    The purpose of this funding opportunity announcement is to encourage the establishment of measures of specific behavioral or social phenomena that can be used to test causal hypotheses about behavioral and social contributors to dental, oral or craniofacial diseases. This announcement encourages the development and testing--or the adaptation and testing--of two types of measures: 1) measures of the health behaviors, social interactions, community characteristics, built environments, etc., targeted by behavioral or social interventions to improve oral health; and/or 2) measures of the hypothesized moderators and mediators of a behavioral or social intervention's effect. Regardless of the type of measure being developed, applications should establish reliability and validity of the measure, and demonstrate acceptability of using the measure with the target population. Note that this announcement does not support the conduct of clinical trials, consistent with the NIDCR policy for acceptance, peer review, and funding of clinical trials (see NOT-DE-11-002).

    The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) is one of the thirteen principal federal statistical agencies within the United States. It is responsible for the collection, acquisition, analysis, reporting and dissemination of objective, statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers and the public. NCSES uses this information to prepare a number of statistical data reports as well as analytical reports including the National Science Board's biennial report, Science and Engineering (S&E) Indicators, and Women, Minorities and Persons with Disabilities in Science and Engineering. The Center would like to enhance its efforts to support analytic and methodological research in support of its surveys, and to engage in the education and training of researchers in the use of large-scale nationally representative datasets. NCSES welcomes efforts by the research community to use NCSES data for research on the science and technology enterprise, to develop improved survey methodologies for NCSES surveys, to create and improve indicators of S&T activities and resources, and strengthen methodologies to analyze and disseminate S&T statistical data. To that end, NCSES invites proposals for individual or multi-investigator research projects, doctoral dissertation improvement awards, workshops, experimental research, survey research and data collection and dissemination projects under its program for Research on the Science and Technology Enterprise: Statistics and Surveys.

The goals of this next phase are to complete the third wave of longitudinal data collection and enhance content in the area of daily stress; complete the second wave of data collection of clinical biomarkers and affective neuroscience assessments; continue innovative sub-studies such as how psychosocial influences affect gene expression and novel methods to track and reinstate non-responders; connect these content areas through innovative analyses to data on health, functioning, personality, cognitive status, affective functioning, economic well-being, social relationships, and well-being; and maintain and enhance data distribution and user support. The aim of this FOA is to create a national network of research cores that provide access to collateral expertise in biomedical, behavioral, engineering, and/or psychosocial fields that is particularly relevant to medical rehabilitation research. We are particularly interested in supporting infrastructure programs in clinical trial design, engineering and the environment, individualized medical rehabilitation and dynamic reassessment, and applied behavioral supports for rehabilitation research and healthy outcomes. However, other areas of expertise may be proposed provided they offer unique research opportunities and have potential for promoting medical rehabilitation research and improving outcomes for people with disabilities. In response to this FOA, applicants should propose a program of research resources and collaborative opportunities in a specific research domain. This may be accomplished through a workshops, written material, and websites, consultations, collaborations, and pilot funding. In addition, the research core may support activities within the grantee institution related to technique development, adaptation, and validation. To accomplish the aims of the FOA, applicants may propose collaborations to other institutional sites, provided that they cover the appropriate administrative and logistical issues.

    With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school. No change is made to the eligibility of undergraduates, of bachelor's degree holders without any graduate study, or of individuals who have had an interruption in graduate study of at least two consecutive years.

    The NSF Mid-scale Research Infrastructure-2 Program (Mid-scale RI-2) supports implementation of projects that comprise any combination ofequipment, instrumentation, computational hardware and software, and the necessary commissioning and human capital in support of implementation of the same. The total cost for Mid-scale RI-2 projects ranges from $20 million to below the minimum award funded by the Major Research Equipment and Facilities Construction (MREFC) Program, currently $70 million. Mid-scale RI-2 projects will directly enable advances in any of the research domains supported by NSF, including STEM education. Projects may also include upgrades to existing research infrastructure. The Mid-scale RI-2 Program emphasizes strong scientific merit and response to an identified need of the research community, technical and managerial readiness for implementation, and a well-developed plan for student training and involvement of a diverse workforce in mid-scale facility development, and/or associated data management. Mid-scale RI-2 will consider only the implementation (typically construction or acquisition) stage of a project, including a limited degree of advanced development immediately preparatory to implementation. It is thus intended that Mid-scale RI-2 will support projects in high states of readiness for implementation, i.e., those that have already matured through previous developmental investments.

    The over-arching goal of this NIH Blueprint R25 program is to support educational activities thatenhance the diversity of the biomedical, behavioral and clinical research workforce. To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on Courses for Skills Development, Research Experiences, and Mentoring Activities. The fully integrated educational activities should prepare undergraduate students from diverse backgrounds nationally underrepresented in biomedical and behavioral sciences to enter Ph.D. degree programs in the neurosciences. To accomplish this goal, this initiative will provide institutional awards to develop neuroscience research education programs comprised of collaborative partnerships integrated across different educational institution types.     Society's overwhelming reliance on this complex cyberspace, however, has exposed its fragility and vulnerabilities that defy existing cyber-defense measures; corporations, agencies, national infrastructure and individuals continue to suffer cyber-attacks.
