The objectives of this Agreement are to improve the resilience of once-forested areas under warming and drying climate by collecting seeds from trees located in BAND that appear to drought-resistant, propagating those seeds, and planting seedlings that are within the natural range of variability for the biophysical setting of BAND, but may be better suited to the warmer drier site; and to conduct research that will inform future restoration projects in post-burned areas. In accordance with Section 4.4.2.2 of MP2006, the genetic type used in these plantings would approximate the extirpated genetic type because all of the seeds will have been collected from within BAND and the seedlings will be planted within the natural range of variability for those species. Replanting would occur on sites severely burned during recent human-caused wildfires in BAND. These fires have burned with uncharacteristic severity, the extent of which is far outside the range of historical variability. Recovery along a natural successional pathway is impeded by the extent of the high-severity patches.

The purpose of this proposed Cooperative Agreement (Agreement) is to assist the Recipient in providing National Trails System Information, Corridor Protection, and Training to build capacity to better administer, manage, and sustain National Trails. The primary focus is to support National Scenic Trails and National Historic Trails.

The National Estuarine Research Reserve System (NERRS or System) consists of estuarine areas of the United States and its territories designated and managed for research and educational purposes. Each Reserve within the system is chosen to represent a different bio-geographic region and to include a variety of ecosystem types in accordance with the classification scheme of the national program as specified in 15 CFR Part 921. By funding Reserve lead agencies and universities to conduct land acquisition and construction projects that support the NERRS mission, NOAA will strengthen protection of key land and water areas, enhance long-term protection of Reserve areas for research and education, and provide for facility and exhibit construction that meet the highest sustainable design standards possible. NOAA anticipates approximately $1.7 million in Fiscal Year 2018 will be available to designated lead Reserve agencies or universities in coastal states for approximately 1-10 construction and acquisition projects, and expected to range from approximately $20,000 to $800,000 per project and with project periods typically covering 12-36 months, depending on the availability of funds.

The goal of research funded under the interdisciplinary P2C2 solicitation is to utilize key geological, chemical, atmospheric (gas in ice cores), and biological records of climate system variability to provide insights into the mechanisms and rate of change that characterized Earth's past climate variability, the sensitivity of Earth's climate system to changes in forcing, and the response of key components of the Earth system to these changes.

Given the time and resources spent on the Phase I and II studies and the upgraded and newly installed stations, as well as the importance of the UB Network for consumptive use estimates in the Upper Colorado River Basin, the parties want to ensure the stations will continue to be operated and maintained to an agreed level of standards, and that all collected data will be made available to any and all users in a consistent format. This scope of work addresses the operation and maintenance, data quality control and assurance, and serving of the resulting data for the 2 new climate stations within the state of New Mexico in the Colorado River basin. Tasks 1. The contractor will operate and maintain the 2 new stations according to the American Society of Civil Engineers (ASCE) standards appropriate for operation and maintenance of this network (ASCE-EWRI 2005). Teleconnections with the home laboratory will allow daily examination of the sensor outputs. When a significant problem is identified, a site visit will be arranged, to correct the issue within seven (7) days. a. The contractor will provide documentation describing their maintenance procedures and logs of past maintenance upon request. 2. The contractor will ensure each station's sensors are calibrated or checked against standards annually according to the American Society of Civil Engineers (ASCE) standards appropriate for calibration (ASCE-EWRI 2005) a. The contractor will provide documentation describing their calibration procedures and logs of past calibration upon request.

The States of Colorado, Utah, Wyoming and New Mexico (Upper Division States), through UCRC, have been working in parallel with Arizona, California and Nevada (Lower Division States) and public entities within the Colorado River Basin, and in conjunction with the Department of the Interior, Bureau of Reclamation (Reclamation), to develop and implement drought contingency options, as appropriate, to avoid or reduce the likelihood of reaching critical reservoir elevations at either Lake Powell or Lake Mead. On July 16, 2013, Don Ostler, Executive Director of UCRC, testified before a Senate Subcommittee, "The Colorado River Basin remains in a very severe 14 year drought, the continuation of which could drive Lake Powell to levels that threaten the ability to generate electrical power and Lake Mead to levels that require implementation of shortages within a few years."

The mission of the NOAA Climate and Societal Interactions (CSI) research portfolio is to inform improvements in planning and preparedness in diverse socio-economic regions and sectors throughout the U.S. and abroad via the integration of knowledge and information about extreme weather and climate. Our research advances the nation's understanding of climate-related risks and vulnerabilities across sectors and regions - within and beyond our borders - and the development of tools to foster more informed decision making. These efforts support NOAA's vision to create and sustain enhanced resilience in ecosystems, communities, and economies. The overall objectives of the CSI portfolio are the following: 1. Support innovative, applicable, and transferable approaches for decision making, especially for risk characterization in the context of a variable and changing climate; 2. Establishment of a network of regionally scoped, long-term efforts to inform climate risk management and decision making; and 3. Promotion of the transfer of climate knowledge, tools, products, and services within NOAA, across the federal government, nationally, and internationally.

