Healthy and productive fisheries are an essential component of the U.S. economy. There is increasing concern about the impacts of climate variability and change on fish stocks, fisheries, and marine ecosystems in the U.S. Climate variability and change influences many parameters (e.g. extreme events, winds, ocean temperatures, stratification, currents, coastal precipitation, inundation, etc.) that directly and indirectly affect marine ecosystem conditions including the abundance, distribution, and productivity of fish stocks that support economically important fisheries. Sustainable fisheries management in a changing climate requires an improved understanding of how climate, fishing, and other stressors interact to affect fish stocks (including their habitats and prey), fisheries and fishing-dependent communities. To address these issues of growing concern, in 2014 the Office of Atmospheric Research (OAR) Climate Program Office and the National Marine Fisheries Service (NMFS) Office of Science and Technology launched a new partnership to advance understanding of climate-related impacts on fish or other species that support economically important fisheries and fishing communities. The goal is to inform sustainable fisheries management and promote resilience of the nation's fish stocks and fisheries in a changing climate. For FY17, this OAR/NMFS partnership, through the Coastal and Ocean Climate Applications (COCA) Program, will continue to take a regional approach to improving the resilience and adaptation of fisheries in a changing climate by soliciting proposals under two competitions. The first competition solicits proposals for projects in the California Current Large Marine Ecosystem (CCLME) and the second competition solicits proposals for projects in the Northeast US Continental Shelf Large Marine Ecosystem (NESLME).

NRCS is the Department of Agriculture's (USDA) conservation agency working with farmers, ranchers, and private forest landowners nationwide to identify and address natural resource objectives in balance with operational goals in order to benefit soil, water, wildlife, and related natural resources locally, regionally, and nationally. NRCS works in partnership with other entities to accelerate getting conservation on the ground. Through the Regional Conservation Partnership Program (RCPP), NRCS seeks to co-invest with partners in innovative, workable, and cost-effective approaches to benefit farming, ranching, and forest operations, local economies, and the communities and resources in a watershed or other geographic area. RCPP partners develop project applications, as described in this notice, to address specific natural resource objectives in a proposed area or region.

NSF and the Directorate for Geosciences (GEO) have long supported basic research in scientific and engineering disciplines necessary to understand natural hazards and extreme events, including through the Interdisciplinary Research in Hazards and Disasters (Hazards SEES) program and multiple core programs in the GEO Directorate. PREEVENTS is designed as a logical successor to Hazards SEES and is one element of the NSF-wide Risk and Resilience activity, which has the overarching goal of improving predictability and risk assessment, and increasing resilience, in order to reduce the impact of extreme events on our life, society, and economy. PREEVENTS will provide an additional mechanism to support research and related activities that will improve our understanding of the fundamental processes underlying natural hazards and extreme events in the geosciences.

OER is seeking pre-proposals and, ultimately, full proposals to support its mission, consistent with NOAA's Next Generation Strategic Plan (http://www.ppi.noaa.gov/wp-acontent/uploads/noaa), to search, investigate, and document poorly-known and unknown ocean areas through interdisciplinary exploration, and to advance and disseminate knowledge of the ocean environment and its physical, chemical, archaeological, and biological resources. The office priorities for this opportunity support NOAA's mission goals of: Healthy Oceans, Climate Adaptation and Mitigation, and Resilient Coastal Communities and Economies, as well as many of the elements of the President's National Ocean Policy. Competitive ocean exploration proposals will be bold, innovative and interdisciplinary in their approach. NOAA OER anticipates a total of approximately $3,000,000 including costs for ship and submersible assets will be available through this announcement. Only exploration proposals will be considered for funding, any other type of proposed project will not be reviewed.

This FOA supports a broad technology portfolio aimed at developing and deploying cutting edge advanced highway transportation technologies that reduce petroleum consumption and greenhouse gas emissions, while meeting or exceeding vehicle performance and cost expectations. Research, development, and deployment activities focus on reducing the cost and improving the performance of a mix of near and long term vehicle technologies. Specifically, these activities contribute to achieving the goals and objectives of the EV Everywhere Grand Challenge, with a focus on accelerating the development of advanced batteries, power electronics, and lightweight materials technologies. NOAA's Office of Ocean Exploration & Research (OER) is soliciting proposals for ocean exploration in waters under U.S. jurisdiction, including the U.S. Exclusive Economic Zone (EEZ), and areas mapped by, or of interest to, the U.S. Extended Continental Shelf (ECS) Project. Presently, important marine habitats and living and non-living resources are neither fully explored nor characterized. OER's intent is to address these knowledge gaps and support growth in the Nation's Blue Economy by soliciting ocean exploration proposals that focus on:

Launched in 2005 as a partnership between Walmart Stores and the National Fish and Wildlife Foundation, Acres for America, NFWF's premier land conservation program, was established to provide urgently needed funding for projects that conserve important large-scale habitats for fish, wildlife, and plants through land acquisitions and perpetual conservation easements. The program gives preferential consideration to proposals that demonstrate potential to achieve more than one of the program's priorities, which include conserving critical habitats for birds, fish, plants, and wildlife; connecting existing protected lands to unify wild places and protect critical migration routes; providing access to the outdoors for people; and ensuring the future of local economies that depend on forestry, ranching, and wildlife.

