FY 2018 - FY 2019 Pollution Prevention Grant Program - 0 views

    EPA is announcing a grant competition to fund two-year Pollution Prevention assistance agreements for projects expected to be performed in each EPA region that provide technical assistance and/or training to businesses/facilities to help them adopt source reduction approaches (also known as "pollution prevention" or "P2"). P2 means reducing or eliminating pollutants from entering any waste stream or otherwise released into the environment prior to recycling, treatment, or disposal. In keeping with the Pollution Prevention Act of 1990, EPA is encouraging P2 because implementing these approaches can result in reductions in toxic pollutants, the use of water, energy and other raw materials, while also lowering business costs. For this current round of grants, EPA is putting additional emphasis on documenting and sharing the P2 best practices and innovations identified and developed through these grants so that others can replicate these approaches and outcomes. If Congress appropriates Fiscal Year (FY) 2018 and 2019 funds for the P2 Program at levels comparable to FY 2017 funding levels, the EPA may award a total of approximately $9.38 million in federal P2 grant funding for these two-year assistance agreements (approximately $4.69 million in FY 2018 and approximately $4.69 million in FY 2019 funds).

    The Chemical and Biological Separations (CBS) program supports fundamental research on novel methods and materials for separation processes.  These processes are central to the chemical, biochemical, materials, energy, and pharmaceutical industries.  A fundamental understanding of the interfacial, transport, and thermodynamic behavior of multiphase chemical systems as well as quantitative descriptions of processing characteristics in the process-oriented industries is critical for efficient resource management and effective environmental protection.  The program encourages proposals that address emerging research areas and technologies, have a high degree of interdisciplinary thought coupled with knowledge creation, and integrate education and research. Research topics OF PARTICULAR INTEREST in CBS include fundamental molecular-level work on: Nanostructured materials for separations Biorenewable resource separation processes Purification of drinking water Field (flow, magnetic, electrical) induced separations Separation of molecular constituents from blood The duration of unsolicited awards is generally one to three years.  The average annual award size for the program is $80,000.  Proposals requesting a substantially higher amount than this, without prior consultation with the Program Director, may be returned without review.  Small equipment proposals of less than $100,000 will also be considered and may be submitted during the annual submission window.

LM OR/WA - Population Monitoring, Data Collection, and Conservation Strategy for Pyrroc... - 0 views

    The BLM has worked with the Institute of Applied Ecology for over 10 years demographic monitoring to determine the effects of climate and cattle grazing on Snake River goldenweed, Pyrrocoma radiata. This species, formerly known as Haplopappus radiatus, is listed as endangered by the State of Oregon, as a Species of Concern with the USFWS, and is a BLM Sensitive Species. Pyrrocoma radiata is endemic to eastern Oregon and western Idaho. 93 P. radiata locations are recorded in the GeoBOB database of which 83 of the sites have not been visited in over 13 years. Furthermore, population size has been recorded for only 7 of these sites thus the current status of P. radiata is unknown. There are significant threats to the Snake River goldenweed which include precipitation changes, livestock grazing, construction of wind energy turbines, power line construction, and noxious weed encroachment. Additionally the results of increasing wildfires have converted the Snake River goldenweed's habitat, sagebrush steppe, to annual grassland. It is unknown if the Snake River goldenweed will be able to persist under these altered habitat conditions. The objective of this project is to improve the management of Snake River goldenweed, Pyrrocoma radiata, currently listed as endangered by the State of Oregon, as a Species of Concern with the USFWS, and is a BLM Sensitive Species. This project is to determine the extent and population status of the species and to develop a Conservation Strategy and detailed management plan for maintaining viable populations of the species. Year one of this project will include re-locating and re-sampling of all ten monitoring plots for P. radiata. Monitoring results will be summarized in a report addressing species management options for improved protection, conservation, and preservation of the species. Additional surveys of at least 15 new sites per year will be done to document population size and threats currently affecting the Snake River goldenweed's h

    The Hydrologic Sciences Program focuses on the fluxes of water in the environment that constitute the water cycle as well as the mass and energy transport function of the water cycle in the environment.  The Program supports studying processes from rainfall to runoff to infiltration and streamflow; evaporation and transpiration; as well as the flow of water in soils and aquifers and the transport of suspended, dissolved and colloidal components.  Water is seen as the mode of coupling among various components of the environment and emphasis is placed on how the coupling is enabled by the water cycle and how it functions as a process.  The Hydrologic Sciences Program retains a strong focus on linking the fluxes of water and the components carried by water across the boundaries between various interacting components of the terrestrial system and the mechanisms by which these fluxes co-organize over a variety of timescales and/or alter the fundamentals of the interacting components.  The Program is also interested in how water interacts with the solid phase, the landscape and the ecosystem as well as how such interactions and couplings are altered by land use and climate change.  Studies may address aqueous geochemistry and solid phase interactions as well as physical, chemical, and biological processes as coupled to water transport. These studies commonly involve expertise from basic sciences and mathematics, and proposals may require joint review with related programs.  The Hydrologic Sciences Program will also consider some synthesis activities.

