    The Italian navy said Friday it boarded and took control of a Sicilian fishing boat that had been seized earlier in the day by armed men off the coast of Libya. The navy said the fishing boat had been seized by armed men, apparently Libyan security forces, traveling on a tug boat around 90 kilometers (50 nautical miles) northwest of the Libyan port of Misrata. Fighting in Libya has escalated to its worst levels since the 2011 civil war that ended with the overthrow and killing of longtime dictator Moammar Gadhafi.

    The U.S. military has a problem in the Western Pacific: the tyranny of distance and time. Delivering military force across the vast Pacific Ocean has never been easy, even for a country as blessed in resources and ingenuity as the United States. The problem has worsened as America's chief regional rival, China, has improved its ability to harm American interests quickly and with limited forewarning. Seventy years after Mao Zedong proclaimed the People's Republic of China, China's military capabilities have matured to the point where, if directed by the Chinese Communist Party (CCP), the People's Liberation Army (PLA) could launch a rapid attack to change the status quo, including territorial seizure, before the United States could meaningfully respond, thus presenting Washington with a fait accompli. American forces located outside the conflict area would have to penetrate China's anti-access/area-denial (A2/AD) network to restore the status quo ex-ante, a daunting proposition. Under these circumstances, Washington might face the unenviable choice of doing nothing or escalating to higher levels of violence. Either way, the national interests of both the United States and its closest allies would suffer dramatically.

    The cruise industry has suffered heavy setbacks owing to the COVID-19 pandemic outbreak. Domestic and global pandemic control measures-involving rules varying across countries as well as distinct legal systems-were escalated. We aimed to illustrate the need to establish a public health cooperation mechanism for the cruise industry. First, we analyzed the legal dilemma pertaining to pandemic prevention and control in cooperative situations; namely, the legal loopholes in the prevention, control, and rescue of cruise ships. Second, we focused on international collaboration during cruise ship rescues amid the pandemic, exploring solutions for current industry problems. Third, by analyzing Chinese practices in cruise-related areas, this paper guides the development of a public health cooperation mechanism for the cruise industry. In sum, we call upon the international community to develop such a mechanism within the scope of international law in terms of public health security and pandemic prevention. Research methodology: This is a practical research paper. Per our analysis of the United Nations Convention on the Law of the Sea and International Health Regulations of the World Health Organization, we studied the global legal issues pertaining to cruise epidemic prevention and control by sorting out legal regulations. We conclude that an international cooperation mechanism for cruise epidemic prevention and control should be established to ensure the cruise industry's sustainable development.

    The escalating greenhouse gas (GHG) emissions from maritime trade present a serious environmental and biological threat. With increasing emission reduction initiatives, such as the European Union's incorporation of the maritime sector into the emissions trading system, both challenges and opportunities emerge for maritime transport and associated industries. To address these concerns, this study presents a model specifically designed for estimating and projecting the spatiotemporal GHG emission inventory of ships, particularly when dealing with incomplete automatic identification system datasets. In the computational aspect of the model, various data processing techniques are employed to rectify inaccuracies arising from incomplete or erroneous AIS data, including big data cleaning, ship trajectory aggregation, multi-source spatiotemporal data fusion and missing data complementation. Utilizing a bottom-up ship dynamic approach, the model generates a high-resolution GHG emission inventory. This inventory contains key attributes such as the types of ships emitting GHGs, the locations of these emissions, the time periods during which emissions occur, and emissions. For predictive analytics, the model utilizes temporal fusion transformers equipped with the attention mechanism to accurately forecast the critical emission parameters, including emission locations, time frames, and quantities. Focusing on the sea area around Tianjin port-a region characterized by high shipping activity-this study achieves fine-grained emission source tracking via detailed emission inventory calculations. Moreover, the prediction model achieves a promising loss function of approximately 0.15 under the optimal parameter configuration, obtaining a better result than recurrent neural network (RNN) and long short-term memory network (LSTM) in the comparative experiments.
