The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The SciSIP program invites the participation of researchers from all of the social, behavioral and economic sciences as well as those working in domain-specific applications such as chemistry, biology, physics, or nanotechnology. The Law & Science Program considers proposals that address social scientific studies of law and law-like systems of rules, as well as studies of how science and technology are applied in legal contexts. The Program is inherently interdisciplinary and multi-methodological. Successful proposals describe research that advances scientific theory and understanding of the connections between human behavior and law, legal institutions, or legal processes; or the interactions of law and basic sciences, including biology, computer and information sciences, STEM education, engineering, geosciences, and math and physical sciences. Scientific studies of law often approach law as dynamic, interacting with multiple arenas, and with the participation of multiple actors. Fields of study include many disciplines, and often address problems including, though not limited, to: Crime, Violence, and Policing Cyberspace Economic Issues Environmental Science Evidentiary Issues Forensic Science Governance and Courts Human Rights and Comparative Law Information Technology Legal and Ethical Issues related to Science Legal Decision Making Legal Mobilization and Conceptions of Justice Litigation and the Legal Profession Punishment and Corrections Regulation and Facilitation of Biotechnology (e.g., Gene Editing, Gene Testing, Synthetic Biology) and Other Emerging Sciences and Technologies Use of Science in the Legal Processes

The National Science Foundation's Division of Behavioral and Cognitive Sciences (BCS), Division of Social and Economic Sciences (SES), National Center for Science and Engineering Statistics (NCSES), and the SBE Office of Multidisciplinary Activities (SMA) award grants to doctoral students to improve the quality of dissertation research. These grants provide funds for items not normally available through the student's university. Additionally, these grants allow doctoral students to undertake significant data-gathering projects and to conduct field research in settings away from their campus that would not otherwise be possible. Proposals are judged on the basis of their scientific merit, including the theoretical importance of the research question and the appropriateness of the proposed data and methodology to be used in addressing the question. In an effort to improve the quality of dissertation research, many programs in both BCS and SES, the Research on Science and Technology Surveys and Statistics program within NCSES, and the Science of Science and Innovation Policy program in SMA accept doctoral dissertation improvement grant proposals. Requirements vary across programs, so proposers are advised to consult the relevant program's webpage for specific information and contact the program director if necessary.

The Tribal Colleges and Universities Program (TCUP) provides awards to Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, economics, statistics, and other social and behavioral sciences as well as natural sciences), technology, engineering and mathematics (STEM) education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP), TCU Enterprise Advancement Centers (TEA Centers), and Preparing for TCUP Implementation (Pre-TI). Collaborations that involve multiple institutions of higher education led by TCUP institutions are supported through Partnerships for Geoscience Education (PAGE) and Partnerships for Documentary Linguistics Education (PADLE). Finally, research studies that further the scholarly activity of individual faculty members are supported through Small Grants for Research (SGR) and Science Education Alliance Phage Hunters Advancing Genomics and Evolutionary Science in Tribal Colleges and Universities (SEA-PHAGES in TCUs). Through the opportunities highlighted above, as well as collaborations with other National Science Foundation (NSF) units and other organizations, TCUP aims to increase Native individuals' participation in STEM careers and improve the quality of STEM programs at TCUP-eligible institutions. The purpose of this Funding Opportunity Announcement (FOA) is to encourage projects to generate fundamental knowledge of affective processes. Basic affective science projects should have key downstream consequences for single (e.g., genetic testing consent) and multiple (e.g., adherence to oral chemotherapy regimen) event decisions and behaviors across the cancer prevention and control continuum. The FOA is expected to encourage scientific disciplines that have not traditionally conducted cancer research such as affective and cognitive neuroscience, decision science, and consumer science to elucidate perplexing and understudied problems in basic affective and decision sciences with promise of having downstream implications for cancer prevention and control science.

The Interdisciplinary Behavioral and Social Science Research (IBSS) competition promotes the conduct of interdisciplinary research by teams of investigators in the social and behavioral sciences. Emphasis is placed on support for research that involves researchers from multiple SBE disciplinary fields and that integrates scientific theoretical approaches and methodologies from multiple SBE disciplinary fields. Emphasis also is placed on the significance of expected intellectual contributions that are likely to yield generalizable insights and information that will enhance theoretical perspectives and advance basic knowledge and capabilities across multiple SBE disciplinary fields. Although the IBSS competition will consider any proposal that addresses a topic for which the proposal makes a compelling case that the research will enhance broader theoretical understanding across multiple social and behavioral science fields, social and behavioral science researchers are especially encouraged to submit proposals for research on one of the following three broadly defined topics: Population Change; Sources and Consequences of Disparities; and Technology, New Media, and Social Networks.

