The U.S.-Middle East Partnership Initiative (MEPI) seeks single-country proposals for its Local Grants program. The Local Grants program serves as MEPI's most direct means of supporting organizations and individuals in the Middle East and North Africa. These grants are designed to: * Promote positive change, advocacy, and civic activism; * Strengthen civil society; * Support citizen's efforts to achieve economic, social, and political empowerment; * Expand opportunities for women and youth; * Strengthen the rule of law; * Develop independent media; and * Help communities work alongside governments in shaping their own futures. MEPI's regional offices, located in the Middle East and North Africa, manage the program. A MEPI Committee at the U.S. Embassy or Consulate within each country of origin reviews all Local Grant proposals, and forwards only the most competitive proposals to one of MEPI's two regional offices to negotiate the awards. MEPI accepts proposals to this program on a rolling basis, but each U.S. Embassy or Consulate has a unique selection process for submissions. The USAID/Ghana Democracy Rights and Governance (DRG) and Economic Growth Offices' new cross sectoral governance project seeks to accelerate governance improvements and manage conflict in support of enhanced agricultural development in Ghana's Northern, Upper East and Upper West Regions. The purpose of the activity is to increase the capacity of Ghana's decentralized agricultural structures at the regional and district levels, improve accountability and performance efficiency of these decentralized agricultural structures, build community consensus, and strengthen civil society's demand for better service delivery in agriculture in partnership with the private sector.

The goals of the Secure and Trustworthy Cyberspace (SaTC) program are aligned with the Federal Cybersecurity Research and Development Strategic Plan (RDSP) and the National Privacy Research Strategy (NPRS) to protect and preserve the growing social and economic benefits of cyber systems while ensuring security and privacy. The RDSP identified six areas critical to successful cybersecurity R&D: (1) scientific foundations; (2) risk management; (3) human aspects; (4) transitioning successful research into practice; (5) workforce development; and (6) enhancing the research infrastructure. The NPRS, which complements the RDSP, identifies a framework for privacy research, anchored in characterizing privacy expectations, understanding privacy violations, engineering privacy-protecting systems, and recovering from privacy violations. In alignment with the objectives in both strategic plans, the SaTC program takes an interdisciplinary, comprehensive and holistic approach to cybersecurity research, development, and education, and encourages the transition of promising research ideas into practice.

EPA's Office of Pollution Prevention and Toxics, Chemistry, Economic and Sustainable Strategies Division oversees the Pollution Prevention (P2) Grant Program to support State and Tribal P2 Programs administer P2 projects that will help businesses identify better environmental strategies and solutions for reducing or eliminating waste at the source. EPA anticipates it will award approximately $7.94 million in federal P2 grant funding ($3.97 million in FY 2016 and $3.97 million in FY 2017) to support two-year grant agreements. Grants will be awarded and managed by EPA's ten Regional P2 Program Offices. P2 grants are dependent on Congressional appropriation and the quality of proposals received.

