This ROSES NRA (NNH15ZDA001N) solicits basic and applied research in support of NASA's Science Mission Directorate (SMD). This NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, scientific balloon, sounding rocket, International Space Station, CubeSat and suborbital reusable launch vehicle investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data. NOAA announces the availability of Federal funding, authorized pursuant to Public Law 113-235 (Omnibus and Continuing Appropriations Resolution, 2015), for necessary expenses associated with the restoration of Pacific salmon populations. The Pacific Coastal Salmon Recovery Fund (PCSRF) program makes such funding available to the States of Washington, Oregon, Idaho, Nevada, California, and Alaska, and federally recognized tribes of the Columbia River and Pacific Coast (including Alaska) for projects necessary for the conservation of salmon and steelhead populations that are listed as threatened or endangered, or identified by a State as at-risk to be so-listed, for maintaining populations necessary for exercise of tribal treaty fishing rights or native subsistence fishing, or for the conservation of Pacific coastal salmon and steelhead habitat. This announcement outlines the priorities and guidelines that will be used to award funding to eligible entities. Pre-applications are not mandatory, but highly encouraged. The Small Business Liability Relief and Brownfields Revitalization Act ("Brownfields Law", P.L. 107-118) requires the U.S. Environmental Protection Agency (EPA) to publish guidance for grants to assess and clean up brownfield sites. The Utah Water Science Center (UWSC) of the U.S. Geological Survey (USGS) is offering a funding opportunity to a CESU partner that has the ability to conduct research on the application of environmental tracers to water resources investigations in Utah and surrounding states including the Great Basin and Upper Colorado River Basin. UWSC primarily conducts research and operates monitoring networks investigating groundwater and surface-water resources in Utah and in adjoining groundwater and surface-water basins. Current research projects and networks include (but are not limited to) Great Salt Lake geochemistry and hydrodynamics, regional groundwater assessments, groundwater and surface-water quality, salinity fate and transport in Upper Colorado River Basin, groundwater discharge to streams in the UCRB, geochemistry and groundwater flow in geothermal systems, Great Basin groundwater availability, numerical ground- and surface-water modeling, methane fate and transport in streams and groundwater-surface water interaction. The Department of Energy (DOE) and Bureau of Ocean Energy Management (BOEM) invite input from the public regarding a research campaign to inform our understanding of offshore wind energy development that could be conducted in the next two to five years during the construction and operation of the first generation of deployed facilities. We aim to quantify the impact-producing factors (i.e. the characteristics of a project that may cause an impact, such as the sound produced during construction) associated with a project and to evaluate the efficacy of monitoring technologies and techniques deployed at offshore wind farms selected at a future date. OER is seeking pre-proposals and, ultimately, full proposals to support its mission, consistent with NOAA's Next Generation Strategic Plan (http://www.ppi.noaa.gov/wp-acontent/uploads/noaa), to search, investigate, and document poorly-known and unknown ocean areas through interdisciplinary exploration, and to advance and disseminate knowledge of the ocean environment and its physical, chemical, archaeological, and biological resources. The office priorities for this opportunity support NOAA's mission goals of: Healthy Oceans, Climate Adaptation and Mitigation, and Resilient Coastal Communities and Economies, as well as many of the elements of the President's National Ocean Policy. Competitive ocean exploration proposals will be bold, innovative and interdisciplinary in their approach. NOAA delivers funding and technical expertise to restore Great Lakes coastal habitats. These habitats support valuable fisheries and protected resources; improve the quality of our water; provide recreational opportunities for the public's use and enjoyment; and buffer our coastal communities from the impacts of changing lake levels. Projects funded through NOAA have strong on-the-ground habitat restoration components that provide social and economic benefits for people and their communities in addition to long-term ecological habitat improvements. Through this solicitation, NOAA seeks to openly compete funding available for habitat restoration in U.S. Great Lakes Areas of Concern (http://www.epa.gov/glnpo/aoc/) under the Great Lakes Restoration Initiative as anticipated in the President's FY2014 Budget. Applications should be submitted for any project that is to be considered for this funding, even for those projects already submitted as applications to other NOAA competitions. Competition will ensure that the most beneficial restoration projects are selected to realize significant