The Office of Citizen Exchanges, Sports Diplomacy Division, of the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2018 International Sports Programming Initiative (ISPI). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to reach underserved youth and/or their coaches/sports administrators who manage youth sports programs. These exchanges between the United States and select countries will be reciprocal exchanges that employ sports to address the Sport and Social Change theme outlined below. The International Sports Programming Initiative uses sports to help underserved youth around the world develop important leadership skills, achieve academic success, promote tolerance and respect for diversity, and positively contribute to their home and host communities. Sports Diplomacy programs are an important tool for advancing U.S. foreign policy goals through interaction with hard-to-reach groups such as at-risk youth, women, minorities, people with disabilities, and non-English speakers. The focus of all programs must be on both male and female youth and/or their coaches/sports administrators. Programs designed to train elite athletes or coaches are ineligible under C.3 of this announcement. Other Eligibility Requirements are available within the full announcement.

The W.K. Kellogg Foundation (WKKF) today announced a $5 million investment to identify and cultivate innovations in the growing field of family engagement that support children's educational success from birth to 8 years old. Organizations that have developed effective family engagement models that address obstacles faced by low-income families are encouraged to send initial submissions for possible funding of up to $500,000 for one to three years. WKKF defines family engagement as a shared responsibility of families, schools and communities for student learning and achievement. It is a continuous process from birth to third grade and beyond that occurs across multiple settings where children learn. The foundation seeks to support and expand on-the-ground family engagement efforts that include program design and implementation, service delivery and/or policy development and implementation.

The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) announces funding under the Ethnic Community Self-Help (ECSH) Program. The goal of this program is to support Ethnic Community-Based Organizations (ECBOs) in providing refugee populations with critical services to assist them in becoming integrated members of American society. An ECBO is a non-profit organization that was founded and is led by a current or former refugee, or a group of current and former refugees and immigrants, primarily for the advancement of refugees. For the purposes of this Funding Opportunity Announcement (FOA), ORR considers an ECBO as a non-profit organization whose board of directors is comprised of at least 60 percent current and/or former refugees. Under the ECSH Program, the following three main objectives must be implemented: 1) to strengthen ECBOs' provision of culturally and linguistically appropriate services to refugees within five years after their initial resettlement; 2) to support ECBOs' organizational development and engagement in capacity building by encouraging their collaboration with established refugee service providers and mainstream organizations; and 3) to support ECBOs in promoting community building and civic participation by refugee individuals and refugee community members.

The Administration for Children and Families, Children’s Bureau announces the availability of one grant to: (1) implement a multi-system approach among public and private agencies integrating community and faith-based to promote effective partnerships; (2) develop or enhance a navigator program to meet caregivers own needs and the needs of the children they are raising; (3) utilize intensive family-finding activities, including search technology, effective family engagement, collaboration with child support, and other means to identify biological family members for the target population to create a greater volume of relationships and connectedness within their families and establish permanent family placements when appropriate; and (4) implement family group decision-making (FGDM) meetings for children in the child welfare system. The project funded under this announcement will be implemented through strong collaboration between the grantee and the public child welfare agency. The successful applicant will facilitate cross collaboration and data sharing among relevant agencies, including the courts, child welfare, Temporary Assistance for Needy Families (TANF), aging and family caregiver support programs, child support, fatherhood programs, education, domestic violence, mental health and substance abuse in order to better identify, assess, and service kinship caregivers and at-risk families within the child welfare system.

THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Transitional Living Program (TLP) and Maternity Group Home (MGH). THE PURPOSE of FYSB’s TLP and MGH grant programs are to implement, enhance, and/or support effective strategies for successful transition to sustainable living for runaway and homeless youth ages 16 to under 22 and/or pregnant and parenting youth ages 16 to under 22 and their dependent child(ren). Both projects must provide safe, stable, and appropriate shelter for 18 months and, under extenuating circumstances, can be extended to 21 months and provide comprehensive services that supports the transition of homeless youth to self-sufficiency and stable, independent living. Through the provision of shelter and an array of comprehensive services, TLP youth will realize improvements in four core outcome areas (i.e., safe and stable housing, education/employment, permanent connections, and social and emotional well-being.) GRANTS AWARDED under this announcement will have a start date of May 1, 2018 and the project period will be 41 months. The initial award will be for 17 months and run from May 1, 2018 through September 29, 2019.

