Evolutionary game between government and shipping enterprises based on shipping cycle and carbon quota - @FrontMarineSci - 0 views

    With the opening of the national carbon trading market and the coming of the post-epidemic era, the government actively promotes the carbon quota policy to fundamentally achieve carbon emission reduction. This paper corresponds the shipping cycle to the shipping market demand situation during the epidemic, incorporates the shipping cycle characteristics and government quota characteristics into a multi-stage evolutionary game model. Later, the study analyzes the equilibrium points of the game parties at each stage and finally investigates the influence of factors such as technological improvement on the strategy choice of shipping enterprises through sensitivity analysis. The study found that the government's carbon quota policy is influenced by shipping market demand. During the peak shipping season, the government's quota policy is binding on shipping enterprises. In the low season of shipping, the binding effect of government's quota policy on shipping enterprises will be reduced, or even appear to be invalid. Therefore, the government should forecast the demand situation of the shipping market, gradually relax the regulation during the peak season of shipping, and strengthen the regulation before the low season of shipping. Shipping enterprises should increase the research and development of carbon emission reduction technology to reduce carbon emissions from the root to realize the sustainable development of ports and marine-related industries in the post-epidemic era.

Quantitative evaluation of China's shipping decarbonization policies: The PMC-Index approach - @FrontMarinesci - 0 views

    In the past few decades, ship-source GHG emissions have increased significantly. As a large country with massive shipping activities, China has issued a number of governmental policies with the aim of promoting shipping decarbonization and achieving green shipping. This study adopts the Policy Modeling Consistency Index (PMC-Index) approach to quantitatively evaluate 15 representative policies that are dealing with shipping decarbonization affairs to different extents in China. The results show that there exists an overall good policy consistency with the average PMC index scoring 6.26, but all studied policies have certain aspects to be further improved. By reviewing these representative policies, it reveals that more emphasis has been placed by the Chinese government on the development and application of clean energy, coordination between shipping and port industries, and governance mechanism for shipping decarbonisation issues. In addition, two policy implications are draw for policy-makers in China.

    China-based fish-farming ship Conson No. 1 has become the first large yellow croaker (Larimichthys croceus) farm to achieve the Aquaculture Stewardship Council (ASC) certification in December 2022. It is the world's first full-scale "smart farming ship" which can produce 3,700 tonnes of large yellow croaker annually. Local high-end retail company Ole has begun discussions to promote and source ASC certified large yellow croaker for consumers in China.

Study on the hierarchical structure of container port systems along the South China Sea in the context of low carbon emissions - @FrontMarineSci - 0 views

    Under the low-carbon background, 37 ports of countries along the South China Sea with capacity ranking in the world's top 100 container ports are selected as the research object to establish a shipping network, construct a directed dichotomous shipping network, and divide the port tiers after finding the kernel number by using kernel analysis method, respectively, to explore the relationship between tiers and the relationship between ports at the higher level, and then make clear the direction of the improvement for the reduction of carbon emissions. The results show that: the routes sent between container ports in countries along the South China Sea have formed a more stable connection, but the receiving routes are still in a passive position, and the port call relationship is affected by the port hierarchy. High-level ports such as Shanghai Port and Singapore Port undertake the transshipment function of cargo concentration and redistribution within the network. The small-world characteristics among ports such as Singapore Port, Ningbo Port, Haiphong Port, Shenzhen Port, Guangzhou Port, and Linchaban Port are obvious. Based on the results of the empirical analysis, corresponding suggestions are put forward to optimize the structure of the container port system in the countries along the South China Sea and promote the low-carbon development of the sea.

Historical logic and maritime cultural foundation of China's initiative of building a maritime community with a shared future - @FrontMarineSci - 0 views

    Building a "Maritime Community with a Shared Future" (MCSF) is a maritime development concept with Chinese characteristics proposed by Chinese President Xi Jinping in 2019. It is based on the rich cultural tradition and unique historical value of China's maritime civilization. It aims to solve real ocean problems and has outlined the future direction of human ocean development from the perspective of China. The essence of the MCSF is an issue of both ocean cultural and development concepts. It is a conceptual issue that transcends specific national boundaries and regions and is based on how all of humankind, with common interests and common values, can develop in harmony with the oceans. It is not a covert discourse strategy adopted by China in order to realize its "maritime power" ambition, as occasionally described by some Western countries. Starting with an analysis of the essential nature and implications of maritime culture by Chinese researchers, this article clarifies and summarizes the interaction, exchange, and integration of Chinese maritime culture in East Asia from a historical perspective, and extracts the unique characteristics and values of Chinese maritime culture. From the perspective of human-sea interactions, the three historical stages, as well as the existing problems of transforming and upgrading human-ocean culture, are analyzed. The article also contrasts Chinese and Western maritime cultures and proposes to absorb the outstanding achievements of both Chinese and Western maritime civilizations into a common framework in order to fundamentally reverse the antagonistic human-sea relationship that has existed historically. Finally, we propose giving full play to the fundamental role of marine cultural exchange and integration and, through international cooperation on specific issues in the field of global ocean international relations, propose specific and feasible practical pathways to promoting the realization of the MCSF.

Ballast water management, as well as commissioning testing of ballast water management systems and compliance monitoring under the regulations of the International Maritime Organization (IMO) aim at minimizing the unwanted spread of organisms. This study compiles data for treated ballast water samples collected and analyzed from 228 ships during 2017-2023.
