NOAA's Office of Ocean Exploration & Research (OER) is soliciting proposals for ocean exploration in waters under U.S. jurisdiction, including the U.S. Exclusive Economic Zone (EEZ). OER is interested in projects that provide data and information that may inform ocean-related segments of the U.S. economy, also referred to as the Blue Economy, and in projects that support Seabed 2030 goals, an international collaboration to fully map the global ocean by the year 2030.

The purpose of the IR-4 program is to enable the crop protection industry to provide safe, effective, and economical crop protection products for growers and consumers of minor/specialty crops. The crop protection industry cannot justify the costs associated with the research and development, registration, production, and marketing of crop protection products for minor/specialty crops due to the smaller market base and limited sales potential. The IR-4 program provides the assistance needed to ensure that new and more effective crop protection products are developed and made available to minor/specialty crop producers. These efforts require effective collaborations among federal agencies, the crop protection industry, and land-grant colleges and universities.

The American National Election Studies (ANES) produce high quality data from its own surveys on voting, public opinion, and political participation. The mission of the ANES is to inform explanations of election outcomes by providing data that support rich hypothesis testing, maximize methodological excellence, measure many variables, and promote comparisons across people, contexts, and time. The ANES serves this mission by providing researchers with a view of the political world through the eyes of ordinary citizens. The Political Science Program in the Directorate for Social, Behavioral and Economic Sciences expects to make two awards for the 2020 Presidential election cycle with the award to run from fiscal years 2018 to 2021. We anticipate that NSF will make two awards totaling no more than $11.5 million over four years. One will be for the traditional face-to-face survey. The second will be for a web-based survey. While these will be independent awards, the two awardees will be expected to work closely together. The expected start date is July 2018.

The National Sea Grant College Program was enacted by U.S. Congress in 1966 (amended in 2008, Public Law 110-394) to support leveraged federal and state partnership that harness the intellectual capacity of the nation's universities and research institutions to solve problems and generate opportunities in coastal communities. The 2019 NMFS-Sea Grant Fellowship Program in Marine Resource Economics expects to award one new Ph.D. Fellowship each year to students who are interested in careers related to the development and implementation of quantitative methods for assessing the economics of the conservation and management of living marine resources. This fellowship can provide support for up to three years. Fellows will work on thesis problems of public interest and relevance to National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Marine Resource Economics meets NOAA's Healthy Oceans goal of "Marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems." The expected annual award per Fellow will be $48,000 (Federal plus matching funds), jointly funded by NOAA Fisheries and Sea Grant.

The Horowitz Foundation for Social Policy was established in 1997 to support the advancement of research and understanding in the major fields of the social sciences, which include psychology, anthropology, sociology, economics, urban affairs, area studies, political science, and other disciplines.

Fellows receive an annual stipend of $30,000 for up to two years for completion of their dissertation and related research at their academic institution. Up to fifteen fellowships are awarded annually. Fellows must be enrolled in a doctoral program at an accredited academic institution in the United States and are selected from a range of academic disciplines, including but not limited to social work, public health, medicine, public policy, education, economics, psychology, and epidemiology.

This CRISP 2.0 solicitation responds both to national needs on the resilience of critical infrastructures and to increasing NSF emphasis on transdisciplinary research. In this context, the solicitation is one element of the NSF-wide Risk and Resilience activity, with the overarching goal of advancing knowledge in support of improvement of the nation's infrastructure resilience. The devastating effects of recent disasters such as Hurricanes Harvey, Irma and Maria have underscored that a great deal remains to be done. In addition, CRISP 2.0 is aligned with the NSF-wide frontier thinking on convergence, characterized as "deep integration of knowledge, techniques, and expertise from multiple fields to form new and expanded frameworks for addressing scientific and societal challenges and opportunities". The Directorate of Engineering and the Directorate of Social, Behavioral, and Economic Sciences therefore jointly invest in the CRISP 2.0 solicitation to stimulate the integration of engineering, and social, behavioral and economic sciences to foster new paradigms and domains in interdependent critical infrastructures.

