Developing an international public health cooperation mechanism for the cruise industry... - 0 views

    The cruise industry has suffered heavy setbacks owing to the COVID-19 pandemic outbreak. Domestic and global pandemic control measures-involving rules varying across countries as well as distinct legal systems-were escalated. We aimed to illustrate the need to establish a public health cooperation mechanism for the cruise industry. First, we analyzed the legal dilemma pertaining to pandemic prevention and control in cooperative situations; namely, the legal loopholes in the prevention, control, and rescue of cruise ships. Second, we focused on international collaboration during cruise ship rescues amid the pandemic, exploring solutions for current industry problems. Third, by analyzing Chinese practices in cruise-related areas, this paper guides the development of a public health cooperation mechanism for the cruise industry. In sum, we call upon the international community to develop such a mechanism within the scope of international law in terms of public health security and pandemic prevention. Research methodology: This is a practical research paper. Per our analysis of the United Nations Convention on the Law of the Sea and International Health Regulations of the World Health Organization, we studied the global legal issues pertaining to cruise epidemic prevention and control by sorting out legal regulations. We conclude that an international cooperation mechanism for cruise epidemic prevention and control should be established to ensure the cruise industry's sustainable development.

Carbon and cost accounting for liner shipping under the European Union Emission Trading... - 0 views

    Excessive CO2 emissions and increased total costs of liner shipping are the two main problems affecting the environmental and economic benefits of liner companies under the European Union Emission Trading System (EU ETS). To address the upcoming EU ETS, we propose a carbon and cost accounting model for liner shipping that accurately calculates CO2 emissions and total cost of liner shipping. We conduct a case study that a containership operates on the liner route from the Far East to Northwest Europe. The results show that the sailing stage plays a pivotal role in CO2 emissions from liner shipping, accounting for 94.70% of CO2 emissions. Among four types of fuel, CO2 emissions from liner shipping using MGO is the largest, while CO2 emissions from liner shipping using methanol is the smallest. Methanol, as an alternative fuel, proves to be a better choice than LNG for CO2 control of liner shipping. The relationship between sailing speed and CO2 emissions follows a U-shaped curve for the selected containership. Notably, speed reduction is effective in carbon control of liner shipping only when the sailing speed exceeds 8.29 knots. Under the EU ETS, sailing speed is a key variable affecting the total cost of liner shipping. Speed reduction may not always be cost-effective. When keeping the total cost of liner shipping unchanged, sailing speed should be reduced as the EU allowance (EUA) price rises within a certain range. For the selected containership using MGO and HFO, the most economical sailing speed is 8.29 knots, corresponding to the increase in EUA price of 304.95% and 261.21%, respectively. If EUA price continues to rise, speed reduction will become ineffective in controlling the total cost of liner shipping. This model can enhance the environmental and economic benefits of liner companies, meet compliance requirements of the EU ETS, and provide a new perspective for carbon and cost control of liner shipping.

Evaluation of the Anti-fouling Efficacy of Bacillus licheniformis Extracts Under Enviro... - 0 views

    There is an increasing interest in developing innovative coatings and testing natural products with anti-fouling activity to substitute current highly toxic biocides that have a harmful impact on marine organisms. Bacillus licheniformis species have shown different anti-biofilm and anti-fouling activities in vitro, but so far, its efficacy in field trials has not been tested. For this purpose, the capacity of different extracts of B. licheniformis NCTC 10341T to prevent micro and macro-fouling was first tested in vitro. The methanol cell extract (MCE) inhibited bacterial biofilm formation without significantly affecting planktonic growth and displayed a significant efficacy to prevent larval settlement of the macro-fouler Bugula neritina in vitro without inducing lethality. Additionally, the MCE presented low toxicity against the non-target species Artemia salina. The B. licheniformis MCE was then incorporated in a self-polishing paint at 2 and 5% w/w and tested in a static immersion experiment in the Gulf of Aqaba (northern Red Sea) for 180 days. Fouling coverage decreased by 30% in the 5% MCE-treated panels in comparison with the control panels. Differences in the anti-biofilm activity of the extracts depending on the culture medium highlight the importance of the strict control of culture conditions for the production of biomass with stable bioactive activity. The results indicate the potential of B. licheniformis NCTC 10341T crude extracts for environmentally friendly anti-fouling applications, although a deeper characterization of the bioactive compounds present in the B. licheniformis MCE and its mode of action is required to allow strict control of the activity of the extracts to achieve large-scale industrial production.

