    Plasma Physics is a study of matter and physical systems whose intrinsic properties are governed by collective interactions of large ensembles of free charged particles. 99.9% of the visible Universe is thought to consist of plasmas. The underlying physics of the collective behavior in plasmas has applications to space physics and astrophysics, materials science, applied mathematics, fusion science, accelerator science, and many branches of engineering. The National Science Foundation (NSF), with participation of the Directorates for Engineering, Geosciences, and Mathematical and Physical Sciences, and the Department of Energy, Office of Science, Fusion Energy Sciences are continuing the joint Partnership in Basic Plasma Science and Engineering begun in FY1997 and renewed several times since. As stated in the original solicitation (NSF 97-39), which is superseded by the present solicitation, the goal of the Partnership is to enhance basic plasma science research and education in this broad, multidisciplinary field by coordinating efforts and combining resources of the two agencies. The current solicitation also encourages submission of proposals to perform basic plasma experiments at NSF and/or DOE supported user facilities, including facilities located at DOE national laboratories, designed to serve the needs of the broader plasma science and engineering community.

    The AAAS Early Career Award for Public Engagement with Science, established in 2010, recognizes early-career scientists and engineers who demonstrate excellence in their contribution to public engagement with science activities. A monetary prize of $5,000, a commemorative plaque, complimentary registration to the AAAS Annual Meeting, and reimbursement for reasonable hotel and travel expenses to attend the AAAS Annual Meeting to receive the prize are given to the recipient. Nominee must be an early-career scientist or engineer in academia, government or industry actively conducting research in any scientific discipline (including social sciences and medicine).  "Early career" is defined as an individual who has been in his/her current field for less than seven years and pre-tenure or job equivalent. Post-doctoral students are eligible for this award. Nominee will have demonstrated excellence in his/her contribution to public engagement with science activities, with a focus on interactive dialogue between the individual and a non-scientific, public audience(s). Types of public engagement activities might include: informal science education, public outreach, public policy, and/or science communication activities, such as mass media, public dialogue, radio, TV and film, science café, science exhibit, science fair, and social and online media.

    The Hazard Mitigation and Structural Engineering (HMSE) program supports fundamental research to mitigate impacts of natural and anthropogenic hazards on civil infrastructure and to advance the reliability, resiliency, and sustainability of buildings and other structures. Hazards considered within the program include earthquake, tsunami, hurricane, tornado and other loads, as well as explosive and impact loading. Resiliency of buildings and other structures include structural and non-structural systems that, in totality, permit continued occupation or operation in case of an impact by a hazard. Research is encouraged that integrates structural and architectural engineering advances with discoveries in other science and engineering fields, such as earth and atmospheric sciences, material science, mechanics of materials, sensor technology, high performance computational modeling and simulation, dynamic system and control, and economics. The program seeks to fund transformative and cost-effective innovations for hazard mitigation of both new and rehabilitated buildings and other structures. Research in structural and architectural engineering is encouraged that extends beyond mature or current construction materials into investigations of smart and sustainable materials and technologies, and considers the structures in their entirety.     Research!America is pleased to announce an exciting new program to introduce and engage early-career scientists in research advocacy and science policy. The 2013 Research!America Advocacy Academy is a unique opportunity for postdoctoral fellows in the health and biomedical sciences to learn about how to best incorporate advocacy and effective communications into their role as a scientist. The 2013 class of up to 12 Research!America advocates will participate in a two-day Washington, DC, program from September 11-12, 2013. Participants will learn about the federal budget and appropriations process, tools for effective science communication and outreach as well as how to engage with elected representatives on scientific and research issues. The program includes visiting Capitol Hill to meet with policy makers and congressional staff members, providing participants with a first-hand experience advocating for health research. Rounding out this unique Washington experience, participants will attend Research!America's National Health Research Forum where top leaders in government, industry, academia and patient organizations engage in moderated conversations on issues of importance to the research ecosystem. Upon completion of the program, participants will become Science Advocates for Research!America. Advocates will remain engaged with Research!America staff, receive ongoing action alerts and learn about ways to involve their home institution's research community in effective science advocacy. All travel expenses (transportation, lodging and meals) will be provided and arranged by Research!America through an educational grant provided by Pfizer. This year's program is limited to 12 exceptional postdoctoral researchers with a dedicated interest in becoming active advocates for science.

    The Engineering for Civil Infrastructure (ECI) program supports fundamental research that will shape the future of our nation's constructed civil infrastructure, subjected to and interacting with the natural environment, to meet the needs of humans. In this context, research driven by radical rethinking of traditional civil infrastructure in response to emerging technological innovations, changing population demographics, and evolving societal needs is encouraged. The ECI program focuses on the physical infrastructure, such as the soil-foundation-structure-envelope-nonstructural building system; geostructures; and underground facilities. It seeks proposals that advance knowledge and methodologies within geotechnical, structural, architectural, materials, coastal, and construction engineering, especially that include collaboration with researchers from other fields, including, for example, biomimetics, bioinspired design, advanced computation, data science, materials science, additive manufacturing, robotics, and control theory. Research may explore holistic building systems that view construction, geotechnical, structural, and architectural design as an integrated system; adaptive building envelope systems; nonconventional building materials; breakthroughs in remediated geological materials; and transformational construction processes.     The Civil Infrastructure Systems (CIS) program supports research leading to the engineering of infrastructure systems for resilience and sustainability without excluding other key performance issues. Areas of interest include intra- and inter-physical, information and behavioral dependencies of infrastructure systems, infrastructure management, construction engineering, and transportation systems. Special emphasis is on the design, construction, operation, and improvement of infrastructure networks with a focus on systems engineering and design, performance management, risk analysis, life-cycle analysis, modeling and simulation, behavioral and social considerations not excluding other methodological areas or the integration of methods.This program does not encourage research proposals primarily focused on structural engineering, materials or sensors that support infrastructure system design, extreme event modeling, hydrological engineering, and climate modeling, since they do not fall within the scope of the CIS program.     Predictive Science is potentially applicable to a variety of fields, including nuclear weapons, efficient manufacturing, biological systems, nanoscale material science, organic chemical processes, climate modeling, etc. Success in these simulations requires both software and algorithmic frameworks for integrating multiple disciplines into a single application and adding significant disciplinary strength and depth to make that integration effective. Applications should conduct computer science research in areas that will contribute to the advancement of Exascale computing technologies and demonstrate the results in the context of the chosen application. The FOA contains topics that are of particular interest to the NNSA National Laboratories as they move towards Exascale computing. Other topics that will enable the advancements in Exascale computing are encouraged as well. More details are contained in the FOA.
