The purpose of this funding opportunity announcement (FOA) is to award one cooperative agreement to develop a state-of-the-art foster/adoptive parent training program to include intensive preparation and development components that reflect the capacities required of successful foster/adoptive parents. This is intended to be a product that could be utilized by all states, tribes, and territories and consistently applied wherever implemented. Development of this program would include research on the common characteristics of individuals and their foster/adoptive families that have succeeded in terms of well-being and stability. Common characteristics of families that are more likely to foster and/or adopt harder to place children/youth and are successful and remain committed to the relationship will be identified and integrated into the program. The program would be inclusive of development, training, and capacity needs of individuals/families that are interested in becoming foster parents, as well as those who are interested in fostering with the intention to eventually adopt; therefore many concepts would be in common for foster and adoptive parents. There would be particular focus for foster parents on working on reunification efforts with birth parents and for adoption there would be particular focus on the common adoption issues pertinent to all types of adoption, i.e., child welfare, private domestic, and international. The initial year would entail an extensive review of all current training and preparation programs and include new intervention strategies that foster/adoptive parents should be skilled in as they develop as foster and adoptive parents. The initial year would also involve the basic development of the new intensive training modules.

The Research on Education and Learning (REAL) program represents the substantive foci of three previous EHR programs: Research and Evaluation on Education in Science and Engineering (REESE), Research in Disabilities Education (RDE), and Research on Gender in Science and Engineering (GSE). What is distinctive about the new REAL program is the emphasis placed on the accumulation of robust evidence to inform efforts to (a) understand, (b) build theory to explain, and (c) suggest interventions (and innovations) to address persistent challenges in STEM interest, education, learning, and participation. The program supports advances in research on STEM (science, technology, engineering, and mathematics) learning and education by fostering efforts to explore all aspects of education research from foundational knowledge to improvements in STEM learning and learning contexts, both formal and informal, from childhood through adulthood, for all groups, and from the earliest developmental stages of life through participation in the workforce, resulting in increased public understanding of science and engineering. The REAL program will fund research on, human learning in STEM; learning in STEM learning environments, and broadening participation research.

To that end, the foundation is accepting applications for its Programs & Services Grants Program, which provides grants to fund Programs and services in its focus areas of intellectual disabilities, learning disabilities, mental health, and substance-use disorders. Programs & Services grants support organizations working to improve the lives of children and young adults in Erie and Niagara counties in western New York and Barnstable, Dukes, Essex, and Nantucket counties in eastern Massachusetts.

The Papoose Conservation Wildlife Foundation in Del Mar, California, is unique in that it focuses on both wildlife science and children's experiences in nature and seeks to merge these two missions to see children become the scientists of tomorrow working to preserve wildlife diversity. To advance this mission, the foundation is inviting applications for its Children in Nature and Applied Conservation grants programs. Through the program, grants of up to $5,000 will be awarded in two separate categories: Children in Nature - programs aimed at providing opportunities for children to explore nature or expand children's appreciation of nature. programs may include classroom learning but the majority of the program must take place in a natural environment. Preference is given to projects connecting children to lesser-recognized species or habitats. Applied Conservation - Projects focused on the conservation of free-ranging wildlife or plant species in their natural habitat. Work may include the protection of species and/or habitats. Preference is given to projects focused on lesser-recognized species.

The Office of Refugee Resettlement's Unaccompanied Refugee Minors program within the Administration for Children and Families provides child welfare services and benefits to children eligible for placement, services and benefits under 8 U.S.C. § 1522(d)(2). As it exists today, the Unaccompanied Refugee Minors program provides such youth with the same range of child welfare benefits and services available to other foster children in the state of placement, including services identified in a state’s plans under titles IV-B and IV-E of the Social Security Act, such as associated independent living benefits and services. The existing program is funded through grants to states and is subject to state child welfare laws and regulations.The ATS URM program will provide time-limited transitional placement, benefits, and services to assist older youth eligible for the Unaccompanied Refugee Minors program to obtain the skills necessary for economic self-sufficiency and independent living.

