To significantly reduce sulfur oxides emissions from fossil fuel-powered ships, reduce air pollution in ports and slow ocean acidification, the International Maritime Organization (IMO) has imposed the new 0.50%m/m limit (reduced from 3.50%m/m in the past) on sulphur in ships' fuel oil. This has given rise to a host of issues regarding fuel replenishment operations, safe operation management, maritime regulation, and coordinated governance of air and climate. In response to ocean acidification and climate change, regulations on the use of low-sulfur oil or alternative fuels by ships greatly reduce sulfur oxide emissions, but have no significant impact on reducing greenhouse gas emissions. In fact, the refining process for low-sulfur fuels and the use of the gas cleaning system on ships both increase energy consumption and carbon dioxide emissions. To ensure the decarbonization process of shipping industry, there is an urgent need for a conceptual change in global ocean governance so as to promote the coordinated governance of air pollution and climate change. China's conception of "a maritime community with a shared future" provides a new model for global ocean governance. The Chinese government has formulated regulations at different levels to promote the coordinated management of atmospheric pollutants and greenhouse gas emissions. Regarding supervision of sulfur oxide emissions from ships, this study proposes to build a multi-department collaborative supervision mechanism from marine fuel life cycle to enhance sulfur oxide monitoring and risk control capabilities. Specific measures of the proposed supervision mechanism include: the joint supervision of compliant fuel supply, the compliant fuel information disclosure platform, a joint law enforcement mechanism for atmospheric pollution, the ability of intelligent ship exhaust monitoring, and the construction of port power infrastructure.

With the worldwide spread of the global Coronavirus (COVID-19), the shipping industry has played an essential and irreplaceable role in combating the effects of the pandemic, promoting a trade-led economic recovery and maintaining the stability of industrial supply chains. The North Bund Forum advocated jointly promoting the continuous innovation and wide application of green low-carbon technologies and effectively implementing the reduction strategies of global greenhouse gas emission, thereby contributing to the creation of a safe, smooth and green global supply chain. With the epidemic under control worldwide, the international shipping industry has also ushered in a new development cycle and growth opportunities, which brings new strategic opportunities for the development of Shanghai International Shipping Center. Shanghai will accelerate the building of the world's first-class shipping center characterized as convenient and efficient, fully functional, open and integrated, green and intelligent. The forum is intended as a platform for exchanging ideas on major issues in global shipping, for incubating governance rules and norms of the international shipping industry, for releasing the latest policies and regulations in China and the world, and for showcasing the Shanghai International Shipping Center.

The entry into force of the Regional Comprehensive Economic Partnership (RCEP), the world's largest free trade agreement, has injected new vitality into multilateralism and free trade, against a background of global economic and political instability. Its core concept is to liberalize and facilitate trade. Regulation of the shipping market warrants attention. Under the RCEP, the international shipping industry is characterized by a digital development trend in shipping supervision, continuous upgrading of shipping management and supervision capabilities, and more open and transparent shipping market supervision. However, in the process of implementing new rules for shipping market supervision, there are still some challenges, such as logistics risks and loopholes in shipping supply chains, insufficient coordination of shipping supervision among RCEP member countries, and an imperfect legal and regulatory system. This paper therefore suggests that under the RCEP, China should strengthen the anti-risk ability of shipping supply chains, promote coordinated supervision among member countries, strengthen environmental protection, and promote the coordination of digital supervision.

The International Maritime Organization (IMO), as a specialized agency of the United Nations responsible for the safety and security of international shipping and the prevention of pollution from ships, has applied two main area-based management tools (ABMTs): the "Special Areas" established under the MARPOL 73/78; and the "Particularly Sensitive Sea Areas" (PSSAs) established under the IMO resolutions. The new Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ agreement) stipulates the establishment of a comprehensive system of ABMTs to conserve and sustainably use areas beyond national jurisdiction. Strengthening coordination in the use of ABMTs established by the IMO and the BBNJ Agreement is important for vessel pollution control in the high seas. The IMO is a stakeholder for relevant proposals and consultations on proposals regarding the establishment of ABMTs in the BBNJ Agreements, and can provide information on the implementation of them. The Conference of the Parties (COPs) to the BBNJ Agreement can also make recommendations to the IMO and its parties to promote the adoption of special areas and PSSAs. This article respectively elaborates on the practices and effect of ABMTs of the IMO and explores the relevant rules of the BBNJ agreement and their enforcement. Then this article discusses the possible approaches for the ABMTs coordination between the IMO and the BBNJ agreement regimes and their implications on vessel pollution Control in the high seas. Overall, relevant rules of the BBNJ agreement shall be interpreted and applied in a manner that does not undermine relevant legal instruments of the IMO. The maritime sector, which includes shipping, ports and the people that operate them, can and should play a significant role helping Member States to create conditions for increased employment, prosperity and stability ashore through promoting trade by sea; enhancing the port and maritime sector as wealth creators both on land; and through developing a sustainable blue economy at sea.

