Long-term over-the-horizon microwave channel measurements and statistical analysis in e... - 0 views

    Maritime high-speed over-the-horizon wireless communication is realizable through evaporation ducts. Detailed measurement, analysis, and modeling of duct channels are essential for application of this communication technique. In this paper, X-band electromagnetic (EM) wave propagation systems were developed and deployed for a 133-km over-the-horizon microwave link in coastal areas of the Yellow Sea. The propagation length was 7.7 times the line-of-sight length. Measurement results including the path loss (PL) and meteorological data were obtained during a 54-day period in autumn 2021. The long-term channel results were analyzed on the basis of statistical analysis and model simulations. Results showed that our measurement system, with a maximum measurable power loss of 200 dB, had connected with a probability of 56.2% during the measurement period. Model simulation showed that evaporation duct environments are not ideal in autumn, with an average evaporation duct height (EDH) of 10.6 m. The land breeze in autumn introduced dry and cold air to the link, which could promote evaporation of seawater and reduce PL by approximately 40 dB. Annual spatiotemporal characteristics of EDH showed that evaporation ducts are most suitable for over-the-horizon communication in spring, especially May.

Policy gaps in the East African Blue economy: Perspectives of small-scale fishers on po... - 0 views

    Recently, the rights of small-scale fishers have increasingly been acknowledged in ocean governance because coastal development and various maritime activities have reduced traditional fishing grounds. More specifically, small-scale fisheries (SSF) are increasingly being threatened by ocean grabbing, pollution, and a lack of inclusiveness in decision-making processes. Although there are guidelines to resolve and reduce conflict, formal avenues to include fisher concerns, particularly in the context of ocean development and governance, remain a difficult task. Moreover, there is insufficient information on how fishers are impacted by coastal and marine development and how their concerns are included in the decision-making process. Hence, this study contributes to the SSF discourse by understanding and describing the characteristics and concerns of small-scale fishers from two coastal towns in East Africa with different levels of port development. Using data from perception surveys, focus group discussions, and participatory mapping, we discuss how fishers were involved in the decision-making processes to develop ports in Lamu, Kenya, and Bagamoyo, Tanzania. We found that fishers rely on nearshore ecosystems such as mangroves and coral reefs because of their accessibility since most fishers only use low-powered boats for fishing. Moreover, we found that the fishers' livelihoods were severely affected by port development and that they were excluded from the decision-making process concerning the port's construction and fishers' compensations. While some fishers believe that new ports in the region can increase their livelihoods by creating new markets and jobs, this is unlikely to happen since most fishers are not qualified to work in formal port-related jobs. We propose three steps that will allow fishermen to participate in port development decision-making processes and contribute to the development of a sustainable SSF.     1 - Before the 2020 COVID-19 pandemic, cruise ship tourism had been one of the fastest growing segments of global tourism, presenting a range of potential impacts. At Akaroa Harbour, Aotearoa New Zealand, the number of annual cruise ship visits more than quadrupled following earthquake damage to Ōtautahi Christchurch's Lyttelton Port in 2011. Akaroa Harbour is an area of core use for endangered and endemic HECTOR's dolphins (Cephalorhynchus hectori). Dolphins here are exposed to some of the highest levels of cetacean tourism in Aotearoa New Zealand. 2 - Relationships were examined between growth in cruise ship visits, as well as tours focused specifically on dolphins, and long-term trends in summer distribution of HECTOR's dolphins at Akaroa Harbour, from 2000 to 2020. Core use areas for HECTOR's dolphins within the harbour were quantified via kernel density estimation using data from 2,335 sightings from over 8,000 km of standardized survey effort. Data were allocated into four periods based on varying levels of tourism. 3 - Dolphin habitat preference varied over time, with the greatest change occurring between 2005-2011 and 2012-2015. When comparing these periods, the spatial overlap of core habitat was less than 24%. Dolphin distribution shifted towards the outer harbour after 2011 and has remained relatively consistent since. 4 - The observed shift in distribution coincided with the more than fourfold increase in annual cruise ship visits to Akaroa Harbour. Several pressures related to cruise ship tourism are likely to have influenced habitat preferences of dolphins. Further investigation into causal factors of the observed shift is warranted. 5 - In the wake of the COVID-19 pandemic, the future of cruise ship and wildlife tourism is in flux. Our findings suggest that the future re-development of this industry should follow a precautionary approach, with the onus on industry to provide evidence of sustainability before proceeding.