    This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service, intention to fund the following project activities without competition. North Cascades Institute (NCI) is a nationally regarded nonprofit environmental organization maintained in the State of Washington, and is dedicated to increasing understanding and appreciation of the natural and cultural landscapes of the Pacific Northwest. The Institute's mission is to conserve and restore Northwest environments through education. The Institute was created for the specific purpose of providing programs of public education and involvement in conservation, natural science, history and related fields of study, in order to foster and enhance understanding and appreciation of the North Cascades bioregion. NCI has been a valued partner of North Cascades National Park Complex (NOCA) since 1986. The two agencies have a solid track record of cooperatively developing successful, cost-effective programs that meet both park and Institute educational and budgetary goals. NCI is considered to be the lead educational partner of NOCA, providing over $2.6 million in integrated education programming during the 29-year relationship. NCI operates the residential North Cascades Environmental Learning Center, an 11.6 million dollar facility which is imbedded within NOCA as required by a Federal Energy Regulatory Commission (FERC) agreement with Seattle City Light, operator of three hydroelectric dams within NOCA. The Learning Center is one of the required mitigation elements for Seattle City Light's federal FERC license for continued operation of three hydroelectric reservoirs on the Skagit River. NFWF Invites Proposals for Fishing for Energy Program | RFPs | PND - 0 views

    Launched in 2008 as a partnership between Covanta, the National Oceanic and Atmospheric Administration's Marine Debris Program, Schnitzer Steel Industries, Inc., and NFWF, the program seeks to provide a cost-free solution that allows fishermen to dispose of old, derelict, or unusable fishing gear, with the goal of reducing the amount of gear that ends up in and around  costal waterways. Under this RFP, grants will be awarded to programs that target U.S. coastal waters, with priority given or areas that have been identified for derelict fishing gear prevention, reduction, and gear technology innovation in state or regional plans, or as part of species or habitat conservation plans. Priority locations include areas of the Gulf of Maine that have been identified as priority habitat for North Atlantic right whales; the Chesapeake Bay, with a focus on blue crab habitat;  the Puget Sound, with a focus on killer whale and Chinook salmon habitat; and within the borders of the Papahānaumokuākea Marine National Monument in Hawaii.

Advanced Materials for High-Efficiency, Flexible and Reliable Coal-Fueled Power Plants - 0 views

    The development and qualification of new structural materials and fabrication of commercial scale components made from new structural materials are key steps in the development of next generation fossil energy (FE) power generation technologies, improving the efficiency of existing FE power plants by increasing working fluid (e.g. steam or supercritical CO2) steam temperature, and to enable existing FE power plants to safely and effectively operate in cycling modes for well beyond their original 30-year design life. Advanced ultra-supercritical (AUSC) pulverized coal fired power plants and transformational supercritical CO2 power cycles will operate at temperatures and pressures up to 760 °Celsius and 5,000 psia (pounds per square inch absolute), and will require large components, up to 10 tons (such as boiler and heat exchanger tubing; valves, large diameter, thick wall steam and sCO2 pipe and pipe fittings, and steam and sCO2 turbine parts) to be fabricated from gamma prime strengthened nickel superalloys, such as Haynes 282 and Inconel 740. Gamma prime strengthened nickel superalloys this large have seldom been needed for other industries, and thus, there is not an established manufacturing supply chain for such components.

BOEM FY 2019 Environmental Studies Program - 0 views

    The Pacific Outer Continental Shelf (OCS) Region of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement for the study BOEM-MARINe (Multi-Agency Rocky Intertidal Network) to provide continued long-term monitoring of rocky intertidal habitats and species adjacent to OCS oil and gas operations in the Pacific Region. The purpose of this study is to provide the basis for evaluating cumulative impacts to the shoreline from OCS activities, especially accidental oil spills, and will be used to provide a base-line to assess dampening of waves from potential offshore wave facilities. Detecting impacts to a resource requires monitoring and the rocky intertidal areas established by the MARINe represent over 20 years of continuous monitoring adjacent to OCS facilities off southern California. This announcement is specifically to announce intent to undertake the project: BOEM-MARINe, that is open to the University of California, Santa Cruz, via the Californian Cooperative Ecosystem Studies Unit. The award will be a cooperative agreement. This involves substantial involvement by BOEM scientists in various aspects of study development and/or study conduct. The award is premised on receipt of an acceptable proposal. This is not an open solicitation for proposals.

    The Bureau of Ocean Energy Management (BOEM) through the Marine Minerals Program (MMP) is offering a cooperative agreement opportunity to conduct research to serve the public interest in offshore sand resources, coastal restoration, coastal resiliency and to investigate the long-term recovery of benthic and fish communities following dredging of sand resources within Ship Shoal in the Gulf of Mexico. The objectives of this study are to examine the relationship of human disturbance to ecosystem services in offshore sand shoal habitats in the Ship Shoal borrow area and nearby control sites off Louisiana. Further, to determine if there are functional differences in control site and borrow sites (pre- and post-dredging) by examining species distribution, diversity, habitat use, population dynamics and rate of recovery of benthic habitats. If so, investigate if these differences correlate with biophysical differences (grain size, flow characteristics). Finally, determine if there are regional differences in recovery (Gulf of Mexico vs. Atlantic). Section 1346 of the Outer Continental Shelf Lands Act (OCSLA) mandates the conduct of environmental and socioeconomic studies needed for the assessment and management of environmental impacts on the human, marine, and coastal environments which may be affected by oil and gas or other mineral development.
