    Healthy and productive fisheries are an essential component of the U.S. economy. There is increasing concern about the impacts of climate variability and change on fish stocks, fisheries, and marine ecosystems in the U.S. Climate variability and change influences many parameters (e.g. extreme events, winds, ocean temperatures, stratification, currents, coastal precipitation, inundation, etc.) that directly and indirectly affect marine ecosystem conditions including the abundance, distribution, and productivity of fish stocks that support economically important fisheries. Sustainable fisheries management in a changing climate requires an improved understanding of how climate, fishing, and other stressors interact to affect fish stocks (including their habitats and prey), fisheries and fishing-dependent communities. To address these issues of growing concern, in 2014 the Office of Atmospheric Research (OAR) Climate Program Office and the National Marine Fisheries Service (NMFS) Office of Science and Technology launched a new partnership to advance understanding of climate-related impacts on fish or other species that support economically important fisheries and fishing communities. The goal is to inform sustainable fisheries management and promote resilience of the nation's fish stocks and fisheries in a changing climate. For FY17, this OAR/NMFS partnership, through the Coastal and Ocean Climate Applications (COCA) Program, will continue to take a regional approach to improving the resilience and adaptation of fisheries in a changing climate by soliciting proposals under two competitions. The first competition solicits proposals for projects in the California Current Large Marine Ecosystem (CCLME) and the second competition solicits proposals for projects in the Northeast US Continental Shelf Large Marine Ecosystem (NESLME).

PREEVENTS will provide an additional mechanism to support research and related activities that will improve our understanding of the fundamental processes underlying natural hazards and extreme events in the geosciences.

    One of the BLM's highest priorities is to promote ecosystem health and one of the greatest obstacles to achieving this goal is the rapid expansion of weeds across public lands. These invasive plants can dominate and often cause permanent damage to natural plant communities. If not eradicated or controlled, noxious weeds will continue to jeopardize the health of the public lands and to constrain the myriad activities that occur on public lands. BLM Invasive and Noxious Plant Management Programs work to prevent, detect, inventory, control and monitor weed populations on public lands. 1. Invasive species cost the public millions of dollars in control and management each year and many invasive plants and noxious weeds are highly competitive and have the ability to permanently degrade our public lands. 2. Noxious weeds and invasive species expansion are recognized as the single greatest threat to our native plant communities and the values they provide us. 3. These native plant communities are essential for supporting wildlife habitat, watershed function, recreation opportunities, rural economies and working landscapes. 4. Invasive plants and noxious weeds affect plant and animal communities on farms and ranches, and in parks, waters, forests, natural areas, and backyards in negative ways. 5. Human activity such as trade, travel, and tourism have all increased substantially, escalating the speed and volume of species movement to unprecedented levels.

    Under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act), Subtitle F of P.L. 112-141, the Gulf Coast Restoration Trust Fund was established in the Treasury of the United States. Eighty percent of the civil penalties paid after July 6, 2012, under the Federal Water Pollution Control Act in connection with the Deepwater Horizon oil spill will be deposited into the Trust Fund and invested. The RESTORE Act created five components through which funds will be disbursed. Treasury is publishing multiple funding opportunity notices as part of the RESTORE Act. This announcement applies only to the Centers of Excellence Research Grants Program. Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities, including institutions of higher education.     NIFA's Agriculture in the Classroom Program (AITC) serves nearly 5 million students and 60,000 teachers annually through workshops, conferences, field trips, farm tours, and other educational activities. AITC programs include working with state AITC activities engaged in a variety of issues relating to agricultural literacy. Other programs emphasized by the NIFA AITC office include:*Science literacy*Agricultural careers*Nutrition*Pre-service and professional develop opportunities for teachers.The disciplines of agriculture and education have been related for much of our nation's history. When most Americans lived on farms or in small towns, students often did farm chores before and after school. Old schoolbooks have numerous agricultural references. As the farming population began to decline, agricultural emphasis decreased in educational materials as well.A core group of educators and agriculturalists pushed for more youth education about agriculture. They recognized the interlocking role of farming and food and fiber production with environmental quality, which included wildlife habitat, clean water, and the preservation of forests. This group went on to promote the national effort of AITC. Today AITC continues to help students gain a greater awareness of the role of agriculture in the economy and society so they will become citizens who support wise agricultural policies.

DOE's Bioenergy Technologies Office (BETO) develops technologies that convert domestic biomass and waste resources into fuels, products, and power to enable affordable energy, economic growth, and innovation in renewable energy and chemicals production. DOE's Advanced Manufacturing Office (AMO) develops technologies that drive energy productivity improvements in the U.S. manufacturing sector, efficiently utilize abundant and available domestic energy resources, and support the manufacture of clean energy products with benefits extending across the economy. This Funding Opportunity Announcement (FOA) will support high-impact technology research and development (R&D) to enable the development of technologies that overcome the challenges associated with plastic waste. Topic Areas include: 1) Highly Recyclable or Biodegradable Plastics: develop new plastics that have improved performance attributes over a comparable existing plastic that can be cost-effectively recycled or biodegrade completely in the environment or in compost facilities. 2) Novel Methods for Deconstructing and Upcycling Existing Plastics: generate energy efficient recycling technologies (mechanical, chemical, or biological) that are capable of breaking plastic streams into intermediates which can be upgraded into higher value products. 3) BOTTLE Consortium Collaborations to Tackle Challenges in Plastic Waste: create collaborations with the Bio-Optimized Technologies to Keep Thermoplastics out of Landfills and the Environment (BOTTLE) Laboratory Consortium to further the long-term goals of the Consortium and the Plastics Innovation Challenge.