The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces a FY 2018 open competition for four distinct, single-country Youth Leadership Programs with Algeria, Iraq, the Philippines, and Russia. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide youth with four-week exchanges in the United States focused on the primary themes of civic education, leadership development, respect for diversity, and community engagement and to support the implementation of service projects in their home communities. Each program, with the exception of the Youth Leadership Program Russia, will also engage approximately 3-5 adult educators/community leaders in programming alongside youth participants. Competitively selected U.S. secondary students will join participants in U.S.-based exchange activities on the Algeria and Iraq programs. It is the Bureau's intent to award four separate cooperative agreements (one per program), for an estimated total of approximately $3,780,000 (one base year plus two Non-Competitive Continuations per program, pending the availability of funding. The purpose of this funding opportunity announcement (FOA) issued by the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), NIH is to announce the re-competition of the Reproductive Scientist Development Program (RSDP). This program constitutes a national network of mentors and scholars, in contrast to K12 programs that are based solely at a single applicant institution. The purpose of the RSDP is to provide career development support for obstetricians and gynecologists who have completed their clinical training, and who are committed to a career conducting basic science research in an academic setting. The overall goal of the Program is to strengthen the field of obstetrics and gynecology by encouraging the application of contemporary science advances to clinical practice and facilitating the transition to independence of physician-scientists in areas related to obstetrics and gynecology and its subspecialties.

The purpose of this funding opportunity announcement (FOA) issued by the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is to announce the re-competition of the Womens Reproductive Health Research (WHRH) Career Development Program. This national group of mentored institutional career development programs trains junior faculty who have recently completed postgraduate clinical training in obstetrics and gynecology and are committed to an independent research career in women's reproductive health. The goal of this program is to continue to build the national capacity of outstanding junior clinician-investigators who will strengthen the field of obstetrics and gynecology and contribute to the improvement of womens health.

The Children's Bureau announces the availability of competitive grant funds authorized by the Adoption Opportunities program. The purpose of this funding opportunity announcement is to award one 18-month discretionary grant to improve hospital-based adoption support services for pregnant and expectant mothers through training of hospital-based adoption support service providers, doctors, and staff who provide pregnancy or adoption information and referrals, using an existing infant adoption awareness training curriculum. The funded project will train these designated staff in accordance with best practice guidelines specific to infant adoption awareness training in providing adoption information and referrals to pregnant women on an equal basis with all other courses of action included in nondirective counseling. Such activities will help ensure that mothers who wish to make an adoption have access to appropriately trained staff and comprehensive supports throughout the adoption process.

The announcement seeks applications from public and private nonprofit entities to establish and operate voluntary family planning services projects, which shall provide family planning services to all persons desiring such services, with priority for services to persons from low-income families. The Title X statute specifies that local and regional public or private nonprofit entities may apply directly to the Secretary for a Title X family planning services grant under this announcement. Family planning services include clinical family planning and related preventive health services; information, education, and counseling related to family planning; and, referral services as indicated. The purpose of this funding opportunity announcement is to support (1) research to test the efficacy or effectiveness of interventions to prevent initiation and/or escalation of ENDS (electronic nicotine delivery system) use among adolescents; and(2 )research on the impact of tobacco control policies, including ENDS-specific policies, on adolescent ENDS use behavior. Of priority is research that is theoretically based and identifies specific risk and protective factors to target through prevention intervention, or research on policies that can impact adolescent ENDS use. Particularly, for prevention intervention research (e.g., school, community, and clinic-based), collaboration with stakeholders and likely program adopters is required to ensure feasibility for implementation, scalability, dissemination and sustainability. For this funding announcement, individuals as young as 12 and as old as 18 encompass the core target age range. Justification for the specific age or age range of the target population is required, including studies that propose targeting youth outside the core age range.

The goal is to improve healthy decision-making and future thriving by enhancing protective factors with youth, with supplementary focus possible at the systems-level, with families and among caregivers. Projects are expected to have high potential to enhance protective factors shown to improve the health of adolescents.

The purpose of this funding opportunity announcement (FOA) is to replicate and scale up programs that include the protective factors shown to be effective in the prevention of risk behaviors, including teen pregnancy. The overall goal is to promote healthy adolescence and to address youth sexual risk holistically or across the interrelated factors that promote optimal health and result in healthy decision-making and teen pregnancy prevention. Target populations Applicant should target participants and communities most at risk. Applicants should select a population(s) within a community that has a teen birth rate, STD rate, sexual activity rate, or other measure of sexual risk that is either at or above the national average as published in a current federal report or one that has not experienced a decline commensurate with national declines. Each selected community must be defined by clear geographic boundaries in order to assure that the number of youth served can be identified and sexual risk rates can be monitored.