The purpose of the Mentored Quantitative Research Career Development Award (K25) is to attract to NIH-relevant research those investigators whose quantitative science and engineering research has thus far not been focused primarily on questions of health and disease. The K25 award will provide support and "protected time" for a period of supervised study and research for productive professionals with quantitative (e.g., mathematics, statistics, economics, computer science, imaging science, informatics, physics, chemistry) and engineering backgrounds to integrate their expertise with NIH-relevant research. This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing to lead basic science experimental studies involving humans, referred to in NOT-OD-18-212 as prospective basic science studies involving human participants. These studies fall within the NIH definition of a clinical trial and also meet the definition of basic research. Types of studies that should submit under this FOA include studies that prospectively assign human participants to conditions (i.e., experimentally manipulate independent variables) and that assess biomedical or behavioral outcomes in humans for the purpose of understanding the fundamental aspects of phenomena without specific application towards processes or products in mind. Studies conducted with specific applications toward processes or products in mind should submit under the companion PA-18-395.

The Directorate for Social, Behavioral and Economic Sciences (SBE) seeks to develop user-friendly large-scale next-generation data resources and relevant analytic techniques to advance fundamental research in SBE areas of study. Successful proposals will, within the financial resources provided by the award, construct such databases and/or relevant analytic techniques and produce a finished product that will enable new types of data-intensive research. The databases or techniques should have significant impacts, either across multiple fields or within broad disciplinary areas, by enabling new types of data-intensive research in the SBE sciences. Human Networks and Data Science (HNDS) is a two-track program. It supports research and infrastructure that uses data science to advance understanding of a full range of human networks. HNDS research will identify ways in which dynamic, distributed, and heterogeneous data can provide novel answers to fundamental questions about individual and group behavior. HNDS is especially interested in proposals that leverage data-rich insights about human networks to support improved health, prosperity, and security.

Cyberspace has transformed the daily lives of people for the better. The rush to adopt cyberspace, however, has exposed its fragility and vulnerabilities: corporations, agencies, national infrastructure and individuals have been victims of cyber-attacks. In December 2011, the National Science and Technology Council with the cooperation of NSF has advanced a broad, coordinated federal strategic plan for cybersecurity research and development to "change the game," check the misuses of cyber technology, bolster education and training in cybersecurity, establish a science of cybersecurity, and transition promising cybersecurity research into practice.  This challenge requires a dedicated approach to research, development, and education that leverages the disciplines of mathematics and statistics, the social sciences, and engineering with the computational and information sciences.

Over the last decade, SBE has actively encouraged and supported communities to develop visions, teams, and capabilities dedicated to the creation of new, large-scale, next-generation data resources and relevant analytic techniques to advance fundamental research in the SBE sciences. This has been done both through the NSF 14-517 Building Community and Capacity for Data-Intensive Research in the Social, Behavioral, and Economic Sciences and in Education and Human Resources (BCC-SBE/EHR) competition and other mechanisms, such as NSF 17-594 Research Coordination Networks (RCNs). In 2015 SBE began the Resource Implementations for Data Intensive Research in the Social, Behavioral and Economic Sciences (RIDIR) competition. The current solicitation seeks to build upon those earlier efforts and extends the data infrastructure focus of the former RIDIR competition for the coming year.

As specified in the Geography and Spatial Sciences Program strategic plan, the mission of the NSF Geography and Spatial Sciences (GSS) Program is to promote: Basic scientific research in geography and spatial science that advances theory, fundamental understanding, and scientific approaches and addresses the challenges facing society. The education and training of geographers and spatial scientists in order to enhance the capabilities of current and future generations of researchers. The involvement of geographers and spatial scientists ininterdisciplinary research. The Geography and Spatial Sciences Program supports basic research about the geographic distributions and interactions of human, physical, and biotic systems on Earth. Investigators are encouraged to propose plans for research about the nature, causes, and consequences of human activity and natural environmental processes across a range of scales. Projects about a broad range of topics may be appropriate for support if they offer promise of enhancing fundamental geographical knowledge, concepts, theories, methods, and their application to societal problems and concerns.

The National Science Foundation is announcing its intentions to build upon the success of previous Early Concept Grants for Exploratory Research (EAGERs) in the area supported by the Secure and Trustworthy Cyberspace (SaTC) program (see solicitation 14-599: [1]http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf14599) and to accept additional EAGER proposals that encourage novel interdisciplinary research resulting from new collaborations between one or more Computer and Information Science and Engineering (CISE) researchers and one or more Social, Behavioral and Economic Science (SBE) researchers. (Research teams with a history of collaborating together should instead submit directly to the SaTC solicitation.) The proposed research should fit both the Trustworthy Computing (TWC) and the Social, Behavioral and Economic (SBE) Sciences perspectives within the SaTC solicitation.

