The United States Agency for International Development (USAID) Mission for Sri Lanka and Maldives will support the Increased Demand and Engagement for Accountability (IDEA) activity for Sri Lanka. This is a three-year activity designed to ensure that Sri Lanka has a vibrant civil society which empowers citizen participation to advance democratic values and government accountability around a range of governance and reform issues. The activity will build upon civil society engagement for good governance and accountability and will complement other U.S. Government (USG) and USAID programming that supports democratic governance. Whereas much of USAID's assistance in Sri Lanka includes an element of support to civil society, this activity will focus on strengthening the civil society sector as a whole with an emphasis on working in all regions of Sri Lanka and supporting CSO participation in national and local governance processes.

The Institute for Humane Studies offers funding in the amount of $50,000 for semester-long sabbaticals for the study, research, and teaching of classical liberal ideas. Areas of interest for these highly competitive awards include research in the classical liberal intellectual tradition, free/open markets, individual rights, private property, peace, prosperity, self-determination/autonomy, decentralization, limited government, privacy, free speech, the cultural drivers and consequences of classical liberal ideas, and related themes. IHS welcomes applications for the Sabbatical Research Fellowship from permanent, full-time faculty at four-year degree granting institutions in the humanities and social sciences, but preference will be given to scholars in the early stages of their career.

The Ohio State University Subsurface Energy Resource Center (SERC) was established to advance and disseminate our understanding of energy from underground sources and the intertwined environmental and socioeconomic issues. The current pace and scope of subsurface energy development require an integrated research approach to encourage the safe and sustainable harvesting and usage of subsurface resources. In order to promote and facilitate cross-disciplinary research and collaboration at OSU, SERC is seeking applications from OSU faculty and research staff for seed grant funding.  The total expected budget is $30,000 for FY2016, from which we will seek to fund a few proposals that are expected to leverage the SERC Seed Grants into a high return to the university.  Some example metrics for this return include the development of online courses, publication of review papers that establish avenues for future research, submission of proposals for competitive funding sources, and funding obtained from proposals that were generated in part from seed funds.  Proposals that demonstrate cross-campus integration and have a diversity of departmental and institutional affiliations will be evaluated highly. Cost share is not required, but it will be considered in the applications.

Grants will fund projects related to the Waitt Foundation mission of supporting sustainable fishing and marine protected areas (MPAs). This includes sub-themes of: Scientific Research - Includes natural science or social science projects. For example, collecting baseline data before coastal development or MPA establishment, or studying fishery effects of a natural (e.g. tsunami) or man-made (e.g. oil spill) disaster. Policy - Includes opportunistic projects around unique public policy windows, such as preparation of policy analysis and support of experts' efforts to inform decision makers on upcoming government actions. For example, a cost-benefit analysis of proposed fishing regulations, or travel expenses for a delegation of scientists to educate elected officials. Management - Includes enforcement and infrastructure support. For example, stop-gap funding to increase enforcement capacity in light of a sudden uptick in illegal dynamite fishing, or training personnel to enforce new regulations about to go into effect. Communications - Includes raising public awareness and engaging stakeholders, including advertising by a 501(c)3 group around a public policy moment. For example, a PR blitz (e.g. billboards or radio adds) to educate the public in advance of government action on an ocean conservation measure, or training local people to become citizen scientists or enforcement tipsters.

PECASE: Each year NSF selects nominees for the Presidential Early Career Awards for Scientists and Engineers (PECASE) from among the most meritorious recent CAREER awardees. Selection for this award is based on two important criteria: 1) innovative research at the frontiers of science and technology that is relevant to the mission of NSF, and 2) community service demonstrated through scientific leadership, education, or community outreach. These awards foster innovative developments in science and technology, increase awareness of careers in science and engineering, give recognition to the scientific missions of the participating agencies, enhance connections between fundamental research and national goals, and highlight the importance of science and technology for the Nation's future. Individuals cannot apply for PECASE.

