The DOE Office of Energy Efficiency and Renewable Energy (EERE) is an organization focused on achieving aggressive and well-defined mid-to-long term clean energy goals for the United States of America. In that context, EERE has established multi-year plans and roadmaps. EERE focuses the majority of its resources on a limited number of "highest probability of success" pathways/approaches to ensure that the program initiatives are supported at a critical mass (both in terms of dollars and time) for maximum impact. This roadmap-based approach is one of EERE's greatest strengths, but it can create challenges in recognizing and exploring unanticipated, game changing pathways/approaches which may ultimately be superior to the pathways/approaches on our existing roadmaps. To enhance the responsiveness of the roadmap approach, EERE is continuing to issue "Incubator" Funding Opportunity Announcements (FOAs) within its existing Offices and programs to support innovative technologies and solutions that could help meet existing goals but are not represented in a significant way in the Offices' existing Multi-Year Program Plans (MYPPs) or current portfolios. The Incubator programs will allow EERE to assess new technologies for their potential to be ?on ramped? to future MYPPs. Successful incubator projects will reduce the risk associated with potentially breakthrough approaches and technologies so that they could be viable candidates for inclusion in future program roadmaps. DOEs Vehicle Technologies Office (VTO) develops and deploys efficient and environmentally friendly highway transportation technologies that will enable America to use less petroleum. These technologies will provide Americans with greater freedom of mobility and energy security, while lowering costs and reducing impacts on the environment. The Office of Science of the Department of Energy hereby announces its continuing interest in receiving grant applications for support of work in the following program areas: Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics, and Nuclear Physics. On September 3, 1992, DOE published in the Federal Register the Office of Energy Research Financial Assistance Program (now called the Office of Science Financial Assistance Program), 10 CFR 605, as a Final Rule, which contained a solicitation for this program. The goal of the Office of Science Graduate Student Research (SCGSR) program is to prepare graduate students for science, technology, engineering, or mathematics (STEM) careers critically important to the DOE Office of Science mission, by providing graduate thesis research opportunities at DOE laboratories.  The SCGSR program provides supplemental awards to outstanding U.S. graduate students to pursue part of their graduate thesis research at a DOE laboratory in areas that address scientific challenges central to the Office of Science mission. The research opportunity is expected to advance the graduate students' overall doctoral thesis while providing access to the expertise, resources, and capabilities available at the DOE laboratories.

