Under the Small, Rural School Achievement (SRSA) program, Catalog of Federal Domestic Assistance (CDFA) number 84.358A, the U.S. Department of Education (Department) awards grants on a formula basis to eligible local educational agencies (LEAs) to address the unique needs of rural school districts. In this notice, we establish the deadline and describe the submission procedures for fiscal year (FY) 2018 SRSA grant applications.

Purpose of Program: The AENP--part of the Assistance for Arts Education (AAE) program--is authorized under Title IV, part F, subpart 4 of the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA).\1\ In general, the purpose of the AAE program is to promote arts (as defined in this notice) education for students, including disadvantaged students and students who are children with disabilities (as defined in this notice). Specifically, the AENP supports national-level (as defined in this notice), high-quality arts education projects and services for children and youth, with special emphasis on serving children from low-income families (as defined in this notice) and children with disabilities through community and national outreach activities that strengthen and expand partnerships among schools, local educational agencies, communities, or centers for the arts, including national centers for the arts.

The Department of Education is issuing a notice inviting applications for new awards for fiscal year (FY) 2017 for Technical Assistance and Dissemination To Improve Services and Results for Children With Disabilities-Technical Assistance Center on Positive Social, Emotional, and Behavioral Outcomes for Young Children With, and at Risk for, Developmental Delays or Disabilities, Catalog of Federal Domestic Assistance (CFDA) number 84.326B.

This notice solicits applications for the Maternal and Child Health (MCH) Nutrition Training Program. The Health Resources and Services Administration (HRSA) will award funds to establish and enhance nutrition centers of excellence to improve access to comprehensive, community-based, nutrition-centered, and culturally competent coordinated care by increasing the availability of practitioners trained in MCH nutrition that are able to meet the needs of MCH populations. The program improves access to quality health care by (1) providing MCH nutrition professionals with interdisciplinary graduate education and training with a public health focus and emphasis on MCH populations and services - education and training designed to improve workforce capacity and foster leadership in program development and administration, systems integration, education, and nutrition services; (2) developing and disseminating curricula, teaching models, and other educational resources to enhance MCH nutrition programs; and (3) providing continuing education, consultation and technical assistance to local, state, and national organizations serving MCH populations while working in collaboration with State Title V and other MCH programs in order to address the needs of the MCH community.

The purpose of this Notice of Funding Opportunity (NOFO) is to reduce risky alcohol use among women of childbearing age through system-level implementation of alcohol screening and brief intervention (SBI) in health systems providing women’s health services. Risky alcohol use can result in a variety of negative health and social consequences, such as motor vehicle crashes, intimate partner violence, and fetal alcohol spectrum disorders. It is costly, results in over 88,000 deaths annually, and can affect serious medical conditions, such as hypertension, liver disease and certain types of cancer. Health professionals are uniquely positioned to intervene with patients with acute and chronic health conditions caused or exacerbated by risky alcohol use. Alcohol SBI implementation efforts within health systems will focus on development and implementation of: a training and technical assistance plan; alcohol SBI protocols in primary care clinics; system-level approaches that facilitate uptake (e.g., electronic health record integration and performance metrics); an evaluation plan assessing feasibility and impact of system-level implementation; a dissemination plan on promising models and lessons learned; and a sustainability plan. Expected performance outcomes include documenting provider/clinic readiness to conduct alcohol SBI, documenting implementation barriers and proposed solutions, tracking clinic-level data on alcohol SBI, and assessing the use of system-level strategies.

