The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process. For example, research proposals may develop behavioral and analytical conceptualizations, frameworks or models that have applications across a broad array of SciSIP challenges, including the relationship between broader participation and innovation or creativity. Proposals may also develop methodologies to analyze science and technology data, and to convey the information to a variety of audiences. Researchers are also encouraged to create or improve science and engineering data, metrics and indicators reflecting current discovery, particularly proposals that demonstrate the viability of collecting and analyzing data on knowledge generation and innovation in organizations. Among the many research topics supported are:examinations of the ways in which the contexts, structures and processes of science and engineering research are affected by policy decision, the evaluation of the tangible and intangible returns from investments in science and from investments in research and development, the study of structures and processes that facilitate the development of usable knowledge, theories of creative processes and their transformation into social and economic outcomes, the collection, analysis and visualization of new data describing the scientific and engineering enterprise. The Law & Science Program considers proposals that address social scientific studies of law and law-like systems of rules, as well as studies of how science and technology are applied in legal contexts. The Program is inherently interdisciplinary and multi-methodological. Successful proposals describe research that advances scientific theory and understanding of the connections between human behavior and law, legal institutions, or legal processes; or the interactions of law and basic sciences, including biology, computer and information sciences, STEM education, engineering, geosciences, and math and physical sciences. Scientific studies of law often approach law as dynamic, interacting with multiple arenas, and with the participation of multiple actors. Fields of study include many disciplines, and often address problems including, though not limited, to: Crime, Violence, and Policing Cyberspace Economic Issues Environmental Science Evidentiary Issues Forensic Science Governance and Courts Human Rights and Comparative Law Information Technology Legal and Ethical Issues related to Science Legal Decision Making Legal Mobilization and Conceptions of Justice Litigation and the Legal Profession Punishment and Corrections Regulation and Facilitation of Biotechnology (e.g., Gene Editing, Gene Testing, Synthetic Biology) and Other Emerging Sciences and Technologies Use of Science in the Legal Processes

The Interdisciplinary Behavioral and Social Science Research (IBSS) competition promotes the conduct of interdisciplinary research by teams of investigators in the social and behavioral sciences. Emphasis is placed on support for research that involves researchers from multiple SBE disciplinary fields and that integrates scientific theoretical approaches and methodologies from multiple SBE disciplinary fields. Emphasis also is placed on the significance of expected intellectual contributions that are likely to yield generalizable insights and information that will enhance theoretical perspectives and advance basic knowledge and capabilities across multiple SBE disciplinary fields. Although the IBSS competition will consider any proposal that addresses a topic for which the proposal makes a compelling case that the research will enhance broader theoretical understanding across multiple social and behavioral science fields, social and behavioral science researchers are especially encouraged to submit proposals for research on one of the following three broadly defined topics: Population Change; Sources and Consequences of Disparities; and Technology, New Media, and Social Networks.

Social science research on many topics has often been hampered by the limitations of survey data. However, the digital age has rapidly increased access to large and comprehensive data sources such as public and private administrative databases, and unique new sources of information from online transactions, social-media interactions, and internet searches. New computational tools also allow for the extraction, coding, and analysis of large volumes of text. Advances in analytical methods for exploiting and analyzing data have accompanied the rise of these data. The emergence of these new data also raises questions about access, privacy and confidentiality. The Russell Sage Foundation's initiative on Computational Social Science (CSS) supports innovative social science research that brings new data and methods to bear on questions of interest in its core programs in Behavioral Economics, Future of Work, Race, Ethnicity and Immigration, and Social Inequality. Limited consideration will be given to questions that pertain to core methodologies, such as causal inference and innovations in data collection.

The National Science Foundation's Division of Behavioral and Cognitive Sciences (BCS), Division of Social and Economic Sciences (SES), National Center for Science and Engineering Statistics (NCSES), and the SBE Office of Multidisciplinary Activities (SMA) award grants to doctoral students to improve the quality of dissertation research. These grants provide funds for items not normally available through the student's university. Additionally, these grants allow doctoral students to undertake significant data-gathering projects and to conduct field research in settings away from their campus that would not otherwise be possible. Proposals are judged on the basis of their scientific merit, including the theoretical importance of the research question and the appropriateness of the proposed data and methodology to be used in addressing the question. In an effort to improve the quality of dissertation research, many programs in both BCS and SES, the Research on Science and Technology Surveys and Statistics program within NCSES, and the Science of Science and Innovation Policy program in SMA accept doctoral dissertation improvement grant proposals. Requirements vary across programs, so proposers are advised to consult the relevant program's webpage for specific information and contact the program director if necessary.

