"Michael Mariotte, Executive Director for the Nuclear Information and Resource Service (NIRS) said today the estimated $140 billion in total for nuclear subsidies in Kerry-Lieberman American Power Act are wrong. The Union of Concerned Scientists released a report July 1, 2010 documenting that the legislation could be worth a total of $140 billion to the nuclear industry. Taxpayers to fund through the Federal Financing bank The NIRS further reported to its members that the House Appropriations Committee may take up a $36 billion increase in nuclear reactor loans for an increase in the construction of new reactors. This is money the NIRS says "would go to some of the wealthiest companies in the world like Electricite de France, Areva, NRG Energy, Toshiba, General Electric, and the like.""

Radioactive materials from nuclear weapons production sites are being dumped into regular landfills, and are available for recycling and resale. The Nuclear Information and Resource Service (NIRS) has tracked the Department of Energy's (DOE) release of radioactive scrap, concrete, equipment, asphalt, chemicals, soil, and more, to unaware and unprepared recipients such as landfills, commercial businesses, and recreation areas. Under the current system, the DOE releases contaminated materials directly, sells them at auctions or through exchanges, or sends the materials to processors who can release them from radioactive controls. The recycling of these materials-for reuse in the production of everyday household and personal items such as zippers, toys, furniture, and automobiles, or to build roads, schools, and playgrounds-is increasingly common. The NIRS report, "Out of Control on Purpose: DOE's Dispersal of Radioactive Waste into Landfills and Consumer Products," tracks the laws, methods, and justifications used by the DOE to expedite the mandatory cleanup of the environmental legacy being created by the nation's nuclear weapons program and government-sponsored nuclear energy research. One of the largest and most technically complex environmental cleanup programs in the world, the effort includes cleanup of 114 sites across the country to be completed by the end of 2008.

"Published reports indicate that the Obama Administration will announce on Tuesday, February 16, approval of a "conditional" taxpayer loan guarantee to the Southern Company for construction of two new nuclear reactors at its Vogtle site in Georgia. "If the reports are correct, this would be a repudiation of Obama's own campaign statements against subsidies for nuclear power, and the implementation of the worst energy policy excesses of the Bush Administration and failed presidential candidate Sen. The Department of Energy's loan guarantee program for reactor construction was established by Congress at the urging of the Bush administration in 2005. In 2007, Congress authorized the program to provide $18.5 Billion in loan guarantees for new reactors. In late January, President Obama proposed nearly tripling the program to $54 Billion. "Few realize that the DOE's program extends beyond simple guarantees. In some cases at least, the loans will come directly from the taxpayers through the little-known Federal Financing Bank (FFB). Thus the taxpayers will be put in the awkward and highly risky position of both providing billions of dollars in loans to giant nuclear corporations and promising to repay the loans if the companies default," explained Mariotte. "After it was revealed that Tepco had falsified inspection reports at three of its nuclear power plants for years (see WISE/NIRS Nuclear Monitor 573.5436, "Japan: whistleblowing turns into tornado"), other utilities began to investigate if they too had failed to mention defects in reports. Soon, two utilities, Chubu Electric and Tokohu Electric, reported that they too had left out details of faults in their inspection records. Chubu Chubu is Japan's third largest power company, and halted all its reactors after admitting it had failed to report signs of cracking in water pipes of reactors 1 and 3 at its Hamaoka plant to the authorities. The largest of these, in Hamaoka-3, was 60 millimeters long and 3 millimeters deep, in a pipe around 40 millimeters thick. The failure of Chubu to notify the authorities of the crack indications in water pipes is all the more worrying because of recent incidents involving pipes at Hamaoka. Last year, a water pipe at Hamaoka-1 exploded, releasing radioactive steam into the containment building (see WISE News Communique 558.5339, "Japan: a 'grave situation' at Hamaoka BWR"). This year, sixteen workers were irradiated after a water pipe leak at Hamaoka-2 (see WISE/NIRS Nuclear Monitor 569.5411, "Japan: More problems at Hamaoka")."

More Lobbying Expected in 2010 in Even Tougher Environment After Yucca Mountain and Soaring Cost Estimates; Outside of Bans, Industry Falters on CWIP in Missouri and Key Fights in Other States. WASHINGTON, Aug. 27 /PRNewswire-USNewswire/ --The so-called "nuclear renaissance" is finding few friends among state lawmakers in the United States. The nuclear power industry has been shut out across the board in 2009 in its efforts in all six states -- ranging across the nation from Kentucky to Minnesota to Hawaii -- where it sought to overturn what are either explicit or effectively bans on construction of new reactors, according to the nonprofit Nuclear Information and Resource Service (NIRS). Efforts to overturn bans also have failed to advance in Illinois and West Virginia and Wisconsin. Beyond failing to reverse a single state-level ban on new reactors, the industry also suffered a wide range of major defeats, including an effort to repeal a ban on "Construction Work in Progress" (CWIP) payments that would have been imposed on Missouri ratepayers to finance a new nuclear power plant, which was then promptly mothballed. Industry efforts to get nuclear declared "renewable" by the states of Indiana and Arizona also failed to achieve results. Also going nowhere is a California bill to lift the state's pioneering law banning new reactors until a high-level waste dump is in place. That follows a 2008 California statewide referendum drive with the same focus that failed for lack of sufficient signatures to get it on the ballot.

