    Critical infrastructures are the mainstay of our nation's economy, security and health. These infrastructures are interdependent. They are linked to individual preferences and community needs. For example, the electrical power system depends on the delivery of fuels to power generating stations through transportation services, the production of those fuels depends in turn on the use of electrical power, and those fuels are needed by the transportation services. Social networks, interactions, and policies can enable or hinder the successful creation of resilient complex adaptive systems. The goals of the Critical Resilient Interdependent Infrastructure Systems and Processes (CRISP) solicitation are to: (1) foster an interdisciplinary research community of engineers, computer and computational scientists and social and behavioral scientists, that creates new approaches and engineering solutions for the design and operation of infrastructures as processes and services; (2) enhance the understanding and design of interdependent critical infrastructure systems (ICIs) and processes that provide essential goods and services despite disruptions and failures from any cause, natural, technological, or malicious; (3) create the knowledge for innovation in ICIs so that they safely, securely, and effectively expand the range of goods and services they enable; and (4) improve the effectiveness and efficiency with which they deliver existing goods and services.

    The goals of the Resilient Interdependent Infrastructure Processes and Systems (RIPS) solicitation are (1) to foster an interdisciplinary research community that discovers new knowledge for the design and operation of infrastructures as processes and services  (2) to enhance the understanding and design of interdependent critical infrastructure systems (ICIs) and processes that provide essential goods and services despite disruptions and failures from any cause, natural, technological, or malicious, and (3) to create the knowledge for innovation in ICIs to advance society with new goods and services. The objectives of this solicitation are: Create theoretical frameworks and multidisciplinary computational models of interdependent infrastructure systems, processes and services, capable of analytical prediction of complex behaviors, in response to system and policy changes. Synthesize new approaches to increase resilience, interoperations, performance, and readiness in ICIs. Understand organizational, social, psychological, legal, political and economic obstacles to improving ICI's, and identifying strategies for overcoming those obstacles. The RIPS solicitation seeks proposals with transformative ideas that will ensure ICIs services are effective, efficient, dependable, adaptable, resilient, safe, and secure.  Successful proposals are expected to study multiple infrastructures focusing on them as interdependent systems that deliver services, enabling a new interdisciplinary paradigm in infrastructure research.  Proposals that do not broadly integrate across the cyber-physical, engineering and social, behavioral and economic (SBE) sciences may be returned without review.

NSF Program on Fairness in Artificial Intelligence (AI) in Collaboration with Amazon - 0 views

    NSF has long supported transformative research in artificial intelligence (AI) and machine learning (ML). The resulting innovations offer new levels of economic opportunity and growth, safety and security, and health and wellness. At the same time, broad acceptance of large-scale deployments of AI systems relies critically on their trustworthiness which, in turn, depends upon the collective ability to ensure, assess, and ultimately demonstrate the fairness, transparency, explainability, and accountability of such systems. Importantly, the beneficial effects of AI systems should be broadly available across all segments of society. NSF and Amazon are partnering to jointly support computational research focused on fairness in AI, with the goal of contributing to trustworthy AI systems that are readily accepted and deployed to tackle grand challenges facing society. Specific topics of interest include, but are not limited to transparency, explainability, accountability, potential adverse biases and effects, mitigation strategies, validation of fairness, and considerations of inclusivity. Funded projects will enable broadened acceptance of AI systems, helping the U.S. further capitalize on the potential of AI technologies.

Improving the Measurement of Market Systems Resilience in Kenya - 0 views

    The U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Global Programs (GP) seeks the provision of technical assistance to improve its understanding of market system resilience. Specifically, USDA/FAS and USAID/Kenya and East Africa (KEA) seek to support exploratory research to develop, field test, refine hypotheses, and draft indicators and tools for measuring critical factors that enable market systems to adapt and transform in the face of shocks and stresses. As such, it will support the U.S. Government's Feed the Future aim of improving agricultural market system resilience leading to more secure economic opportunities for vulnerable populations facing shocks and stresses in northern Kenya. Field level data collection should take place in one county in Northern Kenya and one county in Eastern Kenya, to be selected by USDA based on ongoing U.S. government programming. USDA will ensure that there are no security concerns with the county to be selected, and will consider recommendations from the applicant. Data collection should involve mixed methods (e.g. focus groups, individual interviews and/or mini surveys) with approximately 70-100 market players and 20-30 experts/key informants. Applicants should plan for approximately 50 percent of the effort to be primary data collection and approximately 50 percent of the effort to be desk reviews, analysis, and writing.

