Regulating Vessel Biofouling to Support New Zealand's Marine Biosecurity System - A Blu... - 0 views

    A healthy marine environment is integral to numerous New Zealand economic, social, and cultural values, including fisheries, aquaculture, tourism, and recreational and customary activities. The introduction and spread of marine non-indigenous species (NIS) via the vessel biofouling pathway may put these values at risk. Over the past two decades, the Ministry for Primary Industries (MPI) has been proactive in commissioning research focused on the risks associated with vessel biofouling, identification of potential risk vessels, and risk management options. In 2010, MPI consulted on options to manage the biofouling risks on all vessels entering New Zealand waters. In 2014, New Zealand became the first country to introduce mandatory biofouling requirements. Between 2014 and 2018, MPI focused on communicating the requirements to support stakeholder awareness, readiness, and uptake. In parallel, MPI commissioned further research to investigate proactive and reactive approaches to biofouling management. Research outcomes were summarized and technical advice provided to inform stakeholders of what constitutes best biofouling management practices. This review summarizes MPI's research and technical advice on the risks associated with vessel biofouling and its management, and the procedures followed to produce New Zealand's biofouling regulations. The development of these regulations is also contextualized in terms of New Zealand's marine biosecurity system. The transparent and evidence-based approach followed by MPI provides a blueprint for establishing biofouling regulations. Because these regulations are aligned with the International Maritime Organization guidelines, there is the potential to develop consistent global and domestic practices for managing marine NIS introduction and spread.

    The global COVID-19 pandemic of 2020 has forced small island states to make rapid changes to the way they manage their marine estates following changes in global shipping practices and access which are essential for the supply of food items and island's infrastructure. Following the closure of the border of neighboring French Polynesia, changes had to be made to the PITCAIRN Islands' sole supply vessel route, which resulted in the vessel requiring to set anchor on arrival at the island to conserve fuel. Considering this change and to ensure the continued protection of vulnerable coral habitats the local government has had to make swift decisions to identify anchoring zones that minimize seabed disturbance. Data collected in January 2020, just prior to the pandemic, were assessed using a rapid assessment method and combined with earth observation data to create the first shallow water (s pristine, marine habitats during these unprecedented times.

Vessel In-Water Cleaning or Treatment: Identification of Environmental Risks and Scienc... - 0 views

    The accumulation of aquatic organisms on the wetted surfaces of vessels (i.e., vessel biofouling) negatively impacts world-wide shipping through reductions in vessel performance and fuel efficiency, and increases in emissions. Vessel biofouling is also a potent mechanism for the introduction and spread of marine non-indigenous species. Guidance and regulations from the International Maritime Organization, New Zealand, and California have recently been adopted to address biosecurity risks, primarily through preventive management. However, appropriate reactive management measures may be necessary for some vessels. Vessel in-water cleaning or treatment (VICT) has been identified as an important tool to improve operating efficiency and to reduce biosecurity risks. VICT can be applied proactively [i.e., to prevent the occurrence of, or to remove, microfouling (i.e., slime) or prevent the occurrence of macrofouling organisms - large, distinct multicellular organisms visible to the human eye], or reactively (i.e., to remove macrofouling organisms). However, unmanaged VICT includes its own set of biosecurity and water quality risks. Regulatory policies and technical advice from California and New Zealand have been developed to manage these risks, but there are still knowledge gaps related to the efficacy of available technologies. Research efforts are underway to address these gaps in order to inform the regulatory and non-regulatory application of VICT.