EDA is committed to fostering connected, innovation-centric economic sectors which support the conversion of research into products and services, businesses, and ultimately jobs through entrepreneurship. See SWTIA § 27. The DOC FY 2014-2018 Strategic Plan sets forth the strategic goal of working within and across ecosystems throughout the country to develop regional innovation strategies, including regional innovation clusters. Regional innovation strategies are a keystone of the Secretary of Commerce's commitment to building globally competitive regions. As part of this strategy, funding is available for capacity-building programs that provide proof-of-concept and commercialization assistance to innovators and entrepreneurs and for operational support for organizations that provide essential early-stage funding to startups. Under the RIS Program, EDA is soliciting applications for two separate competitions: the 2016 i6 Challenge, and the Seed Fund Support (SFS) Grant competition. Applicants may, but are not required to, submit proposals for more than one competition under the RIS Program.

The Economics program supports research designed to improve the understanding of the processes and institutions of the U.S. economy and of the world system of which it is a part. This program also strengthens both empirical and theoretical economic analysis as well as the methods for rigorous research on economic behavior. It supports research in almost every area of economics, including econometrics, economic history, environmental economics, finance, industrial organization, international economics, labor economics, macroeconomics, mathematical economics, and public finance.The Economics program welcomes proposals for individual or multi-investigator research projects, doctoral dissertation improvement awards, conferences, workshops, symposia, experimental research, data collection and dissemination, computer equipment and other instrumentation, and research experience for undergraduates. The program places a high priority on interdisciplinary research. Investigators are encouraged to submit proposals of joint interest to the Economics Program and other NSF programs and NSF initiative areas. The Methodology, Measurement, and Statistics (MMS) Program is an interdisciplinary program in the Directorate for Social, Behavioral, and Economic Sciences that supports the development of innovative analytical and statistical methods and models for those sciences. MMS seeks proposals that are methodologically innovative, grounded in theory, and have potential utility for multiple fields within the social, behavioral, and economicsciences. As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the production and use of official statistics. The MMS Program provides support through a number of different funding mechanisms. The Tribal Colleges and Universities Program (TCUP) provides awards to Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, economics, statistics, and other social and behavioral sciences as well as natural sciences), technology, engineering and mathematics (STEM) education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP), TCU Enterprise Advancement Centers (TEA Centers), and Preparing for TCUP Implementation (Pre-TI). Collaborations that involve multiple institutions of higher education led by TCUP institutions are supported through Partnerships for Geoscience Education (PAGE) and Partnerships for Documentary Linguistics Education (PADLE). Finally, research studies that further the scholarly activity of individual faculty members are supported through Small Grants for Research (SGR) and Science Education Alliance Phage Hunters Advancing Genomics and Evolutionary Science in Tribal Colleges and Universities (SEA-PHAGES in TCUs). Through the opportunities highlighted above, as well as collaborations with other National Science Foundation (NSF) units and other organizations, TCUP aims to increase Native individuals' participation in STEM careers and improve the quality of STEM programs at TCUP-eligible institutions. The Robert Wood Johnson Foundation, the nation's largest philanthropy dedicated solely to health, has issued a call for proposals for research on the ways that for-profit anchors advance health and well-being in the communities where they are located. Funded studies are expected to include rigorous empirical research that can inform the business case for why and how more companies serve as anchor institutions in their immediate surrounding geographies. Studies should also inform future RWJF strategies to motivate companies to act in a way that promotes health and well-being. Potential research questions might include: What factors facilitate or hinder anchor businesses from addressing health equity or social determinants of health? What are the motivations and incentives of anchor businesses across a range of sectors? What kind of equity-promoting narrative and framing resonates with the leaders of corporate anchor institutions? What interventions (led or co-led by corporate anchors) appear to be effective or show promise? What tools and resources would most help leaders of anchor businesses who are committed to community health improvement?

The Center for Retirement Research at Boston College sponsors the annual Steven H. Sandell Grant Program for scholars in the field of retirement research and policy. The program provides opportunities for junior scholars from any academic discipline to pursue cutting-edge research on a retirement-income issue. Priority areas include Social Security; macroeconomic analyses of Social Security; wealth and retirement income; program interactions; international research; and demographic research.

