  • What do educators in Singapore and China do? By their own internal accounts, they do a great deal of rote learning and "teaching to the test." Even if our sole goal was to produce students who would contribute maximally to national economic growth — the primary, avowed goal of education in Singapore and China — we should reject their strategies, just as they themselves have rejected them.
  • both nations have conducted major educational reforms, concluding that a successful economy requires nourishing analytical abilities, active problem-solving, and the imagination required for innovation.
  • Observers of current practices in both Singapore and China conclude that the reforms have not really been implemented.   • Moreover, the reforms are cabined by these authoritarian nations' fear of true critical freedom. In Singapore, nobody even attempts to use the new techniques when teaching about politics and contemporary problems. "Citizenship education" typically takes the form of analyzing a problem, proposing several possible solutions, and then demonstrating how the one chosen by government is the right one for Singapore.
  • One professor of communications (who has since left Singapore) reported on a recent attempt to lead a discussion of the libel suits in her class: "I can feel the fear in the room. …You can cut it with a knife."
  • Singapore and China are terrible models of education for any nation that aspires to remain a pluralistic democracy. They have not succeeded on their own business-oriented terms, and they have energetically suppressed imagination and analysis when it comes to the future of the nation and the tough choices that lie before it. If we want to turn to Asia for models, there are better ones to be found: Korea's humanistic liberal arts tradition, and the vision of Tagore and like-minded Indian educators.

Arianna Huffington: The Media Gets It Wrong on WikiLeaks: It's About Broken Trust, Not ... - 0 views

  • Too much of the coverage has been meta -- focusing on questions about whether the leaks were justified, while too little has dealt with the details of what has actually been revealed and what those revelations say about the wisdom of our ongoing effort in Afghanistan. There's a reason why the administration is so upset about these leaks.
  • True, there hasn't been one smoking-gun, bombshell revelation -- but that's certainly not to say the cables haven't been revealing. What there has been instead is more of the consistent drip, drip, drip of damning details we keep getting about the war.
  • It's notable that the latest leaks came out the same week President Obama went to Afghanistan for his surprise visit to the troops -- and made a speech about how we are "succeeding" and "making important progress" and bound to "prevail."

  • The WikiLeaks cables present quite a different picture. What emerges is one reality (the real one) colliding with another (the official one). We see smart, good-faith diplomats and foreign service personnel trying to make the truth on the ground match up to the one the administration has proclaimed to the public. The cables show the widening disconnect. It's like a foreign policy Ponzi scheme -- this one fueled not by the public's money, but the public's acquiescence.
  • The second aspect of the story -- the one that was the focus of the symposium -- is the changing relationship to government that technology has made possible.
  • Back in the year 2007, B.W. (Before WikiLeaks), Barack Obama waxed lyrical about government and the internet: "We have to use technology to open up our democracy. It's no coincidence that one of the most secretive administrations in our history has favored special interest and pursued policy that could not stand up to the sunlight."
  • Not long after the election, in announcing his "Transparency and Open Government" policy, the president proclaimed: "Transparency promotes accountability and provides information for citizens about what their Government is doing. Information maintained by the Federal Government is a national asset." Cut to a few years later. Now that he's defending a reality that doesn't match up to, well, reality, he's suddenly not so keen on the people having a chance to access this "national asset."
  • Even more wikironic are the statements by his Secretary of State who, less than a year ago, was lecturing other nations about the value of an unfettered and free internet. Given her description of the WikiLeaks as "an attack on America's foreign policy interests" that have put in danger "innocent people," her comments take on a whole different light. Some highlights: In authoritarian countries, information networks are helping people discover new facts and making governments more accountable... technologies with the potential to open up access to government and promote transparency can also be hijacked by governments to crush dissent and deny human rights... As in the dictatorships of the past, governments are targeting independent thinkers who use these tools. Now "making government accountable" is, as White House spokesman Robert Gibbs put it, a "reckless and dangerous action."
  • ay Rosen, one of the participants in the symposium, wrote a brilliant essay entitled "From Judith Miller to Julian Assange." He writes: For the portion of the American press that still looks to Watergate and the Pentagon Papers for inspiration, and that considers itself a check on state power, the hour of its greatest humiliation can, I think, be located with some precision: it happened on Sunday, September 8, 2002. That was when the New York Times published Judith Miller and Michael Gordon's breathless, spoon-fed -- and ultimately inaccurate -- account of Iraqi attempts to buy aluminum tubes to produce fuel for a nuclear bomb.
  • Miller's after-the-facts-proved-wrong response, as quoted in a Michael Massing piece in the New York Review of Books, was: "My job isn't to assess the government's information and be an independent intelligence analyst myself. My job is to tell readers of The New York Times what the government thought about Iraq's arsenal." In other words, her job is to tell citizens what their government is saying, not, as Obama called for in his transparency initiative, what their government is doing.
  • As Jay Rosen put it: Today it is recognized at the Times and in the journalism world that Judy Miller was a bad actor who did a lot of damage and had to go. But it has never been recognized that secrecy was itself a bad actor in the events that led to the collapse, that it did a lot of damage, and parts of it might have to go. Our press has never come to terms with the ways in which it got itself on the wrong side of secrecy as the national security state swelled in size after September 11th.
  • And in the WikiLeaks case, much of media has again found itself on the wrong side of secrecy -- and so much of the reporting about WikiLeaks has served to obscure, to conflate, to mislead. For instance, how many stories have you heard or read about all the cables being "dumped" in "indiscriminate" ways with no attempt to "vet" and "redact" the stories first. In truth, only just over 1,200 of the 250,000 cables have been released, and WikiLeaks is now publishing only those cables vetted and redacted by their media partners, which includes the New York Times here and the Guardian in England.
  • The establishment media may be part of the media, but they're also part of the establishment. And they're circling the wagons. One method they're using, as Andrew Rasiej put it after the symposium, is to conflate the secrecy that governments use to operate and the secrecy that is used to hide the truth and allow governments to mislead us.
  • Nobody, including WikiLeaks, is promoting the idea that government should exist in total transparency,
  • Assange himself would not disagree. "Secrecy is important for many things," he told Time's Richard Stengel. "We keep secret the identity of our sources, as an example, take great pains to do it." At the same time, however, secrecy "shouldn't be used to cover up abuses."
  • Decentralizing government power, limiting it, and challenging it was the Founders' intent and these have always been core conservative principles. Conservatives should prefer an explosion of whistleblower groups like WikiLeaks to a federal government powerful enough to take them down. Government officials who now attack WikiLeaks don't fear national endangerment, they fear personal embarrassment. And while scores of conservatives have long promised to undermine or challenge the current monstrosity in Washington, D.C., it is now an organization not recognizably conservative that best undermines the political establishment and challenges its very foundations.
  • It is not, as Simon Jenkins put it in the Guardian, the job of the media to protect the powerful from embarrassment. As I said at the symposium, its job is to play the role of the little boy in The Emperor's New Clothes -- brave enough to point out what nobody else is willing to say.
  • When the press trades truth for access, it is WikiLeaks that acts like the little boy. "Power," wrote Jenkins, "loathes truth revealed. When the public interest is undermined by the lies and paranoia of power, it is disclosure that takes sanity by the scruff of its neck and sets it back on its feet."
  • A final aspect of the story is Julian Assange himself. Is he a visionary? Is he an anarchist? Is he a jerk? This is fun speculation, but why does it have an impact on the value of the WikiLeaks revelations?