Application of a New Shore-Based Vessel Traffic Monitoring System Within San Francisco ... - 0 views

    Vessel traffic management systems can be employed for environmental management where vessel activity may be of concern. One such location is in San Francisco Bay where a variety of vessel types transit a highly developed urban estuary. We analyzed vessel presence and speed across space and time using vessel data from the Marine Monitor, a vessel tracking system that integrates data from the Automatic Identification System and a marine-radar sensor linked to a high-definition camera. In doing so, we provide data that can inform collision risk to cetaceans who show an increased presence in the Bay and evaluation of the value in incorporating data from multiple sources when observing vessel traffic. We found that ferries traveled the greatest distance of any vessel type. Ferries and other commercial vessels (e.g., cargo and tanker ships and tug boats) traveled consistently in distinct paths while recreational traffic (e.g., motorized recreational craft and sailing vessels) was more dispersed. Large shipping vessels often traveled at speeds greater than 10 kn when transiting the study area, and ferries traveled at speeds greater than 30 kn. We found that distance traveled and speed varied by season for tugs, motorized recreational and sailing vessels. Distance traveled varied across day and night for cargo ships, tugs, and ferries while speed varied between day and night only for ferries. Between weekdays and weekends, distance traveled varied for cargo ships, ferries, and sailing vessels, while speed varied for ferries, motorized recreational craft, and sailing vessels. Radar-detected vessel traffic accounted for 33.9% of the total track distance observed, highlighting the need to include data from multiple vessel tracking systems to fully assess and manage vessel traffic in a densely populated urban estuary.

Effects of Variability in Ship Traffic and Whale Distributions on the Risk of Ships Str... - 0 views

    Assessments of ship-strike risk for large whales typically use a single year of ship traffic data and averaged predictions of species distributions. Consequently, they do not account for variability in ship traffic or species distributions. Variability could reduce the effectiveness of static management measures designed to mitigate ship-strike risk. We explore the consequences of interannual variability on ship-strike risk using multiple years of both ship traffic data and predicted fin, humpback, and blue whale distributions off California. Specifically, risk was estimated in four regions that are important for ship-strike risk management. We estimated risk by multiplying the predicted number of whales by the distance traveled by ships. To overcome the temporal mismatch between the available ship traffic and whale data, we classified the ship traffic data into nearshore and offshore traffic scenarios using the percentage of ship traffic traveling more than 24 nmi from the mainland coast, which was the boundary of a clean fuel rule implemented in 2009 that altered ship traffic patterns. We found that risk for fin and humpback whale populations off California increased as these species recovered from whaling. We also found that broad-scale, northward shifts in blue whale distributions throughout the North Pacific, likely in response to changes in oceanographic conditions, were associated with increased ship-strike risk off northern California. The magnitude of ship-strike risk for fin, humpback, and blue whales was influenced by the ship traffic scenarios. Interannual variability in predicted whale distributions also influenced the magnitude of ship-strike risk, but generally did not change whether the nearshore or offshore traffic scenario had higher risk. A Review of Biofouling of Ships' Internal Seawater Systems - @FrontMarineSci - 0 views

    Internal seawater systems (ISS) are critical to the proper functioning of maritime vessels. Sea water is pumped on board ships for a broad array of uses, primarily for temperature control (e.g., engine and electrical systems), cooling capacity (e.g., air conditioners and refrigeration), and water provision (e.g., drinking, firefighting, steam, and ballast). Although sea water may spend only a brief period within ISS of a vessel, it can carry microorganisms and larval stages of macroorganisms throughout the system leading to biofouling accumulation that can impair system function or integrity. ISS can also act as a sub-vector of species translocations, potentially facilitating biological invasions. This review describes ships' ISS with a focus on operational impacts of biofouling and current drivers and barriers associated with ISS biofouling management. As ISS internal components are difficult to access, reports and studies of ISS biofouling are uncommon and much of the dedicated literature is decades old. The impact of biofouling on ISS and vessel operations is based on increased surface roughness of pipework and equipment, restricted water flow, corrosion and subsequent component impingement, reduced surface functional efficiency, and potential contamination by pathogens that can affect human and aquatic animal health. Biofouling management is primarily achieved using antifouling coatings and marine growth prevention systems, but independent and accessible data on their efficacy in ISS remain limited. Further research is required to resolve the extent to which biofouling occurs in ISS of the modern commercial fleet and the efficacy of preventive systems. Such information can ultimately inform decisions to improve operational efficiency for vessel operators and ensure any biosecurity risks are appropriately managed.