A landmark collaboration known as the International Technology Alliance (ITA) in Network and Information Sciences was initiated by the US Army Research Laboratory (ARL) and the UK Ministry of Defence (MoD) in 2006. Awards were made to a Consortium of industrial and academic organizations from the United States and the United Kingdom that along with the US ARL and the UK Dstl formed an international research Alliance that is jointly conducting collaborative research focused on enhancing coalition operations. AFOSR's Young Investigator Research Program (YIP) supports scientists and engineers who have received Ph.D. or equivalent degrees no earlier than 01 January 2010 and showed exceptional ability and promise for conducting basic research. The objective of this program is to foster creative basic research in science and engineering, enhance early career development of outstanding young investigators, and increase opportunities for the young investigators to recognize the Air Force mission and the related challenges in science and engineering. USDOL/ILAB intends to award up to USD 2 million for one cooperative agreement to fund a technical assistance project in Peru. The purpose for funding this project is to help build the labor law enforcement capacity of the Peruvian labor inspectorate, with a focus on the Ministry of Labor and Employment Promotion (MTPE)'s newly-formed National Superintendency of Labor Inspection or Superintendencia Nacional de Fiscalización Laboral (SUNAFIL). The project will help the MTPE in its transition from a decentralized to a more centralized labor law enforcement system and will help ensure more effective labor law enforcement at the national and regional levels. The project will focus particularly on improving the MTPE's enforcement of laws, regulations, and other legal instruments governing subcontracting/outsourcing and the use of short-term employment contracts, especially in the nontraditional export sectors (e.g., mining, agriculture, fishing, and textiles). The duration of the project funded by this announcement is up to 4.5 years (54 months) from the effective date of award. The project start date will be negotiated upon award of the individual cooperative agreement but will be no later than December 31, 2014. Through HawksNest, alumni, family, and friends of the university can directly support the research, scholarship, and service projects of Miami University students, faculty, and staff. The Partnerships for Innovation (PFI) Program within the Division of Industrial Innovation and Partnerships (IIP) offers researchers from all disciplines of science and engineering funded by NSF the opportunity to perform translational research and technology development, catalyze partnerships and accelerate the transition of discoveries from the laboratory to the marketplace for societal benefit. The U.S. Embassy Djibouti, Office of Monetary Affairs of the U.S. Department of State announces an open competition for the Fiscal Transparency Innovation Fund (FTIF) grant proposal to support a 12-month project mostly to assist the Government of Djibouti (GoDJ) in training, technical assistance, and capacity building to support budget transparency and public financial management. The organizations must submit applications to carry out a program that will work with relevant public entities on improving financial transparency and accountability. The programs shall also address anti-money laundering and counterterrorism financing (AML/CTF) reforms to strengthen the GoDJ's AML/CTF regime.

The purpose of this FOA would be to establish, by awarding one cooperative agreement, a National Child Welfare Workforce Institute (NCWWI) to advance federal priorities to improve safety, permanency, and well-being by building the capacity of child welfare professionals and improving the organizations that recruit, train, supervise, manage, and retain them. The Workforce Institute will play a national leadership role in the field of child welfare in the following broad areas: (1)Demonstrating how university partnerships support workforce development; (2) Implementing organizational interventions to improve workforce recruitment and retention; (3) Providing leadership training across the child welfare career spectrum; (4) Developing cross system approaches to improve worker and child outcomes; and (5) Building evidence of best practices in workforce development. The National Sea Grant College Program was enacted by U.S. Congress in 1966 (amended in 2008, Public Law 110-394) to support leveraged federal and state partnership that harness the intellectual capacity of the nation's universities and research institutions to solve problems and generate opportunities in coastal communities. The 2019 NMFS-Sea Grant Fellowship Program in Marine Resource Economics expects to award one new Ph.D. Fellowship each year to students who are interested in careers related to the development and implementation of quantitative methods for assessing the economics of the conservation and management of living marine resources. This fellowship can provide support for up to three years. Fellows will work on thesis problems of public interest and relevance to National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Marine Resource Economics meets NOAA's Healthy Oceans goal of "Marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems." Through its annual Research Grant Program, grants of up to $5,000 will be awarded to faculty members or doctoral students working collaboratively with faculty advisors on high-quality research that addresses topics of importance to sales practitioners and researchers alike. Basic or exploratory work will be considered, with no one approach or method favored over another. Proposed research may be conceptual or empirical and may involve field surveys, field or laboratory experiments, model building, or theory development. The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) outlining project concepts and capacity to manage programs in Iraq that will: strengthen effective governance; increase political participation and civic activism; promote fundamental freedoms; and support atrocities prevention, accountability, and conflict mitigation.

This training program will provide specialized, technical ICT training to designated officials primarily from developing countries who enable, regulate, and oversee their national communications infrastructure and are responsible for managing and regulating the digital economy. This training program will serve to introduce and explain important concepts in ICT policy and regulation that impact the digital economy of those countries. The training program will be designed to clearly articulate to these officials the benefits of the fundamental pillars of U.S. international information policy: open, interoperable, reliable, and secure communications infrastructure connectivity; multi-stakeholder models of internet governance; pro-competitive, and light touch regulatory frameworks for telecommunications services; open data flows across borders; and risk-based approaches to cybersecurity.

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.