Secrecy in the age of WikiLeaks - 1 views

    As government agencies look to leverage new technologies to communicate with the public, move more citizen services online, share services amongst agencies, share intelligence for national security purposes and collaborate with other nations and private industry, they will need to take a more open stance to secrecy and information sharing. But to mitigate risks, they need to take a more solid security stance at the same time. It is imperative for leaders at all levels within government (agencies, departments, contractors, etc.) to weigh the risks and benefits of making information more accessible and, once decided, put strong safeguards in place to ensure only those who need access can get access. Information leaks imply failures across multiple areas, particularly risk management, access control and confidentiality. The ongoing WikiLeaks exposé clearly shows that the threat is not always from external groups; it can be far more insidious when it stems from trusted individuals within an organisation.

  • We have carried out a three-part study comparing the research performance of Indian institutions with that of other international institutions. In the first part, the publication profiles of various Indian institutions were examined and ranked based on the h-index and p-index. We found that the institutions of national importance contributed the highest in terms of publications and citations per institution. In the second part of the study, we looked at the publication profiles of various Indian institutions in the high-impact journals and compared these profiles against that of the top Asian and US universities. We found that the number of papers in these journals from India was miniscule compared to the US universities. Recognizing that the publication profiles of various institutions depend on the field/departments, we studied [in Part III] the publication profiles of many science and engineering departments at the Indian Institute of Science (IISc), Bangalore, the Indian Institutes of Technology, as well as top Indian universities. Because the number of faculty in each department varies widely, we have computed the publications and citations per faculty per year for each department. We have also compared this with other departments in various Asian and US universities. We found that the top Indian institution based on various parameters in various disciplines was IISc, but overall even the top Indian institutions do not compare favourably with the top US or Asian universities.

Research, as a Business, Is Risky - Science in 2011 - NYTimes.com - 0 views

  • Research, in any field of science, is not the risk-free business that might easily be supposed from the confident promises of scientific spokesmen or the daily reports of new advances.
  • Basic research, the attempt to understand the fundamental principles of science, is so risky, in fact, that only the federal government is willing to keep pouring money into it. It is a venture that produces far fewer hits than misses.
  • Even the pharmaceutical industry, a major beneficiary of biomedical research, does not like to invest too heavily in basic science. Rather, it lets private venture capital support the small biotechnology companies that first try to bring new findings to market, and then buys up the few winners of this harsh winnowing process.