    The Covid-19 pandemic is the latest example in a growing number of health, social, economic, and environmental crises humanity is facing. The multiple consequences of this pandemic crisis required strong responses from governments, including strict lockdowns. Yet, the impact of lockdowns on coastal ecosystems and maritime activities is still challenging to quantify over large spatial scales in comparison to the pre-Covid period. In this study, we used an object detection algorithm on Synthetic Aperture Radar (SAR) images acquired by the two Sentinel-1 satellites to assess the impact of the Covid-19 crisis on the presence of boats before, during and after lockdown periods in the French Mediterranean Exclusive Economic Zone. During the French most severe lockdown period (March - May 2020), we observed that ship frequentation remained at the same level from March to July 2020, instead of rising towards the summer peak like in previous years. Then, ship frequentation increased rapidly to a normal level in August 2020 when restrictions were lifted. By comparing morning and evening (7:00 am and 7:00 pm) ship frequentation during this period to pre-Covid years, we observed contrasting patterns. On the one hand, morning detections were particularly high, while on the other hand evening detections were significantly lower and less concentrated in coastal touristic waters than in previous years. Overall, we found a 9% decrease in ship frequentation between the year 2020 and the 2017-2019 period, with a maximum of 43% drop in June 2020 due to the lockdown. So, the Covid -19 crisis induced only a very short-term reduction in maritime activities but did not markedly reduce the annual ship frequentation in the French Mediterranean waters. The satellite imagery approach is an alternative method that improves our understanding of the pandemic impacts at an unprecedented spatiotemporal scale and resolution.

Ship Biofouling as a Vector for Non-indigenous Aquatic Species to Canadian Arctic Coast... - 0 views

    Ship biofouling is a major vector for the introduction and spread of harmful marine species globally; however, its importance in Arctic coastal ecosystems is understudied. The objective of this study was to provide insight regarding the extent of biofouling (i.e., percent cover, abundance, and species richness) on commercial ships operating in the Canadian Arctic. A questionnaire was used to collect information on travel history, antifouling practices, and self-reported estimates of biofouling extent from ships operating in the region during 2015-2016. Twenty-five percent of ships operating in the region during the study period completed the questionnaire (n = 50). Regression trees were developed to infer the percent cover of biofouling, total abundance of fouling invertebrates, and fouling species richness on respondent ships based on previous underwater wetted surface assessments of commercial ships in Canada. Age of antifouling coating system was the only significant predictor of percent cover and total abundance of biofouling invertebrates, while the number of biogeographic realms previously visited and port residence time were significant predictors for fouling species richness. Comparison of relevant travel history features reported through the questionnaire to the regression tree models revealed that 41.9% of 43 respondent ships had antifouling coating systems older than 630 days and are therefore inferred to have relatively high (> 9.3%) biofouling percent cover. More than half of respondent ships (62.8%) had antifouling coating systems older than 354 days and are therefore inferred to have a relatively high total abundance (over 6,500 individuals) of fouling invertebrates. Nearly half of respondent ships (45.9% of 37 ships) had visited at least three biogeographic realms during their last 10 ports-of-call and are therefore inferred to have relatively high fouling species richness (mean 42 taxa). Vessel Strike of Whales in Australia: The Challenges of Analysis of Historical Incident... - 0 views

    Death or injury to whales from vessel strike is one of the primary threats to whale populations worldwide. However, quantifying the rate of occurrence of these collisions is difficult because many incidents are not detected (particularly from large vessels) and therefore go unreported. Furthermore, varying reporting biases occur related to species identification, spatial coverage of reports and type of vessels involved. The International Whaling Commission (IWC) has compiled a database of the worldwide occurrence of vessel strikes to cetaceans, within which Australia constitutes ~7% (35 reports) of the reported worldwide (~471 reports) vessel strike records involving large whales. Worldwide records consist largely of modern reports within the last two decades and historical evaluation of ship strike reports has mainly focused on the Northern Hemisphere. To address this we conducted a search of historical national and international print media archive databases to discover reports of vessel strikes globally, although with a focus on Australian waters. A significant number of previously unrecorded reports of vessel strikes were found for both Australia (76) and worldwide (140), resulting in a revised estimate of ~15% of global vessel strikes occurring in Australian waters. This detailed collation and analysis of vessel strike data in an Australian context has contributed to our knowledge of the worldwide occurrence of vessel strikes and challenges the notion that vessel strikes were historically rare in Australia relative to the rest of the world. The work highlights the need to examine historical records to provide context around current anthropogenic threats to marine fauna and demonstrates the importance of formalized reporting structures for effective collation of vessel strike reports.     Ship strikes of whales are a growing concern around the world and especially along the U.S. West Coast, home to some of busiest ports in the world and where ship strikes on a number of species including blue, fin, and humpback whales have been documented. This trial program examined the feasibility, logistics, industry cooperation, and effectiveness of placing an observer on board a commercial ship. An experienced marine mammal observer went on five voyages, spanning over 8 days on ships operating between U.S. West Coast ports. Daylight observations were conducted over 68 h and covered over 1300 nm as ships transited between three ports [Seattle, Oakland, and LA/Long Beach (LA/LB)]. Sightings of large whales were reported on all (n = 42), totaling an estimated 57 individuals that included humpback, blue, fin, and beaked whales. Close encounters of large whales occurred (on one occasion a near miss, estimated at 40 m, of two humpbacks), and on another, a ship chose to alter course to avoid whale sightings in its path identified by the observer. All ships personnel cooperated and voluntarily aided in the observations even after initial skepticism by some crew about the program. While most effort on mitigating ship strikes along the U.S. West Coast has focused on shipping lanes, the vast majority of these sightings occurred outside these lanes and on the transit routes, emphasizing the need for added attention to these areas. This experiment demonstrates the effectiveness and promise of observations from ships providing critical information on whale locations at risk to ship strikes.

