    Benefit-Cost Analysis is a widely employed approach for evaluating the economic consequences of environmental decisions. For environmental quality improvements, particularly those involving air pollution controls, major investments have been made in data collection and modeling methods. As a result, public and private stakeholders have well-developed tools available to inform their understanding of air pollution policies. America's water resources are also at risk of degradation from chemical and microbial pollutants and changing climatic conditions; however, the ability to estimate the benefits of water quality improvements has lagged behind analogous work for air quality. The U.S. GAO (2014) recently noted the challenges associated with valuing water quality. In addition, how differences in spatial scales impact water quality benefits is not well understood. It is recognized that actions that improve water quality in headwater streams, for example, can affect the quality of downstream waters, thereby supplying benefits far from the site of action. The U.S. EPA is interested in supporting research to improve non-use valuation methods that will enable public and private stakeholders to better evaluate water quality for the Nation's inland fresh water small streams, lakes and rivers, estuaries, coastal waters, and the Great Lakes.  For purposes of this RFA, small streams are defined as streams that are perennial and wadeable.

Middle Rio Grande Native Water Leasing and Habitat Restoration Pilot Program - 0 views

    This Cooperative Agreement is a 5-year project for development and implementation of a Native Water Leasing Pilot Program for the Middle Rio Grande (MRG) to be developed and implemented jointly by the National Fish and Wildlife Foundation (NFWF) and the Bureau of Reclamation (Reclamation) in coordination with the Middle Rio Grande Conservancy District (MRGCD). Water acquired under the Program will be used to support implementation of the December 2016 Final Biological Opinion for Bureau of Reclamation, Bureau of Indian Affairs, and Non-Federal Water Management and Maintenance Activities on the Middle Rio Grande, New Mexico (2016 BiOp). The primary focus of the Cooperative Agreement is to develop and implement the cooperative pilot Program with MRGCD and willing sellers over a 5-year implementation period to acquire water for environmental use in the MRG. Through pilot implementation, the Program will set the stage for expanded native water leasing and other voluntary measures at scale as win-win solutions for the river, local communities, agricultural producers, and MRGCD over the long term. Further, it provides a key component of a large-scale long-term opportunity to combine instream water leasing with the restoration of riparian and upper watershed habitats along with other initiatives to advance landscape-scale restoration in the MRG. Areas where collaboration with other agencies and partner organizations will broaden the scope of the effort, leverage additional funding, and increase the prospects for long-term success will be identified throughout the effort.

Home Depot Foundation Community Impact Program - 0 views

    The Home Depot Foundation is accepting applications from nonprofit organizations using volunteers to address the physical needs of their communities. Through its Community Impact Grants program, the foundation will award grants of up to $5,000 (in the form of Home Depot gift cards that can be used to purchase tools, materials, and services) for projects aimed at repairing, modifying, weatherizing, or otherwise improving low-income and/or transitional housing or community facilities. Priority will be given to programs that use volunteers to serve veterans with home-improvement needs. Only IRS-registered 501(c)(3) nonprofit organizations and tax-exempt public service agencies (e.g., police/fire departments) in the United States are eligible to apply. In addition, grants must support work completed by community volunteers in the U.S., and projects must be completed within six months following notification that the grant has been awarded.

Cooperative Ecosystem Studies Unit, Great Lakes Northern Forests CESU - 0 views

Geological Surveyâ¿¿s (USGS) Great Lakes Science Center is offering a funding opportunity to a CESU partner for research to explore the plant-microbe interactions in Phragmites australis, with a primary focus in the Great Lakes basin. In order to develop a microbe-based management approach for invasive plants, this research will study samples of Phragmites plants (or related species) grown or collected in collaboration with ongoing USGS studies to isolate, identify, and experiment with microbes (e.g., fungi, bacteria). The goals of this research are to improve our understanding of ways that fungal and bacterial endophytes affect Phragmites invisibility and provide targets for microbial control or enhancement. To better understand the underlying mechanisms of invasiveness in Phragmites and to identify potential control mechanisms, research in three general areas that build upon past and ongoing research: 1) comparing key characteristics of native vs. invasive Phragmites genotypes, 2) developing in vitro approaches for exploring Phragmites-microbial interactions, and 3) exploring the role of Phragmites litter as an endophyte inoculum source and contributor to soil microbial community structure and dynamics.

Tribal Clean Diesel Funding Assistance Program FY 2017 - 0 views

    EPA's Office of Transportation and Air Quality (OTAQ) is soliciting proposals nationwide for projects that achieve significant reductions in diesel emissions in terms of tons of pollution produced by diesel engines and diesel emissions exposure, particularly from fleets located in areas designated as having poor air quality. Further, priority for funding may be given to projects which result in outcomes that benefit affected communities, those that engage affected communities with respect to the design and performance of the project, and those which can demonstrate the ability to promote and continue efforts to reduce emissions after the project has ended.

Fiscal Year 2018 NMFS-Sea Grant Fellowships in Marine Resource Economics - 0 views

    The Fellowship Program expects to award two new Ph.D. Fellowships each year to students who are interested in careers related to the development and implementation of quantitative methods for assessing the economics of the conservation and management of living marine resources. Fellows will work on thesis problems of public interest and relevance to National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Marine Resource Economics meets NOAA's Healthy Oceans goal of "Marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems." The expected annual award per Fellow will be $46,000 (Federal plus matching funds), which is funded jointly by NOAA Fisheries and Sea Grant.

Fiscal Year 2018 Chesapeake Bay Fisheries Research Program - 0 views

    The NOAA Chesapeake Bay Office (NCBO) provides technical assistance in (1) identifying science-based management options for restoration and protection of living resources and their habitats; (2) monitoring and assessing the status of living resources and their habitats; and, (3) evaluating the effectiveness of management plan implementation.     The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies in conjunction with agricultural production.
