The purpose of this funding opportunity announcement (FOA) is to support the development of novel tools and technologies through the Small Business Technology Transfer (STTR) program to advance the field of neuroscience research. This FOA specifically supports the development of novel neurotechnologies as well as the translation of technologies developed through the BRAIN initiative or through other funding programs, towards commercialization. Funding can support the iterative refinement of these tools and technologies with the end-user community, with an end-goal of scaling manufacture towards reliable, broad, sustainable dissemination and incorporation into regular neuroscience practice.

The Blueprint Neurotherapeutics Network (BPN) encourages applications from small businesses seeking support to advance their small molecule drug discovery and development projects into the clinic. Participants in the BPN are responsible for conducting all studies that involve disease- or target-specific assays, models, and other research tools and receive funding for all activities to be conducted in their own laboratories. In addition, applicants will collaborate with NIH-funded consultants and can augment their project with NIH contract research organizations (CROs) that specialize in medicinal chemistry, pharmacokinetics, toxicology, formulations development, chemical synthesis including under Good Manufacturing Practices (GMP), and Phase I clinical testing. Projects can enter either at the Discovery stage, to optimize promising hit compounds through medicinal chemistry, or at the Development stage, to advance a development candidate through Investigational New Drug (IND)-enabling toxicology studies and phase I clinical testing. Projects that enter at the Discovery stage and meet their milestones may continue on through Development. BPN awardee institutions retain their assignment of IP rights and gain assignment of IP rights from the BPN contractors (and thereby control the patent prosecution and licensing negotiations) for drug candidates developed in this program.

The Army Research Institute for the Behavioral and Social Sciences is the Army's lead agency for the conduct of research, development, and analyses for the improvement of Army readiness and performance via research advances and applications of the behavioral and social sciences that address personnel, organization, training, and leader development issues. ARI contracts with educational institutions, nonprofit organizations, and private industry for research and development (R&D) in different areas, including the areas specifically identified in Part I of BAA W911NF-13-R-0001. The ARI Basic Research Program supports research projects that are designed to expand fundamental knowledge and discover general principles in the behavioral and social sciences. Efforts funded under this White Paper request will only include Basic Research.

The Naval Facilities Engineering and Expeditionary Warfare Center, through the Living Marine Resources (LMR) program, is soliciting pre-proposals for efforts related to any one of the two (2) need topics listed below. If invited, offerors will be asked to submit a full proposal. BEHAVIORAL RESPONSE RESEARCH TO STUDY THE EFFECTS OF SOUND ON MARINE MAMMALS ANDMARINE SPECIES HEARING RESEARCH RELATED TO THE ACOUSTIC EFFECTS CRITERIA. 

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO) Special Notice (SN) inviting submissions of innovative basic or applied research concepts in the technical domain of understanding group biases. This DO SN is issued under the Program Announcement for Disruptioneering, DARPA-PA-18-01. All proposals in response to the technical area(s) described herein will be submitted to DARPA-PA-18-01 and if selected, will result in an award of an Other Transaction (OT) for prototype project not to exceed $1,000,000.

The purpose of this BAA is to provide for the competitive selection of research proposals for social and behavioral science research to deepen our understanding of the complex social and behavioral processes underpinning intelligence interviewing and interrogation. Offerors will not conduct research for the HIG in HIG facilities The HIG Research Program is the premier provider and trusted source for the state of the art and science of interrogation. The HIG supports research and development of an effective, science-based model of interrogation. To this end, the HIG Research Program commissions basic and applied science and field validation/effectiveness studies to rigorously examine current and new approaches to interrogation. The program incorporates new insights and methods based on rigorous science to ensure practitioners are equipped with knowledge from the behavioral and social sciences that will make them better interrogators, interviewers and de-briefers. The HIG highly encourages participation from transdisciplinary research teams from social and behavioral sciences, and collaborative teaming arrangements amongst multiple institutions that have the relevant expertise and facilities to execute fundamental and applied research. Please refer to Appendix A for previous, published research supported by the HIG.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information from FAR Part 15 and included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used.