EDA announces general policies and application procedures for the Disaster Supplemental NOFO. Subject to the availability of funds, this investment assistance will help communities and regions devise and implement long-term economic recovery strategies through a variety of non-construction and construction projects, as appropriate, to address economic challenges in areas where a Presidential declaration of a major disaster was issued under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. § 5121 et seq.) (Stafford Act) "as a result of Hurricanes Florence, Michael, and Lane, Typhoons Yutu and Mangkhut, and of wildfires, volcanic eruptions, earthquakes and other natural disasters occurring in calendar year 2018, and tornadoes and floods occurring in calendar year 2019...". To be competitive, applications must clearly incorporate principles for enhancing the resilience (as defined under Section A.4, below) of the relevant community/region or demonstrate the integration of resilience principles into the investment project itself. Resilience is an essential component of any strategy for mitigating the potential for future disaster-related losses and adverse economic impacts for communities. Therefore, inclusion of resilience principles in the project is a necessary step to improve the capacity of the region to recover more quickly from future disaster events. Applicants must include a narrative attachment as a part of their application materials, describing in detail the nexus between their proposed project scope of work and disaster recovery and resilience efforts. The strength of the nexus to the disaster is drawn from the consequences of the relevant disaster(s) and the intended project outcomes that fulfill the community's specific post-disaster needs.

AGOA legislation, authorized to 2025, calls for the establishment of a United States-Sub-Saharan Africa Trade and Economic Cooperation Forum (AGOA Forum) to meet annually to discuss trade and investment between the United States and the countries of sub-Saharan Africa, and the implementation of AGOA. To ensure civil society participation in AGOA trade discussions and promote strong and inclusive sub-Saharan African economies, DRL requests proposals for a $950,000 cooperative agreement to support leadership and development of a transparent and comprehensive AGOA civil society network. In conjunction with the annual AGOA forum, projects should support the network to effectively provide observations and recommendations regarding country compliance with AGOA eligibility criteria - including the establishment of or progress toward political pluralism and the rule of law, a system to combat corruption and bribery, and protection of internationally recognized worker rights - as well as effective utilization of AGOA benefits. Programs should also support local civil society to provide input on country compliance with requirements to not engage in gross violations of human rights and to cooperate with international efforts to eliminate human rights violations. Activities may include, but are not limited to: outreach, support, and mentoring for human rights and labor rights civil society organizations (CSOs) in AGOA eligible countries; assistance for local CSOs to prioritize and monitor key issues; and support to strategize, prepare for and attend the Forum and follow-up on Forum recommendations throughout the year.

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

It is in this moment of a global pandemic that we see how the gains of the 20th century economy have left behind the very workers who are essential to keeping it afloat. We must seize this opportunity to redress these wrongs. We must extend protection, recourse, and safe working conditions to all workers. On Wednesday, November 4, 2020 and Thursday, November 5, 2020, NSF will host outreach webinars with information about the Mid-Scale Research Infrastructure (Mid-scale RI)-1 funding opportunity (NSF 21-505). The Mid-scale RI Big Idea is intended to provides an agile, Foundation-wide process to fund experimental research capabilities in the mid-scale range ($6 million to $100 million), between the Major Research Instrumentation (MRI) and Major Facilities thresholds.  Recently, the solicitation (NSF 21-505) for the Mid-scale RI-1 program (for infrastructure with total project cost of $6 million up until, but not including, $20 million) was published with a deadline of January 7, 2021 for preliminary proposals. Each session will begin at 1:00 p.m. EST and have two parts: a general Mid-scale RI-1 information session (1:00 p.m. -1:40 p.m. EST) with Q&A followed by Directorate-specific breakouts (1:45 p.m. - 2:30 p.m. EST) where more technical questions will be addressed. The information presented on Day 1 will be the same as the information presented on Day 2.
