The Pacific Outer Continental Shelf (OCS) Region of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement for the study BOEM-MARINe (Multi-Agency Rocky Intertidal Network) to provide continued long-term monitoring of rocky intertidal habitats and species adjacent to OCS oil and gas operations in the Pacific Region. The purpose of this study is to provide the basis for evaluating cumulative impacts to the shoreline from OCS activities, especially accidental oil spills, and will be used to provide a base-line to assess dampening of waves from potential offshore wave facilities. Detecting impacts to a resource requires monitoring and the rocky intertidal areas established by the MARINe represent over 20 years of continuous monitoring adjacent to OCS facilities off southern California. This announcement is specifically to announce intent to undertake the project: BOEM-MARINe, that is open to the University of California, Santa Cruz, via the Californian Cooperative Ecosystem Studies Unit. The award will be a cooperative agreement. This involves substantial involvement by BOEM scientists in various aspects of study development and/or study conduct. The award is premised on receipt of an acceptable proposal. This is not an open solicitation for proposals.

Through its Marine Microbial Ecology and Evolution Awards program, the foundation will award grants of up to $180,000 a year for up to three years (limited to 20 percent of modified total direct costs) to outstanding investigators in the field of Marine microbial ecology and evolution with the potential to advance human understanding through experiments, modeling, and/or theory. Projects focusing on the microbiomes of animals or plants or on paleontological records will not be considered in this funding cycle. Investigators with backgrounds in different fields are encouraged to apply.

The National Marine Fisheries Service (NOAA/NMFS) is soliciting competitive applications for the FY2015 Pacific Islands Region Marine Turtle Management and Conservation Program (MTMCP) to fund conservation, protection, or management actions supporting recovery of Endangered Species Act (ESA) listed sea turtle species occurring within the Pacific Islands Region (PIR) or of aggregations that may be shared between the PIR and other Pacific nations. NOAA/NMFS will consider internationally-based projects targeting sea turtle populations that originate from the Western and Central Pacific Ocean (i.e., from areas outside U.S. jurisdiction) but migrate through or forage within the PIR, are impacted by PIR activities managed by NOAA/NMFS, or are otherwise relevant to NOAA/NMFS management and recovery obligations. The PIR is comprised of the exclusive economic zones (EEZs) adjacent to the State of Hawaii, U.S. territories of American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI), and the U.S. Pacific Remote Island Areas (PRIAs) of Jarvis, Johnston, Wake, Howland and Baker Islands, Kingman Reef, and Palmyra and Midway Atolls. Sea turtle species with documented linkages to the PIR include: leatherback (Dermochelys coriacea), hawksbill (Eretmochelys imbricata), North and South Pacific loggerhead (Caretta caretta) Distinct Population Segments (DPS), olive ridley (Lepidochelys olivacea), and green turtle (Chelonia mydas).

Biological Field Stations and Marine Laboratories (FSMLs) are off-campus facilities for research and education conducted in the natural habitats of terrestrial, freshwater, and Marine ecosystems. FSMLs support environmental and basic biological research and education by preserving access to study areas and organisms, by providing facilities and equipment in close proximity to those study areas, and by fostering an atmosphere of mutual scientific interest and collaboration in research and education. To fulfill these roles, FSMLs must offer modern research and educational facilities, equipment, communications and data management systems for a broad array of users. In recognition of the importance of FSMLs in modern biology, NSF invites proposals that address these general goals of FSML improvement.

For the FY2019 funding competition, we are soliciting projects located in Hawai'i, and, for internationally-shared sea turtle populations, projects located in Fiji (for, Central South Pacific Green Turtle Distinct Population Segment), Japan (for, North Pacific Loggerhead Turtle Distinct Population Segment), and the Western Pacific (for nesting or foraging habitats of western Pacific leatherback turtles).

The National Marine Fisheries Service (NMFS), Southeast Region, is seeking proposals under the Marine Fisheries Initiative Program (MARFIN), for research and development projects that optimize the use of fisheries in the Gulf of Mexico, Puerto Rico, the U.S. Virgin Islands, and off the South Atlantic states of North Carolina, South Carolina, Georgia, and Florida, involving the U.S. fishing industry (recreational and commercial), including fishery biology, resources assessment, socio-economic assessment, management and conservation, selected harvesting methods, and fish handling and processing. This program addresses NOAA's mission goal "Healthy Oceans."

The NOAA/OAR/Ocean Acidification Program (OAP) is soliciting proposals for studies investigating ocean acidification monitoring strategies that would offer an observing system design that best characterizes and tracks ocean acidification within U.S. Large Marine Ecosystems (LMEs) optimized towards characterizing the conditions most relevant to ecologically and economically important Marine species. Funding is contingent upon the availability of Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2019 start date.

