The purpose of this Funding Opportunity Announcement (FOA) is to encourage basic or clinical research applications that investigate central neural mechanisms of age-related hearing loss in older adults and/or in relevant animal models. This FOA is driven by the need to address a major gap in our understanding of the central pathways and neural networks that are involved in hearing loss and how these may be altered in the context of the aging brain, as well as how natural aging influences central auditory plasticity.

The PRARP Convergence Science Research Award (CSRA) mechanism was first offered in FY12. Since then, 195 CSRA applications have been received, and 36 have been recommended for funding. The intent of the FY17 PRARP CSRA is to support efforts to generate research resources, tools, or novel research efforts for researchers and/or practitioners in health sciences related to the PRARP's mission (see Section II.A, Program Description). The FY17 PRARP CSRA is open to Principal Investigators (PIs) at or above the level of Assistant Professor (or equivalent) from any field or discipline. As part of the application, the PI should demonstrate that the study team has experience in both TBI and AD/ADRD research. Preliminary data, while not required, are encouraged. Preliminary data may come from the PI's published work, pilot data, or from peer-reviewed literature. The anticipated direct costs budgeted for the entire period of performance for an FY17 PRARP CSRA will not exceed $500,000. The maximum period of performance is 3 years.

The PRARP New Investigator Research Award (NIRA) mechanism is being offered for the first time in FY17. The intent of the FY17 PRARP NIRA is to support early-career investigators interested in novel research efforts or new technologies within TBI and AD/ADRD in support of the PRARP's mission (see Section II.A, Program Description). The FY17 PRARP NIRA is open to Principal Investigators (PIs) within 3 years of their first independent faculty position, from any field or discipline. As part of the application, the PI should demonstrate that the study team has experience in both TBI and AD/ADRD research. Preliminary data, while not required, are encouraged. Preliminary data may come from the PI's published work, pilot data, or from peer-reviewed literature. Note that PIs will be required to verify their eligibility for this award. The anticipated direct costs budgeted for the entire period of performance for an FY17 PRARP NIRA will not exceed $225,000. The maximum period of performance is 3 years.

The PRARP Quality of Life Research Award (QUAL) mechanism was first offered in FY13. Since then, 38 QUAL applications have been received, and 16 have been recommended for funding. The intent of the research funded through this award is to (1) support research to alleviate, stabilize, or characterize the symptoms or deficits common to TBI and AD/ADRD, and (2) reduce the burden of care on the caregiver for individuals living with the common symptoms of TBI and AD/ADRD. Research may be proposed to either facet of the intent. Both are equally important. As part of the research strategy, all applications must include cognitive, neuropsychological, or otherwise appropriate measures. The FY17 PRARP QUAL is open to Principal Investigators (PIs) at or above the level of Assistant Professor (or equivalent) from any field or discipline. As part of the application, the PI should demonstrate that the study team has experience in both TBI and AD/ADRD research. Preliminary data, while not required, are encouraged. Preliminary data may come from the PI's published work, pilot data, or from peer-reviewed literature. Applications should also address how all of the included study measures address the research strategy and the study's hypothesis or hypotheses. The anticipated direct costs budgeted for the entire period of performance for an FY17 PRARP QUAL will not exceed $500,000. The maximum period of performance is 3 years.

Clinical trials for Alzheimer's disease and related dementias have been hindered, in part, by the limited number of biomarkers available to (1) accurately diagnose these diseases, (2) enrich and stratify patient cohorts, (3) demonstrate target engagement for novel therapeutics, and (4) reliably monitor disease progression and response to treatment. While currently available biomarkers have helped to accelerate clinical trials, most are either expensive, invasive, or both, and provide information on a small number of disease targets. Thus, additional biomarkers are needed to provide a more complete picture of the disease.

The overall goal of this funding announcement is to elicit applications for novel strategies to enhance referral, participation, and adherence in cardiac rehabilitation (CR) of older and vulnerable patients who are eligible for CR under current Medicare eligibility criteria. Specifically, NIA seeks clinical trials that address one or more specific age-related factors including patient-related issues, CR program goals and components, and CR program setting-related aspects. These three age-related issues represent distinct, but potentially interrelated, areas that are impacted by advancing age and are not currently addressed in traditional CR programs. Determination of the specific aspects of CR programs that may be better suited to medically complex and vulnerable older adults, such as eligibility, patient-centered goals and outcomes, and novel components and delivery systems may ultimately improve referral, enrollment, completion and overall benefit of this Medicare-supported resource. Successful modified programs should strive to improve function, independence and quality of life while reducing disability, future CV events, readmissions, morbidity and mortality.

The $10,000 prize is awarded to an individual who has a mission, an exceptional idea, and wants to encourage change for the better. Social innovators look at existing activities, initiatives, services, processes, or products and develop new or improved ways to address a challenge confronting communities in the state.

The Institute of Education Sciences (IES), in collaboration with the Educational Testing Service (ETS), is sponsoring a series of training workshops for individual researchers and research teams to explore and use data and assessment tools from the Program for the International Assessment of Adult Competencies (PIAAC). These workshops are designed for those who want to go beyond computing basic statistics with the PIAAC databases. During the workshops we will train participants to conduct simple and complex analysis with the PIAAC data. We will also help participants familiarize themselves with the statistical and data complexities of PIAAC. The general day-to-day schedule of the workshops will include both presentations and hands-on practical assignments using released PIAAC databases.

Workforce Innovation Opportunity Act (WIOA) allotments for States are based on formula provisions contained in WIOA (see Training and Employment Guidance Letter (TEGL) No. 27-16, Attachment B for WIOA and Wagner-Peyser formula descriptions). The Act waives the competition requirement contained in WIOA secs. 127(b)(1)(B)(ii), 132(b)(1)(A)(ii), and 132(b)(2)(A)(ii) regarding funding to outlying areas (i.e., American Samoa, Guam, Commonwealth of the Northern Mariana Islands, the Republic of Palau, and the United States Virgin Islands). For Program Year (PY) 2017, outlying area grant amounts will be based on the administrative formula determined by the Secretary that was used under Workforce Investment Act. Attachment E to the TEGL provides the PY 2017 Adult Activities State Allotments, and a State- by-State comparison of the PY 2017 allotments to PY 2016 allotments.

Grants of up to $150,000 will be awarded for research on the pathologic mechanisms underlying FTD. Priority will be given to projects related to the development and testing of novel high-throughput screening assays; identification and in vitro testing of potentially disease modifying compounds or biologics, including medicinal chemistry refinement, ADME, toxicology, pharmacokinetics, and pharmacodynamics studies; testing of novel lead compounds, biologics, or repurposed drug candidates in a relevant animal model for preclinical proof of concept; and/or development and/or characterization of new model organisms or cellular models in support of drug-discovery efforts. Funding is provided through mission-related investments that require return on investment based on scientific and/or business milestones.