ecological gains. Applications selected for funding through this solicitation will be implemented through a grant or cooperative agreement, with awards dependent upon the amount of funds made available to NOAA for this purpose by the U.S. Environmental Protection Agency. NOAA anticipates up to $4 million may be available for Great Lakes coastal habitat restoration; typical awards for on the ground implementation are expected to range between $500,000 and $2 million. The United States Neotropical Migratory Bird Conservation Act (NMBCA) established an annual, competitive grants program to support projects that promote the conservation of neotropical migratory birds and their habitats in the United States, Canada, Latin America and the Caribbean. The U.S. Fish and Wildlife Service¿s Division of Bird Habitat Conservation (DBHC) is responsible for managing the NMBCA grants program and administers all grants. A landmark collaboration known as the International Technology Alliance (ITA) in Network and Information Sciences was initiated by the US Army Research Laboratory (ARL) and the UK Ministry of Defence (MoD) in 2006. Awards were made to a Consortium of industrial and academic organizations from the United States and the United Kingdom that along with the US ARL and the UK Dstl formed an international research Alliance that is jointly conducting collaborative research focused on enhancing coalition operations. Description of Program and/or Project Background: The project is a long-term inventory, monitoring, and assessment program of human impacts resulting from recreation uses on the Arizona Strip District using a standardized quantitative recreation monitoring approach. Using baseline data compiled in a geo-referenced database of impacts available on an easily accessed website, existing recreation sites will be monitored on a regular schedule to determine recreation-created impacts and make management recommendations for future actions. Graduate and undergraduate students will be involved in the recreation monitoring and assessment program and conference presentations and publications in pertinent scientific literature will represent the results of these studies, not required as deliverables to the BLM. Regular reporting with recommendations to management and staff will be conducted in order to assist the BLM in protecting and maintaining recreation settings and opportunities. Recreation assessments would also be conducted under this agreement for National Landscape Conservation System (NLCS) areas, such as national monuments, wilderness areas and national trails. Data collected during the inventory and the BLM and recipient will jointly develop monitoring. Project data will be available to the BLM on an as needed basis. This project provides opportunities for students and/or entry-level professionals to work with experienced, professional land managers to obtain experience in complex public land management issues. This project will provide the background experience by which students may make long term career goals and decisions, and will enable continuing development between the recipient and the BLM in terms of student development, recruitment, and service opportunities between the two entities. 2015 Forest Service National Urban and Community Forestry Challenge Cost Share Grant Deadline: December 15, 2015 The Secretary of Agriculture has a congressionally designated advisory council that assists the U.S. Forest Service in establishing the grant categories and recommendations of final proposals for the Forest Service to consider. This is the National Urban and Community Forestry Advisory Council (NUCFAC). The Council serves to advise the Secretary of Agriculture on the status of the nation's urban and community forests and related natural resources. The NUCFAC seeks to establish sustainable urban and community forests, by encouraging communities of all sizes to manage and protect their natural resources, which, if well managed, improves the public's health, well-being, economic vitality, and creates resilient ecosystems for present and future generations. The State Wildlife Grants Program provides States, the District of Columbia, Commonwealths, and territories (State(s)) Federal grant funds for the development and implementation of programs for the benefit of wildlife and their habitats, including species that are not hunted or fished. Eligible activities include both planning and implementation. Planning activities must contribute directly to the development or modification of the Stateÿfds current Wildlife Action Plan (Plan) approved by the Director of the U.S. Fish and Wildlife Service (Service). Implementation activities are activities that a State intends to carry out to execute their Plan. Priority for use of these funds should be placed on those species of greatest conservation need and take into consideration the relative level of funding available for the conservation of those species. Ineligible activities include wildlife education and law enforcement activities, unless the law enforcement or education component is a minor or incidental activity which is considered critical to the success of a project.
