The following programs have due dates that fall between October 1 - 25, 2013, and these dates are being revised due to the Federal  government shutdown. These revised dates apply whether the proposal is being submitted via the NSF FastLane System or  Grants.gov. Due to compressed proposal deadlines resulting from the shutdown, proposers are advised that they may experience a  delay when contacting IT Help Central with technical support questions. This Notice supersedes NOT-OD-15-024 about the NIH and AHRQ requirement for use of a new biosketch format and provides some latitude in the transition for those who have already been compiling biosketches for their large grant applications with deadlines in early in 2015. NIH and AHRQ encourages applicants to use the newly published biosketch format for all grant and cooperative agreement applications submitted for due dates on or after January 25, 2015, and will require use of the new format for applications submitted for due dates on or after May 25, 2015. Applicants may submit using the new biosketch format for due dates before January 25, 2015, if they wish.

This Funding Opportunity Announcement (FOA) solicits grant applications from institutions/organizations to serve as the Coordination Center (CC) for the Programs to Increase Diversity Among Individuals Engaged in Health-Related Research (PRIDE). This FOA runs parallel with a separate FOA that solicits applications for eight Summer Institutes (See RFA-HL-14-021). The Summer Institutes are designed to enable junior faculty and postdoctoral scientists transitioning into academic faculty positions, from underrepresented backgrounds, to further develop their research skills and knowledge to enhance their career development as faculty members and scientists.

The Decision, Risk and Management Sciences program supports scientific research directed at increasing the understanding and effectiveness of decision making by individuals, groups, organizations, and society. Disciplinary and interdisciplinary research, doctoral dissertation research, and workshops are funded in the areas of judgment and decision making; decision analysis and decision aids; risk analysis, perception, and communication; societal and public policy decision making; management science and organizational design. The program also supports small grants that are time-critical and small grants that are high-risk and of a potentially transformative nature (see Grants for Rapid Response Research (RAPID) and EArly-concept Grants for Exploratory Research (EAGER).)Funded research must be grounded in theory and generalizable. The purpose of this Funding Opportunity Announcement (FOA) is to encourage pilot research consistent with NIMH's priorities for: 1) effectiveness research on interventions with previously demonstrated efficacy, for use with broader target populations or for use in community practice settings, and 2) innovative services research directions that require preliminary testing or development. Applications should provide resources for evaluating the feasibility, tolerability, acceptability and safety of approaches to improve mental health and modify risk factors, and for obtaining the preliminary data needed as a pre-requisite to a larger-scale intervention trial (e.g., comparative effectiveness study, practical trial) or large-scale services study. In this pilot phase of intervention and services research, NIMH places highest priority on approaches that can be justified in terms of their potential to substantially impact practice and public health and approaches that are empirically grounded.  Specifically:  1) Applications should justify the potential impact of the proposed intervention/services models on practice and public health in terms of the magnitude of likely improvements in effect size, safety/tolerability profile, value and efficiency, or dissemination potential, as compared to existing approaches;  2) Adaptations or augmentations of efficacious interventions should only be undertaken if there is an empirical rationale for the adaptation target and for the corresponding mechanism by which the adapted intervention or augmentation is expected to substantially enhance outcomes; and  3) For pilot tests of intervention effectiveness or service delivery approaches, the study should be designed to explicitly address whether the intervention engages the mechanism that is presumed to underlie the intervention effects.

The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process.

The purpose of this funding opportunity announcement (FOA) is to stimulate clinical research focused on biobehavioral or technological interventions to attenuate cognitive decline in individuals with dementia (such as Alzheimers disease, Lewy body dementia, vascular dementia), mild cognitive impairment (MCI), or disease- or age-related cognitive decline. There is particular interest in interventions that can be implemented in community settings by the affected individual, informal caregivers, or others in the community. Research to inform the development of such interventions is also of interest, as well as research examining underlying mechanisms and biomarkers associated with response to interventions. It is anticipated that the results of this research will help affected individuals maintain independence and quality of life, improve their ability to perform activities of daily living (ADLs) and instrumental activities of daily living (IADLs), and additionally help to reduce stress, burden, and other poor outcomes in their caregivers.

The United Mitochondrial Disease Foundation (UMDF) is committed to facilitating the development of treatments and cures for mitochondrial disease and recognizes that research, from benchtop to bedside, is the path to success. The sponsor also recognizes that there is often a gap in the funding of research projects for rare disorders. They seek to fund high potential impact projects that will forward the cause of improving the lives of those affected by mitochondrial disease.