"Asian Values": a credible alternative to a universal conception of human rig... - 0 views

  • Singapore has not ratified the International Covenant on Civil and Political Rights, but as a member state of the United Nations is bound to respect “fundamental human rights”. But who decides these rights? Many commentators will argue that they are those enshrined in the Universal Declaration on Human Rights, in which Freedom of Expression is guaranteed by Article 19.
  • The United Nations Human Rights Committee has stressed that freedom of expression ensures the free political debate essential to democracy[ii] and has expressed concern that overbearing government controls of the media are incompatible with Freedom of Expression.
  • The Singapore government’s view is different. They have long asserted that human rights principles and conceptions are dominated by Western perceptions and argue for an “Asian Values” interpretation of human rights. This has been characterised as the assertion of the primacy of duty to the community over individual rights and the expectation of trust in authority and dominance of the state leaders.

  • The “Asian Values” hypothesis is equally suspect. The UDHR recognises the universal applicability of human rights and any nation party to this treaty is not permitted to restrict rights purely on cultural, religious or political grounds.
  • “Asian governments are justified in restricting civil and political rights in some circumstances in favour of social stability and economic growth. Civil and political rights are immaterial when people are destitute and society is unstable.  Accordingly, as luxuries to be enjoyed once there is social order, civil and political liberties must be temporarily suspended so as to not inhibit the government’s delivery of economic and social necessities and so as to not threaten or destroy future development plans.” Whilst this argument may have been slightly more palatable if Singapore’s citizens were, in fact destitute, the reality is that Singapore is ranked as one of the world’s wealthiest countries and boasts a high life expectancy. Thus in Singapore’s case, arguments made in favour of a “liberty trade-off” are rendered completely untenable.

Even though the Singapore government’s language is more subtle, their arguments amount to same basic tenet: the purported justification of the denial of fundamental human rights, by reference to cultural, religious or political specific norms. Speaking recently in New York, the UN Secretary-General, Ban Ki Moon warned against such an interpretation of human rights:
  • “Yes, we recognize that social attitudes run deep.  Yes, social change often comes only with time.  Yet, let there be no confusion: where there is tension between cultural attitudes and universal human rights, universal human rights must carry the day. ” The universal and fundamental nature of human rights is the founding principle on which the United Nations was built: the right to freedom of expression must be guaranteed, “Asian Values” notwithstanding.

'There Is No Values-Free Form Of Education,' Says U.S. Philosopher - Radio Fr... - 0 views

  • from the earliest years, education should be based primarily on exploration, understanding in depth, and the development of logical, critical thinking. Such an emphasis, she says, not only produces a citizenry capable of recognizing and rooting out political jingoism and intolerance. It also produces people capable of questioning authority and perceived wisdom in ways that enhance innovation and economic competitiveness. Nussbaum warns against a narrow educational focus on technical competence.
  • a successful, long-term democracy depends on a citizenry with certain qualities that can be fostered by education.
  • The first is the capacity we associate in the Western tradition with Socrates, but it certainly appears in all traditions -- that is, the ability to think critically about proposals that are brought your way, to analyze an argument, to distinguish a good argument from a bad argument. And just in general, to lead what Socrates called “the examined life.” Now that’s, of course, important because we know that people are very prone to go along with authority, with fashion, with peer pressure.   • it can be trained from very early in a child’s education. There’re ways that you can get quite young children to recognize what’s a good argument and what’s a bad argument. And as children grow older, it can be done in a more and more sophisticated form until by the time they’re undergraduates in universities they would be studying Plato’s dialogues for example and really looking at those tricky arguments and trying to figure out how to think. And this is important not just for the individual thinking about society, but it’s important for the way people talk to each other. In all too many public discussions people just throw out slogans and they throw out insults. And what democracy needs is listening. And respect. And so when people learn how to analyze an argument, then they look at what the other person’s saying differently. And they try to take it apart, and they think: “Well, do I share some of those views and where do I differ here?” and so on. And this really does produce a much more deliberative, respectful style of public interaction.
  • The second [quality] is what I call “the ability to think as a citizen of the whole world.” We’re all narrow and this is again something that we get from our animal heritage. Most non-human animals just think about the group. But, of course, in this world we need to think, first of all, our whole nation -- its many different groups, minority and majority. And then we need to think outside the nation, about how problems involving, let’s say, the environment or global economy and so on need cooperative resolution that brings together people from many different nations.
  • That’s complicated and it requires learning a lot of history, and it means learning not just to parrot some facts about history but to think critically about how to assess historical evidence. It means learning how to think about the global economy. And then I think particularly important in this era, it means learning something about the major world religions. Learning complicated, nonstereotypical accounts of those religions because there’s so much fear that’s circulating around in every country that’s based usually on just inadequate stereotypes of what Muslims are or whatever. So knowledge can at least begin to address that.

