The National Aeronautics and Space Administration's (NASA) Science Mission Directorate (SMD), in collaboration with the Office of Education (OE) National Space Grant College and Fellowship Program (Space Grant) will release the Undergraduate Student Instrument Project (USIP) Student Flight Research Opportunity (SFRO) on or about August 21. USIP-2015 solicits proposals from U.S. institutions of higher education to develop an undergraduate-led Project Team that will fly a science and/or technology payload relevant to NASA strategic goals and objectives on a sounding rocket, balloon, aircraft, suborbital reusable launch vehicle (sRLV), or CubeSat launched on an orbital launch vehicle (hereafter referred to collectively as suborbital-class platforms). The cost cap for an investigation awarded by OE is $200K, including the design, development, integration, and testing of the payload; student internships; and research on key innovative technologies. OE funding is limited to consortia of the National Space Grant College and Fellowship Program (Space Grant).

The Division of Engineering Education and Centers (EEC) seeks to enable a world-leading system of engineering education, equally open and available to all members of society, that dynamically and rapidly adapts to meet the changing needs of society and the nation's economy. Research areas of interest include, but are not limited to:Diversifying pathways to and through engineering degree programs. Research projects that align with this theme explore how engineering programs can engage and develop students with a broad range of backgrounds, interests, and experiences; investigate how informal or real world experiences germane to engineering--such as military service or being a "maker"--impact, improve, or accelerate learning; or investigate how to fundamentally restructure courses, curricula, or programs to substantially boost student success, especially for under-represented populations and veterans. The Methodology, Measurement, and Statistics (MMS) Program is an interdisciplinary program in the Directorate for Social, Behavioral, and Economic Sciences that supports the development of innovative analytical and statistical methods and models for those sciences. MMS seeks proposals that are methodologically innovative, grounded in theory, and have potential utility for multiple fields within the social, behavioral, and economicsciences. As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the production and use of official statistics. High Intensity Thermal Exchange Through Materials and Manufacturing Process (HITEMMP) Agency Overview: The Advanced Research Projects Agency - Energy (ARPA-E), an organization within the Department of Energy (DOE), is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358) to: "(A) to enhance the economic and energy security of the United States through the development of energy technologies that result in- (i) reductions of imports of energy from foreign sources; (ii) reductions of energy-related emissions, including greenhouse gases; and (iii) improvement in the energy efficiency of all economic sectors; and (B) to ensure that the United States maintains a technological lead in developing and deploying advanced energy technologies." ARPA-E issues this Funding Opportunity Announcement (FOA) under the programmatic authorizing statute codified at 42 U.S.C. § 16538.

The United States Agency for International Development (USAID) Mission in Colombia is making a special call for the submission of Concept Papers focused on leveraging private sector investment and expertise that results in enhance sustainable and inclusive development in Colombia's conflict-affected areas. Subject to the availability of funds, USAID/Colombia may allocate up to $10,000,000 to fund a portfolio of GDA alliances with the private sector, with funding for individual applications estimated in the range of $1,500,000 to $5,000,000 to be implemented over a period of 3-5 years through 2 to 3 awards, depending on the approach of each individual application.

The purpose of the IR-4 program is to enable the crop protection industry to provide safe, effective, and economical crop protection products for growers and consumers of minor/specialty crops. The crop protection industry cannot justify the costs associated with the research and development, registration, production, and marketing of crop protection products for minor/specialty crops due to the smaller market base and limited sales potential. The IR-4 program provides the assistance needed to ensure that new and more effective crop protection products are developed and made available to minor/specialty crop producers. These efforts require effective collaborations among federal agencies, the crop protection industry, and land-grant colleges and universities.

The awards pursuant to this Notice of Funding Opportunity are contingent upon the availability of funds. The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent overdose from prescription and illicit opioids by developing and piloting, or rigorously evaluating novel primary or secondary prevention interventions. The intent of this Notice of Funding Opportunity (NOFO) is to: (1) build the scientific base for the primary or secondary prevention of opioid overdose, and (2) encourage collaboration of scientists from a spectrum of disciplines including public health, epidemiology, law enforcement, social work, economics, and criminal justice to perform research that can identify ways to prevent opioid overdose more effectively. Interventions can be strategies, programs, or policies. Ultimately, this research is intended to improve state and local health departments’ ability to implement and improve interventions focused on preventing opioid-related deaths. Researchers are expected to develop and pilot, or rigorously evaluate novel primary or secondary prevention interventions that address prescription or illicit opioid overdose. Primary prevention approaches are expected to aim to prevent opioid misuse, abuse, and overdose before it occurs. Secondary prevention approaches are expected to focus on the more immediate responses to opioid overdose, such as emergency department services and linkage to treatment immediately following a nonfatal overdose.

The purpose of NIDILRR's Disability and Rehabilitation Research Projects (DRRP) which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Under this particular DRRP priority, applicants must propose a research project that is aimed at improving community living and participation outcomes of individuals with disabilities. The Ambassador's Special Self-Help Fund (SSH) assists Congolese community groups to develop lasting, self-sustaining projects that benefit entire communities. SSH grants in the Republic of Congo have contributed to agricultural modernization, economic development, combatting gender-based violence, improving sanitation, empowering women, improving learning conditions, and expanding access to clean water, health services, and education. Each year, the Ambassador's Special Self-Help Fund supports approximately five to ten projects with grants typically between $5-7,000.