One of the BLM's highest priorities is to promote ecosystem health and one of the greatest obstacles to achieving this goal is the rapid expansion of weeds across public lands. These invasive plants can dominate and often cause permanent damage to natural plant communities. If not eradicated or controlled, noxious weeds will continue to jeopardize the health of the public lands and to constrain the myriad activities that occur on public lands. BLM Invasive and Noxious Plant Management Programs work to prevent, detect, inventory, control and monitor weed populations on public lands. 1. Invasive species cost the public millions of dollars in control and management each year and many invasive plants and noxious weeds are highly competitive and have the ability to permanently degrade our public lands. 2. Noxious weeds and invasive species expansion are recognized as the single greatest threat to our native plant communities and the values they provide us. 3. These native plant communities are essential for supporting wildlife habitat, watershed function, recreation opportunities, rural economies and working landscapes. 4. Invasive plants and noxious weeds affect plant and animal communities on farms and ranches, and in parks, waters, forests, natural areas, and backyards in negative ways. 5. Human activity such as trade, travel, and tourism have all increased substantially, escalating the speed and volume of species movement to unprecedented levels.

This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. Under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act), Subtitle F of P.L. 112-141, the Gulf Coast Restoration Trust Fund was established in the Treasury of the United States. Eighty percent of the civil penalties paid after July 6, 2012, under the Federal Water Pollution Control Act in connection with the Deepwater Horizon oil spill will be deposited into the Trust Fund and invested. The RESTORE Act created five components through which funds will be disbursed. Treasury is publishing multiple funding opportunity notices as part of the RESTORE Act. This announcement applies only to the Centers of Excellence Research Grants Program. Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities, including institutions of higher education. Funds may be used by those Centers of Excellence to conduct research only on the Gulf Coast region in one or more of the following disciplines: 1. Coastal and deltaic sustainability, restoration and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region; 2. Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region; 3. Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico; 4. Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region; and 5. Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.

NIFA's Agriculture in the Classroom Program (AITC) serves nearly 5 million students and 60,000 teachers annually through workshops, conferences, field trips, farm tours, and other educational activities. AITC programs include working with state AITC activities engaged in a variety of issues relating to agricultural literacy. Other programs emphasized by the NIFA AITC office include:*Science literacy*Agricultural careers*Nutrition*Pre-service and professional develop opportunities for teachers.The disciplines of agriculture and education have been related for much of our nation's history. When most Americans lived on farms or in small towns, students often did farm chores before and after school. Old schoolbooks have numerous agricultural references. As the farming population began to decline, agricultural emphasis decreased in educational materials as well.A core group of educators and agriculturalists pushed for more youth education about agriculture. They recognized the interlocking role of farming and food and fiber production with environmental quality, which included wildlife habitat, clean water, and the preservation of forests. This group went on to promote the national effort of AITC. Today AITC continues to help students gain a greater awareness of the role of agriculture in the economy and society so they will become citizens who support wise agricultural policies.

Field corn production makes incredible contributions to human nutrition as a primary source of feed for cattle, hogs, and poultry; to cleaner air and reduced greenhouse gases as the source of ethanol fuel; and to the economy.

The NSF Engineering and Geosciences Directorates (ENG and GEO) and the National Natural Science Foundation of China (NSFC) Department of Engineering and Material Sciences (DEMS) and Department of Geosciences are partnering to encourage joint research by U.S. - China teams collaborating on fundamental research that addresses critical environmental sustainability challenges. Among nations, the U.S. and China have the two largest economies on Earth and also have important engineering, technology, business and trade relationships with each other. Both nations face significant environmental sustainability challenges, for example in the food-energy-water (FEW) nexus, urban sustainability, global change, and manufacturing. Fundamental research is needed to provide the foundational knowledge for addressing these challenges.

This Research Fund is opening a call for projects in the following areas: * Protecting vulnerable populations from epidemics and catastrophes, including COVID-19: be it migrants, informal settlements, workers in the informal economy, isolated people, people with disabilities, the elderly * Improving data collection and quality in health: how can data and technology help us get out of the crisis, understand it and mitigate it? How can it inform future containment and epidemic control? * Understanding the effects of confinement and social distancing: what are the effects of confinement and social distancing on society and households? What are the mental health consequences? The social and domestic repercussions? * Early warning and preparedness: how do we re-enforce our health infrastructure and ecosystem (including medical devices and drug supply) to be better prepared and how do we protect our health workers and caregivers? * Preserving the environment and our health: connections between climate change, biodiversity loss and the origin of viral disease including socioeconomic dynamics leading to infectious disease outbreaks and sanitary crisis; Learnings from COVID-19 for mitigating future related crises in climate and biodiversity

This FOA will support high-impact R&D for plastics by developing new plastics that are capable of efficient recyclability and improving recycling strategies that can break existing plastics into chemical building blocks that can be used to make higher-value products. DOE's Bioenergy Technologies Office (BETO) develops technologies that convert domestic biomass and waste resources into fuels, products, and power to enable affordable energy, economic growth, and innovation in renewable energy and chemicals production. DOE's Advanced Manufacturing Office (AMO) develops technologies that drive energy productivity improvements in the U.S. manufacturing sector, efficiently utilize abundant and available domestic energy resources, and support the manufacture of clean energy products with benefits extending across the economy. This Funding Opportunity Announcement (FOA) will support high-impact technology research and development (R&D) to enable the development of technologies that overcome the challenges associated with plastic waste. Topic Areas include: 1) Highly Recyclable or Biodegradable Plastics: develop new plastics that have improved performance attributes over a comparable existing plastic that can be cost-effectively recycled or biodegrade completely in the environment or in compost facilities. 2) Novel Methods for Deconstructing and Upcycling Existing Plastics: generate energy efficient recycling technologies (mechanical, chemical, or biological) that are capable of breaking plastic streams into intermediates which can be upgraded into higher value products. 3) BOTTLE Consortium Collaborations to Tackle Challenges in Plastic Waste: create collaborations with the Bio-Optimized Technologies to Keep Thermoplastics out of Landfills and the Environment (BOTTLE) Laboratory Consortium to further the long-term goals of the Consortium and the Plastics Innovation Challenge.