But it’s very narrow and usually people learn how to think about what their parents are thinking and maybe other family members but we need to extend that and develop it, and learn how the world looks from the point of view of minorities in our own culture, people outside our culture, and so on.

So literature and the arts are the major ways we would develop and extend that capacity.

And we’ve developed this as account of -- so for us what it is for a country to do better is to enhance the set of capabilities meaning substantial opportunities that people have to lead meaningful, fruitful lives. And then I go on to focus on a certain core group of those capabilities that I think ought to be protected by constitutional law in every country.
  • Life; health; bodily integrity; the development of senses, imagination, and thought; the development of practical reason; opportunities to have meaningful affiliations both friendly and political with other people; the ability to have emotional health -- not to be in other words dominated by overwhelming fear and so on; the ability to have a productive relationship with the environment and the world of nature; the ability to play and have leisure time, which is something that I think people don’t think enough about; and then, finally, control over one’s material and social environment, some measure of control.   • when kids learn in a classroom that just makes them sit in a chair, well, they can take in something in their heads, but it doesn’t make them competent at negotiating in the world. And so starting, at least, with Jean Jacques Rousseau in the 18th century, people thought: “Well, if we really want people to be independent citizens in a democracy that means that we can’t have whole classes of people who don’t know how to do anything, who are just simply sitting there waiting to be waited on in practical matters.” And so the idea that children should participate in their practical environment came out of the initial democratizing tendencies that went running through the 18th century.

Both Singapore and China have conducted mass education reforms over the last five years because they realized that their business cultures don’t have enough imagination and they also don’t have enough critical thinking, because you can have awfully corrupt business culture if no one is willing to say the unpleasant word or make a criticism.
  • So they have striven to introduce more critical thinking and more imagination into their curricula. But, of course, for them, they want to cordon it off -- they want to do it in the science classroom, in the business classroom, but not in the politics classroom. Well, we’ll see -- can they do that? Can they segment it that way? I think democratic thinking is awfully hard to segment as current events in the Middle East are showing us. It does have the tendency to spread.

  • if you really don’t want democracy, this is not the education for you. It had its origins in the ancient Athenian democracy which was a very, very strong participatory democracy and it is most at home in really true democracy, where our whole goal is to get each and every person involved and to get them thinking about things. So, of course, if politicians have ambivalence about that goal they may well not want this kind of education.
  • when we bring up children in the family or in the school, we are always engineering. I mean, there is no values-free form of education in the world. Even an education that just teaches you a list of facts has values built into it. Namely, it gives a negative value to imagination and to the critical faculties and a very high value to a kind of rote, technical competence. So, you can't avoid shaping children.
  • ncreasingly the child should be in control and should become free. And that's what the critical thinking is all about -- it's about promoting freedom as the child goes on. So, the end product should be an adult who is really thinking for him- or herself about the direction of society. But you don't get freedom just by saying, "Oh, you are free." Progressive educators that simply stopped teaching found out very quickly that that didn't produce freedom. Even some of the very extreme forms of progressive school where children were just allowed to say every day what it was they wanted to learn, they found that didn't give the child the kind of mastery of self and of the world that you really need to be a free person.

Uwe E. Reinhardt: How Convincing Is the Economists' Case for Free Trade? - NYTimes.com - 0 views

  • “Emerging Markets as Partners, Not Rivals,” a fine commentary in The New York Times on Sunday by N. Gregory Mankiw of Harvard prompted me to take a vacation from the dreariness of health policy to visit one of the economic profession’s intellectual triumphs: the theory that every country gains by unfettered international trade.
  • That theory is less popular among noneconomists, especially politicians and unions. They wring their hands at what is called offshoring of jobs and often have no problem obstructing free trade with such barriers as tariffs or import quotas, which they deem in the national interest. (Two blogs recently offered examples of this posture.)
  • Economists assert that over the longer run, the owners of businesses that lose their markets in international competition and their employees will shift into new economic endeavors in which they can function more competitively. Skeptics, of course, often respond with the retort of John Maynard Keynes: “In the long run, we’re all dead.”