Justice Reinvestment Initiative: Maximizing State Reforms - 0 views

    BJA, in a public/private partnership with The Pew Charitable Trusts, launched the Justice Reinvestment Initiative (JRI) in 2010 as a multistaged process in which a jurisdiction reduces unnecessary incarceration, increases the cost-effectiveness of its criminal justice system and reinvests savings into high-performing public safety strategies.  JRI jurisdictions reinvest these cost savings into high-performing initiatives that make communities safer. In addition to reducing prison populations, justice reinvestment encourages states to embrace a culture of greater collaboration, data-driven decisionmaking, and increased use of evidence-based practices. While the full impact of justice reinvestment reforms is not yet known, the policies enacted in JRI states hold great promise to reduce prison populations, achieve substantial cost savings, and avert future growth.  However, many of the states found similar factors driving populations and costs for example, parole and probation revocation rates; sentencing policies and practices that favored incarceration of low-risk offenders over alternatives and that resulted in long lengths of stay; insufficient or inefficient community supervision, services, and support; and parole system processing delays and denials. The policy responses to these issues also overlapped, sharing themes of evidence-based practices and data-driven decisionmaking, including risk and needs assessments; accountability measures such as performance and outcome measure reporting; earned credits to encourage compliance with conditions of community supervision; sentencing changes; swift, certain and fair responses to technical probation and parole violations, mandatory post-incarceration supervision requirements; problem-solving courts; streamlined parole processes and expanded parole eligibility; and re-entry programs to reduce recidivism.

    The Hazard Mitigation and Structural Engineering (HMSE) program supports fundamental research to mitigate impacts of natural and anthropogenic hazards on civil infrastructure and to advance the reliability, resiliency, and sustainability of buildings and other structures. Hazards considered within the program include earthquake, tsunami, hurricane, tornado and other loads, as well as explosive and impact loading. Resiliency of buildings and other structures include structural and non-structural systems that, in totality, permit continued occupation or operation in case of an impact by a hazard. Research is encouraged that integrates structural and architectural engineering advances with discoveries in other science and engineering fields, such as earth and atmospheric sciences, material science, mechanics of materials, sensor technology, high performance computational modeling and simulation, dynamic system and control, and economics. The program seeks to fund transformative and cost-effective innovations for hazard mitigation of both new and rehabilitated buildings and other structures. Research in structural and architectural engineering is encouraged that extends beyond mature or current construction materials into investigations of smart and sustainable materials and technologies, and considers the structures in their entirety. Addressing Child Labor and Forced Labor in Coffee Supply Chains - 0 views

    The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $4 million total costs for up to two cooperative agreements of up to $2 million total costs each to fund technical assistance project(s) in two different countries to improve implementation of social compliance systems that promote acceptable conditions of work and the elimination of child labor and forced labor in coffee supply chains. Each cooperative agreement will fund a project in one of the following countries in the Latin America/Caribbean region, where DOL's List of Goods Produced by Child Labor or Forced Labor (TVPRA List) documents child labor and/or forced labor concerns: Colombia, Costa Rica, El Salvador, Guatemala, Honduras, or Nicaragua. Project outcomes include: 1) Adoption of a robust and sustainable social compliance system by private sector stakeholders in coffee supply chains; 2) Strengthened capacity of private sector stakeholders to implement a robust and sustainable social compliance system in coffee supply chains; and 3) New social compliance tools on child labor, forced labor, and acceptable conditions of work piloted in the coffee supply chain. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award. Applicants may apply for one or two of the cooperative agreements listed above. No more than two applications per applicant will be accepted. If applying for two cooperative agreements, applicants should not combine countries in a single application, but must submit separate applications for each country. Each application should request no more than $2 million total costs in funding.

    This BAA's primary objective is to attract outstanding researchers and scholars who will investigate topics of interest to the defense acquisition community. The program solicits innovative proposals for defense acquisition management and policy research to be conducted for approximately a 12-month period during the September 2013 through May 2015 timeframe. In this BAA, the phrase "defense acquisition management and policy research" refers to investigations in all disciplines, fields, and domains that (1) are involved in the acquisition of products and/or services for national defense, or (2) could potentially be brought to bear to improve defense acquisition. Right-Sizing Transportation Investments--Methods for Planning and Programming - 0 views

    The objective of this research is to develop guidance (tools, procedures, and policies) for identifying, evaluating, and communicating multimodal transportation investment right-sizing scenarios.  Although agencies are generally equipped to assess investment strategies, sufficient guidance is not readily available on how to identify and assess right-sizing or disinvestment scenarios in ways that clearly explain decisions associated with resource tradeoffs and constraints and how these decisions impact overall system resilience and sustainability.  Outcomes of this research should enable agencies to answer questions such as, "Why are we spending more or less on (or eliminating) a given asset; and why is that a good decision given the functional requirements of the broader transportation system"?

Secure and Trustworthy Cyberspace (SaTC) | NSF - National Science Foundation - 0 views

    The goals of the Secure and Trustworthy Cyberspace (SaTC) program are aligned with the Federal Cybersecurity Research and Development Strategic Plan (RDSP) and the National Privacy Research Strategy (NPRS) to protect and preserve the growing social and economic benefits of cyber systems while ensuring security and privacy. The RDSP identified six areas critical to successful cybersecurity R&D: (1) scientific foundations; (2) risk management; (3) human aspects; (4) transitioning successful research into practice; (5) workforce development; and (6) enhancing the research infrastructure. The NPRS, which complements the RDSP, identifies a framework for privacy research, anchored in characterizing privacy expectations, understanding privacy violations, engineering privacy-protecting systems, and recovering from privacy violations. In alignment with the objectives in both strategic plans, the SaTC program takes an interdisciplinary, comprehensive and holistic approach to cybersecurity research, development, and education, and encourages the transition of promising research ideas into practice.