The landscape of jobs and work is changing at unprecedented speed, driven by the development of new technologies that have moved from the factory floor to an expanding array of knowledge and service occupations. But there are risks as well. Technological advances scale back the need for some workers, and in some cases, eliminate job sectors, with consequences to displaced workers who must adapt to emerging new technologies and the changing economy through retraining and reskilling. The Future of Work at the Human-Technology Frontier (FW-HTF) is one of 10 new and far-sighted Big Ideas for Future Investments announced by NSF in 2016. NSF aims to respond to the challenges and opportunities of the changing landscape of jobs and work by supporting convergent research to: understand and develop the human-technology partnership; design new technologies to augment human performance; illuminate the emerging socio-technological landscape and understand the risks and benefits of new technologies; and foster lifelong and pervasive learning with technology. In order to be nimble and responsive to new opportunities and challenges as they are recognized, focus areas for the FW-HTF solicitation, the centerpiece of the FW-HTF Big Idea, may change from year to year.

Family caregivers shoulder many emotional and economic burdens in the course of delivering care to loved ones. Their role however is essential. According to a 2018 report from bipartisan policy center the majority of long-term care services and supports comes from family caregivers with estimates reporting that family caregivers have provided $470 billion in care. Additionally, the same report cites a statistic that family caregivers aged 50 and over lose approximately $304,000 in income and benefits over the duration of their care. Consequently family caregivers are especially vulnerable to experiencing the devastating economic burdens of the provision of care. As such, the development and dissemination of training and information to improve and strengthen the financial literacy of family caregivers is paramount in efforts to help them maintain their caregiving duties while concurrently helping them better understand and prepare for the potential financial impacts associated with the provision of care. The target population to be served will be all eligible family caregivers as defined in Title III E of the Older Americans Act. The objectives for this new funding opportunity include:* Advance understanding of the need for and the available interventions to improve financial literacy among family caregivers, incluidng gaps found in existing interventions, and develop a stragety for addressing these needs

In Addendum Number 03 to the Catalyzing Private Investment BAA, USAID seeks partners to research, design, develop, test and evaluate approaches for supporting USAID MBIOs to facilitate private-sector financing for development priorities. The objective is to expand and diversify the partner base that can facilitate testing and scaling of a variety of financing instruments, and meet a broad spectrum of financing needs in terms of transaction size and focus to support a country's journey to self-reliance.

The International Research Experiences for Students (IRES) program supports international research and research-related activities for U.S. science and engineering students. The IRES program contributes to development of a diverse, globally-engaged workforce with world-class skills. IRES focuses on active research participation by undergraduate or graduate students in high quality international research, education and professional development experiences in NSF-funded research areas. The overarching, long-term goal of the IRES program is to enhance U.S. leadership in research and education and to strengthen economic competitiveness through training the next generation of research leaders.

Ethical and Responsible Research (ER2) funds research projects that identify (1) factors that are effective in the formation of ethical STEM researchers and (2) approaches to developing those factors in all STEM fields that NSF supports. ER2 solicits proposals for research that explores the following: 'What constitutes responsible conduct for research (RCR), and which cultural and institutional contexts promote ethical STEM research and practice and why?' Do certain labs have a 'culture of academic integrity'? What practices contribute to the establishment and maintenance of ethical cultures and how can these practices be transferred, extended to, and integrated into other research and learning settings?' Factors one might consider include: honor codes, professional ethics codes and licensing requirements, an ethic of service and/or service learning, life-long learning requirements, curricula or memberships in organizations (e.g. Engineers without Borders) that stress responsible conduct for research, institutions that serve under-represented groups, institutions where academic and research integrity are cultivated at multiple levels, institutions that cultivate ethics across the curriculum, or programs that promote group work, or do not grade. Successful proposals typically have a comparative dimension, either between or within institutional settings that differ along these or among other factors, and they specify plans for developing interventions that promote the effectiveness of identified factors.

The Institute for Research on Innovation and Science is accepting applications for its 2018 IRIS Awards, an annual program that supports researchers who use IRIS data to address questions about the social and economic returns of investments in research. Through the program, IRIS seeks to enable fundamental research on the results of public and private investments that support discovery, innovation, and education on the campuses of U.S. universities. Up to $15,000 for dissertations awards and up to $30,000 for early career and established researcher awards will be awarded to the recipient's institution. Funds can be used for personnel (e.g., research assistance, salaries, or stipend if recipient is a student), equipment, supplies, travel (may include travel mandated by the award), and other expenses (e.g., professional development and training). Awards may include 15 percent overhead or indirect costs to be paid as a part of the award total. Proposals must emphasize the use of IRIS data in projects that address open issues in the study of science and technology and science policy. Topics of particular interest include but are not limited to new methods to estimate social and economic return on investment for funding from various sources (federal, philanthropic, industrial, and institutional); the relationship between research training, career outcomes, and the downstream productivity of employers; the relationship between different funding sources and mechanisms and the structure and outcomes of collaboration within and across campuses; the distinctive contribution university research makes to regional economic development and resilience; and the effects different funding sources and mechanisms have on research teams and the productivity and efficiency of the academic research enterprise as a whole

As part of its larger portfolio, the MMS Program partners with a consortium of federal statistical agencies to support research proposals that further the development of new and innovative approaches to surveys and to the analysis of survey data.

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.