  • this truth, which economists hold self-evident: Relative to a status quo of no or limited international trade, permitting full free trade across borders will leave in its wake some immediate losers, but citizens who gain from such trade gain much more than the losers lose. On a net basis, therefore, each nation gains over all from such trade.
  • In their work, economists are typically are not nationalistic. National boundaries mean little to them, other than that much data happen to be collected on a national basis. Whether a fellow American gains from a trade or someone in Shanghai does not make any difference to most economists, nor does it matter to them where the losers from global competition live, in America or elsewhere.
  • I say most economists, because here and there one can find some who do seem to worry about how fellow Americans fare in the matter of free trade. In a widely noted column in The Washington Post, “Free Trade’s Great, but Offshoring Rattles Me,” for example, my Princeton colleague Alan Blinder wrote: I’m a free trader down to my toes. Always have been. Yet lately, I’m being treated as a heretic by many of my fellow economists. Why? Because I have stuck my neck out and predicted that the offshoring of service jobs from rich countries such as the United States to poor countries such as India may pose major problems for tens of millions of American workers over the coming decades. In fact, I think offshoring may be the biggest political issue in economics for a generation. When I say this, many of my fellow free traders react with a mixture of disbelief, pity and hostility. Blinder, have you lost your mind? Professor Blinder has estimated that 30 million to 40 million jobs in the United States are potentially offshorable — including those of scientists, mathematicians, radiologists and editors on the high end of the market, and those of telephone operators, clerks and typists on the low end. He says he is rattled by the question of how our country will cope with this phenomenon, especially in view of our tattered social safety net. “That is why I am going public with my concerns now,” he concludes. “If we economists stubbornly insist on chanting ‘free trade is good for you’ to people who know that it is not, we will quickly become irrelevant to the public debate. Compared with that, a little apostasy should be welcome.

Breakthrough Europe: Emerging Economies Reassert Commitment to Nuclear Power - 0 views

  • Nearly half a billion of India's 1.2 billion citizens continue to live in energy poverty. According to the Chairman of the Indian Atomic Energy Commission, Srikumar Banerjee, "ours is a very power-hungry country. It is essential for us to have further electricity generation." The Chinese have cited similar concerns in sticking to their major expansion plans of its nuclear energy sector. At its current GDP growth, China's electricity demands rise an average of 12 percent per year.
  • the Japanese nuclear crisis demonstrates the vast chasm in political priorities between the developing world and the post-material West.
  • Other regions that have reiterated their plans to stick to nuclear energy are Eastern Europe and the Middle East. The Prime Minister of Poland, the fastest growing country in the EU, has said that "fears of a nuclear disaster in Japan following last Friday's earthquake and tsunami would not disturb Poland's own plans to develop two nuclear plants." Russia and the Czech Republic have also restated their commitment to further nuclear development, while the Times reports that "across the Middle East, countries have been racing to build up nuclear power, as a growth and population boom has created unprecedented demand for energy." The United Arab Emirates is building four plants that will generate roughly a quarter of its power by 2020.

  • Some European leaders, including Angela Merkel, may be backtracking fast on their commitment to nuclear power, but despite yesterday's escalation of the ongoing crisis in Fukushima, Japan, there appear to be no signs that India, China and other emerging economies will succumb to a similar backlash. For the emerging economies, overcoming poverty and insecurity of supply remain the overriding priorities of energy policy.

    As the New York Times reports: The Japanese disaster has led some energy officials in the United States and in industrialized European nations to think twice about nuclear expansion. And if a huge release of radiation worsens the crisis, even big developing nations might reconsider their ambitious plans. But for now, while acknowledging the need for safety, they say their unmet energy needs give them little choice but to continue investing in nuclear power.

The report's introduction points to the impact of online collaboration in the Arab Spring and says that "facilitating access to the Internet for all individuals, with as little restriction to online content as possible, should be a priority for all States."

Epiphenom: Religion and suicide - a patchy global picture - 0 views

  • The main objective of this study is to understand the factors that contribute to suicide in different countries, and what can be done to reduce them. In each country, people who have attempted suicide are brought into the study and given a questionnaire to fill out. Another group of people, randomly chosen, are given the same questionnaire. That allows the team to compare religious affiliation, involvement in organised religion, and individual religiosity in suicide attempters and the general population. When they looked at the data, and adjusted them for a host of factors known to affect suicide risk (age, gender, marital status, employment, and education), a complex picture emerged.
  • In Iran, religion was highly protective, whether religion was measured as the rate of mosque attendance or as whether the individual thought of themselves as a religious person. In Brazil, going to religious services and personal religiosity were both highly protective. Bizarrely, however, religious affiliation was not. That might be because being Protestant was linked to greater risk, and Catholicism to lower risk. Put the two together, and it may balance out. In Estonia, suicides were lower in those who were affiliated to a religion, and those who said they were religious. They were also a bit lower in those who In India, there wasn't much effect of religion at all - a bit lower in those who go to religious services at least occasionally. Vietnam was similar. Those who went to religious services yearly were less likely to have attempted suicide, but no other measure of religion had any effect. In Sri Lanka, going to religious services had no protective effect, but subjective religiosity did. In South Africa, those who go to Church were no less likely to attempt suicide. In fact, those who said they were religious were actually nearly three times more likely to attempt suicide, and those who were affiliated to a religion were an incredible six times more likely!