The Levy County reactors are projected to cost $17 billion. The landmark ruling, handed down on Thursday, January 7 in response to an appeal by PEF, affirms that the ASLB will hear very broad concerns raised by the Intervening groups, including impacts of a new nuclear plant on ground and surface waters, endangered species, and environmental and safety issues of generating so-called "low-level" radioactive waste that currently has no off-site disposal option. ""Loan Guarantee Fever" in Congress Finds No Counterpart in Across-the-Board Cold Shoulder From State Solons; From Kentucky to Arizona, Industry Lobbyists Fail to Overturn Bans, Pass Costs on to Consumers or Get Nuclear Classified as "Renewable Energy" WASHINGTON, May 13 /PRNewswire-USNewswire/ -- It was front-page news across America this February when the Vermont Senate voted to shut down the troubled Vermont Yankee reactor in 2012. But what most Americans don't know is that the nuclear industry also lost all of its seven other major state legislative pushes this year ? going 0-8 and putting yet another nail in the coffin of the myth of the "nuclear renaissance" in the United States, according to an analysis by the Nuclear Information and Resource Service (NIRS). Even as some in Congress would lavish tens of billions of dollars ? and even unlimited ? loan guarantees on the embattled nuclear power industry, state lawmakers in Arizona, Illinois, Iowa, Kentucky, Minnesota, Vermont and West Virginia and Wisconsin said a firm "no" this year to more nuclear power. The legislative issues ranged from attempts by nuclear industry lobbyists to overturn bans on new reactors to "construction work in progress" (CWIP) assessments to pay for new reactors to reclassifying nuclear power as a "renewable resource." Even after stepping up its on-the-ground efforts in 2010 with paid lobbyists and extensive public relations efforts in states like Wisconsin, the industry again came up with nothing."

" Workers at the Grand Gulf Nuclear Plant in Port Gibson, Miss., last Thursday released a large amount of radioactive tritium directly into the Mississippi River, according to the US Nuclear Regulatory Commission (NRC), and experts are currently trying to sort out the situation. An investigation is currently underway to determine why the tritium was even present in standing water found in an abandoned unit of the plant, as well as how much of this dangerous nuclear byproduct ended up getting dumped into the river. Many also want to know why workers released the toxic tritium before conducting proper tests. The Mississippi Natchez Democrat reports that crews first discovered the radioactive water in the plant's Unit 2 turbine building after heavy rains began hitting the area last week. Unit 2 was a partially-constructed, abandoned structure that should not have contained any radioactive materials, let alone tritium, which is commonly used to manufacture nuclear weapons and test atomic bombs (http://www.nirs.org/radiation/triti...)."

"The Obama Administration is attempting to get $9 billion more in loans for new nuclear reactor construction. They're trying to sneak this money on to an emergency supplemental funding bill intended to provide funds for the wars in Afghanistan and Iraq and to provide additional disaster relief money. But there is no emergency requiring new nuclear loans! The Department of Energy is playing sleazy politics by asking for this money on an emergency basis. To try to appease clean energy advocates, the administration is tying the nuclear loans to an equal amount of loans for renewable energy projects--but renewable energy projects have barely begun to tap their existing loan authority. Unlike for nuclear projects, which are extraordinarily expensive, there is currently plenty of money available for renewables loans. The House Appropriations Committee was scheduled to meet on May 27 to consider this bill but postponed the meeting at the last moment. It now isn't clear when or if the meeting will be rescheduled. One possibility is that the House will simply take up a similar Senate emergency funding bill--one that does not include taxpayer loans for dirty new nuclear reactors. The U.S. Senate Appropriations Committee late on the night of January 27 snuck in a provision to President Obama's economic stimulus package that would allow as much as $50 BILLION of your dollars to be used as loan guarantees for construction of new nuclear reactors. This would be on top of the $18.5 Billion taxpayer dollars already authorized by Congress during the Bush administration. These loan guarantees would mean more nuclear reactors and more radioactive waste piling up in communities across our country. They would also mean less money for safer, cheaper and cleaner energy alternatives like solar and wind power. The provision is vaguely worded. It would authorize $50 Billion in new loan guarantees for "eligible technologies." These technologies include nuclear, "clean coal," renewable energy sources and electric transmission. But the stimulus package is intended to create new jobs and economic activity over the next two years. Not only should new nuclear reactors and the false concept of "clean coal" be excluded from taxpayer support, but the reality is that neither technology is ready to produce any jobs within the next two years.

Thirty years ago, my now-deceased colleague David Comey was asked to make a presentation before the annual meeting of the Atomic Industrial Forum, then the major trade association backing expansion of nuclear power worldwide. He was asked to deliver that speech because he had built credibility with the press and with key decision makers by being scrupulously careful with his facts and analyses. The industry understood that its reputation - particularly with the media - was poor, and they wanted to understand how David had received such good results. In Comey's view, there was an easy explanation - the nuclear industry regularly exaggerated and misled.

200 environmental, peace, consumer, religious organizations and small businesses today joined together to blast the Kerry-Lieberman "climate" proposal as a taxpayer bailout of the nuclear power industry and other dirty energy interests that would be ineffective at addressing the climate crisis. The groups pledged to oppose the Kerry- Lieberman bill unless substantial changes are made, including removing all support for nuclear power. "This bill is just business-as-usual: taxpayer giveaways to giant nuclear and other energy corporations wrapped in the guise of doing something about our climate crisis. To call this a climate bill is greenwashing in the extreme.