Four grants of up to $246,875 U.S. Dollars (USD) each will be awarded for work that will support efforts that help prevent marine debris from entering the ocean, subject to the availability of funding. A maximum of two applications will be allowed per applicant, one application for each of the two project categories. We will not accept multiple applications for the same project category. Projects must fall in one of two categories: 1. Reducing marine debris through capacity building for the development of environmentally sustainable waste management systems. Three awards will be funded under this category. 2. Reducing the amount of abandoned, lost, or otherwise discarded fishing gear (ALDFG) in the ocean. One award will be funded under this category.

The purpose of this document is to advise the public that NOAA/OAR/Ocean Acidification Program (OAP) is soliciting proposals for collaborative projects of up to 2 years in duration that synthesize ocean acidification information at a regional scale (e.g. Large Marine Ecosystem, large estuary or collection of small estuaries, and state or collection of states in US waters) to determine where societal vulnerabilities to ocean acidification exist or are emerging, in order to provide actionable information for Marine resource decision makers. This funding opportunity will not support the collection of new chemical or ecological observations or species response data. Social science data collection is permitted. Funding is contingent upon the availability of Fiscal Year 2017 Federal appropriations.

Launched in 2008 as a partnership between Covanta, the National Oceanic and Atmospheric Administration's Marine Debris Program, Schnitzer Steel Industries, Inc., and NFWF, the program seeks to provide a cost-free solution that allows fishermen to dispose of old, derelict, or unusable fishing gear, with the goal of reducing the amount of gear that ends up in and around  costal waterways. Under this RFP, grants will be awarded to programs that target U.S. coastal waters, with priority given or areas that have been identified for derelict fishing gear prevention, reduction, and gear technology innovation in state or regional plans, or as part of species or habitat conservation plans. Priority locations include areas of the Gulf of Maine that have been identified as priority habitat for North Atlantic right whales; the Chesapeake Bay, with a focus on blue crab habitat;  the Puget Sound, with a focus on killer whale and Chinook salmon habitat; and within the borders of the Papahānaumokuākea Marine National Monument in Hawaii.

The Bureau of Ocean Energy Management (BOEM) through the Marine Minerals Program (MMP) is offering a cooperative agreement opportunity to conduct research to serve the public interest in offshore sand resources, coastal restoration, coastal resiliency and to investigate the long-term recovery of benthic and fish communities following dredging of sand resources within Ship Shoal in the Gulf of Mexico. The objectives of this study are to examine the relationship of human disturbance to ecosystem services in offshore sand shoal habitats in the Ship Shoal borrow area and nearby control sites off Louisiana. Further, to determine if there are functional differences in control site and borrow sites (pre- and post-dredging) by examining species distribution, diversity, habitat use, population dynamics and rate of recovery of benthic habitats. If so, investigate if these differences correlate with biophysical differences (grain size, flow characteristics). Finally, determine if there are regional differences in recovery (Gulf of Mexico vs. Atlantic). Section 1346 of the Outer Continental Shelf Lands Act (OCSLA) mandates the conduct of environmental and socioeconomic studies needed for the assessment and management of environmental impacts on the human, Marine, and coastal environments which may be affected by oil and gas or other mineral development.

The principal objective of the NMFS Community-based Restoration Program Coastal and Marine Habitat Restoration solicitation is to support habitat restoration projects that use an ecosystem-based approach to foster species recovery and increase populations under NOAA's jurisdiction. Proposals submitted under this solicitation will be primarily evaluated based on their ability to demonstrate how the proposed habitat restoration actions will help recover threatened and endangered species listed under the Endangered Species Act (ESA) (hereafter, Listed Species), including species identified by NMFS as "Species in the Spotlight" (https://www.fisheries.noaa.gov/topic/endangered-species-conservation#species-in-the-spotlight), sustain or help rebuild fish stocks managed under the Magnuson-Stevens Fishery Conservation and Management Act (hereafter, Managed Species), and contribute to the sustainability of saltwater recreational fisheries. Successful proposals will: 1) identify a habitat-based issue/concern limiting the recovery or sustainability of one or more species targeted by the proposed restoration action; 2) describe in detail the actions and on-the-ground habitat restoration project(s) to be undertaken to resolve the issue/concern and; 3) describe the project(s)' expected outcomes and measurable impact on the project's target species and their ecosystem. Proposals may include: restoration feasibility and/or design; implementation; or a combination.

The U.S. Department of State Bureau of East Asia Pacific Affairs (EAP) announces an open competition for organizations interested in submitting applications for a series of small environmental awards to support local and regional small-scale environmental projects in eligible countries in the Pacific Islands region, via the Regional Environmental Office in Suva, at $24,999 or less per award. Since FY 2007, EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) have worked together to award and administer small environmental grants in the EAP region.