The Partnerships for Innovation: Building Innovation Capacity (PFI:BIC) program supports academe-industry partnerships which are led by an interdisciplinary academic research team collaborating with a least one industry partner. In this program, there is a heavy emphasis on the quality, composition, and participation of the partners, including the appropriate contributions for each role. These partnerships focus on the integration of technologies into a specified human-centered service system with the potential to achieve transformational change, satisfying a real need by making an existing service system smart(er) or by spurring the creation of an entirely new smart service system.

We seek applications from independent investigators who can devote a substantial portion of time to this effort. While we will not require a minimum Principal Investigator (PI) effort, we expect the PI to commit to a level of effort that reflects a leading role in the project. We encourage applications from researchers who are not currently working on autism, but who have expertise that could be brought to bear on this complex disorder. We will also accept collaborative grants involving multiple investigators.

The program's goals are to support psychology's efforts to improve areas of critical need in society, including but not limited to innovative scientifically based clinical work with serious mental illness, serious emotional disturbance, incarcerated or homeless individuals, children with serious emotional disturbance (SED) and adults with serious mental illness (SMI); and to encourage early career psychologists to devote their careers to under-served populations.

The HHPR Summit is an international meeting supporting human systems research held in Dayton, Ohio with the objective of linking defense and academic research to the commercial domains. The Summit is a forum to generate research knowledge and ideas, recruit and retain key organizations and researchers in the human systems domain, and link research to entrepreneurial outcomes, and diffuse information.

The purpose of this Notice is to inform new NIH applicants, their mentors, and grant administrators at their institution about two upcoming webinars the NIH Center for Scientific Review (CSR) is hosting in November 2015.  These webinars are designed to give participants useful insights into our application submission and peer review processes.  CSR is the portal for NIH grant applications and their review for scientific and technical merit.

Eligible applicants are: 1) State and Territorial governments: Title V Agencies in states that have completed a Project LAUNCH grant, or will complete the grant by September 30, 2015. See Appendix II of the RFA for a listing of eligible applicants. 2) Federally recognized American Indian/Alaska Native (AI/AN) tribes and tribal organizations that have completed a Project LAUNCH grant, or will complete the grant by September 30, 2015. See Appendix II of the RFA for a listing of eligible applicants. Tribal organization means the recognized body of any AI/AN tribe; any legally established organization of American Indians/Alaska Natives which is controlled, sanctioned, or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of American Indians/Alaska Natives in all phases of its activities. Eligibility is limited to State Title V Agencies, in states who have completed or will complete a Project LAUNCH grant by the end of FY 2015, since these are the agencies that received the initial Project LAUNCH grants. Project LAUNCH Expansion grants will build on the knowledge, expertise and experience acquired in the first Project LAUNCH grant in order to take practices and systems changes to scale by expanding these practices to other communities within the state/tribe (or to additional tribes). The Project LAUNCH Expansion grants will provide states and tribes the opportunity for broader dissemination of these innovative practices and policies that will lead to better outcomes for young children and families. In addition, the Title V agency was the convener of the original LAUNCH Council, and will be well-positioned to continue the work of increasing cross-agency and public-private partnerships through the Expansion grant. State Title V agencies should partner with the lead children's mental health agency as this grant opportunity is focused

The first Health and Human Performance Research (HHPR) Summit is upcoming April 28-30, 2015 in Dayton, Ohio. We are on target to have more than 200 attendees, 75+ posters, and 12 breakout sessions discussing the topics of the summit. More than 75 participants from Federal Research labs will be presenting and participating in the event and it is a great opportunity for our Ohio Academic Institutions to create relationships and understand the objectives of these researchers. As such, we have an interest in ensuring Ohio universities and research institutions are represented in this event to increase the funding which is attracted to our State. We would like to extend an invitation to your institution to participate in the Summit through poster presentations and/or attending the Summit. Designed to provide networking opportunities for researchers and industry to connect through a focus on exploring commercializing opportunities in Science and Technology within the health and human performance domain; the HHPR Summit is also intended to further develop the research relationships with the Air Force Research Laboratory (AFRL) and support the commercialization within Ohio. It is important to us as we look to the strategies we are undertaking as a state to ensure the major universities and research institutions have an opportunity to play a major role in this relationship. The NIH Directors Early Independence Award Program supports exceptional investigators who wish to pursue independent research directly after completion of their terminal doctoral/research degree or clinical residency, thereby forgoing the traditional post-doctoral training period and accelerating their entry into an independent research career.