    Seamounts are prominent features of the seafloor that are often located in Areas Beyond National Jurisdiction (ABNJs). Whilst comprehensive biological information is lacking on most of these features, they have been recognised for hosting high biodiversity across multiple trophic levels. Technological advancements have enabled greater exploitation of biological resources further offshore with increasing concern over the long-term impacts of anthropogenic activities on vulnerable distant and deep-sea habitats. Analysis of ex situ vessel tracking technologies such as Automatic Identification Systems (AIS) have enabled spatial patterns of fishing activity to be monitored over large geographical areas. In this study, analysis of fishing activity within 30 km of seamount summits at the global scale found that these features within the waters of the Pacific Island Group and the Mediterranean Sea were subject to the highest levels of longlining and trawling activities respectively. Fishing in proximity to seamounts is dominated by the flag states of Taiwan, China, Japan, South Korea and Spain. Furthermore, our results reveal that the majority of sea areas managed by many Regional Fishery Management Organisations (RFMOs) have experienced increased fishing activity at seamounts compared to areas in the same ocean basin without management. This study demonstrates how free web-accessible data can be used to gain insights into remote areas where in situ research is prohibitively expensive and logistically challenging.

Quantifying Ship Strike Risk to Breeding Whales in a Multiple-Use Marine Park: The Grea... - 0 views

    Spatial risk assessments are an effective management tool used in multiple-use marine parks to balance the needs for conservation of natural properties and to provide for varying socio-economic demands for development. The multiple-use Great Barrier Reef Marine Park (GBRMP) has recently experienced substantial increases in current and proposed port expansions and subsequent shipping. Globally, large whale populations are recovering from commercial whaling and ship strike is a significant threat to some populations and a potential welfare issue for others. Within the GBRMP, there is spatial conflict between the main breeding ground of the east Australian humpback whale population and the main inner shipping route that services several large natural resource export ports. The east coast humpback whale population is one of the largest humpback whale populations globally, exponentially increasing (11% per annum) close to the maximum potential rate and estimated to reach pre-exploitation population numbers in the next 4-5 years. We quantify the relative risk of ship strike to calving and mating humpback whales, with areas of highest relative risk coinciding with areas offshore of two major natural resource export ports. We found females with a dependent calf had a higher risk of ship strike compared to groups without a calf when standardized for group size and their inshore movement and coastal dependence later in the breeding season increases their overlap with shipping, although their lower relative abundance decreases risk. The formalization of a two-way shipping route has provided little change to risk and projected risk estimates indicate a three- to five-fold increase in risk to humpback whales from ship strike over the next 10 years. Trade Exports Predict Regional Ballast Water Discharge by Ships in San Francisco Bay - ... - 0 views

    Biological invasions often result from transfers of organisms during trade activities. In coastal ecosystems, commercial ships are a dominant source of species transfers globally, and ships' ballast water (BW) is a major focus of biosecurity management and policy to reduce invasions. While trade drives shipping patterns, diverse vessel types and behaviors exist such that the quantitative relationship between trade and BW dynamics is still poorly resolved, limiting both science and management. Here, we evaluated a new method to predict BW discharge using trade data, by explicitly considering known BW practices according to vessel and commodity type. Specifically, we estimated the relationship between tonnage of overseas exports and BW discharge volume for San Francisco Bay (SFB), California, as a model system to demonstrate this approach. Using extensive datasets on shipborne exports and BW discharge, we (a) evaluated spatial and temporal patterns across nearly 20 ports in this estuary from 2006 to 2014 and (b) developed a predictive model to estimate overseas BW discharge volume from foreign export tonnage for the whole estuary. Although vessel arrivals in SFB remained nearly constant from 2006 to 2014, associated tonnage of exported commodities more than doubled and BW discharge more than tripled. Increased BW volume resulted from increased frequency and per capita discharge of bulk carriers from Asia and tankers from western Central America and Hawaii, reflecting shifts in direction of commodity movement. The top 11 export commodities (59% of total export tonnage) were transported on bulk carriers or tankers. In a multivariate linear model, annual tonnage of these top 11 export commodities by vessel type were strong predictors of total bay-wide overseas BW discharge (adjusted R2 = 0.92), creating the potential to estimate past or future BW delivery in SFB.