This notice solicits applications for Advancing Systems of Services for Children and Youth with Special Health Care Needs. The purpose of this program is to improve health and well-being for children and youth with special health care needs (CYSHCN) and their families by addressing three core systems focus areas for CYSHCN-access to patient/family-centered medical home, transition of youth into the adult health care system, and adoption of health care financing models that improve care and outcomes while achieving cost savings. This program will establish a national collaborative network of resource centers supporting state Title V programs, families of CYSHCN, child health professionals, and other stakeholders through the provision of technical assistance, training, education, partnership building, policy analysis, and research. program Goal: The overall goal of this program is to strengthen the system of services for CYSHCN and their families by awarding three separate and distinct cooperative agreements. Cooperative agreements will be awarded to three recipients, who will collaborate to establish a national network of resource centers, with one center awarded for each of the following three focus areas: (1) Patient/family-centered medical home; (2) Transition of youth into the adult health care system; and (3) Health care financing models that improve care and outcomes while achieving cost savings. The three recipients will coordinate efforts to achieve quality care, decrease health care costs, and improve experience of care for CYSHCN and their families. Purpose of Program: The Institute's purpose in awarding these grants is to provide national leadership in expanding fundamental knowledge and understanding of (1) developmental and school readiness outcomes for infants and toddlers with or at risk for a disability, and (2) education outcomes for all students from early childhood education through postsecondary and adult education. The Institute's research grant Programs are designed to provide interested individuals and the general public with reliable and valid information about education practices that support learning and improve academic achievement and access to education opportunities for all students. These interested individuals include parents, educators, students, researchers, and policymakers. In carrying out its grant Programs, the Institute provides support for Programs of research in areas of demonstrated national need. Competitions in This Notice: The Institute will conduct 10 research competitions in FY 2018 through two of its centers: The Institute's National Center for Education Research (NCER) will hold five competitions: One competition for education research; one competition for education research and development centers; one competition for partnerships and collaborations focused on problems of practice or policy; and two competitions for low-cost, short-duration evaluation of education interventions. Established in 1962, the Spencer Foundation is dedicated to the belief that research is necessary to the improvement of education. To that end, the foundation supports high-quality investigations of education through its research programs and the strengthening and renewing of the educational research community through its fellowship and training programs and related activities. Through its Small Research Grants program, the foundation is accepting research proposals for education research projects. In keeping with the foundation's mission, the program aims to fund academic work that will contribute to the improvement of education, broadly conceived. Examples of previously funded projects include an experimental study of how college students use visual representations in solving math problems; a study exploring the process of racial and rural identity formation among African-American high-school students who attend de facto segregated schools in the rural South; and a mixed-methods study focused on the different types of knowledge novice and experienced teachers draw on in teaching reading comprehension. The program awards grants of up to $50,000. To be eligible, principal investigators and co-PIs must have an earned doctorate in an academic discipline or professional field, or appropriate experience in an education research-related profession. In addition, the PI must be affiliated with a college, university, school district, nonprofit research facility, or nonprofit cultural institution that is willing to serve as the fiscal agent if a grant is awarded.

The Saucony Run For Good Foundation is committed to improving the lives of children by helping to prevent and reduce childhood obesity. According to the foundation, today's American youth are considered the most inactive in history and as a result the rate of obesity among U.S. children and teenagers has more than tripled over the past three decades. To that end, Saucony is inviting proposals aimed at helping run down the childhood obesity epidemic. Grants of up to $10,000 will be awarded to community-based nonprofit organizations that initiate and support running programs for kids. program participants must be 18 years of age or younger, and the foundation will prioritize programs that serve populations not traditionally exposed to running programs.

The Family Violence Prevention and Services Act (FVPSA) Discretionary Grant Program seeks one grantee to enhance and expand the capacity of FVPSA formula grantees - state FVPSA administrators and state/territory domestic violence coalitions. For this grant Program, one grantee will be expected to provide 1) topic-specific training and technical assistance at a national level and 2) intensive training and technical assistance at the state or territory level. The national training and technical assistance topics, and the identified formula grantee recipients of the intensive technical assistance, will be identified through: formula grantee needs assessments; Program monitoring by FVPSA staff; and the selected grantee's internal processes for identifying needed topics and selected grantees. The training and technical assistance will focus on Programmatic and administrative functions to build the capacity of FVPSA formula grantees, such as dissemination of FVPSA regulations and guidance, understanding roles and responsibilities of Programmatic monitoring of local Programs, incorporation of best practices, building the management capacity of organizations, and building partnerships within the state or territory which includes culturally-specific organizations and tribes. The grantee will participate in ongoing coordination and collaboration with the FVPSA-funded resource centers, collectively known as the Domestic Violence Resource Network (DVRN).

This notice announces the opportunity to apply for funding under the Innovations in Care Coordination for Children and Youth with Autism Spectrum Disorders (ASD) and Other Developmental Disabilities (DD) Program. The purpose of this Program is to build on past HRSA Programs (HRSA-16-048 and HRSA-13-207) to improve access to coordinated and integrated care for children with, or at risk for, ASD/DD and their families in medically underserved areas and populations.[1],[2] The purpose and objectives of this Program will be accomplished by implementing the following two strategies: Family Navigation - Increasing family navigation services to improve communication between families and primary and specialty providers; link children with/at risk for ASD/DD to diagnostic evaluations, ASD/DD services, and community resources; and provide education to families of children with/at risk for ASD/DD to improve self-efficacy in navigating the system of care for children with/at risk for ASD/DD; and Provider Education - Providing education, training, and technical assistance to providers, and community based-organizations providing services to ASD/DD on improving care for children with/at risk for ASD/DD through a learning community. ACF is funding a cooperative agreement to sponsor the Child Development Research Fellowship that gives child development professionals from the academic research community the opportunity to experience policy research relevant to programs serving low income children and families. The goal of the fellowship program is to expose researchers to policy environments, particularly at the federal level, whereby they gain skills and expertise for policy-relevant research. The program is intended to stimulate the fellows' knowledge of child development research and evaluation, particularly regarding services for low income children and families, and to inform their process of developing long-term, policy-relevant research and evaluation agendas. The public will benefit from the increased availability of researchers highly skilled and experienced in policy- and program-relevant research and evaluation. Fellows will engage on a full-time basis for a period of one year (with a possible second or third year at the discretion of the grantee and depending on funding availability). Fellows will be exposed to the broader child development policy environment, particularly at the federal level, and to the policy research community through activities organized and conducted by the grantee. The cooperative agreement will require active partnership between the successful applicant and OPRE.