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Solar Energy Technology Office, a Funding Opportunity Announcement (FOA) entitled "Advanced Systems Integration for Solar Technologies". This FOA supports the mission of the Solar Energy Technologies Office (SETO) which is to support early-stage research and development to improve the performance and flexibility of solar technologies that contribute to a reliable and resilient U.S. electric grid. The office invests in innovative research efforts that securely integrate more solar energy into the grid, enhance the use, storage and dispatch of solar energy, and lower solar electricity costs. Healthy and productive fisheries are an essential component of the U.S. economy. There is increasing concern about the impacts of climate variability and change on fish stocks, fisheries, and marine ecosystems in the U.S. Climate variability and change influences many parameters (e.g. extreme events, winds, ocean temperatures, stratification, currents, coastal precipitation, inundation, etc.) that directly and indirectly affect marine ecosystem conditions including the abundance, distribution, and productivity of fish stocks that support economically important fisheries. Sustainable fisheries management in a changing climate requires an improved understanding of how climate, fishing, and other stressors interact to affect fish stocks (including their habitats and prey), fisheries and fishing-dependent communities. To address these issues of growing concern, in 2014 the Office of Atmospheric Research (OAR) Climate Program Office and the National Marine Fisheries Service (NMFS) Office of Science and Technology launched a new partnership to advance understanding of climate-related impacts on fish or other species that support economically important fisheries and fishing communities. The goal is to inform sustainable fisheries management and promote resilience of the nation's fish stocks and fisheries in a changing climate. For FY17, this OAR/NMFS partnership, through the Coastal and Ocean Climate Applications (COCA) Program, will continue to take a regional approach to improving the resilience and adaptation of fisheries in a changing climate by soliciting proposals under two competitions. NNA research is inherently convergent, seeking new knowledge at the intersection of the natural, built, and social environments. The Office of Energy Efficiency and Renewable Energy (EERE), within the U.S. Department of Energy (DOE), invests in high-risk, high-value research, development and deployment in energy efficiency and renewable energy technologies. EERE, through the Building Technologies Office (BTO) is issuing a Funding Opportunity Announcement (FOA) DE-FOA-0001117, entitled ?Building America Industry Partnerships for High Performance Housing Innovations?. The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy?s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. The FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions by adopting a technology?neutral approach toward applied research, develoment, and demonstration to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. The Office of Energy Efficiency and Renewable Energy (EERE), within the U.S. Department of Energy (DOE), invests in cutting-edge research, development, and demonstration activities focused on sustainable transportation, renewable power, and energy efficiency. Through EERE's Advanced Manufacturing Office (AMO) public-private R&D consortia, manufacturers, small businesses, universities, national laboratories, and state and local governments are brought together to pursue coordinated early-stage R&D in high-priority areas essential to energy in manufacturing. Federal funding is the catalyst to bring stakeholders into shared spaces and to address process and technological challenges that present a significant degree of scientific or technical uncertainty. Through this Funding Opportunity Announcement (FOA), EERE in partnership with the Office of Cybersecurity, Energy Security and Emergency Response (CESER), seeks to establish a Clean Energy Manufacturing Innovation Institute dedicated to advancing cybersecurity in energy efficient manufacturing (referred hereafter as the Institute). The Institute will pursue targeted research and development (R&D) that will focus on understanding the evolving cybersecurity threats to greater energy efficiency in manufacturing industries, developing new cybersecurity technologies and methods, and sharing information and knowledge to the broader community of U.S. manufacturers. The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS), in partnership with the NOAA Office of National Marine Sanctuaries, Office of Ocean Exploration and Research, and the National Marine Fisheries Service's Southeast Regional Office, is soliciting proposals under the Regional Ecosystem Prediction Program for a project up to 5 years in duration to conduct research to improve the understanding of population connectivity of key coral ecosystem species in the western Gulf of Mexico between the Flower Garden Banks National Marine Sanctuary and the reefs and banks to the east of the current Sanctuary boundaries in the northern Gulf of Mexico, but can also include coral ecosystems upstream and downstream as relevant. This information will be used to support decisions concerning current and future marine protected area (MPA) management and MPA networks for shallow and mesophotic coral ecosystems in the Gulf of Mexico and provide insight into regional connectivity. Funding is contingent upon the availability of Fiscal Year 2018 Federal appropriations. If funds become available for this program, one project is expected to be supported for up to 5 years, with an approximate annual budget up to $750,000.

The Department of Energy, Office of Energy Efficiency and Renewable Energy (EERE) intends to issue a Funding Opportunity Announcement (FOA) entitled "BOTTLE: Bio-Optimized Technologies to Keep Thermoplastics out of Landfills and the Environment." This FOA, jointly funded by the Bioenergy Technologies Office (BETO) and Advanced Manufacturing Office (AMO), supports the Department's Plastics Innovation Challenge, a comprehensive DOE program to accelerate innovations in energy-efficient plastics recycling technologies, which was announced on November 21, 2019. Current recycling strategies often do not allow for cost-effective recycling of commonly used plastics. Typical recycling techniques can result in diminished material properties, which limit opportunities to produce products from recycled material with equal or greater value. However, there is an opportunity to advance new technologies that use recycled materials to reduce manufacturing energy consumption for some of the most prevalent plastics by up to 50 percent, including those used in grocery bags and beverage bottles. BETO and AMO have identified significant potential to improve the carbon efficiency and energy efficiency of plastics recycling technologies

NOAA's Weather Program Office (WPO; formerly OWAQ, the Office of Weather and Air Quality) is soliciting proposals for weather, air quality, and earth-system modeling and observations research reflecting multiple science objectives spanning time scales from hours to seasons, and from weather and water observations and earth system modeling to social, and behavioral, and economic science. There will be three grant competitions from this notification valued at approximately $7,750,000 as follows: 1) Joint Technology Transfer Initiative (JTTI), 2) Observations, and 3) Social, Behavioral, and Economic Sciences (SBES).