  • Part of it might be differences in the predominant religion. The protective effect of religion seems to be higher in monotheistic countries, and it's particularly high in the most fervently monotheistic country, Iran. In India, Sri Lanka, and Vietnam, the protective effect is smaller or non-existent.
  • But that doesn't explain South Africa. South Africa is unusual in that it is a highly diverse country, fractured by ethnic, social and religious boundaries. The researchers think that this might be a factor: South Africa has been described as ‘‘The Rainbow Nation’’ because of its cultural diversity. There are a variety of ethnic groups and a greater variety of cultures within each of these groups. While cultural diversity is seen as a national asset, the interaction of cultures results in the blurring of cultural norms and boundaries at the individual, family and cultural group levels. Subsequently, there is a large diversity of religious denominations and this does not seem favorable in terms of providing protection against attempted suicide.

The paragraph in question went like this: “Others laid blame not on working U.S. diplomats, but on Wikileaks. Singapore’s Ministry of Foreign Affairs said it had “deep concerns about the damaging action of Wikileaks.” It added, ‘it is critical to protect the confidentiality of diplomatic and official correspondence.’” (emphasis my own)
  • on 25 Jan 2003, the then Singapore Minister of Foreign Affairs and current Senior Minister without portfolio, Professor S Jayakumar, in an unprecedented move, unilaterally released all diplomatic and official correspondence relating to confidential discussions on water negotiations between Singapore and Malaysia from the year 2000. This is the press release in full: In response to media queries on the WikiLeaks release of confidential and secret-graded US diplomatic correspondence, the MFA Spokesman expressed deep concerns about the damaging action of WikiLeaks. It is critical to protect the confidentiality of diplomatic and official correspondence, which is why Singapore has the Officials Secrets Act. In particular, the selective release of documents, especially when taken out of context, will only serve to sow confusion and fail to provide a complete picture of the important issues that were being discussed amongst leaders in the strictest of confidentiality.
  • The sentence in red seems to posit that the selective release of documents can be legitimised if released documents are not taken out of context. If this interpretation is true, then one can account for the political decision to release confidential correspondence covering the Singapore and Malaysia water talks referred to above. In parallel, one can imagine Assange or his supporters arguing that lies of weapons of mass destruction in Iraq and the advent of abject two-faced politics today to be sufficient grounds to justify the actions of Wikileaks. As for the arguments about confidentiality and official correspondence, the events in parliament in 2003 tell us no one should underestimate the ability of nation-states to do an Assange if it befits their purpose – be it directly, as Jayakumar did, or indirectly, through the media or some other medium of influence.

Roger Pielke Jr.'s Blog: It Is Always the Media's Fault - 0 views

  • Last summer NCAR issued a dramatic press release announcing that oil from the Gulf spill would soon be appearing on the beaches of the Atlantic ocean.  I discussed it here. Here are the first four paragraphs of that press release: BOULDER—A detailed computer modeling study released today indicates that oil from the massive spill in the Gulf of Mexico might soon extend along thousands of miles of the Atlantic coast and open ocean as early as this summer. The modeling results are captured in a series of dramatic animations produced by the National Center for Atmospheric Research (NCAR) and collaborators. he research was supported in part by the National Science Foundation, NCAR’s sponsor. The results were reviewed by scientists at NCAR and elsewhere, although not yet submitted for peer-review publication. “I’ve had a lot of people ask me, ‘Will the oil reach Florida?’” says NCAR scientist Synte Peacock, who worked on the study. “Actually, our best knowledge says the scope of this environmental disaster is likely to reach far beyond Florida, with impacts that have yet to be understood.” The computer simulations indicate that, once the oil in the uppermost ocean has become entrained in the Gulf of Mexico’s fast-moving Loop Current, it is likely to reach Florida's Atlantic coast within weeks. It can then move north as far as about Cape Hatteras, North Carolina, with the Gulf Stream, before turning east. Whether the oil will be a thin film on the surface or mostly subsurface due to mixing in the uppermost region of the ocean is not known.
  • A few weeks ago NCAR's David Hosansky who presumably wrote that press release, asks whether NCAR got it wrong.  His answer?  No, not really: During last year’s crisis involving the massive release of oil into the Gulf of Mexico, NCAR issued a much-watched animation projecting that the oil could reach the Atlantic Ocean. But detectable amounts of oil never made it to the Atlantic, at least not in an easily visible form on the ocean surface. Not surprisingly, we’ve heard from a few people asking whether NCAR got it wrong. These events serve as a healthy reminder of a couple of things: *the difference between a projection and an actual forecast *the challenges of making short-term projections of natural processes that can act chaotically, such as ocean currents
  • What then went wrong? First, the projection. Scientists from NCAR, the Department of Energy’s Los Alamos National Laboratory, and IFM-GEOMAR in Germany did not make a forecast of where the oil would go. Instead, they issued a projection. While there’s not always a clear distinction between the two, forecasts generally look only days or hours into the future and are built mostly on known elements (such as the current amount of humidity in the atmosphere). Projections tend to look further into the future and deal with a higher number of uncertainties (such as the rate at which oil degrades in open waters and the often chaotic movements of ocean currents). Aware of the uncertainties, the scientific team projected the likely path of the spill with a computer model of a liquid dye. They used dye rather than actual oil, which undergoes bacterial breakdown, because a reliable method to simulate that breakdown was not available. As it turned out, the oil in the Gulf broke down quickly due to exceptionally strong bacterial action and, to some extent, the use of chemical dispersants.