The program focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department's intellectual capital in the social sciences and improve its ability to address future challenges and build bridges between the Department and the social science community. Minerva brings together universities, research institutions, and individual scholars and supports multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department of Defense. The Minerva Research Initiative aims to promote research in specific areas of social science and to promote a candid and constructive relationship between DoD and the social science academic community.

The Tribal Colleges and Universities Program (TCUP) provides awards to Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, economics, statistics, and other social and behavioral sciences as well as natural sciences), technology, engineering and mathematics (STEM) education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP), TCU Enterprise Advancement Centers (TEA Centers), and Preparing for TCUP Implementation (Pre-TI). Collaborations that involve multiple institutions of higher education led by TCUP institutions are supported through Partnerships for Geoscience Education (PAGE) and Partnerships for Documentary Linguistics Education (PADLE). Finally, research studies that further the scholarly activity of individual faculty members are supported through Small Grants for Research (SGR) and Science Education Alliance Phage Hunters Advancing Genomics and Evolutionary Science in Tribal Colleges and Universities (SEA-PHAGES in TCUs). Through the opportunities highlighted above, as well as collaborations with other National Science Foundation (NSF) units and other organizations, TCUP aims to increase Native individuals' participation in STEM careers and improve the quality of STEM programs at TCUP-eligible institutions. TCUP strongly encourages the inclusion of activities that will benefit veterans.

Over the last decade, SBE has actively encouraged and supported communities to develop visions, teams, and capabilities dedicated to the creation of new, large-scale, next-generation data resources and relevant analytic techniques to advance fundamental research in the SBE sciences. This has been done both through the NSF 14-517 Building Community and Capacity for Data-Intensive Research in the Social, Behavioral, and Economic Sciences and in Education and Human Resources (BCC-SBE/EHR) competition and other mechanisms, such as NSF 17-594 Research Coordination Networks (RCNs). In 2015 SBE began the Resource Implementations for Data Intensive Research in the Social, Behavioral and Economic Sciences (RIDIR) competition. The current solicitation seeks to build upon those earlier efforts and extends the data infrastructure focus of the former RIDIR competition for the coming year.

One of the oldest foundations in the United States, the Russell Sage Foundation was established by  Margaret Olivia Sage in 1907 for "the improvement of social and living conditions in the United States." In pursuit of that mission, the foundation now dedicates itself to strengthening the methods, data, knowledge, and theoretical core of the social sciences as a means of diagnosing social problems and improving social policies. The foundation's program on Social Inequality supports research on the social, economic, political, and labor market consequences of rising economic inequality in the United States. The program seeks Letters of Inquiry for investigator-initiated research projects that will broaden  understanding of the causes and consequences of rising economic inequalities. Priority will be given to projects that use innovative data or methodologies to address important questions related to inequality.

The Sociology Program supports basic research on all forms of human social organization -- societies, institutions, groups and demography -- and processes of individual and institutional change. The Program encourages theoretically focused empirical investigations aimed at improving the explanation of fundamental social processes. Included is research on organizations and organizational behavior, population dynamics, social movements, social groups, labor force participation, stratification and mobility, family, social networks, socialization, gender roles, and the sociology of science and technology. The Program supports both original data collections and secondary data analysis that use the full range of quantitative and qualitative methodological tools. Theoretically grounded projects that offer methodological innovations and improvements for data collection and analysis are also welcomed.

The Directorate for Social, Behavioral and Economic Sciences (SBE) seeks to develop user-friendly large-scale next-generation data resources and relevant analytic techniques to advance fundamental research in SBE areas of study. Successful proposals will, within the financial resources provided by the award, construct such databases and/or relevant analytic techniques and produce a finished product that will enable new types of data-intensive research. The databases or techniques should have significant impacts, either across multiple fields or within broad disciplinary areas, by enabling new types of data-intensive research in the SBE sciences. Human Networks and Data Science (HNDS) is a two-track program. It supports research and infrastructure that uses data science to advance understanding of a full range of human networks. HNDS research will identify ways in which dynamic, distributed, and heterogeneous data can provide novel answers to fundamental questions about individual and group behavior. HNDS is especially interested in proposals that leverage data-rich insights about human networks to support improved health, prosperity, and security.

