Water Program initiated a new technology program, HydroNEXT to focus on hydropower technology innovation that will foster development of potential new hydropower capacity in the U.S. The HydroNEXT effort continues in 2015, through this FOA, aimed at the development of suitable technologies to overcome environmental, social, and LCOE challenges. DOE will solicit innovative ideas to harness hydropower that can be rapidly built, removed, and replaced when necessary. Applicants will be encouraged to provide new concepts for alternative hydropower systems that will lower costs of civil infrastructure development, can be deployed in a maximum of 2 years with relatively low environmental impacts, and can be removed or replaced after their intended life is completed. These concepts and systems will be able to operate at a cost that is competitive with traditional sources of generation. The three topic areas covered by this FOA are outlined below: Topic Area 1: Design and laboratory testing of new rapidly deployable hydropower technologies that can be easily removed or replaced at the end of their useful life, including, but not limited to, water impounding structures, water conveying systems, and innovative pre-fabricated structures. Topic Area 2: Research on innovative methods and/or materials for construction of conventional hydropower facilities including, but not limited to, concrete alternatives, in-water construction, and innovative advanced tunneling methods. The Department of Energy's (DOE) Office of Nuclear Energy (NE) conducts crosscutting nuclear energy research and development (R&D) and associated infrastructure support activities to develop innovative technologies that offer the promise of dramatically improved performance for advanced reactors and fuel cycle concepts while maximizing the impact of DOE resources.NE strives to promote integrated and collaborative research conducted by national laboratory, university, industry, and international partners under the direction of NE's programs. NE funds research activities through both competitive and direct mechanisms, as required to best meet the needs of NE. This approach ensures a balanced R&D portfolio and encourages new nuclear power deployment with creative solutions to the universe of nuclear energy challenges. This FOA addresses the competitive portion of NE's R&D portfolio as executed through the Nuclear Energy University Programs (NEUP), Nuclear Energy Enabling Technologies (NEET) Crosscutting Technology Development (CTD), and the Nuclear Science User Facilities (NSUF). This notice announces the availability of funds and solicits applications from eligible entities to compete for financial assistance through the Targeted Air Shed Grant Program. This program will assist local, state and/or tribal air control agencies in developing plans, conducting demonstrations, and implementing projects in order to reduce air pollution in nonattainment areas that EPA determines are the top five most polluted areas relative to ozone (O3) or annual average fine particulate matter (PM2.5) National Ambient Air Quality Standards (NAAQS). The overall goal of the Targeted Air Shed Grant program is to reduce air pollution in the Nation's areas with the highest levels of ozone and PM2.5 ambient air concentrations.

The P3 competition highlights the use of scientific principles in creating innovative projects focused on sustainability. The P3 Award program was developed to foster progress toward sustainability by achieving the mutual goals of improved quality of life, economic prosperity and protection of the planet -- people, prosperity, and the planet - the three pillars of sustainability.

EPA's Office of Pollution Prevention and Toxics, Chemistry, Economic and Sustainable Strategies Division oversees the Pollution Prevention (P2) Grant Program to support State and Tribal P2 Programs administer P2 projects that will help businesses identify better environmental strategies and solutions for reducing or eliminating waste at the source. EPA anticipates it will award approximately $3.97 million in P2 grant funding in Fiscal Year 2015. Grants will be awarded and managed by EPA's ten Regional P2 Program Offices. P2 grants are dependent on Congressional appropriation and the quality of proposals received.