  • Second, the challenges of short-term behavior. The Gulf's Loop Current acts as a conveyor belt, moving from the Yucatan through the Florida Straits into the Atlantic. Usually, the current curves northward near the Louisiana and Mississippi coasts—a configuration that would have put it on track to pick up the oil and transport it into open ocean. However, the current’s short-term movements over a few weeks or even months are chaotic and impossible to predict. Sometimes small eddies, or mini-currents, peel off, shifting the position and strength of the main current. To determine the threat to the Atlantic, the research team studied averages of the Loop Current’s past behavior in order to simulate its likely course after the spill and ran several dozen computer simulations under various scenarios. Fortunately for the East Coast, the Loop Current did not behave in its usual fashion but instead remained farther south than usual, which kept it far from the Louisiana and Mississippi coast during the crucial few months before the oil degraded and/or was dispersed with chemical treatments.
  • The Loop Current typically goes into a southern configuration about every 6 to 19 months, although it rarely remains there for very long. NCAR scientist Synte Peacock, who worked on the projection, explains that part of the reason the current is unpredictable is “no two cycles of the Loop Current are ever exactly the same." She adds that the cycles are influenced by such variables as how large the eddy is, where the current detaches and moves south, and how long it takes for the current to reform. Computer models can simulate the currents realistically, she adds. But they cannot predict when the currents will change over to a new cycle. The scientists were careful to explain that their simulations were a suite of possible trajectories demonstrating what was likely to happen, but not a definitive forecast of what would happen. They reiterated that point in a peer-reviewed study on the simulations that appeared last August in Environmental Research Letters. 
  • So who was at fault?  According to Hosansky it was those dummies in the media: These caveats, however, got lost in much of the resulting media coverage.Another perspective is that having some of these caveats in the press release might have been a good idea.

Have you heard of the Koch Brothers? | the kent ridge common - 0 views

  • I return to the Guardian online site expressly to search for those elusive articles on Wisconsin. The main page has none. I click on News – US, and there are none. I click on ‘Commentary is Free’- US, and find one article on protests in Ohio. I go to the New York Times online site. Earlier, on my phone, I had seen one article at the bottom of the main page on Wisconsin. By the time I managed to get on my computer to find it again however, the NYT main page was quite devoid of any articles on the protests at all. I am stumped; clearly, I have to reconfigure my daily news sources and reading diet.
  • It is not that the media is not covering the protests in Wisconsin at all – but effective media coverage in the US at least, in my view, is as much about volume as it is about substantive coverage. That week, more prime-time slots and the bulk of the US national attention were given to Charlie Sheen and his crazy antics (whatever they were about, I am still not too sure) than to Libya and the rest of the Middle East, or more significantly, to a pertinent domestic issue, the teacher protests  - not just in Wisconsin but also in other cities in the north-eastern part of the US.
  • In the March 2nd episode of The Colbert Report, it was shown that the Fox News coverage of the Wisconsin protests had re-used footage from more violent protests in California (the palm trees in the background gave Fox News away). Bill O’Reilly at Fox News had apparently issued an apology – but how many viewers who had seen the footage and believed it to be on-the-ground footage of Wisconsin would have followed-up on the report and the apology? And anyway, why portray the teacher protests as violent?