Proactive In-Water Ship Hull Grooming as a Method to Reduce the Environmental Footprint... - 0 views

    The application of a proactive grooming program to manage the fouling control coatings applied to ship hulls provides an opportunity to address the climate crisis, invasive species and the discharge of biocides into the marine environment. A large percentage of the total power required to propel a ship is to overcome the viscous drag created between the hull and the water. The powering penalty due to increases in coating roughness and the development of biofouling are well documented. In addition, poorly maintained fouling control coatings may lead to the transportation of invasive species. In-water hull cleaning is therefore an important part of ship operations; however, this is typically implemented as a reactive measure when fouling reaches a critical level and requires powerful machinery which damages the coatings, creates unwanted discharge and in many locations the discharge will require capture and disposal. Ship hull grooming is being developed as a proactive method to manage fouling control coatings that will ensure that they are maintained in a smooth and fouling free condition, there is no transport of invasive species or excessive discharge of material that occurs during cleaning. This manuscript will summarize the findings of many years of research and development.

Hybrid dynamic modeling and receding horizon speed optimization for liner shipping oper... - 0 views

    Uncertainties in port handling efficiency can cause port delays in the liner shipping system. Furthermore, policies on carbon emission reduction, such as EEXI standards, restrict the potential for speed optimization in liner shipping operations. Traditional tactical planning speed optimization is unsuitable for operational-level decision making, leading to unreliable schedules. From a schedule-reliability and energy-efficiency perspective, we propose a real-time speed optimization method based on discrete hybrid automaton (DHA) and decentered model predictive control (DMPC). We use a dynamic adjustment of sailing speed to offset the disturbance caused by port handling efficiency uncertainties. First, we establish a DHA model that describes each ship's hybrid dynamics of state switching between sailing and berthing; then, we develop a prediction model for the DMPC controller, which is analogous to the DHA model. The schedule is transferred into time-position coordinates as controller reference trajectories in the receding horizon speed optimization framework. We consider determining tracking errors, carbon emissions, and fuel consumption as our objectives, and we carry out engine power limitation (EPL) analysis for the sample ship, which turns the EEXI standards into constraints. We attain the recommended speed by solving a mixed-integer optimization. We carry out a case study, and our results indicate the effectiveness of our proposed DHA-DMPC scheme in lowering port delays and achieving the best trade-off between schedule reliability and energy efficiency. Additionally, we conduct further experiments to analyze the impacts of various carbon reduction policies on the performance levels of liner shipping operations.

    The introduction of a surface into the marine environment begins a process known as biofouling, which increases the weight and hydrodynamic drag of the fouled structure. This process is detrimental to maritime vessels and costs the industry ∼$150B in fuel and maintenance spending annually. Preventing the settlement of fouling organisms mitigates these issues and limits the spread of non-indigenous species (NIS). This is primarily achieved via antifouling paints. Ultraviolet light is a sterilization method used in water purification, food storage packaging, and within medical fields. Ultraviolet C (UV-C) radiation interacts with DNA to prevent growth, proliferation, and survival of bacteria, and biofilm formation. Recent progress in microelectronics technology has advanced the range of commercially available light-emitting diodes (LEDs) to include the UV wavelengths, and the reduced size and cost has allowed their integration into previously inaccessible locales. This study builds on recent progress in integrating UV-C LEDs into UV-lucent silicone tiles for fouling control. The operational cycle needed to prevent growth of Navicula incerta cells was determined. Constant irradiance at a peak of 5.77 μW/cm2 resulted in a significant reduction in diatoms within 2 h, and a 2 log and 3 log reduction after 48 h and 5 days, respectively. Duty cycling (pulsing) in all variations from 50 to 2.5%, indicated significant reductions in cell densities, and the lowest cycle could effectively reduce biofouling growth and increase the longevity of the LEDs for up to 45.6 years. Irradiance and exposure were altered over a set duration and indicated a restriction in growth between 0.01-0.82 J/cm2 and an increased mortality at irradiances > 2.65 J/cm2, suggesting an effective antifouling threshold between these dosages.     The International Maritime Organization (IMO), as a specialized agency of the United Nations responsible for the safety and security of international shipping and the prevention of pollution from ships, has applied two main area-based management tools (ABMTs): the "Special Areas" established under the MARPOL 73/78; and the "Particularly Sensitive Sea Areas" (PSSAs) established under the IMO resolutions. The new Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ agreement) stipulates the establishment of a comprehensive system of ABMTs to conserve and sustainably use areas beyond national jurisdiction. Strengthening coordination in the use of ABMTs established by the IMO and the BBNJ Agreement is important for vessel pollution control in the high seas. The IMO is a stakeholder for relevant proposals and consultations on proposals regarding the establishment of ABMTs in the BBNJ Agreements, and can provide information on the implementation of them. The Conference of the Parties (COPs) to the BBNJ Agreement can also make recommendations to the IMO and its parties to promote the adoption of special areas and PSSAs. This article respectively elaborates on the practices and effect of ABMTs of the IMO and explores the relevant rules of the BBNJ agreement and their enforcement. Then this article discusses the possible approaches for the ABMTs coordination between the IMO and the BBNJ agreement regimes and their implications on vessel pollution Control in the high seas. Overall, relevant rules of the BBNJ agreement shall be interpreted and applied in a manner that does not undermine relevant legal instruments of the IMO.