PECASE: Each year NSF selects nominees for the Presidential Early Career Awards for Scientists and Engineers (PECASE) from among the most meritorious recent CAREER awardees. Selection for this award is based on two important criteria: 1) innovative research at the frontiers of science and technology that is relevant to the mission of NSF, and 2) community service demonstrated through scientific leadership, education, or community outreach. These awards foster innovative developments in science and technology, increase awareness of careers in science and engineering, give recognition to the scientific missions of the participating agencies, enhance connections between fundamental research and national goals, and highlight the importance of science and technology for the Nation's future. The National Science Foundation (NSF) invites investigators at U.S. organizations to submit proposals to conduct research about the Arctic. Arctic research includes field and modeling studies, data analysis, and synthesis about the arctic region.The goal of the NSF Section for Arctic Sciences, Division of Polar Programs (PLR),??is to gain a better understanding of the Arctic's physical, biological, geological, chemical, social and cultural processes; the interactions of oceanic, terrestrial, atmospheric, biological, social, cultural, and economic systems; and the connections that define the Arctic. The Arctic Sciences and other NSF programs support projects that contribute to the development of the next generation of researchers and scientific literacy for all ages through education, outreach, and broadening participation in science, technology, engineering, and mathematics. Program representatives from polar and other non-polar NSF programs that support arctic research coordinate across NSF, including joint review and funding of arctic proposals and mutual support of special projects with high logistical costs.

The program focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department's intellectual capital in the social sciences and improve its ability to address future challenges and build bridges between the Department and the social science community. Minerva brings together universities, research institutions, and individual scholars and supports multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department of Defense. The Minerva Research Initiative aims to promote research in specific areas of social science and to promote a candid and constructive relationship between DoD and the social science academic community.

A landmark collaboration known as the International Technology Alliance (ITA) in Network and Information Sciences was initiated by the US Army Research Laboratory (ARL) and the UK Ministry of Defence (MoD) in 2006. Awards were made to a Consortium of industrial and academic organizations from the United States and the United Kingdom that along with the US ARL and the UK Dstl formed an international research Alliance that is jointly conducting collaborative research focused on enhancing coalition operations. The key factors contributing to the success of this unique collaborative venture are: joint technical leadership and management by the Alliance (academia, industry, government in both countries); an arrangement fostering an open collaborative research environment to support deep collaboration among researchers; multi-disciplinary research approach applied to key coalition technical challenges; and an innovative transition model that is facilitating the rapid transition of research results to both commercial and military domains.The purpose of this US ARL and UK Defence Science and Technology Laboratory (Dstl) ITA Program Announcement (PA) under W911NF-15-R-0003 is to solicit offers that will help to fulfill the research and development goals of the US Department of Army and UK Ministry of Defence. This PA announces a new and innovative opportunity for cooperation between the US and the UK in the area of Distributed Analytics and Information Science (DAIS). The DAIS ITA Program is comprised of two components: (1) the Basic Research Component and (2) the Technology Transition Component. The Institute for Research on Innovation and Science (IRIS) has issued a call for proposals for its 2020 Researcher Awards. IRIS seeks to enable fundamental research on the results of public and private investments that support discovery, innovation, and education on U.S. university campuses and accomplishes that goal by: 1) collecting and curating data from universities around the country; 2) cleaning, integrating, and protecting that data in its capacity as an IRB-approved data repository; 3) partnering with the U.S. Census Bureau to link university data to restricted federal micro-data; and 4) making the resulting datasets as broadly available to research users as the law and responsible research practice allow. Through the awards program, grants of up to $20,000 over up to fifteen months will be awarded in support of research using IRIS UMETRICS data to address questions about the social and economic returns to investments in research. Proposals submitted for IRIS Researcher Awards must emphasize the use of IRIS data in projects that address open issues in the study of science and technology and in science policy.

Social science research on many topics has often been hampered by the limitations of survey data. However, the digital age has rapidly increased access to large and comprehensive data sources such as public and private administrative databases, and unique new sources of information from online transactions, social-media interactions, and internet searches. New computational tools also allow for the extraction, coding, and analysis of large volumes of text. Advances in analytical methods for exploiting and analyzing data have accompanied the rise of these data. The emergence of these new data also raises questions about access, privacy and confidentiality. The Russell Sage Foundation's initiative on Computational Social Science (CSS) supports innovative social science research that brings new data and methods to bear on questions of interest in its core programs in Behavioral Economics, Future of Work, Race, Ethnicity and Immigration, and Social Inequality. Limited consideration will be given to questions that pertain to core methodologies, such as causal inference and innovations in data collection.