The fishery research program consists of a portfolio of funded basic (discovery, descriptive, or hypothesis generation) and applied (descriptive or hypothesis-driven) research organized by theme areas given below. Research theme areas are: Human Dimensions of Great Lakes Fishery Management -- Human dimensions-related issues play a central role in Great Lakes fisheries in terms of values and beliefs, management challenges and desired outcomes, economics, and governance. Fishery objectives often focus on a limited number of ecological and social management goals; this theme aims to expand our understanding of the human dimension of fishery management and help in having that dimension reflected in fishery management practices. Physical Processes and Fish Recruitment in Large Lakes -- TBD. Energy Dynamics of Great Lakes Food Webs -- To understand energy dynamics in Great Lakes food webs and the role of food web members in structuring resilient communities and ecosystems. The Great Lakes Fishery Commission (Commission) grants funds to academic institutions, government agencies, and private corporations through research contracts. A Principal Investigator (PI) for each research project must be designated; the PI must be a permanent employee of the institution receiving the funds who can be held accountable for ensuring the work is completed as outlined in the contract.

Through this EPA program, college students can benefit people, promote prosperity and protect the planet by designing environmental solutions that move us towards a sustainable future. EPA considers projects that address challenges from a wide range of categories including water, energy, agriculture, built environment, and materials and chemicals. These can be challenges found in the developed or developing world. The P3 Award competition is a two-phase team contest. For the first phase, interdisciplinary student teams compete for $15,000 grants. Recipients use the money to research and develop their design projects during the academic year. The final projects include a Phase I project report and a Phase II proposal. In the spring, all teams submit their reports and proposals. Scores from the reports, proposals and the design presentations are combined into a final overall score for each P3 team. Based on these scores, a panel of expert judges recommend to EPA which teams should receive the EPA P3 Award and the opportunity for Phase II funding. Given to the best student designs, this is an award and opportunity for grant funding up to $75,000 to further the project design, implement it in the field, and move it to the marketplace.

NOAA's Office of National Marine Sanctuaries (Olympic Coast National Marine Sanctuary office) is seeking proposals under the Pacific Northwest B-WET Program (http://olympiccoast.noaa.gov/ocean_literacy/bwet.html). The Pacific Northwest B-WET Program is a competitive, environmental education, grants program that promotes locally relevant, experiential learning in the K-12 environment. Funded projects provide Meaningful Watershed Educational Experiences (MWEEs) for students, related professional development for teachers, and help to support regional education and environmental priorities in the Pacific Northwest. This notice announces the availability of funds and solicits proposals from eligible entities, including nonprofit organizations, to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Please note that eligible entities who received an EWDJT grant in Fiscal Year 2017 (FY17) are not eligible to apply for funding in FY18.

The U.S. Environmental Protection Agency (EPA) is soliciting applications from eligible applicants as described in Section III.A to provide training and technical assistance for small public water systems to help such systems achieve and maintain compliance with the Safe Drinking Water Act (SDWA), and to provide training and technical assistance for small publicly owned wastewater systems, communities served by onsite/decentralized wastewater systems, and private well owners to improve water quality under the Clean Water Act (CWA). Training and technical assistance activities provided to these systems, communities and private well owners should be made available nationally in rural and urban communities and to personnel of tribally- owned and operated systems.

Program Background Information The purpose of this grant program is to provide seed money for projects that lead directly to the identification, preservation, and interpretation of battlefield land or historic sites associated with battlefields. B. Program Objectives The ABPP encourages an interdisciplinary, holistic approach to battlefield preservation. Grant proposals for projects that fit into a larger vision for the site are favored. To maximize effectiveness of battlefield protection efforts, applicant organizations are encouraged to work with partner organizations and Federal, State and local government agencies as early as possible to integrate their efforts into a larger battle site protection strategy. C. Term of the Agreement Agreement terms for funded projects are estimated to range between one and two years, depending on the negotiated project scope. Agreements are not effective until fully executed with signature from the NPS Awarding Officer. In most cases an agreement will expire after five years from the effective date, unless terminated earlier in accordance with 2 CFR, Part 200, Sections 200.338 and 200.339.

This program seeks to enhance and expand the national resource of digital data documenting existing vouchered biological and paleontological collections and to advance scientific knowledge by improving access to digitized information (including images) residing in vouchered scientific collections across the United States. The information associated with various collections of organisms, such as geographic, paleogeographic and stratigraphic distribution, environmental habitat data, phenology, information about associated organisms, collector field notes, and tissues and molecular data extracted from the specimens, is a rich resource providing the baseline from which to further biodiversity research and provide critical information about existing gaps in our knowledge of life on earth.

The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS)/Competitive Research Program (CRP) is soliciting proposals for the Prevention, Control and Mitigation of Harmful Algal Blooms (PCMHAB) and HAB Socioeconomics Research Programs. Funding is contingent upon the availability of Fiscal Year 2020 Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2020 start date.

The proposed research must be organized around a suite of compelling questions that deepen understanding of ecological processes and require uninterrupted, long-term collection, analysis, and interpretation of environmental data. LTER research should be developed around a conceptual framework that motivates questions requiring experiments and observations over long time frames. The conceptual framework should explicitly justify the long-term question(s) posited by the research and it should identify how data in LTER core areas and any experimental work contribute to an understanding of the question(s) while testing major ecological theories or concepts. The framework should provide the justification for all studies outlined in the proposal; ideally, it should be informed by analyses of existing long term data. Proposed research should have the goals of achieving a mechanistic understanding of biological responses to past and present environmental change at multiple scales and of using this understanding to predict ecological responses at population, community, and ecosystem levels and social responses to environmental change. Consideration of evolutionary processes is encouraged.