  • In this New York Times’ article, “Teachers Wonder, Why the scorn?“, the writer notes the often scathing comments from counter-demonstrators – “Oh you pathetic teachers, read the online comments and placards of counterdemonstrators. You are glorified baby sitters who leave work at 3 p.m. You deserve minimum wage.” What had begun as an ostensibly ‘economic reform’ targeted at teachers’ unions has gradually transmogrified into a kind of “character attack” to this section of American society – teachers are people who wage violent protests (thanks to borrowed footage from the West Coast) and they are undeserving of their economic benefits, and indeed treat these privileges as ‘rights’. The ‘war’ is waged on multiple fronts, economic, political, social, psychological even — or at least one gets this sort of picture from reading these articles.
  • as Singaporeans with a uniquely Singaporean work ethic, we may perceive functioning ‘trade unions’ as those institutions in the so-called “West” where they amass lots of membership, then hold the government ‘hostage’ in order to negotiate higher wages and benefits. Think of trade unions in the Singaporean context, and I think of SIA pilots. And of LKY’s various firm and stern comments on those issues. Think of trade unions and I think of strikes in France, in South Korea, when I was younger, and of my mum saying, “How irresponsible!” before flipping the TV channel.
  • The reason why I think the teachers’ protests should not be seen solely as an issue about trade-unions, and evaluated myopically and naively in terms of whether trade unions are ‘good’ or ‘bad’ is because the protests feature in a larger political context with the billionaire Koch brothers at the helm, financing and directing much of what has transpired in recent weeks. Or at least according to certain articles which I present here.
  • In this NYT article entitled “Billionaire Brothers’ Money Plays Role in Wisconsin Dispute“, the writer noted that Koch Industries had been “one of the biggest contributors to the election campaign of Gov. Scott Walker of Wisconsin, a Republican who has championed the proposed cuts.” Further, the president of Americans for Prosperity, a nonprofit group financed by the Koch brothers, had reportedly addressed counter-demonstrators last Saturday saying that “the cuts were not only necessary, but they also represented the start of a much-needed nationwide move to slash public-sector union benefits.” and in his own words -“ ‘We are going to bring fiscal sanity back to this great nation’ ”. All this rhetoric would be more convincing to me if they weren’t funded by the same two billionaires who financially enabled Walker’s governorship.
  • I now refer you to a long piece by Jane Mayer for The New Yorker titled, “Covert Operations: The billionaire brothers who are waging a war against Obama“. According to her, “The Kochs are longtime libertarians who believe in drastically lower personal and corporate taxes, minimal social services for the needy, and much less oversight of industry—especially environmental regulation. These views dovetail with the brothers’ corporate interests.”
  • Their libertarian modus operandi involves great expenses in lobbying, in political contributions and in setting up think tanks. From 2006-2010, Koch Industries have led energy companies in political contributions; “[i]n the second quarter of 2010, David Koch was the biggest individual contributor to the Republican Governors Association, with a million-dollar donation.” More statistics, or at least those of the non-anonymous donation records, can be found on page 5 of Mayer’s piece.
  • Naturally, the Democrats also have their billionaire donors, most notably in the form of George Soros. Mayer writes that he has made ‘generous private contributions to various Democratic campaigns, including Obama’s.” Yet what distinguishes him from the Koch brothers here is, as Michael Vachon, his spokesman, argued, ‘that Soros’s giving is transparent, and that “none of his contributions are in the service of his own economic interests.” ‘ Of course, this must be taken with a healthy dose of salt, but I will note here that in Charles Ferguson’s documentary Inside Job, which was about the 2008 financial crisis, George Soros was one of those interviewed who was not portrayed negatively. Then, to quote Wisconsin Governor Scott Walker during that prank call conversation, “Sooner or later the media stops finding it [the teacher protests] interesting.”
  • What remains more puzzling for me is why the American public seems to buy into the Koch-funded libertarian rhetoric. Mayer writes, ‘ “Income inequality in America is greater than it has been since the nineteen-twenties, and since the seventies the tax rates of the wealthiest have fallen more than those of the middle class. Yet the brothers’ message has evidently resonated with voters: a recent poll found that fifty-five per cent of Americans agreed that Obama is a socialist.” I suppose that not knowing who is funding the political rhetoric makes it easier for the public to imbibe it.

  • The Guardian reports: In creating the new document, the council has been posting draft clauses on its website every week since the project launched in April. The public can comment underneath or join a discussion on the council’s Facebook page. The council also has a Twitter account, a YouTube page where interviews with its members are regularly posted, and a Flickr account containing pictures of the 25 members at work, all intended to maximise interaction with citizens. Meetings of the council are open to the public and streamed live on to the website and Facebook page. The latter has more than 1,300 likes in a country of 320,000 people. The crowdsourcing follows a national forum last year where 950 randomly selected people spent a day discussing the constitution. If the committee has its way the draft bill, due to be ready at the end of July, will be put to a referendum without any changes imposed by parliament – so it will genuinely be a document by the people, for the people.

  • Privately, several independent bloggers have voiced unease at the ugly mob behaviour that swamped cyberspace during the general election. The experience has sparked internal discussions about how best to manage readers’ comments, in particular, since that’s where irrationality has run riot.
  • There are also established bloggers who are no longer content to speak among the converted. They want to widen the online debate so that it does not attract only anti-government voices. (I've made a similar point in an earlier piece.) Don’t be surprised, therefore, if you see some of Singapore’s influential independent bloggers creating new platforms for national debate in the coming months, either by developing new websites or by reorienting their existing ones.

In Singapore’s political culture, it is assumed that any such medium would be blacklisted by people at the top, and that anyone who cooperates with it will be guilty by association. Or, perhaps it is simply that most establishment types lack the confidence to engage in debate on a truly level playing field.

  • it appears that there is a quite significant hole in the National Accounting (and thus the GDP statistics) around Internet related activities since most of this accounting is concerned with measuring the production and distribution of tangible products and the associated services. For the most part the available numbers don’t include many Internet (or “social capital” e.g. in health and education) related activities as they are linked to intangible outputs. The significance of not including social capital components in the GDP has been widely discussed elsewhere. The significance (and potential remediation) of the absence of much of the Internet related activities was the subject of the workshop.