Effects of Variability in Ship Traffic and Whale Distributions on the Risk of Ships Str... - 0 views

    Assessments of ship-strike risk for large whales typically use a single year of ship traffic data and averaged predictions of species distributions. Consequently, they do not account for variability in ship traffic or species distributions. Variability could reduce the effectiveness of static management measures designed to mitigate ship-strike risk. We explore the consequences of interannual variability on ship-strike risk using multiple years of both ship traffic data and predicted fin, humpback, and blue whale distributions off California. Specifically, risk was estimated in four regions that are important for ship-strike risk management. We estimated risk by multiplying the predicted number of whales by the distance traveled by ships. To overcome the temporal mismatch between the available ship traffic and whale data, we classified the ship traffic data into nearshore and offshore traffic scenarios using the percentage of ship traffic traveling more than 24 nmi from the mainland coast, which was the boundary of a clean fuel rule implemented in 2009 that altered ship traffic patterns. We found that risk for fin and humpback whale populations off California increased as these species recovered from whaling. We also found that broad-scale, northward shifts in blue whale distributions throughout the North Pacific, likely in response to changes in oceanographic conditions, were associated with increased ship-strike risk off northern California. The magnitude of ship-strike risk for fin, humpback, and blue whales was influenced by the ship traffic scenarios. Interannual variability in predicted whale distributions also influenced the magnitude of ship-strike risk, but generally did not change whether the nearshore or offshore traffic scenario had higher risk.     Over the past two years, researchers at Fisheries and Oceans Canada have been running an acoustic monitoring project at multiple study sites throughout Nova Scotia, Canada to investigate baleen whale presence and levels of underwater noise. At the onset of the COVID-19 pandemic, a passive acoustic monitor (PAM) was in place in the study site located in the approaches to Halifax Harbor, a major Canadian port. This provided a unique opportunity to determine if changes in vessel noise levels occurred after pandemic restrictions were put in place. To investigate this, we analyzed and compared acoustic data collected from March 28 to April 28 and August 6 to October 22 in both 2019 and 2020. We also investigated possible changes in vessel traffic from February 1 through April 28 and July 1 through July 28 in 2019 and 2020 using terrestrial-based automatic identification system (AIS) data provided by the Canadian Coast Guard and cargo information provided by the Port of Halifax. The acoustic data were analyzed in 1/3 octave frequency bands. For the 89.1-112 Hz frequency band, we found an 8.4 dB increase in the daily minimum sound pressure level (SPL) in April 2020 compared to April 2019 due the presence of a large crane vessel stationed near the mooring site. For the period of August to October, we found an approximately 1.7 dB reduction in the same metric from 2019 to 2020. The most noticeable change in vessel composition was the dramatic decrease in the number and occurrence of pleasure craft in July 2020 compared to the same period in 2019. While this analysis looked at only a single PAM and a limited amount of data, we observed changes in sound levels in the frequency band known to be associated with shipping as well as changes in vessel traffic; we conclude that these observed changes may be related to pandemic restrictions.

