    The NIH Research Project Grant supports a discrete, specified, circumscribed project in areas representing the specific interests and competencies of the investigator(s). This Parent Funding Opportunity Announcement is for basic science experimental studies involving humans, referred to in NOT-OD-18-212 as prospective basic science studies involving human participants. These studies fall within the NIH definition of a clinical trial and also meet the definition of basic research. Types of studies that should submit under this FOA include studies that prospectively assign human participants to conditions (i.e., experimentally manipulate independent variables) and that assess biomedical or behavioral outcomes in humans for the purpose of understanding the fundamental aspects of phenomena without specific application towards processes or products in mind. Studies conducted with specific applications toward processes or products in mind should submit under the appropriate Clinical Trials Required FOA. The proposed project must be related to the programmatic interests of one or more of the participating NIH Institutes and Centers (ICs) based on their scientific missions.

    The NIEHS and partnering Institutes and Centers are establishing an infrastructure, the Human Health Exposure Analysis Resource (HHEAR) as a continuation of the Children's Health Exposure Analysis Resource (CHEAR). The goal of this consortium is to provide the research community access to laboratory and statistical analyses to add or expand the inclusion of environmental exposures in their research and to make that data publicly available as a means to improve our knowledge of the comprehensive effects of environmental exposures on human health throughout the life course. This FOA solicits the Data Center. The Data Center will provide intellectual and logistical support for the maintenance, integration, analysis, interpretation, curation, and reuse of data generated by HHEAR in support of extramural research projects. The Data Center will build and manage an exposure data repository and associated data science resources, including a public access Data Portal, a Data Submission and Review Portal, and an ontology and associated standardized data structure. In addition, the Data Center will provide statistical, analytical, and informatic support for HHEAR components and studies using the HHEAR infrastructure. The ultimate goal is maximizing potential use and impact of exposure data in human health studies.

    The NIEHS and partnering Institutes and Centers are establishing an infrastructure, the Human Health Exposure Analysis Resource (HHEAR) as a continuation of the Children's Health Exposure Analysis Resource (CHEAR). The goal of this consortium is to provide the research community access to laboratory and statistical analyses to add or expand the inclusion of environmental exposures in their research and to make that data publicly available as a means to improve our knowledge of the comprehensive effects of environmental exposures on human health throughout the life course. This FOA solicits Laboratories (Lab Hubs) that can provide comprehensive measurement of the exposome using untargeted approaches (such as metabolomics using libraries enriched for environmental exposure biomarkers) for biological samples derived from extant or ongoing human health studies in the NIH extramural research community. Each Hub will incorporate an administrative core and a developmental core to improve the ability of untargeted platform to detect a wide range of environmental exposures and endogenous changes in response to environmental influences in a variety of biological matrices.

This FOA solicits Laboratories (Lab Hubs) providing a comprehensive suite of analysis of environmental exposures in samples such as dust, soil, and drinking water related to the immediate environment of individuals and linked to health endpoints. Each Hub will incorporate a developmental core to develop novel measures for environmental samples, expanding the number of current, commonly measured analytes, and developing new methods for detecting analytes in other environmental samples and providing additional insight into the sources of exposures that influence human health. The Environmental Monitoring Lab will also serve as a 'clearinghouse for evaluation and provision of emerging tools and technologies for personal exposure assessment to the client community.

The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS) invites applications from eligible entities to apply for funds to support a social science researcher (the proposed Principal Investigator) to become a member of the Family Self-Sufficiency and Stability Research Network (the Network). The goal of the Network is to support productive partnerships between social science scholars and state or local human services agencies. As such, applicants are required to demonstrate a partnership or potential partnership with one or more state or local human services agency responsible for administering benefits or programming to assist and support family self-sufficiency, including close coordination with the agency responsible for administering the Temporary Assistance for Needy Families (TANF) program, as an integral part of their research plan development and execution. In addition to supporting the proposed Principal Investigator (PI) to pursue their individual programs of rigorous and relevant research, entities must also support PIs in participating in a multidisciplinary learning community by collaborating with other members of the Network funded under this announcement.     Non-clinical studies in juvenile animal models have shown that exposure to some anesthetics and sedatives is associated with neurodegenerative changes in the central nervous system, as well as memory and learning deficits. Anesthetic agents that have been specifically implicated are NMDA receptor antagonists, such as ketamine, and GABA agonists, such as sevoflurane. The anesthesia community and the FDA acknowledge that there are insufficient human data to either support or refute the clinical relevance of these findings for pediatric patients. Therefore, numerous non-clinical and clinical studies are needed to assess the effect of anesthetics and sedatives on the developing human brain, including long-term studies in neonates and young children.  However, the planning and performance of the numerous studies needed to address the aforementioned issues will involve enormous challenges in terms of design, assurance of validity and reliability of the outcome measures, and ethical considerations. It is unlikely that any one entity will possess the necessary expertise and resources to accomplish all the work needed to address the issues in an expeditious manner.  FDA seeks under its Pediatric Anesthesia Safety Initiative (PASI), to encourage and facilitate scientific collaboration among multiple stakeholders within a public-private partnership (PPP) framework, and to support the conduct of non-clinical and clinical studies to answer unknown questions regarding the effects of anesthetics and sedatives in the pediatric population.

    The Research on Education and Learning (REAL) program represents the substantive foci of three previous EHR programs: Research and Evaluation on Education in Science and Engineering (REESE), Research in Disabilities Education (RDE), and Research on Gender in Science and Engineering (GSE). What is distinctive about the new REAL program is the emphasis placed on the accumulation of robust evidence to inform efforts to (a) understand, (b) build theory to explain, and (c) suggest interventions (and innovations) to address persistent challenges in STEM interest, education, learning, and participation. The program supports advances in research on STEM (science, technology, engineering, and mathematics) learning and education by fostering efforts to explore all aspects of education research from foundational knowledge to improvements in STEM learning and learning contexts, both formal and informal, from childhood through adulthood, for all groups, and from the earliest developmental stages of life through participation in the workforce, resulting in increased public understanding of science and engineering. The REAL program will fund research on, human learning in STEM; learning in STEM learning environments, and broadening participation research.