This notice announces the opportunity to apply for funding under the Innovations in Care Coordination for Children and Youth with Autism Spectrum Disorders (ASD) and Other Developmental Disabilities (DD) Program. The purpose of this program is to build on past HRSA programs (HRSA-16-048 and HRSA-13-207) to improve access to coordinated and integrated care for children with, or at risk for, ASD/DD and their families in medically underserved areas and populations.[1],[2] The purpose and objectives of this program will be accomplished by implementing the following two strategies: Family Navigation - Increasing family navigation services to improve communication between families and primary and specialty providers; link children with/at risk for ASD/DD to diagnostic evaluations, ASD/DD services, and community resources; and provide education to families of children with/at risk for ASD/DD to improve self-efficacy in navigating the system of care for children with/at risk for ASD/DD; and Provider Education - Providing education, training, and technical assistance to providers, and community based-organizations providing services to ASD/DD on improving care for children with/at risk for ASD/DD through a learning community. The Education Innovation and Research (EIR) program, established under section 4611 of the Elementary and Secondary Education Act, as amended (ESEA), provides funding to create, develop, implement, replicate, or take to scale entrepreneurial, evidence-based, field-initiated innovations to improve student achievement and attainment for high-need students; and rigorously evaluate such innovations. The EIR program is designed to generate and validate solutions to persistent educational challenges and to support the expansion of those solutions to serve substantially larger numbers of students. The central design element of the EIR program is its multi-tier structure that links the amount of funding that an applicant may receive to the quality of the evidence supporting the efficacy of the proposed project, with the expectation that projects that build this evidence will advance through EIR's grant tiers: ``Early-phase,'' ``Mid-phase,'' and ``Expansion.'' Applicants proposing innovative practices that are supported by limited evidence can receive relatively small grants to support the development, implementation, and initial evaluation of the practices; applicants proposing practices supported by evidence from rigorous evaluations, such as an experimental study (as defined in this notice), can receive larger grant awards to support expansion across the country.

The Centers for Disease Control and Prevention (CDC) proposes to allocate funds to implement Notice of Funding Opportunity (NOFO) PS18-1807, “Promoting Adolescent Health through School-Based HIV/STD Prevention.” The project period will be 5 years, with a 12-month budget period and an anticipated award date of August 1, 2018. This NOFO will provide support for education agencies and NGOs to help school districts and schools develop and implement sustainable program activities to: 1) Reduce HIV infection and other STDs among adolescents; and 2) Reduce disparities in risk for HIV infection and other STD infection. Throughout the 5-year cooperative agreement, awardees will conduct activities demonstrated to improve the health of middle school and high school students by collection and use of quality surveillance data, the implementation of effective prevention practices, and demonstration and evaluation of innovative strategies within their jurisdictions.

This notice solicits applications for Strengthen the Evidence for Maternal and Child Health Programs, the purpose of which is to improve the health and well-being of women and children in the United States by supporting the implementation of evidence-based/evidence-informed strategies for the Title V Maternal and Child Health (MCH) Services Block Grant program (hereafter referred to as Title V MCH Block Grant). By supporting states with expert consultation, technical assistance, and resources, the program strenghtens the states' ability to improve the health of children and families.

This notice solicits applications for the Severe Combined Immunodeficiency (SCID) Screening and Education program. The purpose of this program is to: 1) increase awareness and knowledge about SCID and newborn screening for SCID among parents, families, health care providers, public health professionals, and the public; 2) provide education, training, and support for newborn screening programs; 3) educate families with children diagnosed with SCID and link them to clinical and other services, especially those in rural and medically underserved areas; and 4) improve clinical care through education and training for providers caring for individuals with SCID.

This notice solicits applications for Vision Screening in Young Children. The purpose of this program is to fund a national entity to support state efforts to implement evidence-based and promising early childhood vision screening, follow-up, and surveillance protocols by providing technical assistance, tools, training, and opportunities for information sharing and learning. Recipients will, in partnership with families and caregivers, provide state entities expert and peer guidance to support the development and replication of strategies that are adapted to meet the unique needs of underserved communities, and address systemic barriers to implementing comprehensive systems for delivering vision screening services to young children.

This notice announces the opportunity to apply for funding under the U5D MCH Pediatric Research Network (PedsRN) Program. The purpose of this program is to establish and maintain an interdisciplinary, national, multi-site research platform for scientific collaboration and infrastructure building. The Research Network will provide national leadership for applied and translational practice-based pediatric research and interventions to advance the evidence base for pediatric practice. PedsRN will accomplish this by supporting: collaborative practice-based research aimed at enhancing primary care practice, the development of evidence-based guidelines based on network research findings, and dissemination of findings in order to accelerate the translation of research into practice. The Research Network will identify effective practices to promote children's health in primary care settings. This will be accomplished through the establishment and ongoing development of a national network of primary care and child health professionals. These health care professionals will collaborate in the development and implementation of research designed to increase knowledge of pediatric care.
