The National Oceanic and Atmospheric Administration (NOAA) is focused on providing the essential and highest quality environmental information vital to our Nation's safety, prosperity and resilience. Toward this goal, the agency conducts and supports weather and climate research, oceanic and atmospheric observations, modeling, information management, assessments, interdisciplinary decision-support research, outreach, education, and partnership development. Climate variability and change present society with significant economic, health, safety, and security challenges and opportunities. In meeting these challenges, and as part of NOAA's climate portfolio within the Office of Oceanic and Atmospheric Research (OAR), the Climate Program Office (CPO) advances scientific understanding, monitoring, and prediction of climate and its impacts, to enable effective decisions. This funding opportunity focuses on the Climate Variability and Predictability (CVP) Program. The CVP Program supports research that enhances our process-level understanding of the climate system through observation, modeling, analysis, and field studies. This vital knowledge is needed to improve climate models and predictions so that scientists and society can better anticipate the impacts of future climate variability and change. To achieve its mission, the CVP Program invests in NOAA mission-critical research, which is carried out at NOAA and other federal laboratories, NOAA Cooperative Institutes, academic institutions and private sector research entities. The Program also coordinates its sponsored projects with major national and international scientific bodies including the World Climate Research Programme (WCRP) - especially CLIVAR (Climate and Ocean Variability, Predictability and Change) and GEWEX (Global Energy and Water Cycle Exchanges) programs - and the U.S. Global Change Research program (USGCRP). The AZ Cultural Heritage and Paleontology Resource Management Programs seek to establish partnerships that collaboratively encourage the public to learn about and engage with heritage resources in Arizona, with the goals of creating a conservation stewardship legacy second only to Teddy Roosevelt, restoring trust and being a good neighbor, and sustainably developing energy and natural resources.

Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. In evaluating proposals, the Grants Committee will seek to determine the extent to which the proposed project: Provides technical information at a level that can be understood by the general public Reaches a broad cross-section of society Has a well-articulated communications plan, that includes social media, designed to increase awareness and engagement of the target audience Presents, in a neutral and balanced manner, an analysis of the social benefits and costs of deploying the subject technology Avoids advocating a particular action but encourages and enables participants to make an informed decision Directly involves IEEE members including, as appropriate, student members Encourages the active participation of the target audience Provides an effective means of determining the impact of the project Matches the IEEE Foundation's Grant criteria

The purpose of the SARE program is to encourage research and outreach designed to increase knowledge concerning agricultural production systems that: (1) maintain and enhance the quality and productivity of the soil; (2) conserve soil, water, energy, natural resources, and fish and wildlife habitat; (3) maintain and enhance the quality of surface and ground water; (4) protect the health and safety of persons involved in the food and farm system; (5) promote the well-being of animals; and (6) increase employment opportunities in agriculture (7 U.S.C. 5801 and 5811).

The Water Infrastructure Improvements for the Nation Act (WIIN), P.L. 114-322, was enacted in December of 2016 to address water resources infrastructure that is critical to the Nation's economic growth, health, and competitiveness. Section 4009(c) of Subtitle J of WIIN includes amendments to Reclamation's Title XVI Water Reclamation and Reuse Program (Title XVI), established by P.L. 102-575 in 1992. Prior to the enactment of WIIN, funding for water recycling project construction could only be provided for congressionally authorized Title XVI projects. The WIIN amendments will allow new water recycling projects to be eligible to receive Federal funding Water recycling is an essential tool in stretching the limited water supplies in the Western United States. Title XVI water recycling projects develop and supplement urban and irrigation water supplies through water reuse, thereby improving efficiency, providing flexibility during water shortages, and diversifying the water supply. These projects provide growing communities with new sources of clean water while promoting water and energy efficiency and environmental stewardship and increase water management flexibility, making our water supply more resilient. The Ohio WRC requests pre-proposals from water professionals early in their career, to support research on the topics of: algal blooms and nutrients, the water energy nexus, and sustainable water use. Algal blooms & nutrients is a broad topic that may encompass any of the following areas: HAB events, nutrient transport related to HABs, treatment technologies, including BMPs, their effectiveness, and social science related to HABs. The program supports research projects related to sustainable solid waste management practices, including waste minimization; recycling; waste conversion to energy, biofuels, chemicals, or other useful products; strategies to promote diversion to higher and better uses (e.g., organics diversion, market analysis, optimized material management, logistics, etc.); and landfilling.

From rangeland management to protection of cultural resources; fire suppression to energy development; trails and travel management to National Conservation Lands, the BLM values public involvement and a collaborative environment. When we facilitate activities and uses of the public lands, they are designed, permitted, and monitored with the goal of retaining or returning the land to a healthy condition once the use or activity ends. Our objective is to provide opportunities for youth (ages 16-30 years of age) to engage in BLM cultural and natural resource conservation-related projects and to increase public awareness and appreciation of those resources and recreational resource values found on public lands. These projects will provide participants with a mix of work experience, education, training, community involvement and support services, as well as the opportunity to develop citizenship values and skills through service to their community and the United States. As the young men and women gain experience in natural and cultural resource management, they will also develop an appreciation for public lands and learn about conservation-related career fields

In 2004, the Office of Management and Budget (OMB) conducted a program evaluation of the Bureau of Land Management (BLM) resource protection activities. The OMB found gaps in the monitoring of resource conditions to support management decisions and that the BLM had no reliable mechanism for reporting on the condition of public lands above the local scale. The BLM established an Interdisciplinary Core Team that evaluated assessment processes, resource inventories, and monitoring procedures and developed a comprehensive plan of action that would lay the foundation for a monitoring strategy. Two reports, (1) the Local Workgroup Report for the National Assessment, Inventory, and Monitoring Strategy (BLM 2007) and (2) the Findings and Recommendations for Regional Monitoring for Wildlife and Water with an Emphasis on Energy Development (Falise et al. 2008), were also completed and provided vision toward developing an Assessment, Inventory, and Monitoring (AIM) Strategy. Additional or supplemental data collection for fuels treatments (pre and post treatment), wilderness study area monitoring, and rangeland health indicators provide the information to determine the effectiveness of management actions, and may be shared across BLM offices and interested publics.

Through this EPA program, college students can benefit people, promote prosperity and protect the planet by designing environmental solutions that move us towards a sustainable future. EPA considers projects that address challenges from a wide range of categories including water, energy, agriculture, built environment, and materials and chemicals. These can be challenges found in the developed or developing world. The P3 Award competition is a two-phase team contest. For the first phase, interdisciplinary student teams compete for $15,000 grants. Recipients use the money to research and develop their design projects during the academic year. The final projects include a Phase I project report and a Phase II proposal. In the spring, all teams submit their reports and proposals. Scores from the reports, proposals and the design presentations are combined into a final overall score for each P3 team. Based on these scores, a panel of expert judges recommend to EPA which teams should receive the EPA P3 Award and the opportunity for Phase II funding. Given to the best student designs, this is an award and opportunity for grant funding up to $75,000 to further the project design, implement it in the field, and move it to the marketplace.

The purpose of this project is threefold: 1) to summarize and integrate past studies tied to the Rio Chama Flow Project (RCFP) and identify further research requirements to support the RCFP, 2) to review and synthesize the existing literature on the economic benefits of hydropower, recreation and impacts to rural communities affected by the RCFP, and 3) to conduct a legal review and analysis of the prevailing Federal and State authorizations and statutes that impact the RCFP. The findings from these three tasks will be compiled into a comprehensive report, and presented to and discussed with Reclamation and the RCFP Advisory Council in two half-day meetings.
