The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS) is soliciting proposals for the Coastal Hypoxia Research Program (CHRP). Funding is contingent upon the availability of Fiscal Year 2018 Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2018 start date. Applicants should submit proposals not to exceed $275,000 per year for projects generally 2-4 years in duration, with a total multi-year budget not to exceed $1,100,000. If funds become available for this program, up to approximately $900,000 may be available in Fiscal Year 2018 for the first year of about 3-5 projects with expected start dates of September 1, 2018. Funding for this program is contingent upon availability of funds, which may not have been appropriated at the time of this announcement.

Funding is contingent upon the availability of Fiscal Year 2020 Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2020 start date.

The Bureau of Ocean Energy Management (BOEM) Alaska Office is offering a cooperative agreement opportunity to the North Slope Borough, Department of Wildlife Management to assemble scientific information and facilitate the use of Indigenous Knowledge to develop a publication to support BOEM¿s analysis of potential biological impacts from OCS activities to bowhead whales, as well as sociocultural effects related to the subsistence harvest of the whales by Alaska Native hunters. The mission of BOEM is to manage the exploration and development of the nation¿s offshore resources in a way that appropriately balances economic development, energy independence and environmental protection through oil and gas leases, renewable energy, and minerals development. The Bowhead Whale Book will provide a consolidated source of information to support more accurate science-based decisions inside and outside the Bureau.

In 2016, the National Science Foundation (NSF) unveiled a set of "Big Ideas," 10 bold, long-term research and process ideas that identify areas for future investment at the frontiers of science and engineering. The Big Ideas represent unique opportunities to position our Nation at the cutting edge of global science and engineering leadership by bringing together diverse disciplinary perspectives to support convergence research. As such, when responding to this solicitation, even though proposals must be submitted to the Directorate for Geosciences, once received, the proposals will be managed by a cross-Directorate team of NSF Program Directors. Arctic temperatures are warming faster than nearly everywhere else on Earth, with some models predicting that continued warming could produce an ice-free Arctic Ocean by mid-century. The rapid and wide-scale changes occurring in response to this warming portend new opportunities and unprecedented risks to natural systems; social and cultural systems; economic, political and legal systems; and built environments of the Arctic and across the globe. Gaps in scientific observations and the prevalence of interdependent social, natural, and built systems in the Arctic make it challenging to predict the region's future. Understanding and adapting to a changing Arctic will require creative new directions for Arctic-related research, education, workforce development, and leveraging of science, engineering, and technology advances from outside the Arctic. Navigating the New Arctic (NNA), one of NSF's 10 Big Ideas, embodies the Foundation's forward-looking response to these profound challenges and opportunities.

The National Marine Fisheries Service (NMFS), Southeast Region, is seeking proposals under the Marine Fisheries Initiative Program (MARFIN), for research and development projects that optimize the use of fisheries in the Gulf of Mexico, Puerto Rico, the U.S. Virgin Islands, and off the South Atlantic states of North Carolina, South Carolina, Georgia, and Florida, involving the U.S. fishing industry (recreational and commercial), including fishery biology, resources assessment, socio-economic assessment, management and conservation, selected harvesting methods, and fish handling and processing. This program addresses NOAA's mission goal "Healthy Oceans."

Our goal is to bend the Keeling Curve. To that end, our team is looking for projects with a proven track record of taking greenhouse gases out of the atmosphere. We've developed five categories, each one addressing a specific sector of climate innovation. We award $25,000 to two projects in each category annually. Capture & Utilization -- Projects in this category are advancing technological and nature-based strategies for capturing and/or utilizing heat-trapping gases from the air or oceans. Energy -- Projects in this category decarbonize energy, support zero-carbon energy innovations, and lead the way in improving the supply, distribution, and access of low or zero-emissions energy systems worldwide. Finance -- Projects in this category are making financial mechanisms and economics work for greenhouse gas reduction and/or reversal ventures. Social & Cultural Pathways -- Projects in this category are changing the way people consider, understand, and act concerning human impacts on planet Earth. They are trying to answer the question: what does it take, socially and culturally, to develop beyond fossil fuels? Transport & Mobility -- Projects that apply in this category are reimagining and reinventing all types of vehicles, fuels, and mobility options for both people and products. These projects will confront the carbon footprint of the vehicles themselves and the routes traveled.

The purpose of this document is to advise the public that NOAA/NOS/NCCOS/CSCOR is soliciting proposals for the Ecology and Oceanography of Harmful Algal Blooms Program, the Monitoring and Event Response for Harmful Algal Blooms Program and the Prevention, Control and Mitigation of Harmful Algal Blooms Program. Funding is contingent upon the availability of Fiscal Year 2015 Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2015 start date. Total funding for this research: It is anticipated that up to $2,000,000 may be available in FY 15 for the first year of all HAB projects combined. Awards are expected to last 2 to 5 years.

ROSES is an omnibus NRA, with many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on teaming arrangements.

However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. In most cases, organizations of every type, Government and private, for profit and not-for-profit, domestic and foreign (with some caveats), may submit proposals without restriction on teaming arrangements. The goals of this RFP is to support an investigation(s) of the extent and cause of the persistent coral disease described as "white blotch" currently impacting nearly half of the reef building coral species (21 of 43 species; 2 threatened endangered species, Endangered Species Act) in Southeast Florida and the Florida Keys.