In 2011, several non-governmental and government agencies established the Kenya Marine Mammal Network (KMMN) to provide a platform for the consistent collection of data on marine mammals along the Kenyan coast, identify areas of importance and engage marine users and the general public in marine mammal conservation. Prior to the KMMN, relatively little was known about marine mammals in Kenya, limiting conservation strategies. The KMMN collects data nationwide through dedicated surveys, opportunistic sightings and participative citizen science, currently involving more than 100 contributors. This paper reviews data on sightings and strandings for small cetaceans in Kenya collated by the KMMN. From 2011 to 2019, 792 records of 11 species of small cetaceans were documented. The most frequently reported inshore species were the Indo-Pacific bottlenose dolphin and Indian Ocean humpback dolphin. Offshore species, included killer whales, short-finned pilot whale and long-snouted spinner dolphin. Indo-Pacific bottlenose dolphins, long-snouted spinner dolphins, striped dolphins and Risso's dolphins were recorded through stranding reports. The efforts of the KMMN were disseminated through international meetings (International Whaling Commission, World Marine Mammal Conference), national status reports, outreach and social media. Data has also supported the identification of three IUCN Important Marine Mammal Areas and one Area of Interest in Kenya. Further research is needed to improve estimates of cetacean abundance and distribution, particularly in unstudied coastal areas, and to assess the extent of anthropogenic threats associated with fisheries, coastal and port development, seismic exercises and unregulated tourism. The expansion of the network should benefit from the participation of remote coastal fishing communities, government research agencies, tourism and seismic operations, among others. Maritime high-speed over-the-horizon wireless communication is realizable through evaporation ducts. Detailed measurement, analysis, and modeling of duct channels are essential for application of this communication technique. In this paper, X-band electromagnetic (EM) wave propagation systems were developed and deployed for a 133-km over-the-horizon microwave link in coastal areas of the Yellow Sea. The propagation length was 7.7 times the line-of-sight length. Measurement results including the path loss (PL) and meteorological data were obtained during a 54-day period in autumn 2021. The long-term channel results were analyzed on the basis of statistical analysis and model simulations. Results showed that our measurement system, with a maximum measurable power loss of 200 dB, had connected with a probability of 56.2% during the measurement period. Model simulation showed that evaporation duct environments are not ideal in autumn, with an average evaporation duct height (EDH) of 10.6 m. The land breeze in autumn introduced dry and cold air to the link, which could promote evaporation of seawater and reduce PL by approximately 40 dB. Annual spatiotemporal characteristics of EDH showed that evaporation ducts are most suitable for over-the-horizon communication in spring, especially May.

In addressing climate change, the shipping industry, which is regarded as one sector that cannot be ignored in controlling greenhouse gas emissions, has become a key area of concern for the international community to achieve emissions reduction targets. The International Maritime Organization-the body that regulates international shipping-as well as the European Union and other international entities have adopted a series of emissions reduction policies, beginning a new era of shipping emissions reduction. In view of the urgency and complexity of this issue, the future policy direction of shipping emissions reduction and whether or not existing policies can achieve the emissions reduction targets have become the focus of attention in the global shipping industry. In addition, China's dual identity as a shipping magnate and a developing country plays a crucial role in the development of shipping emissions reduction trends, and reducing shipping emissions is necessary for China to achieve the "double carbon" commitment. In view of the above, this study endeavours to compare the current major shipping emission reduction policies from the perspective of international law and the perspective of macro policies, and analyze the future direction of international shipping emissions reduction policy. At the same time, the study identify China as one of the key countries to influence future policy making and proposes the position and path for China's participation in international shipping emissions reduction, which provided valuable contributions for China to participate in accelerating energy transformation, exploring participation in the carbon emission market, and promoting international unified shipping policy.

Women constitute a mere 1.28 % of currently active seafarers. This is despite the concerted international efforts over the years to promote female participation in the maritime industry. Previous studies have identified several causal factors for the dismal representation of women in this sector. However, the current disruptions in the maritime workplace, mainly caused by the introduction of digital technologies and automation, have created a novel environment that limits the relevance of several previous research findings. This study aims to address that gap by investigating the factors impacting women seafarers' participation in the transition period leading to a technology-rich, highly automated future in the maritime industry. This paper is part of a larger qualitative study that looks at workplace participation and learning by seafarers. The data for this study was collected through semi-structured interviews and focus-groups conducted among seafarers and other maritime stakeholders. The thematic analysis of the data identified some physical, social, and psychological barriers that impede the workplace participation of women seafarers. Additionally, our analysis shows that the progressive adoption of Maritime Autonomous Surface Ship (MASS) and Shipping 4.0 will play an important role in improving women's participation in the shipping sector. However, to facilitate this, maritime policy makers and educators need to ensure a level playing field by providing gender-neutral access and opportunities to acquire skills and competences essential in a highly digitalised future workplace. Improving gender diversity is an essential step to align the maritime industry with the United Nations' Sustainable Development Goal 5.
