NOAA's Office of National Marine Sanctuaries (Olympic Coast National Marine Sanctuary office) is seeking proposals under the Pacific Northwest B-WET Program (http://olympiccoast.noaa.gov/ocean_literacy/bwet.html). The Pacific Northwest B-WET Program is a competitive, environmental education, grants program that promotes locally relevant, experiential learning in the K-12 environment. Funded projects provide Meaningful Watershed Educational Experiences (MWEEs) for students, related professional development for teachers, and help to support regional education and environmental priorities in the Pacific Northwest. Climate variability and change present society with significant economic, health, safety, and security challenges. As part of the National Oceanic and Atmospheric Administration (NOAA) climate portfolio within the Office of Oceanic and Atmospheric Research (OAR), the Climate Program Office (CPO) addresses these climate challenges by managing competitive research programs through which high-priority climate science, assessments, decision support research, outreach, education, and capacity-building activities are funded to advance our understanding of the Earth's climate system, and to foster the application and use of this knowledge to improve the resilience of our Nation and its partners. Through this announcement, CPO is seeking applications for 6 individual competitions in FY21. The Division of Ocean Sciences (OCE) offers postdoctoral research fellowships to provide opportunities for scientists early in their careers to work within and across traditional disciplinary lines, develop partnerships, and avail themselves of unique resources, sites and facilities. The fellowship program is intended to recognize beginning investigators of significant potential, and provide them with experience that will establish them in positions of leadership in the scientific community. During tenure, fellows will affiliate with an appropriate research institution(s) and conduct research on topics supported by OCE. The OCE fellowship program has two tracks: 1) Track 1 (Broadening Participation) and 2) Track 2 (International). Fellowships are awards to individuals, not organizations, and are administered by the fellows.

This is part of the overall plan to support the development of environmentally and economically sustainable ocean, coastal, or Great Lakes aquaculture. Topical priorities for this FY 2016 competition are, briefly: a) Research to inform pending, regulatory decisions regarding aquaculture on the local, state, or federal level leading to an information product--such as a tool, technology, template, or model--needed to make final decisions on a specific question; b) Research that supports the introduction, and/or increase in production of new and emerging species of aquaculture interest; c) Research that supports continued seafood safety and product quality; and d) Social and/or economic research targeted to understand aquaculture issues in a larger context. Applicants must describe how their proposed work will rapidly and significantly advance U.S. aquaculture development in the short term (1-2 years after project completion).This Federal Funding Opportunity includes information on application and criteria for aquaculture research proposals requesting a maximum of $300,000 in total federal funding for up to a two-year period. Matching funds are required. Awards are anticipated to start no later than September 1, 2016. The National Marine Fisheries Service (NMFS), Southeast Region, is seeking proposals under the Marine Fisheries Initiative Program (MARFIN), for research and development projects that optimize the use of fisheries in the Gulf of Mexico, Puerto Rico, the U.S. Virgin Islands, and off the South Atlantic states of North Carolina, South Carolina, Georgia, and Florida, involving the U.S. fishing industry (recreational and commercial), including fishery biology, resources assessment, socio-economic assessment, management and conservation, selected harvesting methods, and fish handling and processing. This program addresses NOAA's mission goal "Healthy Oceans."

Grants will fund projects related to the Waitt Foundation mission of supporting sustainable fishing and marine protected areas (MPAs). This includes sub-themes of: Scientific Research - Includes natural science or social science projects. For example, collecting baseline data before coastal development or MPA establishment, or studying fishery effects of a natural (e.g. tsunami) or man-made (e.g. oil spill) disaster. Policy - Includes opportunistic projects around unique public policy windows, such as preparation of policy analysis and support of experts' efforts to inform decision makers on upcoming government actions. For example, a cost-benefit analysis of proposed fishing regulations, or travel expenses for a delegation of scientists to educate elected officials. Management - Includes enforcement and infrastructure support. For example, stop-gap funding to increase enforcement capacity in light of a sudden uptick in illegal dynamite fishing, or training personnel to enforce new regulations about to go into effect. Communications - Includes raising public awareness and engaging stakeholders, including advertizing by a 501(c)3 group around a public policy moment. For example, a PR blitz (e.g. billboards or radio adds) to educate the public in advance of government action on an ocean conservation measure, or training local people to become citizen scientists or enforcement tipsters.