    Biological invasions often result from transfers of organisms during trade activities. In coastal ecosystems, commercial ships are a dominant source of species transfers globally, and ships' ballast water (BW) is a major focus of biosecurity management and policy to reduce invasions. While trade drives shipping patterns, diverse vessel types and behaviors exist such that the quantitative relationship between trade and BW dynamics is still poorly resolved, limiting both science and management. Here, we evaluated a new method to predict BW discharge using trade data, by explicitly considering known BW practices according to vessel and commodity type. Specifically, we estimated the relationship between tonnage of overseas exports and BW discharge volume for San Francisco Bay (SFB), California, as a model system to demonstrate this approach. Using extensive datasets on shipborne exports and BW discharge, we (a) evaluated spatial and temporal patterns across nearly 20 ports in this estuary from 2006 to 2014 and (b) developed a predictive model to estimate overseas BW discharge volume from foreign export tonnage for the whole estuary. Although vessel arrivals in SFB remained nearly constant from 2006 to 2014, associated tonnage of exported commodities more than doubled and BW discharge more than tripled. Increased BW volume resulted from increased frequency and per capita discharge of bulk carriers from Asia and tankers from western Central America and Hawaii, reflecting shifts in direction of commodity movement. The top 11 export commodities (59% of total export tonnage) were transported on bulk carriers or tankers. In a multivariate linear model, annual tonnage of these top 11 export commodities by vessel type were strong predictors of total bay-wide overseas BW discharge (adjusted R2 = 0.92), creating the potential to estimate past or future BW delivery in SFB.     Vessel strikes have been documented around the world and frequently figure as a top human cause of large whale mortality. The shipping lanes in the Santa Barbara Channel, California and nearby waters have some of the highest predicted whale mortality from vessel strikes in the United States waters of the eastern Pacific. Beginning in 2007, National Oceanographic and Atmospheric Administration requested voluntary vessel speed reductions (VSRs) for vessels greater than 300 GT traveling in the Santa Barbara Channel shipping routes to decrease whale mortality from ship strikes. We employed a ship strike model using whale density data and automatic identification system (AIS) vessel data to estimate mortality under several management scenarios. To assess the effect of the VSR on strike mortality, we bootstrapped speeds from vessels greater than 19 m long that transited when no VSR was in place. Finally, we calculated the predicted mortality for hypothetical cooperation scenarios by artificially adding speed caps post-hoc to real vessel transits. For 2012-2018, we estimated that in our study area on average during summer/fall (June-November) 8.9 blue, 4.6 humpback, and 9.7 fin whales were killed from ship strikes each year (13-26% greater than previously estimated). We evaluated winter/spring (January-April) humpback mortality for the first time, resulting in an estimate of 5.7 deaths on average per year. Poor cooperation with the VSR led to low (5% maximum) to no reductions in the estimated number of strike mortalities. Evaluating potential scenarios showed that if 95% cooperation occurred in the lanes, whale deaths there would decrease by 22-26%. Adding VSRs with similar cooperation levels at the northern end of the Santa Barbara Channel and south of Channel Islands National Marine Sanctuary could decrease estimated strike mortalities in those areas by 30%.     The global COVID-19 pandemic of 2020 has forced small island states to make rapid changes to the way they manage their marine estates following changes in global shipping practices and access which are essential for the supply of food items and island's infrastructure. Following the closure of the border of neighboring French Polynesia, changes had to be made to the PITCAIRN Islands' sole supply vessel route, which resulted in the vessel requiring to set anchor on arrival at the island to conserve fuel. Considering this change and to ensure the continued protection of vulnerable coral habitats the local government has had to make swift decisions to identify anchoring zones that minimize seabed disturbance. Data collected in January 2020, just prior to the pandemic, were assessed using a rapid assessment method and combined with earth observation data to create the first shallow water (s pristine, marine habitats during these unprecedented times.

    Ocean observation system that involves multiple underwater vehicles and seafloor nodes plays an important role in better learning the ocean, where underwater wireless communication is mandatory for massive data interaction. Optical communication that has wide bandwidth and comprehensive working distance is the preferred method compared to acoustic and other methods. However, the presence of directionality makes the optical method difficult to use especially when the transceiver is equipped on a motive vehicle. In this study, an underwater free-space optical communication method of transmitting information is proposed. Characteristics of underwater optical transmission, as well as the photoelectric signal processing and modulation and demodulation algorithms, are studied and modeled. New approach for realizing underwater free-space optical communication is proposed and simulated. A prototype including a free-space optical transmitter and a receiver is developed; tests in different scenarios were carried out, and the results were observed: (1) by using the minimum number of LEDs, the effect of uniform lighting in space is achieved, and the transmitter coverage reaches 160°. (2) When the power of the transmitter is 10 W and the communication rate is 1 Mbps, the maximum communication distance reaches 13 m.