The National Science Foundation is announcing its intentions to build upon the success of previous Early Concept Grants for Exploratory Research (EAGERs) in the area supported by the Secure and Trustworthy Cyberspace (SaTC) program (see solicitation 14-599: [1]http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf14599) and to accept additional EAGER proposals that encourage novel interdisciplinary research resulting from new collaborations between one or more Computer and Information Science and Engineering (CISE) researchers and one or more Social, Behavioral and Economic Science (SBE) researchers. (Research teams with a history of collaborating together should instead submit directly to the SaTC solicitation.) The proposed research should fit both the Trustworthy Computing (TWC) and the Social, Behavioral and Economic (SBE) Sciences perspectives within the SaTC solicitation.

The National Science Foundation (NSF) invites investigators at U.S. organizations to submit proposals to conduct research about the Arctic. Arctic research includes field and modeling studies, data analysis, and synthesis about the arctic region.The goal of the NSF Section for Arctic Sciences, Division of Polar Programs (PLR),??is to gain a better understanding of the Arctic's physical, biological, geological, chemical, social and cultural processes; the interactions of oceanic, terrestrial, atmospheric, biological, social, cultural, and economic systems; and the connections that define the Arctic. The Arctic Sciences and other NSF programs support projects that contribute to the development of the next generation of researchers and scientific literacy for all ages through education, outreach, and broadening participation in science, technology, engineering, and mathematics. Program representatives from polar and other non-polar NSF programs that support arctic research coordinate across NSF, including joint review and funding of arctic proposals and mutual support of special projects with high logistical costs.

The Methodology, Measurement, and Statistics (MMS) Program is an interdisciplinary program in the Directorate for Social, Behavioral, and Economic Sciences that supports the development of innovative, analytical, and statistical methods and models for those sciences. MMS seeks proposals that are methodologically innovative, grounded in theory, and have potential utility for multiple fields within the social and behavioral sciences. As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the development of new and innovative approaches to surveys and to the analysis of survey data.

Cyberspace has transformed the daily lives of people for the better. The rush to adopt cyberspace, however, has exposed its fragility and vulnerabilities: corporations, agencies, national infrastructure and individuals have been victims of cyber-attacks. In December 2011, the National Science and Technology Council with the cooperation of NSF has advanced a broad, coordinated federal strategic plan for cybersecurity research and development to "change the game," check the misuses of cyber technology, bolster education and training in cybersecurity, establish a science of cybersecurity, and transition promising cybersecurity research into practice.  This challenge requires a dedicated approach to research, development, and education that leverages the disciplines of mathematics and statistics, the social sciences, and engineering with the computational and information sciences.

The Robert Wood Johnson Foundation Health Policy Fellows program is designed to provide a comprehensive fellowship experience at the nexus of health science, policy, and politics in Washington, D.C. The program provides an opportunity for exceptional mid-career health professionals and behavioral and social scientists with an interest in health and healthcare policy. Fellows participate in the policy process at the federal level and use that leadership experience to improve health, health care, and health policy. Exceptional candidates from academic faculties and nonprofit healthcare organizations are encouraged to apply. Applicants may have backgrounds in the disciplines of allied health professions, biomedical sciences, dentistry, economics or other social sciences, health services organization and administration, medicine, nursing, public health, social and behavioral health, or health law. Applicants must be U.S. citizens or permanent residents. Up to six grants of a maximum of $165,000 will be made in 2018. Each fellow will receive up to $104,000 for their stay in Washington (September 1, 2018, through August 31, 2019) in salary, plus fringe benefits or a fellowship stipend.

The Science of Organizations (SoO) program funds basic research that yields a scientific evidence base for improving the design and emergence, development and deployment, and management and ultimate effectiveness of organizations of all kinds. SoO funds research that advances our fundamental understanding of how organizations develop, form and operate. Successful SoO research proposals use scientific methods to develop and refine theories, to empirically test theories and frameworks, and to develop new measures and methods. Funded research is aimed at yielding generalizable insights that are of value to the business practitioner, policy-maker and research communities. SoO welcomes any and all rigorous, scientific approaches that illuminate aspects of organizations as systems of coordination, management and governance.