The landscape of jobs and work is changing at unprecedented speed, driven by the development of new technologies that have moved from the factory floor to an expanding array of knowledge and service occupations. These changes promise benefits to the Nation in the creation of new industries and occupations, increased productivity, opportunity for innovation, and sustained global leadership. But there are risks as well. Technological advances scale back the need for some workers, and in some cases, eliminate job sectors, with consequences to displaced workers who must adapt to emerging new technologies and the changing economy through retraining and reskilling. The Future of Work at the Human-Technology Frontier (FW-HTF) is one of 10 new and far-sighted Big Ideas for Future Investments announced by NSF in 2016. NSF aims to respond to the challenges and opportunities of the changing landscape of jobs and work by supporting convergent research to: understand and develop the human-technology partnership; design new technologies to augment human performance; illuminate the emerging socio-technological landscape and understand the risks and benefits of new technologies; and foster lifelong and pervasive learning with technology. In order to be nimble and responsive to new opportunities and challenges as they are recognized, focus areas for the FW-HTF solicitation, the centerpiece of the FW-HTF Big Idea, may change from year to year.

In Addendum Number 03 to the Catalyzing Private Investment BAA, USAID seeks partners to research, design, develop, test and evaluate approaches for supporting USAID MBIOs to facilitate private-sector financing for development priorities. The National Science Foundation (NSF) plays a leadership role in developing and implementing efforts to enhance and improve STEM education in the United States. Through the NSF Improving Undergraduate STEM Education (IUSE) initiative, the agency continues to make a substantial commitment to the highest caliber undergraduate STEM education through a Foundation-wide framework of investments. The IUSE: EHR is a core NSF STEM education program that seeks to promote novel, creative, and transformative approaches to generating and using new knowledge about STEM teaching and learning to improve STEM education for undergraduate students. The program is open to application from all institutions of higher education and associated organizations. NSF places high value on educating students to be leaders and innovators in emerging and rapidly changing STEM fields as well as educating a scientifically literate public. In pursuit of this goal, IUSE: EHR supports projects that seek to bring recent advances in STEM knowledge into undergraduate education, that adapt, improve, and incorporate evidence-based practices into STEM teaching and learning, and that lay the groundwork for institutional improvement in STEM education. In addition to innovative work at the frontier of STEM education, this program also encourages replication of research studies at different types of institutions and with different student bodies to produce deeper knowledge about the effectiveness and transferability of findings.

The Science of Science:Discovery, Communication, and Impact (SoS:DCI) program is designed to increase the public value of scientific activity. The program pursues this goal by supporting basic research in three fundamental areas: How to increase the rate of socially beneficial discovery; How to improve science communication outcomes; and How to expand the societal benefits of scientific activity.

The U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Global Programs (GP) seeks the provision of technical assistance to improve its understanding of market system resilience. Specifically, USDA/FAS and USAID/Kenya and East Africa (KEA) seek to support exploratory research to develop, field test, refine hypotheses, and draft indicators and tools for measuring critical factors that enable market systems to adapt and transform in the face of shocks and stresses. As such, it will support the U.S. Government's Feed the Future aim of improving agricultural market system resilience leading to more secure economic opportunities for vulnerable populations facing shocks and stresses in northern Kenya. Field level data collection should take place in one county in Northern Kenya and one county in Eastern Kenya, to be selected by USDA based on ongoing U.S. government programming. USDA will ensure that there are no security concerns with the county to be selected, and will consider recommendations from the applicant. Data collection should involve mixed methods (e.g. focus groups, individual interviews and/or mini surveys) with approximately 70-100 market players and 20-30 experts/key informants. Applicants should plan for approximately 50 percent of the effort to be primary data collection and approximately 50 percent of the effort to be desk reviews, analysis, and writing.

The United States Agency for International Development (USAID), through the Regional Contracting Office in Kyiv, Ukraine is seeking applications from qualified U.S. or Non-U.S. non-profit or for-profit Non-Governmental Organizations (NGOs), and other qualified non-USG organizations for funding of an activity entitled "Ukraine National Identity Through Youth (UNITY) Activity." The purpose of the Activity is to foster vested ownership among young people in Ukraine's democratic, European future by further mobilizing youth leadership of a values-based conception of Ukrainian identity grounded in innovation, engagement, and pluralism. The Methodology, Measurement, and Statistics (MMS) Program is an interdisciplinary program in the Directorate for Social, Behavioral, and Economic Sciences that supports the development of innovative, analytical, and statistical methods and models for those sciences. MMS seeks proposals that are methodologically innovative, grounded in theory, and have potential utility for multiple fields within the social and behavioral sciences. As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the development of new and innovative approaches to surveys and to the analysis of survey data.

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.
