Implementing Innovative Activities to Reach Epidemic Control in Mozambique under the President's Emergency Plan for AIDS Relief (PEPFAR) - 0 views

    Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages. This NOFO will increase the availability, accessibility, acceptability, and quality of HIV services provided in health facilities or community level by implementing innovative activities that reduce stigma and discrimination, increase retention and linkages of HIV and TB services, improve health facilities’ redress mechanisms, optimize care for HIV and TB patients, and improve patient rights and access to quality services for PLHIV.

    The Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) program is a broad-based research program with the goal of understanding the behavior of atmospheric regions from the middle atmosphere upward through the thermosphere and ionosphere into the exosphere in terms of coupling, energetics, chemistry, and dynamics on regional and global scales. These processes are related to the sources of perturbations that propagate upward from the lower atmosphere as well as to solar radiation and particle inputs from above. The activities within this program combine observations from ground based and space based platforms, theory and modeling.

Collaborative Research on International and Domestic Spherical Tokamaks - 0 views

    The major investments made to upgrade the MAST-U and NSTX-U facilities were strongly motivated by an important observation identified in both machines, which showed that energy confinement in spherical tokamaks may scale more favorable than for conventional aspect ratio tokamaks as collisionality is reduced. If the present empirical scalings hold, then STs may provide a much more compact design path to future fusion reactors than conventional tokamaks. At present, the interplay between collisionality, turbulent transport, wall conditioning (e.g., lithium coatings, boronization) and/or density control at low aspect ratio represents the forefront of ST research. The complementary capabilities of the MAST-U and LTX-β facilities allow for this interplay to be explored. Late in the three year period of these proposals FY 2018 - FY2020 the MAST-U facility is slated to utilize strong cryopumping capabilities in its world class advanced divertor to control plasma density and hence collisionality. Alternatively, the neutral beam heated and fueled LTX-β will control density using lithium wall coatings, which dramatically reduces the flux of cold neutral atoms that are recycled back into the plasma after their initial expulsion. In addition to plasma performance, the compact geometry of MAST-U and its future enhanced auxiliary heating power will result in exhaust power reaching plasma facing components that is in excess of that expected in ITER. This coupled with MAST-U's unprecedentedly flexible divertor geometry, makes it a world leading facility for the study of power exhaust and plasma material interactions.

Countering North Korea (DPRK) Missile and Nuclear Program - 0 views

    CTR will prioritize proposals that efficiently meet NOFO and programmatic goals at the lowest technically acceptable cost. ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk from state and non-state actors in North-East Asia, South Asia, the Middle East, and North Africa. The United States government seeks to use all available tools to exert pressure on the DPRK to curtail its proliferation of weapons of mass destruction (WMD) and related delivery systems and induce the DPRK to denuclearize. Specifically, the DPRK uses external procurement and trade networks to acquire nuclear and missile materials and technology and to finance its WMD program. While several United Nations Security Council Resolutions (UNSCRs) obligate states to prevent the proliferation of nuclear weapons, and their means of delivery, and establish appropriate domestic controls over related materials, some countries lack the capacity and resources to fully comply with the UNSCRs. ISN/CTR will contribute to United States government efforts to pressure the DPRK by building capacity in partner countries to counter-DPRK proliferation activities and enforce the relevant UNSCRs.

    This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

Prevention and Treatment through a Comprehensive Care Continuum for HIV-affected Adolescents in Resource Constrained Settings - 0 views

    The purpose of this FOA is to stimulate much needed research in an important area of public health significance: prevention of new HIV infections among adolescents at risk, and the identification of, linkage to and retention in care of, and long term viral suppression among youth living with HIV in low-to-middle income countries. These settings must have an HIV epidemic density defined by UNAIDS estimates as either a country 1) in which at least 200,000 people are living with HIV and the number has not decreased by more than 5% over the last 2 consecutive years of available data or 2) has an HIV prevalence of 3% or more. The UG3/UH3 Phased Innovation Awards Cooperative Agreement involves 2 phases. Funding for a UG3 phase will be used to demonstrate sufficient preparation, feasibility and capacity to meet foundational milestone targets specific to the work proposed. A UG3 project that meets its milestones will be administratively considered by NICHD and prioritized for transition to the UH3 award. Applicants responding to this FOA must address objectives for both the UG3 and UH3 phases.