The Bureau of Ocean Energy Management (BOEM) through the Marine Minerals Program (MMP) is offering a cooperative agreement opportunity to conduct research to serve the public interest in offshore sand resources, coastal restoration, and coastal resiliency. The overall goal of this study is to collaborate on the development of a feasibility study investigating the viability of recovering economically valuable hard minerals from offshore sand deposits during beach nourishment dredging operations. Although the study will focus on known sand deposits in federal water offshore of the Delmarva Peninsula, methodologies and conclusions should be generally applicable to all nearshore Outer Continental Shelf (OCS) hard minerals. This Program Announcement describes a cooperative agreement that may be awarded to the Virginia Department of Mines, Minerals, and Energy (DMME). This is not an open solicitation for proposals. The OCSLA (43 USC 1345)authorizes the use of cooperative agreements with affected States to meet the requirements of OCSLA, including sharing of information, joint utilization of available expertise, formation of joint monitoring arrangements to carry out applicable Federal and State laws, regulations, and stipulations relevant to outer continental shelf operations both onshore and offshore. All awards are premised on receipt of an acceptable proposal.

Depending on appropriations, NOAA National Sea Grant College Program (NOAA Sea Grant) expects to have available a total of $7,000,000 to $11,500,000 across fiscal years 2018, 2019 and 2020 as part of the Sea Grant National Aquaculture Initiative (NAI). As part of the NAI, this competition is designed to foster the expansion of a sustainable U.S. ocean, coastal and Great Lakes aquaculture sector by addressing one or more of the following priorities: (a) supporting the development of emerging systems or technologies that will advance aquaculture in the U.S., including projects that will help stimulate aquaculture production by nascent industries; (b) developing and implementing actionable methods of communicating accurate, science based messages and information about the benefits and risks of U.S. marine aquaculture to the public; and (c) increasing the resiliency of aquaculture systems to natural hazards and changing conditions

The Department of Energy (DOE) and Bureau of Ocean Energy Management (BOEM) invite input from the public regarding a research campaign to inform our understanding of offshore wind energy development that could be conducted in the next two to five years during the construction and operation of the first generation of deployed facilities. We aim to quantify the impact-producing factors (i.e. the characteristics of a project that may cause an impact, such as the sound produced during construction) associated with a project and to evaluate the efficacy of monitoring technologies and techniques deployed at offshore wind farms selected at a future date. NSF hereby solicits proposals to manage and operate one or more components of the National Geophysical Observatory for Geoscience (NGEO). NGEO would comprise a distributed, multi-user, national facility for the development, deployment, management, and operational support of modern geodetic, seismic, and related geophysical instrumentation and services to serve national goals in basic research and education in the Earth sciences. In addition, NGEO would support mission goals of the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and U.S. Geological Survey (USGS) for global real-time earthquake, volcano, and tsunami observations, early warning and hazard mitigation efforts, nuclear test ban verification, precise positioning and timing, and other Earth observation needs. NGEO would also support commercial and international groups that depend on NGEO capabilities for an increasingly wide range of applications.

The California Sea Grant College Program emphasizes innovative research on ocean and coastal resources and processes with a well-developed rationale and a strong potential for broad application. University-based research that has broad national or international application is appropriate. Work with a strong theoretical basis that encompasses clear, testable hypotheses is desirable; low priority is given to survey or inventory studies. Research that addresses important regional issues, problems and opportunities is also appropriate. An educational or outreach component of research projects is valued.

Hazards SEES seeks research projects that will productively cross the boundaries of the atmospheric and geospace, earth, and ocean sciences; computer and information science (including cyberinfrastructure); engineering; mathematics and statistics; and social, economic, and behavioral sciences. Successful proposals will integrate across multiple disciplines to promote research that advances new paradigms that contribute to creating a society resilient to hazards.