The purpose of this funding opportunity announcement (FOA) issued by the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), NIH is to announce the re-competition of the Reproductive Scientist Development Program (RSDP). This Program constitutes a national network of mentors and scholars, in contrast to K12 Programs that are based solely at a single applicant institution. The purpose of the RSDP is to provide career development support for obstetricians and gynecologists who have completed their clinical training, and who are committed to a career conducting basic science research in an academic setting. The overall goal of the Program is to strengthen the field of obstetrics and gynecology by encouraging the application of contemporary science advances to clinical practice and facilitating the transition to independence of physician-scientists in areas related to obstetrics and gynecology and its subspecialties.

The Research Networks Focused on Critical Problems of Education Policy and Practice Program is designed to direct resources and attention to education problems or issues that are a high priority for the Nation, and to create a structure and process for researchers who are working on these issues to share ideas, build new knowledge, and strengthen their research and dissemination capacity. Under this announcement, the Institute of Education Sciences (Institute) intends to award one grant under this Program to fund the Lead of a CTE Network, which is to carry out the requirements under section 114(d)(4) of the Carl D. Perkins Career and Technical Education Act to establish a national research center to carry out scientifically based research on career and technical education Programs. The CTE Network will conduct research on CTE through projects funded by other Institute grant competitions. The goal of the CTE Network is to support and expand the causal research base on CTE at the secondary and/or postsecondary level specifically through research on whether and how CTE practices, Programs, and policies affect student education outcomes.

The Office of English Language Programs of the Bureau of Educational and Cultural Affairs (ECA/A/L) announces an open competition to administer the English Access Microscholarship Program (Access), which provides a foundation of English language skills to bright, economically disadvantaged students in their home countries. Access Programs introduce students, primarily aged 13 to 20, to U.S. culture and democratic values, improve the students' potential to fully contribute to the socio-economic development of their countries, and increase their ability to compete for and participate in U.S. exchange and study Programs.

The Office of Planning, Research and Evaluation (OPRE) of the Administration for Children and Families (ACF) plans to provide funds for Head Start Graduate Student Research Grants to support dissertation research by advanced graduate students who are working in partnership with Head Start programs and with faculty mentors. Competitive applicants will 1) demonstrate a collaborative partnership with their program partners, and 2) pursue research questions that directly inform local, State, or Federal policy relevant to multiple early care and education contexts. Applicants should consider pursuing data collection across contexts, including child care, pre-k, home-visiting programs, Head Starts, Early Head Starts, and/or others. Applicants are expected to demonstrate an established partnership with their early care and education program partners that should be apparent throughout the research plan, from development and refinement of the research questions through the proposed data collection, interpretation, and dissemination.

The National Academy of Education works to advance high-quality education research and its use in policy formation and practice. Founded in 1965, the academy comprises members in the United States and foreign associates who are elected on the basis of outstanding scholarship related to education. Since its establishment, NAEd has undertaken research studies that address pressing issues in education conducted by its members and other scholars with relevant expertise. As part of that mission, the NAEd/Spencer Postdoctoral Fellowship Program supports early-career scholars working in critical areas of education research. The non-residential postdoctoral fellowship funds proposals with the potential to make significant scholarly contributions to the field of education. The Program also aims to develop the careers of its recipients through professional development activities involving National Academy of Education members. Fellows receive $70,000 for one academic year of research, or $35,000 for each of two contiguous years working half-time, and are included in professional development retreats with other fellows and NAEd members. The Program is open to all eligible applicants regardless of race, national origin, religion, gender, age, disability, or sexual orientation. Applicants must have received their PhD, EdD, or equivalent research degree between January 1, 2012, and December 31, 2016. In addition, all applicants should have a demonstrated record of research experience in education.

The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) announces the availability of funds for the fiscal year 2018 Direct Services for Survivors of Torture (DS SOT) grant program. The purpose of the DS SOT program is to increase access to strengths-based, trauma-informed services that assist survivors of torture and their families in the healing and recovery process. Under this grant program, direct services are provided to persons who have been tortured on foreign soil under the color of law. The program offers holistic and integrated services including medical, psychological, legal, and social work. All of these services are provided either directly by the grantee or indirectly through partner organizations or affiliates.
